HAL did design and manufacture Kiran Mk1 and Mk2 so not sure why they would need ADA help on this.
HAL has claimed that working on the Tejas and gaining experience on it helped them to speed up design and prototype production (and presumably initial testing) of the IJT/Sitara.

well HALs position is always secure with billions $$ of license builds and overhaul jobs. it is navaratna status, a huge PSU employer(means guaranteed state level political backing) and koi kuch ukhar nahi sakta. IMHO, India lacks a governing body that provides direction, some form of encouragement, enables funds, supports effort and a place where-the-buck-stops. What I didn't understand is that if HAL could build the Kiran Mk1 and Mk2 which is liked by the IAF, how on earth can they screw up so badly with the IJT? Its not like the design skills for an IJT have atrophied so why is the IJT having so many problems (ignoring the engine issues)?

I think more than infrastructure upgrade to increase average speed of trains, reducing the number of stops for the fast ones should also be done. The average speed going down has a lot to do with too many stops and for too long.
