What a horrible situation for all involved. The army do an incredible job in J&K under immense spotlight, pressure and provocation however such acts cannot go unpunishible. No one should be above the law however it does seem that many separatist leaders are. Geelani, Yasin Malik etc roam freely preaching hatred against Indians. Why isn't more done to find some dirt on these sobs are drag their asses through the courts?

Pakistan hands over Kashmir boy to Indian authorities
MUZAFFARABAD / ISLAMABAD: The Pakistan Army on Tuesday returned a 13-year-old boy from Indian administered Kashmir who had inadvertently crossed the Line of Control (LoC) last week.Manzar Hussain, an eight-grade student from Jhanagar village, had mistakenly crossed the LoC from Khoirata Sector in Kotli, 270 kilometres from Muzaffarabad, on November 14, according to the Inter-Services Public Relations (ISPR).Hussain was handed over to the Indian authorities at Chakothi-Uri crossing point by Pakistani military officials, the ISPR added.

Before reacting, it may be worthwhile to await the confirmation of the sentence by the confirmation authority which is the Army HQ. It is very obviously a deeply politically colored case.
Official sources said that the five army men including the then Col D K Pathania, who was the commanding officer, and Captain Upendera were held guilty by the Summary General Court Martial (SGCM) which sentenced them to life imprisonment.

The others held guilty were Havaldar Devinder, Lance Naik Lakhmi and Lance Naik Arun Kumar. Another accused, a subedar, has been let off by the SGCM.

"The sentencing by the SGCM is pending confirmation from the confirmation authority after which the action would be considered legally complete," an army official said.

Major fire at Uri power plant - Zahid Rafiq, The Hindu
A major fire destroyed part of the 240 MW II hydro-electric project at Uri in north Kashmir on Thursday. The cause of the fire and the extent of damage are yet to be ascertained.

“The fire broke out at about 6 in the morning and the workers who were inside were rescued,” Deputy Commissioner Baramulla Farooq Ahmad Lone told The Hindu . Quoting the chief engineer, Mr. Lone said there were no casualties.

Inaugurated by Prime Minister Narendra Modi in July this year, the Uri II hydro electric power project had the ability to generate about 1,124 million units of power annually.
There is every reason to suspect it was a sabotage.

In a major fire that is still raging since morning, the recently commissioned 240 Megawatt Uri-II power house near the Line of Control (LoC) was destroyed, adding to the power woes for Kashmir valley during winter.
The Deputy Commissioner Baramulla, Farooq Ahmad Lone, told Excelsior that the power house suffered major damage in the fire and it will take several months to make it operational again. “Majority of the equipment has to be imported and it will take several months to restore it”, he added.
Lone said that fire broke out at around 6 a.m. and 10 employees of the National Hydroelectric Power Corporation (NHPC) who were on shift duty were rescued. He said that the fire tenders were brought from Baramulla and Srinagar to douse the flames. He said that Army also rushed its firefighting equipment to the power house to douse the fires.
The DC said that fire is under control and it may take few hours to extinguish it. He said that initially it looks the cause of fire is due to short-circuit. “Ultimately investigations will determine what caused the fire”, he added. He said that officials went inside power project after massive firefighting but smoke is still spewing.
The Uri-II power project was inaugurated by Prime Minister Narendra Modi on July 4. The Power House was to be inaugurated by the former PM Dr Manmohan Singh last year but it was cancelled as there was seepage inside the power house.
The power house that was operational since July could have eased out the power crisis of Kashmir during this winters. The power house constructed by the Hindustan Construction Company (HCC) with 60 MW four units was designed to generate 1124 million units per year.
An Army spokesman said here that a major fire broke out in the morning at National Hydro Electric Project (Uri- II) at about 0630 hours due to some technical snag in the main transformer of the Hydro Electric Project .
“Army was approached by the Civil administration at 0730 hours. Immediately Army troops came into action along with civil administration and controlled the spread of major fire tragedy in National Hydro Electric Project (Uri- II) and saved precious lives and property worth lakhs of rupees. Within an hour of hard work, the fire was doused in places easily accessible, however there were places that could not be immediately reached”, the spokesman said.
The spokesman said that no loss of life was reported, however, fire caused major infrastructural damage to the National Hydro Electric Project (Uri- II). “The prompt actions of the Army fire fighting team and civil authorities by providing fire fighting assistance resulted in controlling the spread of fire, thereby saving the precious life’s and minimizing the damage to the property. Till last reports the fire fighting teams were trying to control the fire in the inaccessible parts of the National Hydro Electric Project (Uri- II)”, he added.
A police spokesman said that police facilitated the evacuation of the employees from the power house.
The local lawmaker and Health Minister, Taj Mohi-ud-Din, was always apprehensive about the project. He had been alleging that the substandard material was being used in the construction of this project.
The Minister demanded high level inquiry into the fire and sub-standard material that was used in the construction of the power house. “The Engineers and the construction company used substandard material for its construction. I raised this issue several times but the no one paid any heed”, he said.
Taj Mohi-ud-Din said that project faced several problems during its construction but the NHPC authorities turned a blind eye towards it. “First there was leakage in the tunnel. Then there was seepage inside the power house”, he said.
The Minister said that losses could be between Rs 200-300 crore.
He said that national loss and people have every right to know what went wrong. He said that the NHPC authorities feel that they are Empire in itself never paid attention to his apprehensions.

Army’s efforts prevented major disaster at Uri power plant

The Army on Friday said its men were at the forefront to douse the fire that broke out in the 240-MW hydropower station, Uri-II, in north Kashmir on Thursday. While the fire damaged the underground powerhouse which is likely to remain shut for nearly two months, the major critical components of the project have been saved.

“The effort was more of technical nature and required specilised skills for which suitable Army officers were brought in from different locations of the Valley,” an Army spokesman said.

He said there were massive challenges during the fire-fighting operations.

“The 900-m-long tunnel of the powerhouse was totally engulfed by smoke. There was a limited access to the spot of the fire. Except through the tunnel, no alternative passage was available for fire tenders and fire-fighting teams to reach. Also, the dense smoke emanating from the smoldering cables and other material acted as a hurdle to launch the operation to bring the fire under control. The presence of highly inflammable materials in the tanks had to be segregated in order to avert the major tragedy. This involved risk to the lives,” the spokesman said.

“The Army pressed officer intensive teams comprising experts in fire fighting and disaster management along with specialised equipment. Alongside, the civil administration pressed 11 fire tenders. The entire effort was directed from two ends, that is from the Pot Head Yard (portion from where the cables for transmission of electricity generated by the turbines, emanate) and the main access tunnel,” he said.

“Since there was no ‘suitable’ passage from the Pot Head Yard side, the officers who were launched into the operation had to crawl through highly dangerous zones amid extreme winter conditions to reach the fire site. From the main access tunnel, the water hoses were taken by the officers and soldiers to use as water jets. This passage had also become critical due to dense smoke and falling debris from the roof of the tunnel. No movement was possible without the use of respirators,” he said.

The spokesman said all these efforts made under extremely risky conditions helped prevent the major disaster and saved critical lives.

Final forecast for Jammu and Kashmir: combining all my previous findings into 10 conclusions:
1. This will be the most credible election since 1977 with the highest turnout possibly ever in a free and fair election
2. There will be the lowest level of violence in any election since the onset of militancy
3. The PDP will emerge the largest single party with 33 seats (+ - 3 seats), the bulk of which will be from the Kashmir valley
4. The BJP will get close to 23 seats, its highest ever, the bulk from the Jammu province (+- 3 seats). The BJP may have got a higher number, if it did not have the liability of a an appalling state leadership outside the thoughtful Dr Nirmal Singh, Jugal Kishore, and the now-ubiquitous Dr Jitendra Singh
5. The NC will get, at most, 12 seats ( +- 2 seats). Omar Abdullah will win Beerwah, but outside Khanyar, Kangan, Id Gah, and Chrar and perhaps 1-2 in North Kashmir will find it difficult to win another seat in the valley
6. The Congress will get, at most, 10 seats ( +- 2 seats) and that only if the Azad factor is able to contain the Modi impact on the Chenab Valley
7. Others (Panthers, People's Conference, Yasin-Tarigami-Mir combine) will get 5 seats (+ - 2 seats)
8. The next government will have the shortest possible honeymoon period: less than 6 months to start making a difference
9. If the next government does not deliver a corruption free government with a fresh vision of governance driven by global best practices, there will deep unrest in all three regions of the state.
10. The next government will be best equipped, if it is interested, to start an internal process of reconciliation and ensure the dignified return of Kashmiri Pandits.

Sources added the militants entered an abandoned army bunker.

"The infiltration attempt was supported by Pakistan Rangers who fired mortar shells at BSF (Border Security Force) positions in Arnia today (Thursday) morning so that the militants could sneak in," a senior police officer said here.

The officer said a gun battle is on between the troopers and the militants.

We should enable BSF to wipe away threats from across the border. When any paki posts provide cover fire, then that is part of the terrorism. We need to stop being bystanders to wait till rabid dogs jump in and attack.

What an abnormal neighbor we have that provides cover fire to infiltrating terrorists!

I saw a "debate" on UnDy that Burka conducted, and boy, while I like the long turnout, I am not sure (as I was saying on TSP thread) the PDP inspires any confidence in me.Their viscous hatred of the BJP even taking into account usual political bickering is TSPsque inspired Hindu hatred. And their masked contempt for Pandits is to been to be believed (although I think PDP has a few token pandits). I think with these PDP b@stards in power, "democratically elected as they are", you can be rest assured, US will be playing diabolical mischief on behalf of its TSP munnas.

I seriously doubt that PDP alone will be able to form govt., it will have to enter into a coalition either with BJP or Congress, unless of course it want to form a coalition with NC!

Guys, just wild speculation, but I sense that this TSP attack in Jammu was potentially undertaken to thwart some announcement that ModiJi was going to make during his election rally in Budhgam and Poonch tomorrow. As SSJi pointed pointed out in the TSP thread, TSP always operates on a "feel good", and I might add, "feel bad" factor, just to gain some temporary tactical advantage over India. There is a method to their madness.

That is indeed a wild speculation. More likely this is a tactical move by TSPA in face of the slap they received from 70% voter turnout. This is just to throw a spanner in the electoral process and taking advantage of the fact that India may not like to escalate/heat up the border when the state is in the middle of a election. May also be linked to the "thaw" at SAARC just as a reminder that elephant in the room is still TSPA.

This is like the 3rd major terrorist attack in about 10 days time or so. Paki, as expected, are using the elections in J&k as window of opportunity to attack India, perhaps also in desperation due to higher voter turnouts. Certainly a discernible uptick in number and frequency of attacks. Only last week in Arnia terrorist attack 10 indians were killed.

India should counter this by making preemptive raids inside Paki territory and kill the terrorists before they cross the border.


3 Army Men, 2 Policemen Killed in Militant Attack at Army Camp in Uri, Jammu and Kashmir
URI: Three soldiers and two policemen were killed on Friday in an audacious militant attack on an army camp near the border in Jammu and Kashmir, in Uri town, where voting for state polls will take place on December 9.

A big group of militants cross over and four to six of them have been killed, says the army. An Indian officer has been critically injured.

Heavily armed militants allegedly sneaked across the Line of Control and entered the camp in Uri, a garrison town in Baramullah district, at around 3.30 am.

The militants engaged the forces in intense firing all morning.

Militants allegedly also fired at policemen who rushed to the spot after hearing gunshots. Two policemen were killed instantly.

The army says the firing has stopped and a search is on.

The attack indicates escalation of militant violence in the middle of elections in Jammu and Kashmir. Uri is around 100 km from Srinagar, where Prime Minister Narendra Modi is due to campaign on Monday
Toll has gone up to 7 soldiers and 3 policeman, so 20 Indians killed by Paki terror in a space of a week or so.

The GPS units of the terrorists in Arnia, which is 3km from the International Border (IB), showed Sialkot as their last known position on November 24.

Those of the Uri attackers showed they’d been in Chham, a known militant launching pad across the LoC, on December 3 and had crossed over at least one day before the attack, investigators said.

According to the investigators, the Uri gunmen carried ready-to-eat meal packets (pav bhaji, chicken achari, dry fruits, etc) regularly used by the Pakistan army, and packets of made-in-Pakistan ‘Super Biscuits’ and chocolates. They had 37 grenades with markings of an ordnance factory in Rawalpindi’s Wah Cantonment and 1,500 rounds of ammunition.

You said it, the intent is precisely that. TSP wants to send the equivocal message that they are the ones who punched us and that they can do it at will, while maintaining a public facade of denial. Goal is to get India to talk about handing over the valley.

To explain this we need to understand that a war has a beginning and an end. It has a purpose and has objectives which need to be achieved. Kargil war in ’99 is an example.

In case of fire from the other side (which we mostly claim is cover for infiltration) we return fire in equal measure or may be more. > Lt Col Sankalp, for those who do not know was a batch mate of Maj. Sandeep Unnikrishnan – 94 NDA / 104 Regular(IMA). This particular course was commissioned in Jun ’99 at the peak of Kargil conflict. The roll call of the martyred (I call it the heavenly Roll of Honour) would be around 25% of the course. Sandeep and Marathe (another ’94) were a course junior to me in Oscar Sqn, NDA and I knew them. Sankalp, I didn’t know personally. Yet, the loss is felt at a personal level. All of us who have our commissioning in this period of ’89 to now have gone through this huge heavenly roll of honour – whether of course mates or of seniors or juniors. Most of us at some time have had opportunity call upon the families of a martyr and give the news. It is tough. The martyr’s of the low intensity conflict seem have died for an unknown or undefined unlike in Kargil.

Jammu : A Road less Travelled
The dream came true this October. The route was Jammu and around, Rajouri, Poonch, via Mughal road to Anantnag, to Kishtwar via Sinthan Top, Bhadarwah and finally Jammu.

This is one of the most scenic and exciting drives in India, perfect for bikers and car rally enthusiasts. We drove approximately 1800 km through good, stone or mud roads, snow and water streams, all in a 2005 model Tata Indica that unexpectedly served us very well. We visited a border village in Samba that was affected by the recent Pakistani firing. The villagers were happy with the new government’s strong response. The BSF Company Commander told us that for the first time in his over 30 years of service, of which over 10 were in the state, the BSF was allowed to give a befitting response. Jawans were motivated.

Whenever there is heavy firing, villagers take shelter in temples, gurudwaras and banquet halls. Food is provided by nationalist and temple organisations.Their biggest problem is inadequate toilets for ladies. The village folk want the Union Government (no faith in the state government) to make permanent shelters and toilets where they can take temporary shelter during firing.

They expressed concern at the increase in missionary activity in Samba and the impact of conversions on the social fabric of the region. When there is a power cut, the border is lit up by diesel powered generators. Why is the government not providing the BSF with Solar powered lights, asked one of the well informed villagers.

Basohli, approximately 160 km from Jammu, is well known for a style of painting characterised by vigorous use of primary colours and a peculiar facial formula that prevailed in the 17th and 19th centuries in the foothills of the western Himalayas.

It is from here that this style spread to Chamba and Kangra .We met with members of Vishwasthali, a social and cultural organisation that is striving to keep the tradition alive by teaching young children about the local culture. They cribbed about virtually no state government support and excess importance to Valley.

The theatre of Kashmir and India’s new strategic thinking

A retired General from the Indian Army celebrates the wedding of his son by inviting as many of his ex-colleagues as he possibly can, creating an impromptu reunion of men from different divisions and different parts of the country. As the festivities wind down in the chilly November evening, the ex-army men gather around with their glasses of amber-coloured ambrosia, with youngsters crowding around to hear their stories, and talk turns as it inevitably does to Kashmir. Fallen comrades are remembered with affection and regret as their ghosts seem to swell the gathering with their presence. As one gentleman reminisces, “I was a young 2nd Lieutenant in Kashmir in the 1970’s. I remember we met an SHO there for some official work and he genially informed us that he had just visited “India” the previous month with his whole family and absolutely enjoyed the experience”. ‘To say I was shocked is an understatement. I was left speechless as I looked at this man earning his pay packet from the Government of India and living in a house provided by them in, according to him, a foreign land.’ There is a moment of silence as a young woman tentatively asks, “So, the Indian Army had a visible presence in Kashmir before 1990?” There are several very ungentlemanly snorts as the erstwhile army men shake their heads at the younger generation. “The army could never leave Kashmir since 1947”, says a gentleman with a venerable shock of white hair on his head, “Hari Singh and then Nehru took care of that by hedging to take concrete decisions. The constant threat of invasion by the Pakistani forces and the tribal guerillas they were apt to release across the borders made army a necessity in that region”.

The conflict in Jammu and Kashmir is not therefore a situation that arose in the 1990’s, it has been a constant companion for us since independence. Army personnel, however, agree that the situation with the locals was much calmer and friendlier prior to the 1987 elections when the faults of our political leaders led to a sudden and vicious spew of distrust towards India in the local population, which in turn made it easier for Pakistan-funded terrorists to infiltrate, influence and create strongholds in Kashmir.

The threat of terror attacks since 1990 sounded a death knell for the most thriving industry of Kashmir – its lucrative trade in tourism. This in turn led to a sharp increase in unemployment, which increased the feeling of frustration and anger towards the ruling government – a situation that played itself beautifully into the hands of recruiters from across the border.

More than two decades later, the unemployment rates in J&K remain high compared with its neighbouring states. More importantly, out of the 240000 unemployed educated youth in the state, 155000 are from the Kashmir valley, despite Jammu having the higher population. Also, the state holds the dubious distinction of having the highest unemployment ratio for women in India at 20%, whereas the all India average is a mere 3.7%.

Constant security checks while travelling, in markets and even in their homes, the danger of walking into a crowded area where a bomb may go off and lack of stability in the area led to anger that, since it could never be directed at the militants for fear of swift and brutal reprisal, found its release on the heads of the army who were deemed outsiders, incapable of sympathizing with the local people and their problems, and with the power of the AFSPA behind them seen as symbols of persecution. All these factors formed a vicious cycle in which Kashmir has been entangled for decades now.

The Indian Army and other security forces deployed in the area have been waging a constant war against terrorism in this hostile environment since militancy reared its ugly head in the valley. Their major successes occurred in the years of the Vajpayee government between 1998-2004, when emboldened by the unequivocal support of their Chief of Staff, the Indian army notched up 45% of all terrorist fatalities to date – that is, out of 22745 insurgents killed in the 25 years between 1987 and 2013, 10147 deaths occurred in those 6 years. The upper hand that the army gained in these years was the primary reason for a decline in militancy in the area.

In recent years, Pakistan’s growing internal problems and brushes with the deadly Taliban have forced them to concentrate on their other borders and have led to a sliding of fervor for the Kashmir cause. The resources that were formerly dedicated to encouraging dissent and militancy in India have now had to be diverted to actual protection of their local population. Also, the rising economic status of the average Indian in the past decade and a half gave the Kashmiri people hopes of achieving similar increases in their fortunes if only the shadow of militancy were to be removed from their state.

Thus, by the time the 2014 LS elections drew up, Kashmir was primed to take a leap into a new future for itself. When PM Modi took office in May this year, he, following inputs from one of the greatest spymasters in the country, gave a green signal to a visionary policy for this embattled state. One that is based on the age-old ‘carrot, stick and confusion’ maxim, or formally dubbed as ‘appeasement, attack and prevarication’. This new approach combined with the will of the new voter has led to the huge turnout seen in the 2014 state elections taking place in the valley.

In order to curb the inevitable disruption to the poll process caused by mob violence or the threats of retribution after polls on those who dared to cast votes, prior to these elections, the armed forces carried out the systematic targeting of separatist and incendiary elements, even at the village level. For example, members of the Jamaat-e-Islaami, which has pockets of influence in some districts of South and North Kashmir, were systematically put under virtual house arrest during the run up to these elections effectively chopping their wings. Baramulla district, which has been a key stronghold of the Jamaat saw almost 50% higher turnout this time because of these elementary steps taken by the security establishment with great accuracy.

As another retired army Major quoted in a Kashmiri daily, “For the first time the GOI is not placing a premium on Muslim centric politics and has given a free hand to security forces”. This has allowed the army to take an offensive stance against perpetrators of violence in an extremely non-violent manner, instead of remaining hunkered into defensive positions as they were forced to do previously and risking the loss of civilian lives caught in the crossfire.

However, a free hand does not imply a free-for-all for the forces. The verdict in the Machil encounter case, which for the first time saw the army taking such decisive action against its own men, was the preliminary step towards creating a favourable atmosphere in the valley.

When Prime Minister Modi addressed a political rally in Srinagar this month, a major point of contention were his words on the army. Unlike his predecessor politicians who either roundly blamed the army for every failure in a bid to garner popular support and then refused to do more once they moved away from a microphone or simply ignored the problem, PM Modi acknowledged the sacrifices that the army makes both on and off the field in protecting the citizens of this country along with the fact that some mistakes had been made on their part while carrying out their duties in a conflict zone. This was a very important acknowledgement by the PM, for we must realize that the Army is also made up of mere mortals who are capable of making mistakes and could be held responsible under the law of the land.

Backing up this statement was the prompt ruling on the men involved in the Budgam case where two young men lost their lives, which sends the message of a government willing to play fair on both sides – (1) by asking the army to clean up its house publicly in order to foster trust with those who live under the shadow of the guns, instead of sweeping things under the carpet and (2) by not trying to look for ways to milk the public anger for a few votes by inciting the local populace and causing more strife.

It was not just all brazen “security forces only approach” in Kashmir, but for the first time India had a comprehensive plan with multiple layers to it. Prevarication is a difficult game to play at the best of times, and in a conflict-ridden state the stakes are that much higher. For instance, some 150 Imams from different parts of India (mainly UP) were sent to Kashmir under the aegis of Jamaat Ulema-e-Hind (which sounded exactly like the famous organization Jamiat Ulema-e-Hind of Mehmood Madani and confused many Kashmiri Imams into accepting their dictats). These Imams spread the message of “vote for a better life” among ordinary Kashmiris and religious clergy alike. In a state where religion plays a major role in everyday life, an endorsement by religious heads went a long way in swaying the local Kashmiri’s towards voting for a change in their circumstances rather than be swayed by separatism.

The high turnout in the 2014 elections is a nod not only to the efforts of the security forces deployed in the region and the government policies that have deviated sharply from the run-of-the-mill political agendas being followed in the valley for the last decade, but also to the indomitable spirit of the Kashmiri people. What really is heartening to see is that India’s strategic thinking has found a creative edge in this very complex state of Jammu & Kashmir. In fact, the common refrain among people in the security establishment and retired army officers who have served in the Kashmir theatre is, “For the first time in decades, the combination of a no-nonsense former spy master like Ajit Doval as the NSA with that of an equally no-nonsense PM at this crucial juncture of history may finally spell the doom of separatism and militancy in the valley.”

This is the clearest proof that a Islamist will always be a Islamist, whether in Kashmir or in Norway. There is no redeeming these guys. In future, non-Islamic parties should not waste time in the valley winning hearts or minds. It is imperative that BJP pushes in as many Pandits and non-kashmiris into the valley for the next election. Abolishing article 370 should be the first order of the business.
