After the Assembly election loss, I think getting bills passed in Rajya Sabha is going to get more difficult. Now is the time to strike (before RS elections from lost states). Nobody knows what will happen in 2024.

The army also has a couple of regiments. But even then, 14000 number seems to have an added zero, given the cost.
