Navy investigates sexual assault allegation

One more assault on-board HMAS Success. Worth noting that there have been string of such incidents across Australian Defence Forces recently. Also seems like Australian Navy is least prepared (and professional?) of all forces.

true - imho.
I am sorry to say but his is kind of thing i hear often from mostly very ignorant (or if you are an optimist, innocent) person. This statement is true for pretty much every country on our little plant. For example lets take our friendly neighbour, land of pure. If as a person with a neutral name from unknown, uninvolved country like say.. New zealand land up there for some time will probably say same thing "90 percent of the people there, you will find, they'll do the most stupid things, impulsive things. I know for a fact. At the same time, xxxxxxx are bighearted people, and the remaining 10 percent of them are smart. Bloody smart. That's why they rule the world." . one might wonder does this place rule the world - if we follow same line of logic - for a country of its size and economy it does influence the world lot more than most of the other countries.

I do agree that 5 percent of the americans are cold hearted selfish, self-centric and will kill their brother to preserve themselves kind- that's why they dominate the world now. BTW, please don't mistake these 5 percent people's actions as patriotic. Anyhow, adoringly i say, i wish i see 1 percent of our population do half of those nasty things to keep our nation in good shape.

I have worked in 5 countries for 2 or more years so far and right now in Oz for the past 3 years. Will be in 6th country sometime next year. It is fun to be in new place as a design and cognitive psychology researcher. I am sorry for the OT. I am just reiterating the gyan i got from BRF. I learnt the full effect of “colonial cringe” and how hard it is to get out of it first hand.

Ameet, I don’t know about other metropolitan areas but Sydney housing market is different. The rents are going very steep and housing affordability is very low. Despite all doom and gloom projection, I am seeing no bust for housing here. On the contrary, our friends just bought a 3 bedroom unit at Castle hill (1 hr one way commute to CBD) for 550000. In my suburb the rents have gone up by 7% vis-à-vis last year. I have seen 3% appreciation in housing values over last year (it is substantially lower than 9% in 09/10 but still positive). Furthermore, people are very wary of stocks and mutual funds. Taxation in Australia is atrocious to put it mildly. The safe avenues for investment in this country are either commodities (no tax benefits) or real estate (much better than paying taxes). We are waiting for opportune time (~1-3 mths) when market is bottomed out to get our negatively geared investment property. There are many investors like us who will be coming to real estate market in next few months.
Sydney is paying dearly for 16 yrs of mismanagement by Labor. No new land leases were cleared for suburb development. The ever increasing new immigrants prefer Sydney due to its multiculturalism and job opportunities. West Sydney needs 60000 dwellings every year to absorb these new immigrants, local immigrants from other states and Sydney children moving out of parent’s houses. There is no new land lease for that increase. With lowest unemployment rate in developed world (4.8%), it is highly unlikely that Sydney housing market will bust. At worst it will stabilize with no net increase in worth.

India helps balance China weight: The West Australian
The Defence Minister is one of the few people who understands that India's rise will be just as important to Australia as that of China.

You could easily have missed it, but Stephen Smith's visit to the US recently was one of the most important by a minister in decades.

For the first time, a member of the Government equated the importance of India's rise to Australia with that of China. And it has been a long time coming.

Australia's relationship with India has suffered through a chequered and highly volatile period in recent years.

This has included the wrongful deportation of Indian doctor Mohamed Haneef in 2007; an outburst of racial tension on the cricket field in 2008; the so-called "curry bashings" of Indian students in 2009; and the blind introduction of visa requirements last year which threatened to lead to a 70 per cent drop in Indian student entries.

But most of all, a ban on uranium exports has become a bad symbol of our foreign policy relationship.

It might seem trivial but Mr Smith's speech to the highly esteemed Brookings Institution in Washington focused almost twice as much on India as it did on China.
It is time for Australia to begin developing its security links with India more seriously, not just militarily but also around counterterrorism in the wake of more deadly attacks in Mumbai last month.

Doing so is not just in our interests but in the interests of the region.

In doing so we should remember that the biggest shipping and rapidly developing naval port in the Bay of Bengal, Chennai, is closer to Perth than Shanghai is to Sydney.

Labour party position is never sell uranium to a country that has not signed the NTPT and this will not change IMO. While the liberal party is willing to come to some sort of agreement like the one we did with the US. Remember that the liberal party is supported by the miners (well the owners).

Pakistan-born Khawaja refused Indian visa for T20 tournament

After David Headley issue Pakis from around the world are starting to feel the squeeze, even cricketers with non paki citizenship. Wonder if Amla will be treated the same and also I believe there is a bowler in the Eng team who is of paki origin?

There is also a fair degree of hypocrisy going on that i think probably fuels the discord. Bankers loose billions of dollars through dodgy lending practices that causes major government cuts. Do any bankers get held to account? No, they get away with it. Journalists spy on members of the public for a decade, do they get held to account? Maybe only now and through no effort of those in positions of power such as the police. Politicians rort the system and steal money from the public. Do they go to jail? Not a chance. Little wonder these people think they can get away with whatever they want. It works for the bankers, journalists and politicians of the country, so why not them?

India, Australia review progress of FTA negotiations
India and Australia on Friday agreed to give a strong push to the ASEAN+6 process in an effort to take forward the economic integration in Asia. Both countries also reviewed the progress of the Indo-Australia Free Trade Agreement (FTA) negotiations.

Mr. Sharma met his Australian counterpart Craig Emerson at Manado in Indonesia on the sidelines of the ASEAN Economic Ministers+6 summit to discuss the bilateral trade relations between the two nations.

It was also decided that the first meeting of the Indo-Australia CEO's Forum will be held in India later this year. Mr. Sharma and Dr. Emerson reviewed the progress of Indo-Australia FTA negotiations. The first round of the negotiations was held in May. Both ministers agreed to give a strong push to the ASEAN+6 process and take forward economic integration in Asia.

Emerging from the bilateral meeting, Mr. Sharma expressed optimism on the East Asia Summit. “We consider the East Asia summit as an opportunity to establish a regional architecture for cooperation, connectivity and future integration which will bring about a strong, sustainable and balanced economic growth in the region. For this we need to pursue the proposed Comprehensive Economic Partnership in East Asia (CEPEA) vigorously.''

The Commerce Minister also took stock of the Doha round during the meeting with Dr. Emerson. “All of us have been active participants at the WTO with the common goal of early conclusion of the Doha Round. India supports a balanced, comprehensive and development-centric outcome,'' he remarked.

The Commerce Minister noted the significant increase in trade and investment between ASEAN and India in 2010. Trade between India and ASEAN increased by 24 per cent to $51.3 billion in 2010. India's exports grew at 33 per cent at $23.1 billion while imports from ASEAN increased by 18 per cent to $28.2 billion. Foreign direct investment inflows from ASEAN reached $14.25 billion in May and accounted for 10.36 per cent of India's total FDI.

Increase in Indian tourists flow to Australia
Indian tourists flow to Australia is on the rise. In the first five months of 2011, about 64,900 tourists visited `Down Under’, an increase of 10.6 per cent over the comparative period in 2010.

Interestingly, in May alone, nearly 15, 000 Indians travelled to various locations in Australia, according to available information.

Facilitating two-way growth in tourism between India and Australia, Tourism Australia is holding India Travel Mission 2011 (ITM) at Hyderabad during August 25-28, 2011. The ITM is a residential business forum bringing together Indian travel agents and Australian tourism industry operators to meet and forge business relationships.

Federal Government will allow BlueScope steel to draw on funds from its carbon tax package.
BlueScope Steel confirmed on Monday the closure of two production facilities and jobs losses as part of a plan to return to profitability after reporting a $1.05 billion full year loss.

It will allow eligible participants to draw down an advance on their future entitlements under the STP, to meet short-term cash flow issues and help the industry become more efficient and sustainable.
Under those commitments, the de-activation of the Port Kembla blast furnace No.6 in NSW and metal coating line No.5 at Western Port in Victoria must be in a manner that will enable them to be reactivated, if there is a sustained improvement in steel markets that enables profitable sales to resume.
Now comes the attempt at debunking the obvious connection:
the steel-maker made clear its proposed restructure was not because of the introduction of a carbon price, and was being driven by other factors such as the exchange rate and slowing global demand for steel products.
On a related note:

independent Senator Nick Xenophon says he thinks the protest is significant.

"The fact that you've had some people travelling 6,000 kilometres from Port Hedland means that there are a number of very angry people out there," he said.

Sex abuse claims swamp Australia defence review
A review into sexual abuse in the Australian military has received such a high volume of complaints that it is being extended, Defence Minister Stephen Smith says.

The scandal followed another relating to the navy.
In February, the defence department released a report chronicling what it called a culture of predatory sexual behaviour on board the naval supply ship, HMAS Success.
It revealed a fiercely tribal culture in which women sailors were treated with disdain, alcohol was seriously misused and discipline had broken down.

Posting here since the surgeon proven guilty is of Indian origin. The sentencing comes after a 5 month investigation.

Surgeon gets 5 years for drugs and sex deaths
In sentencing Nair in the NSW District Court on Friday, the judge said the manslaughter charge was on the basis that Nair had been grossly negligent when he did not call for an ambulance when Ms Domingues-Zaupa was having convulsions due to her voluntary cocaine use during the sex session.

The judge said Nair had also ingested a large amount of the drug, which had diminished his capacity to render assistance to her.
The Medical Errors action group states that "impaired doctors are allowed to operate" and that the scale of the problem is more than what the public imagines it to be.

The Paki would come like a hero. He will say, desiring Kufr women is halaal, and he was doing just that. And even after he had done it, the Australians were not able to harm him at all, and had to send him back home! If some Kufr had done that to a Pakistani woman, Pakistanis would have chopped off his head, but Australians had to accept his superior faith and had to let him go unharmed. This is a defeat for all Australians and a big victory for the whole of Pakistan today!

RAN sailor reveals a culture of recording sexual conquests.
Calvert, 24, has argued during his pre-sentence hearing that bragging about sexual exploits and capturing them on video was common at HMAS Cerberus, south of Melbourne, where he was based as a trainee at the time.

His barrister David Sexton said the culture was one of "work hard, play hard" and heavy drinking.
Reports like these are going to impact recruitment drives of the ADF at a time when component forces are facing both a personnel and equipment shortfall.

Australian property up for sale in Shanghai property expo
They dictate that foreigners can no longer buy existing Australian homes as investments. Temporary residents may buy one existing home to live in, but must apply first. Then they must sell their property when they leave Australia.

However all foreign investors can continue to buy new or off-the-plan properties without limitation, and there's still a loophole - international students who become permanent residents can buy up big.

When it comes to our farms, Independent Senator Nick Xenephon says, “internationally Australia is a laughing stock,”

Senator Xenephon is pushing for our land sale threshold to be lowered to just $5 million.

“The fact is the current threshold before the umpire, the Foreign Investment Review Board is $231 million - any farm, any agricultural enterprise worth less that $231 million isn’t even looked at,” Senator Xenephon added.

NSW farmer Tim Duddy maintains agriculture is under siege. For instance over the past two years the world’s biggest coalminer, the Chinese Government owned Shenhua Watermark Coal, snapped up 43 farms for a total of $213 million on the Liverpool plains wheatbelt.

According to Duddy they make owners offers too good to refuse.

“The incentive that they're throwing around, and have been paying, is almost up to ten times what some of that land is worth.”

But the biggest foreign raiders are actually the Americans, plunging over $39 billion into Australia, followed by the UK, China, Japan and Switzerland.

“Australia could be roughly worth just north of $8 trillion, half a trillion dollars of that comes from foreign direct investments,
so without it there'd be literally hundreds of thousands of people without work,” said Australia's Assistant Treasurer, Bill Shorten.

“In the twelve months to July it appears there was $220 billion of sales of Australian land. Within Australia it looks like the foreign proportion is somewhere around five to six per cent,” he added.

The fact is though, a quarter of the Northern Territory is either foreign owned or partially foreign owned, and now there’s even an Australian website showcasing farms direct to the Chinese.

Amnesty International chief Salil Shetty visits Indigenous Australian communities, told that policies are akin to 'ethnic cleansing'
The human rights group profiled the Utopian region, in an August report that claimed homeland communities were being starved of money for proper housing, maintenance and basic services like rubbish removal.

Amnesty says the policies are aimed at driving Aborigines off their homelands and herding them into 21 "hub towns" where the federal and NT governments were splashing out cash for resources and services.
Utopia, which is world famous for it's aboriginal dot paintings, is trying to start its own cattle business and wants a cultural centre, she said.

"Insidious game playing" by governments is making people tired and destroying their faith in the system, she said.

The Utopia region, 260 kilometres northeast of Alice Springs, has about 1200 residents in 16 different communities.

More than one-third of the NT's Aboriginal population lives in 500 remote homeland communities.

He said Canberra was struggling to grasp that for homeland communities, land was more than just a physical place.

"All of them are very clear they don't want to leave homelands ... everything else flows from that the land is their culture, their spirit, their ancestors," he said.


"You can't take an economist's view that there are dispersed communities, no scale economy, it's not efficient to provide services so let's take them off their land to growth towns."

Australia's status as a champion of human rights will be under a cloud: Amnesty International
Malaysia was not even a signatory to the refugee convention and knowingly caned its own population, he said.

Mr Shetty predicted the asylum-seeker issue would cloud Australia's human rights credentials at G20 and Commonwealth Heads of Government Meeting (CHOGM) in coming weeks.

Mr Shetty described his meeting this week with Immigration Minister Chris Bowen as "deeply disappointing".

The minister had repeated the standard lines and refused to recognise Australia's international obligations.
On a related note: Amnesty chief calls on Gillard government to lift its game on indigenous affairs.
Mr Shetty, who has travelled to parts of Africa, Asia and Latin America and seen similar conditions, was disgusted the conditions were a reality in one of the richest countries in the world.

Amnesty profiled the Utopian region in an August report that claimed homeland communities were being starved of money for proper housing, maintenance and services such as rubbish removal.

It said 21 hub towns were unfairly receiving the lion's share of federal and territory dollars.

News reports related to carbon-tax, passed in Parliament today:

Gillard government to begin overseas carbon market talks
The package - which will put a fixed $23 a tonne price on carbon from July 1 next year before moving to an emissions trading scheme in 2015 - will now go to the Senate where they are expected to pass with Greens support on November 21.

Climate Change Minister Greg Combet said he would start talks with other countries at the UN climate convention in South Africa on November 28 to link the scheme to other carbon markets.

Conservation and climate groups urged the speedy progress of the bills through the Senate and into law, but many business groups were disappointed.

Australian Chamber of Commerce and Industry chief Peter Anderson said it was not too late to block the bills.
Climate groups urge the passage of the bills through Senate and into law.
WWF-Australia agreed the historic vote would encourage other countries to take stronger action on climate change.

The Australian Conservation Foundation said the vote came after a decade of "people power" in Australia.

The Institute of Public Affairs (IPA), a conservative think tank, launched a carbon tax calculator which it said would help small businesses and households to calculate its impact on their energy bills.

GetUp national director Simon Sheikh said years of hard work under a grassroots campaign to head off the anti-tax lobby had paid off.

"We will maintain pressure on MPs to hold firm and ignore industry groups with vested interests who will continue to cry poor and demand the legislation be watered down," he said in a statement.

The Energy Efficiency Council said the carbon price package will unleash a wave of new investment into the economy because it will encourage businesses to find ways to save energy.

India's absence a serious failure: The Australian
NEXT week's Commonwealth Heads of Government Meeting in Perth is already shaping up as something of a diplomatic failure for the Gillard government. There are two key indicators of this. The first, and most significant, is that Manmohan Singh, Prime Minister of India, the largest and most important Commonwealth nation, is not attending.

The official reason is that in the midst of this busy summit season Singh has too much exhausting travel either side of the Perth meeting. The truth is we have failed dismally in our puny efforts to engage India. We continue to sell uranium to China but not to India, making us the only nuclear trading country in the world to apply a discriminatory ban against India. This doesn't hurt India much but it does hurt us and our engagement with India.

Perhaps even worse, secret Australian government polling shows we have a terrible image in India, mainly as a result of the student bashings of a couple of years ago.

Perhaps he's indirectly claiming that Britain may re-colonize parts of TSP and go up the GDP charts again. IMO Italy wont have any business being in the top 10 in 2050.

Oz seems to be a bit slow on the uptake in certain matters (such as the Republic question) and leading the queue in others (rate of change of specifics in the immigration policy).

India last week threatened to walk out from the Commonwealth Heads of Government meeting (CHOGM) to stop Islamabad from providing proxy international acceptance to Pakistan-occupied Kashmir at the meet which starts in Perth, Australia, on October 28.

Sources said Pakistan’s CHOGM delegation list, led by Prime Minister Yousuf Raza Gilani, included PoK President Sardar Muhammad Yaqoob Khan. This set off alarm bells in the highest levels of the government and it was decided that Australia be asked to reconsider its approval to the list.

Australia suggested, sources said, that India allow Khan under a “private visit” but that, too, was unacceptable to New Delhi which said that the PoK President’s presence would be construed as an attempt to give PoK international acceptance.

The host had little option but to get Pakistan to climb down. It informed India this week that Khan had opted out “on his own,” said sources. Eduardo del Buey, Director (Communications & Public Affairs), did not respond to a questionnaire sent by The Sunday Express.

Student detained at refugee detention centre for 18 months due to mistakes committed by immigration officers.
Ms Branson has found that Prashant Cherkupalli, 31, should be paid compensation of $597,000 for the 509 days he was illegally detained between November 2004 and April 2006.

Mr Cherkupalli, who kept his detention secret from his family, is now suing the Commonwealth in the NSW Supreme Court for damages.

RAN sailor dies on board frigate docked in Mumbai.
The ANZAC class frigate was docked in the Indian city of Mumbai after finishing a six-month tour in the waters of North Africa and the Middle East when the sailor died.

Defence and embassy officials are investigating the death.

Staff from the defence force's internal investigation service are expected to arrive in Mumbai on Monday night to find an explanation of the unnamed sailor's death.
