Indian GDP is reported by many people, GoI, RBI, ADB, IMF, WB etc and they all can collect their data as they want. It is out there in the open. Shanghai statistics is NOT under reporting of data, and in fact it is just the opposite. It refers to over reporting and cooking up data to impress others.
