A key 26/11 suspect nabbed after Saudi tip-off
NEW DELHI: One of the seven suspects arrested by Pakistani authorities for alleged involvement in the 2008 Mumbai attacks was detained on the basis of information provided by Saudi Arabia, according to a secret US cable released by WikiLeaks.

The cable dated August 7, 2009 – sent by then Charge d’Affaires Gerald Feierstein – said Pakistan’s Federal Investigation Agency (FIA) arrested Jamil Ahmed after the Saudi Arabian government "passed information they had from an Interpol lead".

Ahmed "allegedly sent money from Saudi Arabia to another arrested suspect, Shahid Jamil Riaz, just prior to the attacks", said the cable provided by WikiLeaks to several media outlets.

At the time, Ahmed was the sixth person to be arrested in connection with the Mumbai attacks.

He was previously named in the FIA’s chargesheet as an "absconder". "Using evidence from Interpol, the FBI, and Saudi Arabia, the FIA was able to trace phone numbers connected to both Ahmed and Riaz.

"Ahmed was arrested from his home in Battgram," the cable said. Lashkar-e-Taiba commander Zakiur Rehman Lakhvi is among the seven persons currently on trial for allegedly planning, financing and facilitating the attacks on India’s financial hub that killed 166 people, including six Americans.

Feierstein’s cable further said the FIA was still waiting for a "few items of evidence from India" though there was "no expectation the (government of India) will release the items in time for the trial".

According to the FIA, the main piece of evidence they wanted from India was a certified statement from the Indian judge hearing Ajmal Kasab’s testimony in Mumbai. This was subsequently provided by Indian authorities.


"Even without further evidence from India, the (government of Pakistan’s) case against the (suspects) in custody is strong, but uneven, with the case against the lower-level two suspects stronger than that against the top three," the cable said.

The FIA planned to have one of its investigators testify regarding "controller voice recordings to try to convict top LeT leaders (Abu) al-Qama and Lakhvi", the cable said

Headley's Diary Reveals Phone Numbers of Pak Handlers
Clinching evidence of key Mumbai attack accused David Headley's links with the Inter-Services Intelligence and Jamaat-ud Dawa is provided by his diary, which contains telephone numbers of two Major-rank officers of the Pakistani Army besides some others who handled the 26/11 attackers.

The handwritten diary, whose two pages were produced by the US prosecutors as evidence in a court here, mentions the names and Pakistani phone numbers of Major Iqbal and one Major 'SM' (apparently a code name for Sajid Mir). {So, now it is confirmed that Sajid Mir was also a PA Officer}

The diary also has the names of key JuD operatives like Abdur Rahman Makki, who is the deputy of the outfit's chief Hafiz Saeed.

The dairy's portions mentioned as 'Government Exhibit - DCH-5' were presented as part of evidence by the federal prosecutors before the Chicago court Judge Harry D Leinenweber who is hearing the case of co-accused Tahawwur Rana.

The diary also has the name and phone number of Wasi, who had figured as one of the Pakistan-based handlers who were directing the 10 Pakistani terrorists who struck in Mumbai on November 26, 2008.

There are a numbers of other names like Jehangir, Inam, Tehseen, Izaz M, Tahir, Manzoor and Khalid. Besides, there are abbreviated mentions like 'A.R', 'M.H', 'M.B' and 'C.B'.

Most of the phone numbers mentioned are Pakistani. There are also two phone numbers of Dubai

That should give the jitters for the TSP terrorist supporters in Bollywood who frequent the Siddi Vinayak temple. The one they sheltered (DCH and Rahul Butt) was planning to blow up/attack the temple they pray to.

The Shiv Sena late Tuesday admitted the existence of a party worker by the name of Rajaram Rege, whom Pakistani American and terror outfit Lashkar-e-Taiba (LeT) operative David Coleman Headley had named in a US court.

The development came hours after the Shiv Sena had denied that there was anybody in the party by the name working as a public relations officer.

Party spokesperson and MP Sanjay Raut, who had earlier in the day denied the existence of any person by the name in the party, now said that there is indeed a party activist called Rajaram Rege, who is working in one of the party’s wings.

"But it is not as if he is a wrong kind of a person. We are not going to question him, that is the job of the authorities concerned," Raut told IANS.

Headley had said in his deposition as a prosecution witness in the 26/11 Mumbai terror attack trial in a Chicago court that he had visited Shiv Sena Bhavan in Dadar in central Mumbai, and met Rege, whom he identified as the party's PRO

The Sena had promptly dismissed the contention.

Raut added that Rege was not a PRO - as claimed by Headley - since there is no such post in the party.

"However, many people, including foreigners call up from the US or other places for many reasons, including some who want to do research studies on the party. We are very careful with foreigners and do a proper background check before we entertain them," Raut said. :mrgreen:

But he admitted that Headley’s true intentions were revealed only after the 26/11 Mumbai terror attack.

Queried on the issue earlier in the day, Chief Minister Prithviraj Chavan told reporters that the state government would seek necessary information from the central government. :eek:

"The trial is being conducted in United States and whatever information needs to be shared, we will get it officially. After we get the necessary inputs, we shall decide what needs to be done," Chavan said.

A co-accused in the Mumbai terror attack along with his old friend Tahawwur Rana, a Canadian of Pakistani origin, Headley said he had conducted a recce of India’s atomic installation, Bhabha Atomic Research Centre near Mumbai, and also visited the Shiv Sena offices at Dadar.

Headley, who is behind bars and has admitted to being one of the planners of the Mumbai terror attack, created a sensation by naming Rajaram Rege before Judge Harry D. Leinenweber conducting the trial in the Chicago court.

The Mumbai Police were hard pressed talking to Rahul Bhatt and the oterh body builder guy and anyone who had met David Headley. THis Rege guy never showed up earlier. And he kept the info from his party officials too who were the target of DCH and his masters in TSP.

Wonder how many more rotten fruit will fallout?

The National Investigation Agency (NIA) has put four Mumbai men through polygraph tests after establishing that they had been in contact with Lashkar-e-Toiba operative David Coleman Headley and his accomplice Tahawwur Hussain Rana.

The four, who sources said hold “important keys” to the 26/11 conspiracy, were called to Delhi recently. The NIA is likely to use them as witnesses.
Among the four people examined by the NIA was Rajaram Rege, a public relations officer with the Shiv Sena. His name figured in a few reports about Headley’s alleged confessions some months ago. Rege was put through the lie detector test and questioned on his association with Headley and Rana, sources said.

When contacted by The Sunday Express, Rege acknowledged that he had been “contacted” by the NIA, but refused to speak further. “The case is over now. I do not want to comment on it,” he said over the phone from Mumbai.

not everyone that headluddin contacted needs to be tainted. his mission was to go make friends and soak up low level intel about the target. this could be done very innocuously without the people concerned doing anything 'wrong' per se

Maharashtra Government is stunned after receiving a Rs. 10 crore bill from the Indo-Tibetan Border Police (ITBP) towards reimbursing expenses on guarding 26/11 terrorist Ajmal Kasab, lodged in the Arthur Road jail here.

Confirming that the state government did receive the Rs. 10 crore bill from ITBP, Medha Gadgil, principal secretary, Home, told PTI that the Maharashtra authorities are writing to the ITBP.

"We are in the process of writing to them. We will explain that 26/11 terror attacks is not only an issue limited to Maharashtra but a national issue," she said.

The State Government received a request for reimbursement of Rs. 10.87 crore from the Director-General, ITBP, New Delhi, R K Bhatia for expenses incurred between March 28, 2009 and September 30, 2010.

"What Kasab and his associates did is an attack not only on Mumbai but an attack on India and it is unfair to ask the state government to bear the burden (for ITBP guarding Kasab)," another senior Home department official said.

The ITPB was deployed in the jail in the run-up to the 26/11 trial, held in a special sessions court set up in the jail premises.

Last year, the home department sought an extension for the deployment of the ITBP which comprised around 200 commandos, armed with sophisticated weaponry and communication equipment, guarding Kasab 24x7.

Mumbai: Shiv Sena activist Rajaram Rege, named by Pakistani-American David Coleman Headley as a contact, Wednesday admitted meeting the terror activist twice in 2008 but said he had no idea who the man was.

Rege said that he had not concealed his linkages with Headley from Indian authorities and insisted that at one point of time he began suspecting Headley.

Headley, who has admitted to being one of the planners of the Mumbai terror attack, told Judge Harry D. Leinenweber in a Chicago court that he knew Rege, calling him a Shiv Sena public relations officer (PRO).

Although the Shiv Sena does not have a PRO in its ranks, the party Tuesday admitted it had a party worker by the name of Rajaram Rege.

Speaking on phone from Vengurla in Ratnagiri district of Maharashtra, Rege said he had no further links with Headley apart from the two meetings he had with him.

The 40-year-old said he also exchanged some email messages.

Rege said he could not remember the dates he met Headley and promised to meet the media after returning to Mumbai June 1.

A professional computer software and hardware engineer, Rege said he offered his voluntary services in the Shiv Sena's party headquarters in a bid to resolve people's problems.

He said he was introduced to Headley by a man, Vilas Varkarvi.

"At that time I had no inkling of Headley's intentions. He was like the other foreigners who keep coming to Shiv Sena Bhavan in Dadar for different reasons," Rege said.

Rege denied keeping his meetings with Headley under wraps.

"On the contrary, I was interrogated in detail by the NIA (National Investigation Agency) and I told them everything, and they asked me not to speak about it. They asked the same questions you are asking."

He said he never met the Lashkar-e-Taiba operative in the presence of Rahul Bhatt, son of filmmaker Mahesh Bhatt.

Rege said Headley believed he was the "Shiv Sena PRO". Later, he tried to avoid him as he began to feel uncomfortable with Headley.

"On one occasion, he said he wanted a tour around Shiv Sena Bhavan. I told him it is not a tourist spot... Only after the (Mumbai) terror attack did his true intentions come to light."

Headley expressed a desire to invest in infrastructure projects through Rege's ties with the Shiv Sena.

Rege said he tried to scuttle the issue by asking Headley to submit his company's profile.

Rege said he did not know any top Shiv Sena leader personally and did not make any efforts to bring Headley in contact with them.

In one email, Headley asked him to meet him in Dubai.

Rege was named by the 50-year old Headley while recording his testimony as a prosecution witness in the trial of the November 2008 Mumbai terror attack in Chicago.

A co-accused in the case along with Tahawwur Rana, a Canadian of Pakistani origin, Headley said he conducted a recce of India's atomic installation, Bhabha Atomic Research Centre, near Mumbai and also visited the Shiv Sena office at Dadar in central Mumbai.

Chicago: US federal prosecutors have presented to a Chicago court additional evidences linking strong connection between David Headley, the Mumbai terror accused, and officials of the Pakistan's spy agency ISI.

Through records of several emails exhibited in the court federal prosecutors established beyond doubt that Headley was in constant contact with ISI officials, in particular Major Iqbal, and his handlers in Pakistan.

In one of the emails to Major Iqbal, said to be an ISI officer, Headley writes to him about the latest spying gadgets.

In this email, Major Iqbal uses the ID of 'Chaudhery Khan'.

Headley told the court that Chaudhery Khan was indeed Major Iqbal.

In this email dated April 23, 2008, Headley sends Chaudhery Khan information on commercially available spy cameras and pen spy cameras.

Deposing before the Chicago Court, Headley conceded that he met Major Iqbal several time before the Mumbai terror attacks during which he issued specific instructions on every step right from establishing an office in Mumbai, to recruiting retired military personnel, making surveillance, giving list of targets and closing the Mumbai office.

Headley told the court that Major Iqbal, his ISI handler, made key decisions and was indeed the mastermind of the plot.

"Major Iqbal told me the Chabad House would be added on whatever list (of targets) there was because it was a front office for the Mossad" - Israel's intelligence agency, Headley said, adding that Major Iqbal "seemed upset the (Mumbai) airport was not included" as a target.

Chicago: From how to pray without leaving the forehead indurated to the language of the train announcements at the Victoria Terminus station, the Pakistani planners of the Mumbai terror attacks paid meticulous attention to every detail, key plotter David Coleman Headley testified here.

The 50-year-old Pakistani American, who has pleaded guilty to all 12 charges of his involvement in planning the attacks, on Monday offered a rare and extraordinary look inside the behind-the-scenes planning of an operation that left the Indian state practically paralysed for four days starting November 26, 2008.

Under a plea bargain deal that requires him to cooperate fully with the federal prosecutors, Headley was expected to disclose all that he knows about the planning of the attack and he lived up to that obligation as Assistant US Attorney Daniel Collins carefully walked him through all major and minor details of the plot.

Headley's attorney John Theis sat in the front row as his client answered questions in somewhat muffled tones even while disclosing remarkable details.

At one point as he discussed the kind of conversations he had had with his Lashkar-e-Toiba (LeT) handler Sajid Mir, Headley said he was even told how to pray in order to avoid "mihrab", the dark spot that devout Muslim men have on their foreheads because of the regular friction with the floor while praying.

The significance of this particular detail being that since Headley was to travel to Mumbai as a white American on a US passport, a mark like that on his forehead may arouse suspicion. As a result, he was advised to pray without touching his forehead to the ground.

Another seemingly minor but crucial detail that came to light during his four-hour-long testimony concerned the train arrival and departure announcements at Mumbai's Victoria Terminus or Chhatrapati Shivaji Terminus.

Headley told the court that he pointed out to both Sajid Mir and Major Iqbal, a shadowy figure reportedly belonging to Pakistan's Inter-Services Intelligence (ISI), that the announcements were made in English and Marathi. If the attackers did not know English, they could run into difficulty trying to find out when trains were arriving.

Pak ISI`s link to 26/11 exposed
The overriding theme of prosecutor Collins' questioning was to establish how closely the LeT, as represented by Sajid Mir, and the ISI, as represented by Major Iqbal were involved in every step of the way, directing Headley what to do, when, where and how. So much so that Mir and Headley even discussed which Islamic denomination the latter's fellow accused Tahawwur Hussain Rana belonged to as well as the need to win him over to the Salafi side of Islam.

Salafi adherents treat the companions of the Prophet Mohammed and the two immediate generations of Muslims that followed as their role model. Headley said LeT believes being a Salafi "is a prerequisite to jihad". He said he was told by Mir that only when Rana, a Pakistani military physician turned businessman at whose trial Headley testified, was made a Salafi can the real agenda be pushed.

Headley and Rana even debated who should declare jihad, whether a head of an Islamic state, as Rana believed, or someone else. Headley explained to Rana that a head of state was necessary only if it was to be "offensive" jihad but for "defensive" jihad of the kind currently underway it was not necessary.

Another striking disclosure that Headley made relates to the 2002 Muslim massacre in Gujarat in the aftermath of the killings of 50 Hindu pilgrims at Godhra. In fact, he cited that massacre as one of the triggers for him personally to get involved in the Mumbai attacks.

He said between 2002 and 2007 the LeT had received hundreds of letters from Muslims in Gujarat to help them. He even referred to an undercover video recording of a Hindu activist called Babu Bajrangi who had bragged about personally killing many Muslims.

The broad focus of his testimony was also on the number of times he met Major Iqbal and Sajid Mir to fine tune plans for the Mumbai attacks as well as watch many video surveillance tapes of the city that Headley personally shot during his visits prior to the attack.

From discussing landing sites to the schedule of a major conference of defence industry which was to be organised at the Taj Mahal Hotel and from how to transfer attackers from a Pakistani boat to an Indian vessel to determining the nearest taxi stand, the three men discussed everything in great detail.

Filmmaker Mahesh Bhatt's son Rahul, who came into the spotlight for his acquaintance with David Coleman Headley, doesn't think the terror convict charged with scouting targets for the 26/11 Mumbai terror attacks is one to be influenced by jihadi elements.

"The investigators have spent just 30 hours speaking to Headley. I have spent 1,000 hours with him. I don't think he is one to be influenced by jihadi elements," Rahul said today.

"Headley has been made a 'fall guy' for the Americans, the CIA," Rahul told PTI, when asked if Headley was innocent.

"There is a much deeper issue. Headley is not what he is made out to be," he said.

Headley has a 'mind of his own', Rahul said.

"I come from a family of intellectuals. My father is a tough man, but nobody could push David Headley's buttons. He was a very sharp man," he said.

Rahul confirmed that the mobile number allegedly mentioned in Headley's diary belonged to him, till three months ago. "Yes, the number did belong to me till three months ago. I surrendered it due to personal reasons," he said.

Asked when was the last time he spoke to Headley on that number, Rahul said their last conversation was around one and a half years ago, during the swine flu outbreak in India.

"What he has said... these are all his voluntary confessions. I refuse to believe the theory that he was arrested in AfPak region," he said.

"What is surprising is that no one in media is investigating this theory," he said.

The FBI put Headley on surveillance after the (terror) attacks, Rahul said.

"Headley was trained by Americans in the art of surveillance and was sent inby their Drug Enforcement Agency," he said, claiming that Headley was a "CIA terrorist".

"He was not a jihadi element, who believed in sacrificing 1,000 lives," Rahul said.

"In fact, we used to joke with him, calling him "Agent Headley" because we suspected him to be a CIA guy," he said.

it would be good for the Indian media. May even be good to give book offer or serial rights to his accounts.

Also Agent Deadley is giving more propaganda about his terrorist activities. He was a jihadi from begining. Gujrat had nothing to do with his initial foray into crime and terrorism.
What was he doing in the mid 90s after his arrest and release?

How long was Headley in India for RB to spend 1000 hours with him. They were after all not having a live-in relationship.

During the 26/11 attack GOI should have shut of TV coverage. Its very clear all the TV coverage was aiding and abetting/encouraging the terrorists. The big problem is once they knew its a foreign terrorist attack they should have tackled it on national footing aand not left it state authorities. The lack of spokesman was a bad move.

Ramanaji, I think Vilas is the Gym trainer and friend of semi retarded Rah-ullu Butt. IIRC Daood Gilani cultivated his friendship with both Vilas and Rah-ullu.

Oh! only just read the transcript of Rah-ullu Butts interview about Daood Gilani, so he did suspect that something doesn't add up about Headley and yet he took him on a recee of the city's important landmark. Pity truth serum is only for suspected hindutva-waadi aatankwaadis

"If anybody from USA or any country wants a venture or invest in India, I am the ideal person for them. Projects worth
Rs10,000 crores sanctioned by government are with me. Are you getting my point?" Rege wrote in an email to Headley on May 19, 2008, according to a copy of the email produced in the court by federal prosecutors.

Rege went ahead to lure Headley to get him big contacts in India because of his strong political connections.

"As you know that I am politically and socially very well connected here in Bombay (Mumbai), Gujarat and Delhi. Delhi is the place here where the central govt of India (prime minister of India) rules. I have very strong personal relations with people ruling Mumbai (Maharashtra), Gujarat and Delhi," he wrote.

"There are lots of projects in thousands of crores (Indian rupees) regarding constructions, dams, canals, power, medicine, education etc lined up," he wrote.

The email refers to some detailed conversation between Headley and Rege about their future joint projects.

"If we recollect about our plans that I need to come there and give presentations and conferences with people there and generate funds. Please make a detailed project report so that we can start our work on it that gives business to you as well as to me," Rege wrote.

"One more thing. How is the IT field there? If you have really good contacts in very top companies on a very high level then I would like to disclose my information to you. I am, myself, a computer science engineer with 16 years in IT," Rege wrote.

As this was not enough, Rege wrote back to Headley giving him the details of how to bag contracts in India and also how the booty can be shared between them.

Talking of government projects, Rege wrote that one has to give money "under the table" and manipulate the project.

"If it is private sector project, it is very easy as all of them are known to me. I tell you the price of the project and we get it, financially both of us get benefit as we get our consultancy charges, that all, but even these consultancy charges ranges from few hundreds crores in rupees," he wrote.

"For these activities, I have my own trust registered under Indian laws. The purpose of this is that we get benefit for these consultancy fees. I show here that I get donations for social work as education or medical. That's gives me savings Income tax," Rege said, adding that he would expect Rs10 lakh in cash from Headley when he comes to Mumbai in June of that year.
So these are the type of innocent e-mails ths RR exchanged with terrorist David Deadly!!!

What I found interesting was brave statement from Manohar Joshi that BT wasn't afraid of anybody! What he sould do is have this Rege guy arrested for cavorting with terorirsts and suggesting illegal deals due to his SS connections.

NEW DELHI: Late in the summer of 1998, :?: as Lashkar-e-Taiba jihadist David Coleman Headley desperately searched for a means to assassinate Shiv Sena leader Bal Thackeray and hit a brick wall, he ran into a small-time party apparatchik with big dreams — and an even bigger appetite for cash.

Rajaram Rege's relentless pursuit of money, and Headley's unremitting search for a means to kill — laid bare in documents filed by prosecutors in the Chicago court where 26/11 suspect Tahawwur Rana is being tried — have provided jurors with some low farce in the midst of an otherwise grim proceedings.

But it provides riveting insights into the grim world of political operators and fixers who feed off the Shiv Sena's clout.

In a meeting with the Lashkar's supreme leader, Hafiz Muhammad Saeed, Headley had been told the Hindutva group needed to be “taught a lesson.” He sought, therefore, to conduct reconnaissance inside the Shiv Sena's heavily guarded central office in Mumbai's crowded Dadar area.

Vilas Varkey, a physical fitness instructor Headley met at a local gym, provided an introduction to Mr. Rege, whose LinkedIn profile identifies him as an information technology officer with an Indian electronics firm.

Mr. Rege was introduced to Headley as a public relations officer for Mr. Thackeray's son. The Shiv Sena and Mr. Rege both deny he held that post, but admit he is linked to the party.

“Headley told me he wanted to see Sena Bhavan. I told him it was not a tourist spot and asked him to go away,” Mr. Rege says.

That wasn't quite the whole truth. Following their encounter at Mumbai's Shiv Sena central office on May 18, 2008, documents filed by prosecutors in the ongoing trial of Chicago-based Rana show that Mr. Rege sent Headley what might be called a business plan.

His pitch was crude — and not just in its grasp of spelling and grammar.

“I am politically and socially very well connected here in Bombay (mumbai), gujarat and delhi [sic., throughout],” he wrote. “Projects worth 10,000 crores sanctioned by govt are with me. are you getting my point????”

Mr. Rege's mail sent a frisson of excitement through the ISI and the Lashkar. “How should I respond,” Headley asked in a May 19, 2008, e-mail to his ISI handler.

The man Headley knew as ‘Major Iqbal' wrote back the next day. “I red [sic] your mail and gave a cool thought to all this,” he wrote. ‘Major Iqbal' counselled Headley to “engage raja by helping him getting seminars and confesses [sic., conferences] in usa.”

The following Friday, on May 23, 2008, Headley wrote back to Mr. Rege. He promised to set up a meeting with his bosses in the United States to discuss the Sena workers' business proposals — and also his pleas for a suitable job abroad.

Headley's mail also makes it clear that the two men had discussed the prospect of a western lecture tour where Mr. Rege could raise funds for the party. He wrote: “If it is possible, you should have some big name personality from your party to accompany you to America for maximum results. Would you be able to do that? This would guarantee all fund-raising activities to be a big success.”

In his statements to Indian and U.S. investigators, Headley has said he was in fact considering the prospect of assassinating Mr. Thackeray on the tour. The plan was doomed to fail: Mumbai's would-be Führer has a deep fear of flying — a fear that has led him to never leave the city, let alone venture abroad.

But Mr. Rege replied the same day, returning, with obsessive focus, to his main theme: “How to get both of us financially benefitted.”

In India, he wrote, “there are many huge projects of constructions, dams, roads, flyovers, bridges, cannals, power, agriculture etc. these projects I have from govt. sector as well as private sector.” For a share of the pie, he explained, “we have to give under table money and manupulate the tendor.”


Mr. Rege wanted his consultancy fees, which “renges from a few hundred lacs to few hundred crores of indian rupees,” and an additional “minimum if 10 lac US$ of donations,” paid into a trust he ran in Mumbai, which “gives me saving Income Tax.

If there were questions, he said, without the least trace of irony, “You can simply tell them you are generating funds for well fare of mumbai people for poverty, unemployment, education, medical etc.”

Mr. Rege denies his e-mail exchange with Headley was unethical. “By talking of political connections and the signing of the MoU, I was only trying to gauge his capacity to pay and undertake projects. To test how genuine this person is.” :rotfl:

Police sources in Mumbai told The Hindu they were unaware of any trust run by Mr. Rege, and that he was not being investigated for potential wrong-doing.

Ramana Ji i only pointed that out because it has been bandied about a bit how difficult it is, or requires great expertize. But it is not. The waters and hazards are extremely well charted. With a GPS and a chart you could navigate it to literally anywhere you wanted. Navigation per se is not at all a complex or complicated affair.
Not so easy. Have done navigator course.You need to have updated tidal charts and calculate many parameters. Otherwise you hit rock as Bakis did on one occasion. On 26/11 they hijacked Indian fishing boat to solve this problem.

On page 33 of the US evidence in the Rana trial, DCH says that in October 2008 the second attempt failed when the terrrorist fired upon an Indian boat. Did any Indian boat report being fired upon at that time to IN or Coast Gaurd?

The first attempt was on Sept 29th 2008 when the boat hit a rock.

Pakistan's Nishan-e-Haider and Khalid bin Walid:
Chicago businessman Tahawwur Rana said the nine militants killed in the Mumbai terrorist attacks should be given Pakistan’s highest military award and compared the plot’s mastermind to a respected Islamic figure, a convicted terrorist testified in federal court Wednesday.

David Coleman Headley said that Rana told him in 2009 that the Lashkar-e-Taiba members who were killed by Indian authorities during the attacks in the South Asian city that claimed 160 lives should receive the award called the Nishan-e-Haider.

The Nishan-e-Haider is the highest posthumous military award given in Pakistan.

Rana, 50, also allegedly told Headley that Sajid Mir — the man believed to have orchestrated the attacks — should be named “Khalid bin Walid.”

Headley said his Lashkar-e-Taiba (LeT) handler Sajid Mir, who was in Karachi, watched the live TV broadcasts, and issued constant orders :evil: to the gunmen in Mumbai who were carrying cell phones. Mir told two of the Lashkar militants exactly what to do at the Jewish centre in Nariman House.

Headley said Mir alerted gunman Imran Babbar who was at the Chabad House to the arrival of Indian commandos in choppers. He told the terrorists to barricade themselves behind mattresses and ambush the commandos when they set foot in the Jewish community centre.
Govt should set rules to over-jealous media in such type of contingencies so that some mad mullahs in uniform cannot get tactical advantage. If media crosses the line, the cameramen to editor should be pressed charges similar on the terrorists.

uk police at the first sign of any terror threat or activity will cordon off as large an area as possible and put screens up to keep television and other reporters out. they will report, but from a safe distance. they learned this during the irish terror threats - which were much more about publicity than killing, but the principle of keeping control over information flows around a situation are important

India may implead itself in the New York court case on 26/11
India may approach a New York court to be a party to a lawsuit, filed by the family of 26/11 victims Rabbi Gavriel Noah Holtzberg and his wife Rivka, to declare Pakistan's spy agency ISI as a terrorist group.

Armed with many documents, which prove the ISI's links with terror groups like Lashkar-e-Taiba, India may implead itself in the lawsuit filed in the federal court to help the petitioners as well as declaring ISI as a terrorist outfit.

"Our main purpose is to help the family of the Rabbi to get justice as well as to prove in the New York court ISI's direct link with terror outfits like LeT which carried out the Mumbai attack," a government official said.

If the New York court is convinced about ISI's role in 26/11 attack, it will strengthen the case of declaring ISI as terrorist outfit by the US and the UN.

In the lawsuit, ISI chief Shuja Pasha and LeT are being sued for the Mumbai attack. It was filed by the close family members of Rabbi Holtzberg and Rivka, who were killed by the terrorists at the Chabad House in Mumbai during the 26/11 attack.
