Williams and others let's start a numbered wish list for Modi 3.0
#1. Reform judiciary
#2 Reform IAS and IPS
#3. Move police from.State to Concurrent list
#4 Crimes against women added to UAPA

a. Appoint a commission to rewrite the Constitution or better still no constitution like the UK - their laws on the book are the constitution.

b. As part of judiciary implement Panchayat system of Bharat. This would allow for justice at the lower level without the need for honorable judge and cunning lawyers. Most routine cases are disposed of by AI system and judgement written using Generative AI.

c. institute minimum standards i) for city/town/village roads and infra and municipal service ii) water and electricity availability 24x7 no disruption, constant voltage, constant purity for water iii) modern complaint system with service tickets issued and time limit for resolution as an interface for consumers iv) sewage, recycling and other civic functions - minimum standards.

d. for IAS/IPS and other Govt service full IT implementation using BPM and other modern systems. Politicos have dashboards, reports and other details at finger tips, no one needs to ask "What is status of X project", tis available instantly. Those lagging behind have a name/dept/group that is directly culpable for delays.

e. national certification for many things e.g. food sold to public, packaged goods and other consumer stuff. Automotive / scooters / vehicles - the manufacturer is directly responsible for disposing/recycling their products which will make them rethink their products.

1. Create lot of new jobs in private sector, support industry to achieve this goal (Urban & Rural)
2. Come up with a strategic (defense) vision for India in the first 100 days and start implementing it
3. Reform Judiciary (first 100 days)
3. Start deporting illegal's (not to be publicized)
5. Start Job skilling programs (with state sponsored & private sector participation)

1. Buy ATAGs, Pralay & Prithvi missiles, LUHs, increase MkIA (make it into MK1B tranch orders), arty shells, and other indigenous defense products in massive numbers as to generate scale of economy and able to compete with China in terms of wartime production so China does not beat us in industrial production during times of war.
2. Go all in on the Kaveri engine program and free us from the tyranny of American version of the damasocle sword of sanctions over India's head
3. Start a national priority program where the Indian semiconductor industry can catch up with the rest of the world and produce critical computer chips for its defense weapons and critical systems without having to rely on anyone else in the world.
4. Build 100 nuclear reactors and start a massive uranium mining program to produce enough uranium to power India's nuclear reactors for at least 100 years.
5. Build enough wind and solar power plants linked with GWH battery farms or at least 1GWH capacity energy storage facilities to massively offset the energy import balance and make our current account positive and increase our trade surplus
6. Go on a massive hospital/medical facilities building spree combined with increased medical schools to increase the medical coverage for nearly all of India's population.
7. Clean up megacities' air pollution. We are literally living in a gas chamber which shortens our lives by a third.

my wish list:
1. UCC
2. Abolish Waqf board act
3. NJAC in the new avatar
4. National Guard (as unified Central Para Military forces)
5.Police concurrent list
6. Strict policy on affirmative action and no increase in 50% ....can there be a time limit placed on this affirmative action??
7. National Database of citizens in whatever form you want to name it
8. Abolish Muzrai act and return control of temples
9. Split department of Defence (its ginormous)
10. Strict rule on Felons contesting elections
11. No Foreign Born to hold High Office or sensitive posts
12. 1991 places of worship act.
13. Be done with lowest vendor and Desi first preference for defence procurements, especially those in dire need or urgent upgrading
14. Stop the tamasha of every six months elections and one election for both states and central.
15. rather first past the post maybe ?? proportional representation ?? based on vote share(maybe a radical shift) at least to the upper house. Both houses to end term simultaneously

Hope this helps , sorry some may seem undercooked but may be useful-

1.Revamped Urban planning policy may be learn from Singapore and not from a BMC :)
2.Expand cyber offence and defence
3. Expand foreign missions and intelligence capabilities
4. Develop Lakshadweep and A&N as nook military bases and missile defence
5. Comprehensive sports policy for schools - build facilities like athletics, swimming pools and martial arts for a fit citizenry - a fit citizenry is a future national guard!
6. Devise family planning and childcare facilities to maintain 2.0 fertility and work life balance
7. Pervasive and cheap but quality digital education from elite institutions like IITs or renowned teachers and global experts for students of all levels and towns
8. National library, museum, arts and archives available at national, state and city level
9. Long term planning to make Bharat secure - that includes defanging the next door snake for good , we all know what that means.
10. App/website to track elected leaders decisions and expenditure at all levels of government

My list for Modi 3.0

1. Repeal Waqf properties act
2. Implement UCC
3. Implement NRC. Introduce guest worker visa to all non-NRC qualified. No citizenship unless they go back to their original country and apply with Indian embassy there
4. Double CRPF budget and strength
5. Bharatveer program in all aspects of Disaster Management in the lines of Agniveer. Bharat should be synonymous to UN-DRF. Lot of employment and global engagement opportunity.
6. Judicial Reforms and revised NJAC
7. Continue Admin Reforms from ruling to servicing
8. Law and order moved to concurrent list
9. Scientific survey of all occupied temples. Once and for all - all the occupied temples marked, surveyed and published. Repeal places of worship act and give all the occupied places to ASI control for restoration and converted to Museums; wherever Hindu worship is difficult to re-establish
10. One nation, one election

Define a new class of criminals, "Agents of Chaos" - Soros and other actors who push enornmous monies to attempt changes to society / social fabric.

I want to add a few more things which would provide bang for the buck and establish Bharat direction:

1. create institutes for reclaiming the Indian narrative on Bharat's ancient knowledge base. This includes the Vedas, Bharat Math/Science, Bharat Medicine (much of it destroyed during invasions). Requires deep research/original works. India is the final authority on the matter. (Reminds me of Rajiv Malhotra who found out from Witzel (yes that bloke) a Dutch book on botany which was verbatim copy of the one from Kerala, India!).
2. certification and standards bodies for all consumer products. This would make sure that minimum standards are adhered and certification provides "peace of mind" for the consumer.
3. start tradesmen courses in many areas and provide certificates. Many tradesman jobs are specialized and having institutes that provide ongoing training and apprenticeships for the plethora of jobs make economic sense. ITI is there but needs to be enhanced big time.
4. for all temples of antiquity a perimeter around say 1000+ m is established similar to the one in Odisha Jagannath temple. Too much encroachment and rubbish near temples.

Remove the Minority ministry, and the Minority/Non-Minority classification.
Rephrase Minority Rights to Monority Responsibilities and Rights. Minorities have equal responsibility for nation building.

On IT Side:
0. UPI great achievement
1. ONDC - great solution - work in progress - will expand exponentially.
2. National ID system for electronic or any transaction - foundations already in place with Aadhar based KYC
2a) utilize this more thoroughly - marriage registration (eliminating fake names/religions/education), land registration, school registration, etc.
2b) allow utilization for commercial / online ids - replacing Google/Microsoft/other Identity Providers.
3. BharatOS
a) start with all Govt computers and mobiles phones as mandatory.
b) then encourage other usage by independent users
c) then start actively discouraging / putting certification burden on other OSs (Windows/Android/Mac)
4. Official email:
a) start with each person having one aadhar linked to one mobile and one Bhartiya email.
5. Cloud storage
a) started nascent steps with document storage - medical records, student education certificates - need to expand more.

This steps are required to eliminate the monopoly of BigTech and their data mining or future misuse.

Education Sector
1. Increase massively national funded technical colleges (25-50 IITs and NITs are not enough) - think new 500 NITs.
2. Increase schools - increase teacher salaries - so a lot of talent can be attracted to make better teachers.
3. Increase Sanskrit universities (currently I see only 2 - Varanasi and Tirupati).
4. Make reservation a one time benefit - ex: 1st admission, or 1st Govt job or 1st promotion. Once the reservation benefit is utilized, it will be no more allowed. This can be expanded across generations, if parents have availed of reservation benefit - progeny will come under "already benefited" category.

(For eg, birth based caste practice was non existent in ancient Hinduism, earlier Christians believed in reincarnation, Near Death Experiences proves personal morality matters in the quality of next life, hypnotic regression uncovers past life, modern science theory matches Hindu teachings on the nature of reality, etc..)

The biggest improvement we need to make is in the quality of life of the average person

1. Clean Air to breathe - Air pollution levels are alarming and have been for long, We desperately need to do better as this is harming and killing millions of Indians each year

2. Clean streets to walk, Even dirt poor countries in Africa and Central America have general cleanliness standards 100x ours. Now most of this is due to how the people treat their land but rule enforcement can be improved. Our own folk do a 180 and start being conscious after moving to US, UK because they know they will be fined heavily.

And if Indore's municipal Corp and citizens can do it then why can't every other city?

3. Safer food to eat and drink. We need to improve our food and drink safety standards significantly, I'm not saying go full EU and throw down a billion regulations but it is important to have certain standards.

4 Safer roads to drive and walk. One of the biggest reasons of people dying young in this country are road accidents, Our roads have always been a little lawless however it has reached a crazy new level. In several places speeds are unchecked, there is no real "license testing" and enforcement of helmet, belt laws are non existent.


These all sound very basic but if only once we improve on these can one say that being an average Indian living in India is just as good as the average American or European no matter the overall GDP
