Come to think of it, India, Indonesia, Malaysia, Morocco, Iraq, Thailand, Afghanistan.. Chechnya, Moscow, .... but no attacks inside the US. Maybe its working.

The Capitol Police (those police who are strictly assigned to the capitol building) in Washington DC only have pistols. Some do wear protective vests, but that's about it.
