They have at most counts around 50K troops in Tibet. This is not because they don't want to put more there but because they can't. We outnumber the PLA by upwards of 20 to one across the length and breadth of the border. At Doka La, there are 30 to 40 pampered chini border guard to 400 IA regulars....
