IOW, the principle of Atom Conservation is used:

But surely there must be ~ 3 percent who come inside the booth and don't press any button, just try to see if there is anything there to take home as a souvenir - just get scared by it all and decide that it's all too complicated, too much trouble, my vote doesn't count anyway, the System is All Thieves etc. So Atom Conservation will not give exactly count, just like in the case of Enn Pee Tee Inspectors doing counts of radioactive atoms at nuclear facilities.
