Its now clear from Obama NPR interview that Oil Price downfall was engineered by Obama adminstration to increase Russian economic hardship , No ambiguity there

Seems like Saudi nicely plays around and OPEC is held hostage to US-Russian politics

http://sputniknews.com/us/20141229/1016379674.html
"Part of our rationale in this process was that the only thing keeping that [Russian] economy afloat was the price of oil. And if, in fact, we were steady in applying sanction pressure, which we have been, that over time it would make the economy of Russia sufficiently vulnerable,” Obama said in an interview with the National Public Radio.

According to the president, the US policy toward Russia calculated that "if and when there were disruptions with respect to the price of oil,” Russia would have “enormous difficulty managing it.”

Earlier in the year, “everybody in Washington” was convinced that Russian President Vladimir Putin had "outmaneuvered" the United States but the Russian president’s position does not appear as strong any more, Obama said.

"At least outside of Russia, maybe some people are thinking what Putin did wasn't so smart," Obama said, referring to Russia’s reunification with Crimea. The Crimean peninsula seceded from Ukraine and rejoined Russia in March after more than 96 percent of local voters backed the move in a referendum.

So Khan is trying economic warfare on Bear. He is confusing Putin with a drunkurd. May be one of the epic mistakes in world history in making now.

2014 oil price crash will not have the same results as late 1990's oil price crash.

This is because there are powerful economies today, other than the US, which the Russians can turn to - India, China. Also, EU is not likely to listen to the US for a long time, as Russia is the only viable supplier of natgas to Europe. And with winter truly underway, EU must the ruing the cost of believing US promises of supplying natgas. Once EU stance on Russia softens, all the powerful states of Eurasia will be united against American policy for the first time in history.

Vladimir Putin: The 10th Most Admired Man in America
Each year since 1946, Gallup has asked Americans to name the living man or woman they most admire. The top vote-getters for 2014, announced on Monday, were no surprise: Barack Obama claimed victory in the male category for the seventh straight year, while Hillary Clinton extended her even more impressive run as "most admired woman" for the 17th time in the last 18 years, a record for the survey.

The most eyebrow-raising entrant on either list, however, was Vladimir Putin, who slipped into a tie for 10th place (with Israeli's Benjamin Netanyahu) after being named by 1 percent of respondents. In cracking the top 10, the widely condemned invader of Ukraine earned more votes than Vice President Joe Biden, the last two Republican and Democratic presidential nominees (before Obama), two ex-presidents (Jimmy Carter and George H. W. Bush), George Clooney, and the Dalai Lama. He even beat out Bono.

"Macho, macho man,I wanna be a amacho man!" Man,that Village People number scores again and again. Yanquis want to be macho men, hence the attraction of the NRA despite massacre after massacre. When you have a wet like O'bumbler as pres. ,confronting a very virile macho "Vlad-the Bad",you can't help admiring his decisiveness and intensity of purpose in doing what he thinks is best for his country.

It is patently obvious that the US is going down the Cold War road to try and defeat and unseat Putin. But there is a major difference. He is not a trusting loser like Gorbachev. The Russian people also well know how they were shafted by the West in the aftermath of the Cold War and have long memories. Putin will play the long game.He is not going to be the one who will blink first. Russians have also been used to hardship ,it is ingrained in their DNA. Look how the Lada plant workers never took salaries for months to keep their plant open while other factories were collapsing. It is the biggest in Europe and doing well. But they are going to have to rough it for at least a year before Europe blinks.

Russia also has secularists like in India. Putin will suffer if he is not able to turn around things in next year. Right now he has good ratings because of Ukraine but if economic downfall continues then no guarantees. At least, this is what one Russian friend from st. petersburg told me. Russians from petersburg likes to think themselves as Europeans. on quizzing about their whereabouts in Russia, some would introduce themselves as belonging to European part of Russia.

Also, i didn't sense any hostility toward Yeltsin. For them, it was different era when Russia was being born as a new country so we can't compare it with Putin. They look towards Europe for inspiration and European goods are high in demand, even things like washing powder of similar brand but european make will fetch more money and has higher demand. Local made goods are considered as inferior, so milk and cheese coming from Finland has high demand.

Just thought, i would share different "secular" perspective from Russia.

^^ The early the Russians re-orient its economy from EU towards BRICS and SE Asia the better for them.

Economically EU has entered a dead end with little prospects of growing while China , India and many SE economies are easily growing at 4-6 % for many years to come so its good economic vision to move away from EU.

Geostrategic NATO and Russia will always be at odds i.e NATO will perpetually try to expand and Russia would resist., so reorienting Russia towards BRICS and SCO makes practical sense.

The new Russian National Security Doctorine mentions such reorientation towards BRICS and SCO and the only thing mentioned about West is co-operation with OSCE.

New Russian doctrine: U.S., NATO called major threats
The new Russian doctrine also mentions the possibility of forming a bloc of its own, including shared missile systems, with nearby countries, an option not included in the 2010 version. It says it regards the BRICS organization, involving Brazil, Russia, India, China and South Africa, each an emerging national economy; the Organization for Security and Co-Operation in Europe; and the members of the Shanghai Cooperation Organization as those sharing Russia's security concerns.

I just went through the NPR interview and Obama said no such thing. He took credit for the sanctions that denied the Russian economy cushion as the oil prices dropped, not for the drop itself which he described as 'inevitable' (not 'engineered'). The US is a net oil importer; low oil prices help Obama's economy, no need to look towards Russia for motive.
Are you just lucky that the price of oil went down and therefore their currency collapsed or ...

Well ...

Is it something that you did?

If you'll recall, their economy was already contracting and capital was fleeing even before oil collapsed. And part of our rationale in this process was that the only thing keeping that economy afloat was the price of oil.

And if, in fact, we were steady in applying sanction pressure, which we have been, that over time it would make the economy of Russia sufficiently vulnerable that if and when there were disruptions with respect to the price of oil — which, inevitably, there are going to be sometime, if not this year then next year or the year after — that they'd have enormous difficulty managing it.

Oil is traded on the global free market. The US govt can't significantly influence its price. The reasons why it dropped are quite evident, no need to resort to conspiracy theories -

1. Glut caused by rising global production. Production booming in Iraq. Libya back online.

2. Poor economic recovery in EU and Japan.

3. Slowing growth in the BRICS esp. China.

4. Booming shale oil production in North America

- US oil imports have fallen by 40% or so over the last two years.
- US oil production at highest level since 1986.
- Expected to again become world's oil producer this year.

5. Oil producers reacting to falling prices by further boosting production.

Saudis have a perfectly valid rationale for not cutting OPEC production to support costs.

1. It'll hit the shale industry that needs higher oil prices to remain profitable.

2. Iran's economy has been badly bruised reducing its geopolitical strength both with regard to the nuclear negotiations and Syria. Which the Saudis welcome for obvious reasons.

Iran's support for Syria tested by oil price drop

3. In 1986, as oil prices plummeted the Saudis tried to shore up oil prices by cutting production. They succeeded but at the cost of market share; non-OPEC nations like the USSR, Canada and Norway reaped the rewards.

(^1980-90)

Having learnt their lesson, the Gulf states have no intention today of risking their market-share for Venezuela, Nigeria or Russia. If anything, they hope to bolster it given their low extraction costs. And they have massive forex reserves that'll comfortably see them through the crisis.
Saudis to Non-OPEC Producers: Cut Your Own Output, We're Good

Saudi Arabia and the United Arab Emirates reiterated pledges to keep pumping the same amount of crude, blaming non-OPEC producers for the glut of oil that’s driven prices to the lowest in five years.

IMVVHO CT Alert:

Putin's visit which saw India signing $50 billies deals, was one of the smartest real politic moves by the government. Think of it as buying peace and time. Indic civilisation needs breathing space. Maintain peace and trajectory of growth, away from the coming fights involving Camel's, Lizards, Grizzlies, Poodles and the Eagle. With Ombaba coming to town, it is time that we will have to feather the eagle's nest. If not money, there will be pressure to screech in his tone while he hunts the bear. This 50 billies we have the bear was to tell him-Look we may publicly go Shailey you, but we are with you where it matters. Specially now that energy prices are down.

This way by keeping the visit low key, we are acting to protect our interests. Rather than chest beating that the bear is sucking is dry, let's think of this as the DAAM that we are using to protect or interest.

If this is true expect to see some bear hunting noises emanating from Delhi soon after Yoga Sessions with the Baba later this month.

Russia will only seek China's help in last resort

Editorial 2015-01-03 10:32 (GMT+8)

A cartoon depicting the calamitous drop in the ruble. (Photo/CFP)

The recent sharp drop in the value of the Russian ruble, the massive outflows of capital from Russia due to Western sanctions imposed on the country after it annexed Crimea and the sharp drop in oil prices have placed the country's economy on the verge of a collapse.

Given such a situation, there are expectations that the international ratings agencies will inevitably downgrade Russia's sovereign debt rating.

The Russian government has spent nearly US$100 billion on buying rubles while the central bank has raised interest rates several times to stop the currency's decline to avoid repetition of the plight of exacerbating unemployment, economic recession, rising fiscal deficit and foreign debt caused by the 1998 financial crisis.

Faced with both economic and non-economic crises, the government needs considerable amounts of money to help it ride out these difficulties. Beijing has several times displayed its stance publicly by extending support to Russia to help tackle its economic problems. Beijing's help at this time seems appropriate.

Although China is not Russia's military ally, the two countries are closely reliant on each other. From the aspect of strategic interests, geopolitical and economic reciprocity, Beijing will not be happy to see Russia heading towards an economic collapse.

Even as China has benefited from falling international oil prices, among the many threats facing Russia's economy, cheap oil could be the biggest of all. A damaged Russian economy could indirectly impact China's strategic interests, affecting the progress of arms deals and energy transactions between the two countries and China's "one belt, one road" development strategy, let alone President Xi Jinping's proposal for building a "community of common destiny" in the Asia-Pacific.

Beijing said that it believes Russia has the ability to overcome its economic predicament but it will still help keep the economy afloat, based on the consideration of political reality and strategic interests. The key lies in the Russian government's attitude towards accepting support.

The ruble's value has nearly halved and capital outflows have reached an estimated US$120 billion, but Russia has not sought Beijing's monetary support, signaling that President Vladimir Putin has his own plan for tackling these problems.

Despite the economic plight facing the country, Putin still enjoys high approval ratings at home. If he asks for help from China, his personal prestige might be hurt.

Moreover, given Russia's nearly US$400 billion in foreign exchange reserves, its net external asset position pegged at US$126.3 billion and a monthly trade plus of US$16 billion, it absolutely has the ability to cope with its financial problems and need not to seek support from other countries.

In theory, Russia could seek financial support through China's newly established Silk Road Fund and the China-Eurasia Economic Cooperation Fund. However, if Putin sees accepting Beijing's support as recognizing China's dominance in Central Asia and Eastern Europe, he will certainly not get Beijing's help.

Despite close relations between China and Russia, there is still a lack of mutual political trust between the two countries due to historic, geographic and cultural factors.

Putin believes that only if Western countries stop imposing sanctions against Russia, will the threats facing the declining ruble and its sluggish economy be solved. Putin is also unlikely to seek China's support unless absolutely necessary.

Yes to some extent, but more than the sanctions is the drop in oil prices. However, even this huge drop in proices cannot last forever. At some point in time even the Saudis/sheikhdoms will want to raise prices to continue their international sponsorship of Islamist terror and pocket money for their spending sprees.Expect a worsening situ in the MEast and some sort of crisis involvving Iran,a temptation to castrate the Shiites by the Sunnis, that will see a surge in prices yet again.

Yes beyond the CT of pinning Russia or US Shale Industry there is a real possibility based on Data that there is inherent Demand and Supply equilibrium thats driving the prices go down for Oil.

Obama is just riding on the wave so to speak

Saudi Arabia and the United Arab Emirates reiterated pledges to keep pumping the same amount of crude, blaming non-OPEC producers for the glut of oil that’s driven prices to the lowest in five years.
Saudi itself is running into deficit this year but OPEC is not just saudi , there is already resistance coming from Iraq , Iran , Kuwait , Algeria on the need to realign the Oil Prices to something like $80

Most likely the cut in production will happen in June when OPEC meets or much earlier if prices keep falling.

Beyond that there is a question of investement too for big oil companies be it BP , Exxon , Rosneft or Shell these companies depend on high oil price for their investement which are private capital that itself depends on high returns.

No one wants to invest in Oil Industry because they are just on break even every one wants to put money in Energy because there is big profits to be made.

In 2008-2009 Oil prices went low as $40 before it rebounded to $100 and stayed there for long.

Typical Western PR here , China and Russia dont have any disputes so the trust is as good as any other country perhaps the best trust so far.

If there is any issue with Mutual Political trust then its between West/US and Russia and looking at the way NATO is expanding its presence that wont go away any time soon if ever.

Likely Russia and China along with India will co-operate within SCO countries to build a deeper security relation along the lines of N-1 NATO , since India would be joining SCO this year there would be interesting times there.

Indeed the new national security of doctorine puts SCO , BRICS at the forefront of co-operation for Russia. Which SCO would be security , BRICS would be Economic in nature.
Putin believes that only if Western countries stop imposing sanctions against Russia, will the threats facing the declining ruble and its sluggish economy be solved. Putin is also unlikely to seek China's support unless absolutely necessary.
China support would be necessary when you look at long term co-operation say 2-3 decades to comes.

Europe economy is practically dead and there are too many contradictory factor in Euro for it to review now , Even 0.5 % Growth in Eurozone is labelled as significant achievement :D

US is practically bad with its economy and is resorting to QE whose effects is yet to be seen

Compared to China which is growing at 7 % and India at around 6 % they would be driving the economic growing for next 2-3 decades even if they move away from export oriented growth to consumption oriented growth.

Within BRICS too the grow for other countries is projected at 2-3 % something even Russia projects.

So integrating Russian Economy with China and BRICS is good for their long term sustainable Growth as Growth Fuels energy demand and all BRICS country barring Russia has to import energy significantly.

I think the best bet for Russia is to gradually integrate with Chinese and BRICS economy , with EU is good to be trading partner and US trade would be always low.

Start selling Oil/Gas in Renminbi/Rouble along with Euro/USD in return for certain guranteed investment in Russian economy from China and eventually drop USD/Euro in reserve currency and keep incerasing Renminbi and BRICS bond. BRICS is the best gurantee for Russia for long term sustainable growth.

Russian, Indian scientists to develop project for chemicals and fuel production
NEW DELHI, January 5. /TASS/. Russian and Indian scientists will team up to develop within a 3-year period a project for a bio-refinery for chemicals and fuel production from biomass and to meet the dwindling reserves of crude oil supplies, representatives of the Institute of Catalysis, Siberian Branch of the Russian Academy of Sciences (RAS), Novosibirsk, Russia, and India’s Tamil Nadu Agricultural University (TNAU) said on Monday at a joint news conference in Coimbatore (south of India).

The Russian Ministry of Science and Education and Indian Ministry for Science and Technology act as co-investors of the unique project of an oil refinery that uses for processing not oil, but cellulose fibre. Of the total investment volume of 37 million rupees (some $600,000) planned for the next 3 years Russia will account for 30 million rupees ($490,000) and India - for 7 million rupees ($110,000).

This joint project aims at the development of scientific bases of an integrated, highly sustainable and energy efficient bio-refinery for the local lignocellulosic (crops/wood) feedstocks. TNAU Rector Dr. K. Ramasamy said increased concern over security of oil supply and the negative impact of fossil fuels on the environment, particularly greenhouse gas emissions, has put pressure on the society to find renewable fuel alternatives.

“India, being a tropical country, receives more than 12 hours of intense sunlight per day, which allows its nature to generate a huge amount of biomass,” Dr. K. Ramasamy said. “This cheap raw material can be successfully used for the production of chemical ingredients and fuel for transport vehicle, and we hope to successfully fulfil this task with the help of Russian colleagues in the near future.”

Representative of the RAS Siberian Branch Institute of Catalysis, Doctor of Chemistry Oksana Taran for her part said that “harmonious work of two countries’ team of specialists will not only make it possible to extract wealth from waste, but also to develop innovative technologies that can highly enrich the Russian and Indian economies.”

The further bilateral scientific exchanges will help the two sides to develop some innovative technologies for getting fuels and chemicals form biomass, they said.

Of course had it been Hillary she would have been the biggest one. Most of the Khan politicos suffer from serious case of delusion. We all do suffer from it but as a nation Khan suffer from it. Its lack of history may be a reason for that.

Russian Defense Minister Sergei Shoigu is in india this week and has held meetings modi, parrikar among others. This visit comes a week before US president obama is set to visit india.

India, Russia agree to fast-track FGFA programme
India and Russia agreed on 21 January to expedite their joint military programmes, particularly the delayed Fifth Generation Fighter Aircraft (FGFA) project.

"We discussed all issues, including the FGFA, and have decided to fast-track many of them as there are apprehensions about the slow pace in their execution," Indian defence minister Manohar Parrikar said in New Delhi.

Speaking after jointly chairing the Inter-Governmental Commission on Military Technical Cooperation (IGC-MTC) with his Russian counterpart Sergei Shoigu, Parrikar said the two sides would hold regular "interactions" to maintain project deadlines.

Official sources told IHS Jane's that differences persisted on the FGFA's preliminary design features despite a 10 January Russian media report claiming that the two sides had managed to resolve them following a four-year delay.

Quoting FGFA project director Andrev Marshankin, the Sputnik news agency had reported agreement between Indian and Russian officials on the specifications of the 30-tonne fighter, which is based on the Sukhoi T-50 PAK-FA. Enduring Indian reservations over the FGFA programme include those over the fighter's AL-41F1 engine and its stealth and weapon-carrying capability.

India is also insistent on Russia restoring its workload in the USD10.5 billion developmental programme after recently reducing it from 25% to 13% without consulting Delhi. It is also seeking greater access to the fighter's design configuration, which it claims it is denied.

The Indian Air Force (IAF) plans on acquiring around 130 FGFA, down from an earlier projected requirement of around 220.

Meanwhile, the two defence ministers signed an agreement to share flight safety information relating to military aircraft, especially fighters, that both sides operate. IAF officers said this pact was long overdue, for whenever one of their Russian-origin aircraft crashed, they faced complex bureaucratic procedures in seeking access to the platform's original equipment manufacturer.

This drawback recurred recently after a Sukhoi Su-30MKI crashed near Pune, western India, in October 2014, resulting in the entire fleet of multi-role fighters being grounded.

COMMENT
The IGC-MTC meeting took place ahead of US president Barack Obama's three-day visit to India, which starts on 25 January and during which several defence agreements are anticipated.

Military planners said Russia is anxious to maintain its position as India's principal materiel supplier, having provided it with defence equipment worth over USD45 billion since the 1960s.

Over 60% of major Indian military platforms are Russian in origin, but in recent years India had been sourcing its defence goods from other suppliers, including from Israel and the United States, among others.

Between 2011 and 2014 the United States surpassed Russia as India's topmost materiel provider, selling equipment worth INR326.15 billion (USD5.3 billion), compared with INR253.36 billion worth of imports from the latter.

As soon we get off the dollar invoicing system for oil, we are going to see a huge increase in the standard of living in the non-western world. This is what the Russia, China, and India are all planning for.

The alacrity with which China and Russia have accepted Indian into the SCO and Asian trade bloc indicate that the alarm bells started ringing in Beijing and Moscow n the aftermath of the visit by the US pres. With Sushma meeting both the Chinese and Russian FMs,who also promised backing for India's UNSC seat, and mention first time reg. terror emanating from Pak,indicates that mr/Modi's bold foreign policy moves are bringing in results.

Meanwhile, here is a statement from the Russian ambassador reg. the KKNPP plant producing cheaper power than Russian or French plants.

http://www.thehindu.com/news/national/t ... epage=true
Kudankulam power cheaper than U.S. proposals: Russia
Suhasini Haidar
Russia says power from the Kudankulam plant costs only half that of power from the proposed American designs.

A week after U.S. President Barack Obama’s visit cleared major hurdles in the Indo-U.S. nuclear deal, Russian officials say the power generated under the agreements will be much more expensive than the negotiated deals with Russia for the “Kudankulam series.”

An official statement from the Russian Embassy said the rates for electricity from units 1&2 of the Kudankulam Nuclear Power Plant, being constructed with Russian technical assistance (in Tamil Nadu), were almost half the price that power from proposed American designs would cost. According to unconfirmed reports, U.S. company Westinghouse has proposed Rs.6 per kWh in initial discussions with India, while French company Areva had spoken of Rs.6.50 per kWh, both of which would be far higher than the estimated price of power at Kudankulam 1&2 at Rs.3.50 per kWh. Added to this is the projected raised costing for insurance after India agreed to set up a $240-million (Rs. 1,500 crore) “insurance pool” to be funded equally by state-owned insurance companies and the government.

Significantly, the statement was issued on a day External Affairs Minister Sushma Swaraj met Russian Foreign Minister Sergei Lavrov at the RIC trilateral in Beijing. Indian government officials called the Russian statements premature. The costs in both the cases of U.S. and France “are still to be worked out,” they told The Hindu.

However, the costing of U.S. nuclear companies is becoming the next big issue, even as India and the U.S. overcame the major hurdles of supplier’s liability and administrative arrangements. In a letter to Prime Minister Narendra Modi this week, CPI leader D. Raja pointed out that the cost of U.S. reactors and the insurance pool could result in the rate exceeding Rs.15 per kWh. “This is much higher than the tariff from competing sources,” wrote Mr. Raja. “I am concerned that the government has not adequately examined the cost of electricity from the proposed American reactors.”

The Russian statement quoting nuclear officials indicates that Moscow is unhappy, and feels competitive about the spotlight on the U.S.-India deal, even as Russian President Vladimir Putin had in December signed a strategic agreement for constructing 12 new nuclear power units.

The Indo-U.S. deal announced by Mr. Obama and Prime Minister Narendra Modi was welcomed last week by Westinghouse CEO Daniel Roderick, who called it a “breakthrough.” The deal hinges on a “memorandum” to be submitted by the Indian government to the U.S. that will outline the Indian understanding of the clauses that the U.S. nuclear suppliers find problematic.

Sources told The Hindu that the memorandum would be shared with U.S. officials “this week.”

Russian nuclear officials, however, made unfavourable comparisons between their negotiations for nuclear reactors that began in 1988 and the proposed American deals.

“The Russian side had offered the Indian government credit for the construction of the new Kudankulam 3&4 plants with similar terms as for the construction of Kudankulam 1&2, regardless of the fact that 30 years had passed since the agreement on the first unit,” they said. They also pointed out that the Kudankulam reactor now operational “meets the latest safety requirements.” It was connected to the national grid in 2013 and the next one was due to be commissioned shortly.

^^^ Kudankulam power will be cheaper, if its is generated!!!!

Following a technical snag in the turbine generator of the first unit of Kudankulam Nuclear Power Project on Monday, authorities decided to shut down the unit for six to eight weeks.

The turbine generator has been in operation for just over 190 days for 4,701 hours and generated 282.5 crore units of power. An official statement from the project site director R S Sundar said the unit had been shut down to inspect the turbine and its associated components before resuming commercial operation. Without mentioning much about the snag in the turbine and the critical nature of some of its components, the statement said they had already replaced some components.

“It is likely to take more than eight weeks to resume operations as some of the critical components need replacement,” said a senior project official. Construction of two 1,000 MW units at the plant in collaboration with Russia at Kudankulam in Tamil Nadu’s Tiruneveli district was initiated by the Nuclear Power Corporation of India. After attaining criticality on July 2013, operations of Unit-1 had undergone a series of troubles.[/url]
Classic Russian tactic of offering something at a lower unit cost knowing the buyer will eventually pay more on the overall life time operating costs.

Vipulji, although the Kudankulam experience has not been good with the Russians, Western options are no more reliable either. Please look at the pains Finland is going through for a reactor it has ordered since 2000, construction began in 2005, yet to generate one unit. Something which was supposed to cost 3B euros is now estimated to cost 8.5B euros (with Finnish company and Areva both suing each other for varying claims), but in the end Finland will have to pay up in order to utilize the already sunk cost (Vikramaditya saga).

So we need to consider the Russian as well as Western claims of superior performance/cost/safety/etc. with our own validations.

True Prahaarji.
My interest is now to know how the VVER reactor's supplied to china and other countries are working. If they are fine then it is clear that Russia is passing junk only to India.
IIRC, the Finland fiasco happened as they were trying out new type of technology (EPR) and hence going in nobody knew what the true costs are.

Paddy Ashdown, now Lord Ashdown,Liberal party leader,mex-marine ,diplomat, blah, blah, has this to say about the UKR crisis and the wider ramifications of the West treating Russia badly.

http://www.independent.co.uk/voices/com ... 32388.html
Sunday 8 February 2015
'Russia's growing threat': The West faces a very dangerous crisis – and it's in part of our own making
Xcpt:
The Chinese philosopher Sun Tze said “Strategy without tactics is the slowest route to victory. Tactics without strategy is the noise before defeat.” In the Ukraine crisis, Putin is playing strategy. The West is playing tactics.

The West lost the greatest strategic opportunity of recent times when we reacted to the collapse of the Soviet Union, not with a long term plan to bring Russia in from the cold, but by treating Russia to a blast of Washington triumphalism and superiority. Instead of opening the doors to a strategic partnership to Moscow, we sent young men still wet behind the ears from Harvard business school to privatize their industries, and teach them the Western way of doing things. The result was a bonanza of corruption, the humiliation of the Yeltsin years and a clumsy attempt to enlarge our “Cold war victory” by seeking to expand NATO and Europe right up to the Russian border. There was always going to be a consequence of this folly and its name is Vladimir Putin.

Ambassador: India satisfied with the level of access to the military technology of the Russian Federation

http://ria.ru/defense_safety/20150218/1048319491.html
MOSCOW, February 18 - RIA Novosti. New Delhi said "excellent" results of cooperation with Russia in the military-technical sphere and satisfied with the level of access to technology that can not organize the competition, said Indian ambassador Pound Srinivasan Raghavan.

"India and Russia have a unique experience of joint research, development and production of military equipment. The results of our cooperation are great, and we are fully satisfied with the access to technologies that got our business. And the development of a new fighter (joint Russian-Indian fifth-generation fighter FGFA) we observe the same level of cooperation, "- said the ambassador in an interview with RIA Novosti.

Speaking on conflicting assessments of Russian-Indian military-technical cooperation, he noted that "the press is always rife with misinformation, including the one that comes competitors." "And we need to understand that many of these press reports are written by people who are not interested in this project, for whatever their reasons. So they do not necessarily tell the truth. Or tell, but based on their own understanding, not based on point of view of the government or establishment, "- he said.

In September 2014 IHS Jane's Defence Weekly, citing sources reported that the Indian Air Force Command displeased a number of characteristics FGFA, in particular, have a claim to the engine, radar, stealth capabilities, armament. In addition, the Indians supposedly unhappy that they were not divided in full Technologies of the Russian T-50.

Indian ambassador: We are ready to become a full member of the SCO

http://ria.ru/interview/20150218/1048142637.html

India in the coming months may begin to supply buffalo meat and milk to the Russian market. It is expected that Indian suppliers and Rosselhoznadzor soon to agree on all outstanding issues, said in an interview with RIA Novosti Indian ambassador Pound Srinivasan Raghavan.

India in the coming months may begin to supply buffalo meat and milk to the Russian market. It is expected that Indian suppliers and Rosselhoznadzor soon to agree on all outstanding issues, said in an interview with RIA Novosti Pauline Chernitsa Indian ambassador Pound Srinivasan Raghavan. Delivery once exotic agricultural products to the Russian market - a consequence not only of foreign policy situation. After coming to power in India's new prime minister Narendra Modi and the visit of the Russian leader Vladimir Putin Moscow and New Delhi are trying to show that the strategic partnership really goes to the next level and countries intend to develop it not only due to traditionally successful military-technical cooperation.

- Mr. Ambassador, for the last two months have been just three important Indo-Russian meeting: we are talking about the visit of Russian Defense Minister Sergei Shoigu to India, and on the negotiations of the foreign ministers in Beijing in the meeting, RIC, and, of course, an Indo-Russian Summit in New Delhi at the end of last year. Now, when we have already signed documents to make, how to evaluate the success of the negotiations at the level of Heads of State?

- Visit of President Putin to India in December last year was a landmark event in many ways - a turning point. It was the first annual summit between the leaders, after India came to power a new government. The sides perepodtverdili status of a privileged strategic partnership between Russia and India and have formulated a clear agenda for the development of bilateral cooperation in various fields.

This is reflected in the joint statement of the leaders of Russia and India, where it is said about their vision of how to strengthen bilateral partnership over the next decade. The agreements signed during the visit, have substantive content and aimed at achieving the objectives set out in the joint statement.

All these achievements have been developed including the course of the January meeting of the Russian-Indian intergovernmental commission on military-technical cooperation under the chairmanship of Defense Ministers of the two countries. Negotiations have helped to achieve progress in the various areas of our military-technical cooperation. For the near future is planned for a number of other bilateral meetings, both in defense and civilian areas, which should contribute to the outcome of the summit.

- India is ready to supply the Russian market buffalo meat and milk instead of European products. How to complete negotiations with the Rosselkhoznadzor for the admission of Indian companies? How many companies have already signed contracts and how many are ready to do it?

- Indian specialized agencies and Rosselhoznadzor are in contact with each other and create a working mechanism to settle all the issues relating to the supply of agricultural products. We expect to see concrete results in the coming months. As for buffalo meat, we are now in the process of harmonization of procedural details: such as the volume of products supplied, the format of the veterinary certificate, etc.

In addition, we discuss the conditions of supply and dairy products from India to Russia.

However, there is one aspect that is usually not fully aware of: the current supply route for Indian farmers. He is very long. If transporting goods by sea, then they have to go halfway around the world, to the port of St. Petersburg. So it is necessary to find ways to deliver that will meet the necessary requirements to preserve product quality. Negotiations on these issues continue. I think that the results we can see in the next few months.

- It is possible to increase the number of selhozpostavschikov?

- It is important to start. Once the contract has been signed as soon as you have entered all the procedures, then we can talk about expanding the number of suppliers. Now we are at zero. And four companies - it is a huge improvement from zero.

- Will it run transport corridor "North-South", the initiators of which were the Russian Federation, India and Iran? Whether they will take advantage of the company?

- Corridor - at a very important project, it is an important concept, which was also discussed at the meeting of the leaders of Russia and India. And in the final statement was indicated how we can work together to accelerate the launch of this route, activation of all necessary procedures. But it involves not only Moscow and India, but also other countries. So we said that we will cooperate with other partners to accelerate the start of the route. This not only significantly reduce the cost of moving goods, but also halve the time that immediately impact on bilateral trade. Also, due to a transit profits will benefit and the other Member States of the route.

- At what stage are the negotiations with the Russian side on this corridor? You have already agreed on all the parameters with the Railways?

- We discussed this issue with the Ministry of Transport, other ministries, with the Railways, as well as interested companies. We are working on the issue of container shipping, as empty containers are returned, we discuss other technical issues such as those related to customs. And already made some progress.

- If the corridor will be launched, after some time, Indian companies are ready to begin deliveries are in Russia?

- Here the question is not so much in the company, and when the project will work. Corridor can be started when the customs authorities of all participating countries agree on all necessary procedures and more importantly, when it will start to cycle exporters themselves. But as soon as he earns, India will start to use it immediately. Our exporters, as well as Russian, are interested in this.

- The visit of US President Barack Obama to India took place almost a month after the visit of Russian leader Vladimir Putin. Some analysts point out that this coincidence is not accidental, and reflects the line of New Delhi on a rapprochement with the United States to the detriment of traditional strategic relations with Russia. How can you evaluate such statements?

- International relations - this is not a zero sum game. It is true that India is trying to expand the range of international cooperation. But Russia has been and will remain our special privileged partner. And I would like to recall what said our Prime Minister Modi during Vladimir Putin's visit to India: "President Putin is the leader of a great country, and the friendship between our peoples based on equality, trust and good will. We are developing a strategic partnership that incomparable to anything else. " According to him, the nature and essence of international relations is changing, "but the significance of Russian-Indian relations and their unique place in India's foreign policy will not change." I have nothing to add to that.

- Did you discuss during Obama's visit to Delhi accession to the anti-Russian sanctions?

- India's foreign policy based on our own values and interests, it is important to preserve the autonomy of India in international affairs. Our approach to sanctions has always been consistent and clear. And the results of Vladimir Putin's visit to India clearly demonstrate that our multilateral economic cooperation with Russia, on the contrary, increases and becomes more diverse.

- How do you assess the results of his visit to Delhi Minister Shoigu from the point of view of Russian-Indian military-technical cooperation?

- Military-technical cooperation between the two countries is developing very well. In this sphere tradition of partnership goes back to the Soviet era. The new trend is that we jointly develop advanced weapons systems, we are talking about a joint multi-role transport aircraft (MTA), and missiles "BrahMos" and other projects.

At a meeting on January 21 defense ministers reviewed progress on current projects and discussed solutions that could speed up work on a number of projects, with emphasis on those that could be implemented in the framework of the Make in India ("Do India"). Russian defense enterprises are in a particularly good position in this respect, as they have many years of experience in India with Indian partners.

- Does India to enter into additional new contracts to increase the supply of potash fertilizer from Russia or restrict the purchase of shares in the acronym?

- We consider the production and sale of fertilizers as one of the priority areas of cooperation with Russia. Here, cooperation has great potential, because our country is experiencing a great shortage of natural mineral resources. Recently signed a memorandum of understanding between NMDC and AKRON on cooperation in the mining sector - a good start. But we hope to increase the projects, including in the area of coal mining.

- And what about the contracts in question?

- Of course, negotiations are going on several specific areas and at different levels. But all this is the subject of commercial negotiations and talk about the details until early. We are talking about contracts, which are likely to be made, not at the international level and at the corporate.

- Do you see the prospects for growth in trade with Russia in the coming year? Due to some industries may be a breakthrough?

- Of course, during the meeting of President Putin and Prime Minister Modi stressed the importance of cooperation in the sphere of trade. After all, any strategic partnership - as in the case of Russia and India - must be based on trade and economic foundation. We hope that, despite the global economic downturn, our bilateral trade will see positive growth.

We work with local partners to strengthen existing cooperation in the pharmaceutical industry, mechanical engineering, agricultural and field supplies of fertilizers. In addition, we focus on the development of new directions - in the hydrocarbon sector and direct trade in rough diamonds.

We are trying to create conditions for Russian rough diamonds sold directly in India, instead of selling them through intermediaries - other countries.

- But you have already signed a contract with "Alrosa" ...

- This is just the beginning. I recall that in December were long-term contracts between the "Alrosa" and several Indian companies. But we hope to create conditions to "Alrosa" traded in India directly and organized auctions for the sale of diamonds in our country. Today, "Alrosa" holds such auctions in different countries: Belgium, Dubai, but not in India. The company due to the lack of optimal conditions in India. Our government has committed itself to create the conditions for "Alrosa" was profitable to sell diamonds in India. This process continues. Let me remind you that during the Diamond Conference in New Delhi (December 2014 - ed.), Our Prime Minister briefed President Putin on the establishment of special zones where diamonds can be sold. But there are other issues that must be addressed: security, taxation. And we're working on them to "Alrosa" was able to come to India. And it will be a breakthrough.

- And when it will happen?

- When the company will create all conditions. "Alrosa" - it is a commercial company. It will start selling when it comes to the most advantageous time. Now the ball is on the Indian side, and we have to create all conditions. And I think in the next 2-3 months, many of these issues in the field of management and logistics will be solved. And I hope that by the end of this year everything will be settled.

- And the same applies to questions of organization diamond auctions in India?

- Of Course. We, as in Dubai or Antwerp diamond exchanges exist. And there are organized auctions, which are attended by different companies. When we create a suitable financial and tax conditions, "Alrosa", of course, will participate.

- India has invited Russian companies to participate in the initiative of the Prime Minister Modi Make in India. Do you already have any suggestions on the Russian side?

- We were very happy enthusiasm with which the Russian companies - both civil and military - took this initiative. She received a very good response. Now discuss several joint projects in both the public and private sectors. We are talking about high-tech manufacturing, infrastructure projects, aviation and so on.

- At what stage are the negotiations on mutual national currency between Russia and India?

- We believe that the transaction in the national currency can be mutually beneficial for bilateral economic cooperation. Central Bank of Russia and India are working to create the conditions for this, and is expected in the near future will make specific recommendations to our governments.

- At what stage are now working to establish a joint Russian-Indian fifth-generation fighter (project FGFA)? Has a full-scale model of this aircraft already? Irrespective of whether it is flying?

- At the summit in December, our leaders have said that both sides want rapid progress of the project. And now experts discuss various technical parameters in order to ensure that promotion. It is only in this. And we hope that soon this progress will be made.

- Are there any Indian any formal claim to the Russian side in the course of work on the creation of a fifth generation fighter? In the press meet remarks that India is dissatisfied with certain aspects.

- As I mentioned, India and Russia have a unique experience of joint research, development and production of military equipment. The results of our cooperation are great, and we are fully satisfied with the access to technologies that got our company. And in the development of a new fighter we see the same level of cooperation.

If we talk about the information in the media, the press is always replete with misinformation, including the one supplied by competitors. And we must understand that many of these media reports are written by people who are not interested in this project for some their reasons. So they do not necessarily tell the truth. Or report, but based on their own understanding, not based on the views of the government or the establishment.

- Can India instead of French Rafale fighter jets purchased from the Russian Su-30MKI, which have long been used in Indian Air Force? As much as you think, probably?

- We have for several years working with the Russian side of the project Su-30MKI. This includes both the acquisition of aircraft and for the licensed production. But I do not want to speculate about the Su-30 MKI and how does it compare with other programs implemented by the Indian Air Force.

- But if India is planning to purchase additional Su-30 MKI?

- It depends on the Indian Air Force procurement program. But the debate on this issue will always be the case, since Russia is our first partner in the defense sector. And we will negotiate on new platforms that we will develop, such as occurs in the case of helicopters.

- When the contract will be signed on the development of a miniature version of the missile "BrahMos" - "BrahMos-mini"?

- Production of a joint Russian-Indian BrahMos missile in India is satisfactory. The system was implemented in the national Air Force and Navy. Aviation version of "BrahMos" is expected, will be tested in the near future. The parties also actively discussing the development of a miniature version of the missile - "BrahMos-mini".

- At what stage is the work on the creation of a joint multi-role transport aircraft (Multirole Transport Aircraft, MTA)? When do you plan to sign a contract for development work?

- The process of joint development of the AIT moves. During the last meeting of the intergovernmental commission Russia and India have agreed to speed up work on this project. Indeed, in contrast to the fifth-generation fighter, which is done on the existing basis, transport aircraft - is a completely new project. Therefore, it takes much more time to discuss the details. But I hope that by the end of 2015, we agree on very clear and detailed timetable.

- In December, Russia and India signed the documents that expand our cooperation in the nuclear field. According to them, with the participation of Russia in the next 20 years can be built up to 12 nuclear units. Has already possible sites for new power?

- The process of selecting these sites is in a very advanced stage. But this raises a lot of questions. Need to spend a lot of tests, to solve a lot of issues, legal and others. So I can not go into detail.

- As in New Delhi evaluate the latest Russian contacts between Moscow and Islamabad and signed an agreement on military-technical cooperation?

- As the Indian ambassador to Russia, I would like to talk about bilateral cooperation in military-technical cooperation as one of the important pillars of our strategic partnership. And I would not like to comment on Russia's relations with third countries.

- When can pass canceled earlier Indo-Pakistani talks on the settlement? Pakistan says that in this matter the ball is on the side of Delhi.

- India over the past ten years have clearly demonstrated in word and deed, that wishes to establish a mutually beneficial relationship based on trust with each of its neighbors. And Pakistan is no exception. We have consistently stated that they are ready to discuss with Islamabad all aspects of our cooperation and would be happy to work on all outstanding issues. But in conditions and an atmosphere free from the threat of terrorism.

- Russian Foreign Minister Sergei Lavrov said earlier that the question of accession to India and Pakistan in the SCO will be a priority at the summit in Ufa. As far as Delhi is ready to address this issue later this year?

- India for the past ten years was an observer at the SCO and has made a significant contribution to the organization. We appreciate that Moscow supports our commitment to become a member of the organization - this support was reflected in the joint statement of the leaders during Vladimir Putin's visit to India. We are ready to become a full member of the SCO, whenever it happened. I can only say that Russia has always supported our desire to become a member of the SCO and did everything possible for that.
