Mao Sir is on record that LCA-Navy isn't anywhere near matured for production. Unlike Tejas FOC, Naval version has far too many jugaads. The effort needed to get it production ready is better spent on NP-5 and other critical paths for TEDBF.

So if they wanted, IA could have ordered and inducted LUH without the auto-pilot by specifying a operational ceiling, while the auto-pilot gets qualified! It could easily have been retrofitted.

Even it you have an OCU, the regular sqns will still need trainers for IR rating checks, AEB categorization checks and DASI inspections, and sometimes even remedial training of qualified pilots.
