GOI could tweak customs duty to promote domestic manufacture. Given the size of the Indian market, they will be forced to setup some manufacturing. Unless this runs foul of WTO. My 2 cents, am no expert but take it FWIW.

FWIW, I visited Sriharikota last month, & the sense I got from the people who were guiding us (Both involved in integrating launch vehicles) was that GSLV launch was unlikely in 2016, most likely Q1 of 2017.

Not an expert, but aerostat would be better from a fuel cost perspective. I would imagine fuel consumption of a hovering helicopter would make it too costly.
