I think there is more going onhere. If you look CAPEX+Subsidies was 8%-9% of GDP all the way to about 2005. Then in 2005 suddenly it becomes under 5% of GDP. Subsidies only rose just about 2%. Currently that doesn't happen. The govt for e.g. bundle's the rates and pushes the avg cost out and sees to net out avg prices. Consumers cannot choose to buy from whoever they want subject to a SLA!
