"The question is why it has taken the Americans so long to see what the ISI is doing. We’ve been telling them for years but they wouldn’t buy it.".

In an interview to the BBC as far back as on Feb. 13, 1994, Benazir Bhutto admitted how she handed over to Rajiv Gandhi the complete list of Sikh activists colluding with the ISI in terrorism in the Punjab. Later, Nawaz Sharif described this interview as a
faux pas.
Apart from these, of course, numerous Pakistani commentators, analysts, and editors have openly admitted to terror as a state policy.
