The Rustom design is a slim/slender 'cranked arrow' delta wing and the load bearing position of the wings are to the aft of the fuselage. This design with canards may be an elegant design.

The IL-476 is the way to go, but we cannot expect a delivery until 2020. In the mean time, we'll have to look for options to suffice our immediate requirements. It will also be better if we could get some kind of manufacturing deal with IL, so that we will be able to produce and service them locally...

The Navy should pursue the Mig29M2 --> Mig-35 as its carrier borne and ground based multirole fighter. A dozen per carrier and a squadron per Command should suffice the Navy for 20-25 years.

The Navy was interested in the E-2D Hawkeye. Add a dozen for the IAF, and you'll have the whole country and exclusive zone covered. The commonality of the IAF/Navy AEW solution, will bring down the per-unit price and easy maintenance.
