- Mr. Ambassador, for the last two months have been just three important Indo-Russian meeting: we are talking about the visit of Russian Defense Minister Sergei Shoigu to India, and on the negotiations of the foreign ministers in Beijing in the meeting, RIC, and, of course, an Indo-Russian Summit in New Delhi at the end of last year. Now, when we have already signed documents to make, how to evaluate the success of the negotiations at the level of Heads of State?
- Visit of President Putin to India in December last year was a landmark event in many ways - a turning point. It was the first annual summit between the leaders, after India came to power a new government. The sides perepodtverdili status of a privileged strategic partnership between Russia and India and have formulated a clear agenda for the development of bilateral cooperation in various fields.
This is reflected in the joint statement of the leaders of Russia and India, where it is said about their vision of how to strengthen bilateral partnership over the next decade. The agreements signed during the visit, have substantive content and aimed at achieving the objectives set out in the joint statement.
All these achievements have been developed including the course of the January meeting of the Russian-Indian intergovernmental commission on military-technical cooperation under the chairmanship of Defense Ministers of the two countries. Negotiations have helped to achieve progress in the various areas of our military-technical cooperation. For the near future is planned for a number of other bilateral meetings, both in defense and civilian areas, which should contribute to the outcome of the summit.
- India is ready to supply the Russian market buffalo meat and milk instead of European products. How to complete negotiations with the Rosselkhoznadzor for the admission of Indian companies? How many companies have already signed contracts and how many are ready to do it?
- Indian specialized agencies and Rosselhoznadzor are in contact with each other and create a working mechanism to settle all the issues relating to the supply of agricultural products. We expect to see concrete results in the coming months. As for buffalo meat, we are now in the process of harmonization of procedural details: such as the volume of products supplied, the format of the veterinary certificate, etc.
In addition, we discuss the conditions of supply and dairy products from India to Russia.
However, there is one aspect that is usually not fully aware of: the current supply route for Indian farmers. He is very long. If transporting goods by sea, then they have to go halfway around the world, to the port of St. Petersburg. So it is necessary to find ways to deliver that will meet the necessary requirements to preserve product quality. Negotiations on these issues continue. I think that the results we can see in the next few months.
- It is possible to increase the number of selhozpostavschikov?
- It is important to start. Once the contract has been signed as soon as you have entered all the procedures, then we can talk about expanding the number of suppliers. Now we are at zero. And four companies - it is a huge improvement from zero.
- Will it run transport corridor "North-South", the initiators of which were the Russian Federation, India and Iran? Whether they will take advantage of the company?
- Corridor - at a very important project, it is an important concept, which was also discussed at the meeting of the leaders of Russia and India. And in the final statement was indicated how we can work together to accelerate the launch of this route, activation of all necessary procedures. But it involves not only Moscow and India, but also other countries. So we said that we will cooperate with other partners to accelerate the start of the route. This not only significantly reduce the cost of moving goods, but also halve the time that immediately impact on bilateral trade. - At what stage are the negotiations with the Russian side on this corridor? You have already agreed on all the parameters with the Railways?
- We discussed this issue with the Ministry of Transport, other ministries, with the Railways, as well as interested companies. We are working on the issue of container shipping, as empty containers are returned, we discuss other technical issues such as those related to customs. And already made some progress.
- If the corridor will be launched, after some time, Indian companies are ready to begin deliveries are in Russia?

How can you evaluate such statements?
- International relations - this is not a zero sum game. It is true that India is trying to expand the range of international cooperation. But Russia has been and will remain our special privileged partner. And I would like to recall what said our Prime Minister Modi during Vladimir Putin's visit to India: "President Putin is the leader of a great country, and the friendship between our peoples based on equality, trust and good will. We are developing a strategic partnership that incomparable to anything else. " According to him, the nature and essence of international relations is changing, "but the significance of Russian-Indian relations and their unique place in India's foreign policy will not change." - Did you discuss during Obama's visit to Delhi accession to the anti-Russian sanctions?
- India's foreign policy based on our own values and interests, it is important to preserve the autonomy of India in international affairs. Our approach to sanctions has always been consistent and clear. And the results of Vladimir Putin's visit to India clearly demonstrate that our multilateral economic cooperation with Russia, on the contrary, increases and becomes more diverse.
- How do you assess the results of his visit to Delhi Minister Shoigu from the point of view of Russian-Indian military-technical cooperation?
- Military-technical cooperation between the two countries is developing very well. In this sphere tradition of partnership goes back to the Soviet era. The new trend is that we jointly develop advanced weapons systems, we are talking about a joint multi-role transport aircraft (MTA), and missiles "BrahMos" and other projects.
At a meeting on January 21 defense ministers reviewed progress on current projects and discussed solutions that could speed up work on a number of projects, with emphasis on those that could be implemented in the framework of the Make in India ("Do India"). Russian defense enterprises are in a particularly good position in this respect, as they have many years of experience in India with Indian partners.
- Does India to enter into additional new contracts to increase the supply of potash fertilizer from Russia or restrict the purchase of shares in the acronym?
- We consider the production and sale of fertilizers as one of the priority areas of cooperation with Russia. Here, cooperation has great potential, because our country is experiencing a great shortage of natural mineral resources. Recently signed a memorandum of understanding between NMDC and AKRON on cooperation in the mining sector - a good start. But we hope to increase the projects, including in the area of coal mining.
- And what about the contracts in question?
- Of course, negotiations are going on several specific areas and at different levels. But all this is the subject of commercial negotiations and talk about the details until early. We are talking about contracts, which are likely to be made, not at the international level and at the corporate.
- Do you see the prospects for growth in trade with Russia in the coming year? Due to some industries may be a breakthrough?
- Of course, during the meeting of President Putin and Prime Minister Modi stressed the importance of cooperation in the sphere of trade. After all, any strategic partnership - as in the case of Russia and India - must be based on trade and economic foundation. We hope that, despite the global economic downturn, our bilateral trade will see positive growth.
We work with local partners to strengthen existing cooperation in the pharmaceutical industry, mechanical engineering, agricultural and field supplies of fertilizers. In addition, we focus on the development of new directions - in the hydrocarbon sector and direct trade in rough diamonds.
We are trying to create conditions for Russian rough diamonds sold directly in India, instead of selling them through intermediaries - other countries.
- But you have already signed a contract with "Alrosa" ...
- This is just the beginning. I recall that in December were long-term contracts between the "Alrosa" and several Indian companies. But we hope to create conditions to "Alrosa" traded in India directly and organized auctions for the sale of diamonds in our country. Today, "Alrosa" holds such auctions in different countries: Belgium, Dubai, but not in India. The company due to the lack of optimal conditions in India. Our government has committed itself to create the conditions for "Alrosa" was profitable to sell diamonds in India. This process continues. Let me remind you that during the Diamond Conference in New Delhi (December 2014 - ed.), Our Prime Minister briefed President Putin on the establishment of special zones where diamonds can be sold. But there are other issues that must be addressed: security, taxation. And we're working on them to "Alrosa" was able to come to India. And it will be a breakthrough.
- And when it will happen?
- When the company will create all conditions. "Alrosa" - it is a commercial company. It will start selling when it comes to the most advantageous time. And I hope that by the end of this year everything will be settled.
- And the same applies to questions of organization diamond auctions in India?
- Of Course. We, as in Dubai or Antwerp diamond exchanges exist. And there are organized auctions, which are attended by different companies. When we create a suitable financial and tax conditions, "Alrosa", of course, will participate.
- India has invited Russian companies to participate in the initiative of the Prime Minister Modi Make in India. Do you already have any suggestions on the Russian side?
- We were very happy enthusiasm with which the Russian companies - both civil and military - took this initiative. She received a very good response. Now discuss several joint projects in both the public and private sectors. We are talking about high-tech manufacturing, infrastructure projects, aviation and so on.
- At what stage are the negotiations on mutual national currency between Russia and India?
- We believe that the transaction in the national currency can be mutually beneficial for bilateral economic cooperation. Central Bank of Russia and India are working to create the conditions for this, and is expected in the near future will make specific recommendations to our governments.
- At what stage are now working to establish a joint Russian-Indian fifth-generation fighter (project FGFA)? Has a full-scale model of this aircraft already? Irrespective of whether it is flying?

- Can India instead of French Rafale fighter jets purchased from the Russian Su-30MKI, which have long been used in Indian Air Force? As much as you think, probably?
- We have for several years working with the Russian side of the project Su-30MKI. This includes both the acquisition of aircraft and for the licensed production. But I do not want to speculate about the Su-30 MKI and how does it compare with other programs implemented by the Indian Air Force.

- When the contract will be signed on the development of a miniature version of the missile "BrahMos" - "BrahMos-mini"?
- Production of a joint Russian-Indian BrahMos missile in India is satisfactory. The system was implemented in the national Air Force and Navy. Aviation version of "BrahMos" is expected, will be tested in the near future. The parties also actively discussing the development of a miniature version of the missile - "BrahMos-mini".
- At what stage is the work on the creation of a joint multi-role transport aircraft (Multirole Transport Aircraft, MTA)? When do you plan to sign a contract for development work?
- The process of joint development of the AIT moves. During the last meeting of the intergovernmental commission Russia and India have agreed to speed up work on this project. Indeed, in contrast to the fifth-generation fighter, which is done on the existing basis, transport aircraft - is a completely new project. Therefore, it takes much more time to discuss the details. But I hope that by the end of 2015, we agree on very clear and detailed timetable.
- In December, Russia and India signed the documents that expand our cooperation in the nuclear field. According to them, with the participation of Russia in the next 20 years can be built up to 12 nuclear units. Has already possible sites for new power?
- The process of selecting these sites is in a very advanced stage. But this raises a lot of questions. Need to spend a lot of tests, to solve a lot of issues, legal and others. So I can not go into detail.
