Punjab and Haryana are among the top eight states in the country for constructing household toilets and Chandigarh has achieved 100 per cent target of door-to-door solid waste garbage collection under the Swachh Bharat Mission (SBM) launched by Prime Minister Narendra Modi on October 2 last year.

Urban Development Minister M Venkaiah Naidu announced this today on the eve of completing one year of the mission. He said against the target of constructing 25 lakh household toilets, the construction of 4.64 lakh had been completed and the rest would be ready by 2016.

Naidu said Punjab, Haryana, Gujarat, Madhya Pradesh, Karnataka, Chhattisgarh, Andhra Pradesh and Rajasthan were the top states in respect of construction of individual household toilets.

He said Gujarat had topped the chart by constructing 33,670 toilets, accounting for 64 per cent of the total toilets built in urban areas of the country, followed by Madhya Pradesh (7,244), Punjab (5,677), Karnataka (1,845), Haryana (1,829), Chhattisgarh (1,676), Mizoram (300), Rajasthan (167), Manipur (41) and Uttarakhand (22).

Construction of toilets is yet to begin in five Union Territories of Chandigarh, Anadaman and Nicobar Islands, Daman and Diu, Dadar and Nagar Haveli and Delhi. Besides four north-eastern states of Arunachal Pradesh, Nagaland, Meghalaya and Tripura, two south Indian states of Kerala and Tamil Nadu have not yet started construction of toilets.

Taking about the solid waste management, the minister said Chandigarh had achieved 100% target of door-to-door collection of the municipal solid.

Chandigarh is followed by Meghalaya (58%), Delhi (52%), Kerala and Manipur (50%), Telangana (48%), Karnataka (34%), Andaman and Nicobar Islands (30%), Gujarat (28%) and Goa and Haryana (25%).

Bright FDI, competitiveness indicators show Narendra Modi magic is working

The first one is on greenfield foreign direct investment (FDI) in the first half of 2015 (January to June) compiled by business daily Financial Times's (FT) data service arm fDi Markets, which reveals that India attracted highest FDI of $31 billion during this period, zipping ahead of even the US ($28 billion) and China ($27 billion). India was at fifth position last year with its full year FDI coming at $24 billion.

"With its (India's) economic growth outstripping that of most of its rivals and bucking a downward trend among emerging markets, India is in pole position to pass both China and the US in the FDI league tables this year. With mid-year data on greenfield FDI now in, 2015 looks to be a milestone year for India following its impressive performance in 2014," stated the FT report.


The second is a report on Global Competitiveness Index (GCI) 2015-16 rankings published by World Economic Forum that has seen India jump 16 places to reach 55th position from 71st position.

Clearly, these data indicate that India is an outlier. So, what has put India in the bright spot in the global arena?

Most economists believe that a lot of the positive sentiment on India was due to the confidence that the new government, led by Prime Minister Narendra Modi, instilled in the investors.

Anis Chakravarty, senior director, Deloitte India, said the current government was marketing its investment programmes and initiatives very well, along with taking measures to improve business environment and macroeconomic condition in the country. All this, he said, had led to a positive sentiment among overseas investors.


Chakravarty feels frequent foreign trips of Modi were also helping in bringing investments into India.

He said, domestically too, Foreign Investment Promotion Bureau (FIPB) has been very swift in handling FDI proposals. Furnishing statistics, the Deloitte economist said that last Thursday it took up 30 proposals and had cleared 80 proposals till now.

"Programmes such as Make in India, Digital India, Modified Special Incentive Package scheme (M-SIPS) and others were creating a positive buzz globally. India's marketing story has been good, irrespective of the delay in tax and labour reforms, red tape and other such issues, which can be better handled," said Chakravarty.

According to him, India's efforts on opening up sectors could also have helped in improving its competitiveness index and FDI inflows.

"Today, if you see, foreign investments in most sectors are through automatic route. Defence has a 49% FDI cap but indications are that it could be hiked or waived off completely," he said.

Dhiraj Mathur, partner, PricewaterhouseCoooper (PwC), also felt this government was taking "incremental" steps to improve regulatory regime and ease-of-doing-business that was boosting investor confidence.

"Incremental stuff has been done across ministries (by this government). Also, it is visible that the government is making efforts to improve the business environment and strengthen the economic fundamentals," he said.

Mathur said even though the big bang reforms were yet to come, the government had harvested the low hanging fruits.

Both Chakravarty and Mathur said externally too, the emerging scenario was working in favour of India.

"Externally, a lot of favourable things have happened that have worked in favour of India. Easing of global oil prices, China's sluggish growth, Europe crisis and other recent global development have created a happy situation for India," said Mathur.

Chakravarty said India's GDP growth of 7% (in the first quarter of the current fiscal) was among the best compared with most economies, which were growing at a much slower pace.
"India's stable and improving macro-economic numbers is making investors look towards it. They feel, here is an emerging economy that is a shining global destination," he said.

Parrikar cuts Gordian knot to boost Tejas line

For years, the development of the Tejas Light Combat Aircraft (LCA) has followed a two-stage roadmap: first, an initial Tejas Mark I was to be developed, powered by the General Electric (GE) F-404IN engine. A more capable Tejas Mark II, featuring the more powerful GE F-414 engine, would follow this.

The Business Standard first reported (August 13, 2015, “With Tejas Mark II years away, HAL asks air force to buy Tejas Mark 1A”) the proposal to build an interim fighter, referred to as the Tejas Mark 1A.

Now the Business Standard has details of the interim fighter, which would fly with the same F-404 engine as the Tejas Mark I, but yet be more capable than the version currently cleared for production.

The aeronautical establishment is referring to the interim fighter as Tejas Mark 1A, though this name has not been officially allocated.

The Mark 1A will overcome a major drawback in the Mark I, the absence of a “self protection jammer”. Fighter aircraft have these “electronic warfare” (EW) systems to jam or blind enemy radars, preventing them from detecting the aircraft; and to prevent air-to-air and ground-to-air missiles from homing onto the fighter.

The Tejas Mark I was to have an “on-board EW system”, but lacks the space for one. It has, therefore, been decided to develop an EW pod for the Mark 1A, which will be carried externally under the fighter’s wing.

The Mark 1A will also have a mid-air refuelling probe to enhance its endurance and operational range. It will be integrated with long range Derby and Python air-to-air missiles for aerial combat, and its internal systems will be re-arranged for better accessibility, making the fighter easier to maintain.

Ministry and Defence Research & Development Organisation (DRDO) sources say Defence Minister Manohar Parrikar has thrown his weight behind this initiative. At his persuasion, the Indian Air Force (IAF) has begun preparing a procurement proposal for 80 Tejas fighters, over and above the 20 Tejas Mark I already on order in “initial operational certification” configuration.

The IAF had earlier agreed to buy another 20 Tejas Mark I, once the fighter obtains “final operational certification”, a much-delayed landmark expected in early 2016. It is unclear whether that order will stand, or be integrated into the proposed order for 80 Tejas Mark 1As.

Parrikar’s decisive move cuts through a Gordian knot that has bedevilled Tejas production. For years Hindustan Aeronautics Ltd (HAL), the agency that will mass-produce the Tejas, has resisted increasing production-line capacity, because the IAF has only committed to buying 40 fighters. In a chicken-and-egg situation, the IAF cites HAL’s slow production rate as the reason for not ordering more Tejas.


The result: in the last two years, HAL has built just one Tejas. Meanwhile, the IAF responds to its dwindling fighter numbers --- now just 34 squadrons --- with demands for quickly buying large numbers of the Dassault Rafale from France.

Parrikar calculates that, with an order for 100 Tejas in hand, HAL will have the business case for quickly boosting production to at least 16 fighters per year.

Meanwhile the Tejas Mark II will continue development, say sources in the DRDO, which oversees the Tejas development programme.

A defence ministry official concurs, pointing out: “The Tejas Mark II is not just for the IAF. The navy believes the Naval Tejas must have an F-414 engine to be able to take off from an aircraft carrier’s short deck. So Tejas Mark II development will continue alongside the Mark 1A.”


With the Aeronautical Development Agency (ADA) --- the DRDO agency that has built the Tejas --- targeting 2022-23 for completing the Tejas Mark II, HAL has seven years of production of the Mark I and the Mark IA before the production line switches over to building the Tejas Mark II. The defence ministry calculates that a 100-Tejas order is essential to keep it working to capacity till 2022-23.

Meanwhile, alongside the Tejas Mark II, ADA would also be working on the Advanced Medium Combat Aircraft (AMCA), an indigenous, fifth-generation fighter already on the drawing board. ADA engineers point out that advanced technologies being developed for AMCA would inevitably leak into the Tejas Mark II, making the light fighter more advanced than currently anticipated.

Indian Air Force chief expects full strength of 42 squadrons by 2027

Indian Air Force (IAF) boss, Air Chief Marshal Arup Raha, has verified Business Standard’s report (October 2, “Parrikar cuts Gordian knot to boost Tejas line”) that the air force was ordering 120 (six squadrons) Tejas Mark I Light Combat Aircraft (LCA), triple the 40 aircraft it had previously committed to buying from Hindustan Aeronautics Ltd (HAL).

Addressing a press conference in New Delhi on Saturday, in the lead up to Air Force Day on October 8, Raha declared: “We are ready to take more --- 120 (fighters), six squadrons of Tejas… We are ready to take it as soon as they (HAL) can provide it. That means they have to ramp up the production rate, which is running behind schedule… But we will take all 120.”

Raha endorsed Business Standard’s description of the configuration of the additional fighters, which is being dubbed the Tejas Mark 1A. It will have an under-wing pod for electronic warfare and jamming, aerial refuelling capability, better air-to-air missiles and rearranged internals for easy maintenance.

Unlike former air force chiefs who have often used Air Force Day to paint a dire picture of a weakening air force with dwindling aircraft numbers, an optimistic Raha predicted “We are looking forward to building up our combat fleet to 42 squadrons by the end of the 14th plan, by 2027. I think it is possible, it is viable, there are a lot of options available with us, and discussions are already on.”

Raha’s optimism rests on his acceptance of indigenisation, a notable turnaround from his predecessors, who never planned beyond one-to-two Tejas squadrons. Raha’s acceptance of six Tejas squadrons immediately makes the numbers better.

Furthermore, he is bullish on the next-generation “advanced medium combat aircraft” (AMCA) that the Defence R&D Organisation (DRDO) has begun designing in close partnership with the IAF.


Raha sees the AMCA, which he says will take 15 years of development and prototype testing, as the IAF’s future, along with the “fifth-generation fighter aircraft” (FGFA) that Russia and India plan to co-develop.

The AMCA would come into service around 2030, just in time to replace three types of IAF combat aircraft whose service lives are currently being extended through avionics upgrades (MiG-29 and Mirage 2000), and an engine replacement programme (Jaguar).

Raha signalled growing IAF disenchantment with the FGFA, something that has been increasingly evident from the inability of New Delhi and Moscow to agree on an R&D contract. The air chief confessed: “There are some issues which have cropped up in terms of the work share, in terms of the present technological and technical aspects of the PAK-FA (the Russian FGFA prototype, which is undergoing test flights), and of course the cost visibility. So these are the issues we are looking at and they have been taken up at the highest level.”

However, the air chief believes that the AMCA’s promise compensates for uncertainty over the FGFA. Says Raha: “If the FGFA comes through it is fine, otherwise the Indian FGFA --- that is the AMCA, the advanced medium combat aircraft --- we still have over 15 years to work on it before the MiG-29 upgraded aircraft retire, before the Mirage 2000 upgraded ones retire, as well as Jaguar upgraded ones retire in another 15 years.”

In contrast to its aloofness from the Tejas programme, the IAF has immersed itself in the AMCA programme, to the DRDO’s pleasant surprise. Raha enthuses: “I’m very sure, if we put our hearts and souls together, and if the air force, the DRDO, the ADA (Aeronautical Development Agency) and HAL and other agencies involved take joint responsibility, joint accountability and joint ownership, [AMCA] is highly possible.”

Notwithstanding Raha’s embrace of indigenisation, he retains the IAF’s conviction that it is essential to have at least six squadrons of the Rafale.

Interestingly, he leaves the door open for any other medium multi-role combat aircraft (MMRCA). “I cannot give you numbers, but definitely we would like to have the MMRCA type of aircraft, at least six squadrons to my mind. But let’s see, there may be some other alternatives as well,” he said.

The IAF chief stressed on the on-going development of advanced landing ground (ALGs) along the Himalayan frontiers, especially in Jammu & Kashmir and the north-east. He said Nyoma and Kargil airports in Ladakh are important “Not only for capability enhancement of the air force in support of the army, it is also going to help us in increased tourist traffic and economic development.”

Indicating that Kargil would be developed as a tourist hub, Raha said the IAF would “extend the runway not only so that it can be used by larger bodied aircraft of the air force, or combat aircraft, but also larger-bodied (civil) aircraft…”

In contrast, Nyoma, which is being developed as a fighter-capable airfield in remote Southern Ladakh, at an altitude of over 13,000 feet, would take longer, because of its hostile climate and short working seasons. “So even if we can start the work this year, it will take several working seasons, to my mind between three and five to complete the work.”

BJP Government under Narendra Modi’s leadership would be completing 500 Days today. If we leave the last 6 months of the current term as we would re-enter election mode, the present government has already crossed 30% tenure.

The noises online both by supporters and opponents of Narendra Modi made me list out a few highlights of the steps taken in the past 500 Days.

Financial Inclusion

PM Jan Dhan Yojana (PMJDY) – 18.54 Cr Accts in total opened as of 30.09 2015. 16.06 Cr RuPay Debit Cards issued – 24,939 Crs Deposits in Accounts. In One Year the Zero Balance accounts fell from 75% to 40.35%
PM Jeevan Jyoti Bhima Yojana (PMJJBY) – Life Insurance of 2 lakhs at Rs 330 Per anunum premium almost less than a rupee per day. Total Enrolments as of 06.10.2015 – 2.82 Crs
Now there will always be Naysayers, but how about the claims? Here are the details. There have a total of 3,903 claims that have been made under PMJJBY Scheme, Guess what – 2,357 claims have been paid. Amount paid – 47.14 Crores as of 06.10.2015.Out of these 2,357 Claims, there were 731 females and 1,626 males who died and the insurance money was paid to their family members. Some Are pending with the insurers, some have been rejected for multiple claims etc.

PM Suraksha Bhima Yojana (PMSBY) – Accident Insurance Cover – 2 lakhs at Rs 12 PA – Less than a rupee a month. Total Enrolments as of 06.10.2015 – 8.78 Crs. Interesting data below.
Again for the Naysayers – There were a total of 846 Accidental death claims made, out of which 407 claims worth 8.14 crores have been paid.

I do have more details by location, pincode, average time of claim, gender and relations who got the money. May be for future posts.

PM Mudra Yojana (PMMY) – To understand the Mudra you have to understand how the micro entrepreneurs requirement of funds were met earlier. A small retailer/shopkeeper/vendor who provides direct employment was not having access to Institutional Finance. The way was to approach a local money lender who used to provide the loan in the following manner – A 10,000 rupee Loan has to be repaid by the vendor in 100 Days at 100 rupees a day. But here was the catch – Instead of paying 10,000 rupees the money lender used to cut the 1000 rupees as interest at the start of disbursement and collected the full 10000 over the next 100 days. The interests paid by the small vendors was very huge.

Here Comes MUDRA to solve the above issue and remove the micro entrepreneurs from the clutches of money lenders. They have access to Institutional finance and the government expects these micro entrepreneurs who provide employment to crores will be able to access the funds and return the money unlike the big businessmen

Total households joined till 07-10-2015 – 14.28 Crores. Total Cash Transfer under PAHAL – 20,781 Crores. Number of households that have given up Petroleum subsidy – 32.84 Lakhs.

This subsidy is being transferred to the account holders to their bank accounts.

India top investment destination this year: EY survey
In big endorsement of India's fundamentals and attractiveness, 32% respondents in EY's annual 'Attractiveness Survey - India 2015' have ranked the country as the most attractive market this year.

A majority 60% have place the country among top three attractive destinations.

The survey is based on response of 505 global CEOs.


"Business leaders find India's macroeconomic and political stability, FDI policy and ease of doing business more attractive in 2015, compared with EY's 2014 India attractiveness survey," the Survey said, indicating that the government's drive to improve business was yielding results.

India is already the number one FDI destination in the world during the first half of 2015 for green-field investment.

"Manufacturing has regained its share in FDI capital flows in 2014, amounting to approximately 46%," the survey said, suggesting that the high pitch 'Make in India' seemed to have had some impact. "Investors are most optimistic about the sector, with 62% of those interested to expand or enter India over the next year, saying that they plan manufacturing activities."

55% of our survey's respondents were aware of the Make in India program and 69% of those who are aware of the initiative are likely to invest in manufacturing in the next five years.

India most attractive investment destination globally: EY
It finds major gains in perception as compared to the findings of the 2014 survey in key areas such as macroeconomic stability (up from 70 percent in 2014 to 76 percent in 2015), political and
social stability (up from 59 percent to 74 percent); relaxation in FDI policy (up from 60 percent to 68 percent); and the government's efforts to ease doing business (up from 57 percent in 2014 to 67 percent in 2015).

"The Prime Minister has set us a challenge of taking India to the top 50 position on the World Bank's Ease of Doing Business in the next three years.
"We will marginally improve (our ranking) this year... We will substantially improve next year but in the third year we will definitely reach top 50," Kant pointed out.
The Department of Industrial Policy and Promotion (DIPP) secretary said the government will look at the foreign direct investment policy "with a very open mind".

Govt clears performance-linked payment for CIL officers

Government on Wednesday (October 14) approved payment of Performance Related Pay to executives and non-unionised supervisors of Coal India Ltd (CIL) and its subsidiaries.

The Cabinet has approved the recommendations of the Committee of Secretaries to regularise the 2007 Pay Revision implemented by CIL with effect from January 1, 2007 in the loss making subsidiaries, an official release said.

The decision was taken at the Cabinet meeting chaired by Prime Minister Narendra Modi. It also approved the payment of Performance Related Pay (PRP) to executives and non-unionised supervisors of CIL and its subsidiaries.

"The payment would be out of the corpus created by pooling the profits of CIL subsidiary companies, duly setting off the losses of the loss making subsidiaries and stand-alone profits of CIL, excluding dividends received from its subsidiary companies," it said.

This will be with the condition that the corpus for payment of PRP should be treated as a yearly corpus with no provision for carrying it forward to subsequent years, it added.

This would ensure equity among executives who are transferable, across the subsidiaries companies, and would also help in keeping up the morale of executives working in loss making central public sector enterprises (CPSEs) and the Central Mine Planning and Design Institute (CPMDIL).

Welcoming the decision, Coal Secretary Anil Swarup tweeted, "Coal India rewarded for sterling performance. Government approves Performance Related Pay (PRP)." There are nearly 19,000 officers at CIL.

India’s unbanked population halves to 233 million
Mumbai: India’s unbanked population has more than halved to 233 million in 2015 from 557 million in 2011, according to a report prepared by PricewaterhouseCoopers India for the Internet and Mobile Association of India (IAMAI) and Payments Council of India (PCI).

The report, released on Tuesday, said the largest fall in India’s unbanked population—a fall of 182 million—came in 2014, the year Prime Minister Narendra Modi launched an ambitious financial inclusion called the Pradhan Mantri Jan Dhan Yojana (PMJDY) to ensure every Indian household has a bank account.

After its launch on 15 August last year, the financial inclusion plan had begun with a large number of bank accounts being opened across the country. According to data available on the PMJDY website, as of 7 October, a total of 187 million new accounts have been opened under the scheme, with a balance of over Rs.25,000 crore.

How government's LED bulb push is helping save Rs 2.71 crore every day
MUMBAI: In recent months, cottage industries in Puducherry that make incense sticks, mats and perfumed candles have been staying open late into the night with their electricity costs intact. Nearly 600 km away in Guntur district of Andhra Pradesh, farmers living in mud houses along the Krishna River no longer fret about shooting power bills while switching on lights at dusk.

This is all thanks to a government-sponsored LED distribution programme, which outlines the replacement of incandescent bulbs and CFLs with energy-efficient LED lamps.
The LED push, under the Domestic Efficient Lighting Programme, was launched full swing across Maharashtra, Rajasthan, Delhi, Uttar Pradesh and Himachal Pradesh in January. Nearly two crore LED bulbs have been distributed in these states and the project's ambition to reduce power consumption, increase domestic savings and trim carbon emission is already seeing results.

A staggering 68 lakh kilowatts of energy is saved every day. This includes a cut in 645 megawatts of power during peak hours, a 5,520-tonne drop in daily carbon emission and domestic savings of Rs 2.71 crore every day.

"The purpose of this project is to replace 77 crore regular bulbs and 40 crore CFLs (bought by Indians every year) with more energyefficient LED lamps," said Kumar, adding that the poor are able to make significant savings.

Herman Miller, the NASDAQ-listed, Zeeland, Michigan-based well-known office-furniture company, on Wednesday launched its first manufacturing facility in India at Bidadi, Bengaluru.

The 5,600 square metre new facility is the third one in Asia- Pacific (after two in China), and will employ 150 people to begin with. By 2016, the plant will be able to make 2,000 units of chairs and 1,000 units of work chairs per week.

Speaking to Deccan Herald, Jeremy Hocking, VP (Asia-Pacific), Herman Miller, said: “This is our fifth manufacturing hub. So far, our Indian customers have been getting products shipped from China and it took 10 to 12 weeks lead time. But with this, we can significantly reduce the time, and products will reach customers faster.”

India’s Manufacturing Sector Courts the World, but Pitfalls Remain
Play-Doh, Monopoly and practically all of Hasbro’s other toys were made in China for decades. Now Hasbro is changing course.

While the company still sources expensive, complex toys like the electronic FurReal Friends from China, Hasbro has contracts for production in Turkey, Indonesia, Vietnam and Mexico. It has moved most aggressively into India, where Hasbro buys from several sizable factories, and another is planned.

Multinationals around the globe have begun to look seriously at manufacturing in India, with its plentiful and inexpensive labor pool. But the investment doesn’t mean doing business in India is getting easier. Rather, it is a sign that doing business in China is getting more difficult.
The Hong Kong-based Musical Group decided to build the latest Hasbro factory in India after facing severe labor shortages and soaring wages at its main factory in southern China. But Musical, like many companies, is running headlong into India’s bureaucratic morass over land purchases, and the project is months behind schedule.
“Ease of doing business is still a work in progress,” said India’s finance minister, Arun Jaitley, adding that state governments were starting to reform land and labor laws.

Yet slowly and a little unpredictably, India’s manufacturing sector is starting to attract overseas investment.

Foxconn, the world’s largest contract manufacturer of smartphones and other electronics, which has most of its factories in China, agreed in August to open 10 to 12 plants in western India by 2020, employing as many as 50,000 workers. A week earlier, General Motors announced plans to invest $1 billion to develop new car models for the Indian market and nearly double the size of its seven-year-old factory on the outskirts of Pune.



CNH Industrial of Italy is building an agricultural harvester factory nearby. Ford opened a sprawling car assembly plant in northwestern India this year, and Daimler has added an extensive assembly line for buses to its truck factory in southeastern India.
The pitch has worked. Foreign direct investment in India is up 46 percent over the last two years. It is down 1.3 percent in China, although it shows signs of a modest rebound lately.

The recent flood of foreign investment is helping propel India, which is expected to be the fastest-growing major economy in the world this year. The International Monetary Fund estimated this month that India’s economy would increase 7.3 percent in 2015, compared with 6.8 percent this year in China.

In many ways, India is benefiting from the challenges facing China.

Blue-collar wages in China have more than quintupled in the last decade, and companies face worker shortages despite economic weakness. “If you want to hire 1,000 workers, you only find 600, and the turnover will be 15 or 20 percent a month,” said Mr. Tse of Musical Group, the Hasbro supplier.

Some multinationals also worry that China is becoming a politically riskier place to do business. Such concerns have been heightened by the country’s growing show of force, like the sight of thousands of goose-stepping soldiers parading through Tiananmen Square on Sept. 3, or the rapid construction of military-grade airfields this year on hastily built artificial islands in the disputed South China Sea.

By comparison, India offers a stable democracy and low wages. Even skilled factory workers here in Pune, sometimes called the Detroit of India, earn about $300 a month, half of Chinese wages.

NEW DELHI: Prime Minister Narendra Modi and President Pranab Mukherjee will next month launch a single window funding clearance mechanism backed with a Rs 1,000-crore kitty to get Indian technical institutions to conduct original research in areas where the country is heavily dependent on foreign technology.
The move to set up a one stop funding system has been made after a number of scientists and researchers conveyed how the current bureaucratic systems were coming in the way and delaying projects as well as discouraging institutes from taking them up. The drill of getting clearances and approvals through various ministries was another dampener. The Indian Institutes of Technology (IITs) and National Institutes of Technology (NITs) are already on board with the plan that is being piloted by the Smriti Irani-led HRD ministry. The issue was also taken up with the institutes at the recent meeting of the IIT Council and the NIT Council.
I remember how there was a meeting a little while ago between the PM and some eminent scientists. He was said to have listened to them at length and inquired about their needs. Nice to see that he has acted so fast.

State run Coal India's output grew 32 million tonnes to 494.2 million tonnes in the fiscal year 2014/15, the biggest volume rise in its four-decade history.
"Imports are going to stay but they're not going to rise, they're not going to increase at the rate that was projected before, like 25 percent growth every year," said Sabyasachi Mishra, head of minerals sourcing at Tata International .

India Woos Africa With Roses and Technology
India is all set to woo Africa with roses. Literally.
On 25 October, a day before the third India-Africa Forum Summit kick-starts in New Delhi, External Affairs Minister Sushma Swaraj will inaugurate, along with African envoys, an India-Africa Rose Garden in Chanakyapuri’s diplomatic enclave in the national capital.

The rose garden will be symbolic of the fragrance and colour that the India-Africa relationship is increasingly getting imbued with. Each of the 42 African envoys will be planting a rose sapling, along with Swaraj, in the rose garden which will be maintained by the New Delhi Municipal Committee (NDMC).

The idea is to plant roses of different varieties and colours so that once the roses are in full bloom, they present a riot of colours symbolising the increasingly colourful and fragrant relationship between India and Africa at a time when the resource-rich continent is being looked at as the land of opportunities by the international community.

In Yesterday's Mann ki Baat PM Modiji announced that starting from 1st Jan 2016 there would be no interviews for Group C, D and non gazetted jobs in Govt of India. This should help in cutting down corruption. State Govts should also bring similar policy for their jobs.

Construction on the 2,000-kilometer (1,243-mile) road will start as early as 2018, Kiren Rijiju, minister of state for home affairs, said in an interview. "If China is developing on their side of the territory, we should develop on our side," Rijiju, a native of Arunachal Pradesh, said at his New Delhi residence on Saturday. "India has failed the people living along that border. We’re now taking very concrete steps in that direction." Modi has taken a more assertive stance toward China as he seeks to constrain its territorial ambitions while still attracting investment to strengthen India’s economy. In addition to developing the northeast, Modi has sided with the U.S. in calling for stability in the South China Sea and bolstered ties with Sri Lanka after it voted out a pro-China government.

Goyal saw opportunity in mass cancellation of coal mining licences to introduce a transparent auction process and followed it up with path-breaking reforms that were pending for a decade. He broke the 40-year-old state monopoly to allow private firms commercial mining of coal. He deftly negotiated with Coal India's unions, assuring them that the state-run miner would only get stronger. A union leader recalled: "All we could say was: 'You sound convincing, but we don't feel comfortable about liberalisation
He rebooted the coal sector with an ordinance to clear the mess within a month after the Supreme Court's verdict that termed most coal blocks' allocation arbitrary. The auctions won accolades, and garnered Rs 3.35 lakh crore of potential revenues for coal-bearing states.
The Business Reformer award went to Piyush Goyal. The jury noted how he inherited a complex and controversial domain and delivered effectively. It lauded him for conducting coal auctions. "For the first time in 20 years, there's no shortage of coal," said one juror. Another said Goyal was "close to solving the discoms problem" and power availability was poised to improve sharply.

The Jalyukt Shivar scheme of water conservation. When we came to power there was a drought in 24,000 villages. This year, there is a drought in 14,000 villages. Of late, climate change has become a phenomenon... days of rainfall becoming fewer, with huge dry spells. Agriculture is not sustainable anymore. That is the problem. So we started Jalyukt Shivar. In 6,200 villages, we could carry out 1.20 lakh different works in just a span of nine months. It resulted in storage of 24 TMC (thousand million cubic feet) of water. This means assured irrigation for 6 lakh hectares. If we compare this with the last government, to create this potential they used to take five to seven years. The estimated cost would have been Rs 7,000-8,000 cr; the actual cost would have been Rs 14,000 cr. We did this in Rs 1,400 cr. This is a game changer.
In one year, we have fast-tracked projects - all the projects that were stuck for 10 to 15 years. If we talk of the Mumbai Trans Harbour Sea Link (MTHL), now most of the things have been cleared. There is only a stay by the Green Tribunal. JICA (Japan International Cooperation Agency) has agreed that by December this year they will finish all their studies, so that they will come to a financial closure this year. In March next year we want to take out a tender for the project. The same is the case with the coastal road. It was the dream of the ex-chief minister. Actually it was a project that was talked about 15 to 20 years ago. In our case, we went to the central government and we got the project.

In three months we could invite the tenders for Metro 3. For two more metro corridors, whose foundation stone laying ceremony was laid by the PM, in four months, we created the DPR (detailed project report) and gave all the approvals.In the past, for a metro DPR to get approved it used to take two years. We are actually going at an unimaginable pace.

India’s score has improved by 2 points to 40 in 2015 from 42 a year ago, the report said. India becomes world's 7th most valued 'nation brand'; US on top
NEW DELHI: India has moved up one position to become the world's seventh most valued 'nation brand', with an increase of 32 per cent in its brand value to $2.1 billion.

The US remains on the top with a valuation of $19.7 billion, followed by China and Germany at the second and the third positions respectively, as per the annual report on world's most valuable nation brands compiled by Brand Finance.
Among Brics nations, India is the only country to have witnessed an increase in its brand value with all others — Brazil, Russia, China and South Africa — seeing a dip in their respective brand valuations.

India is the second most valued among these emerging economies after China, followed by Brazil, Russia and South Africa.

Delhi purposefully riles Beijing as tension mounts in South China Sea

NEW DELHI: As tension mounts in the South China Sea (SCS), where the US just sent a guided-missile destroyer to challenge China's fanciful 9-dashed line claim, India is showing it is open to not only aggressively seeking freedom of navigation and overflight throughout the region but also ensuring disputes are resolved in keeping with international laws.

Top government officials here said it was "on purpose" that India mentioned the South China Sea also as West Philippine Sea after foreign minister Sushma Swaraj's recent meeting with her counterpart from the Philippines, secretary of foreign affairs Albert F Del Rosario. It was the Philippines which insisted that South China Sea be referred to also as West Philippine Sea in the joint statement issued after the meeting.

The two leaders recently co-chaired the third India-Philippines Joint Commission on Bilateral Cooperation. The joint statement issued also referred to South China Sea as West Philippine Sea, the name which Manila has been using only for the past 4-5 years to challenge Beijing's claims over 90 per cent of South China Sea waters, including the Spratly island chain near the Philippines.

This was the first time that India referred to South China Sea also as West Philippine Sea in any official document. It is significant for India that 60 per cent of India's seaborne trade passes through Malacca Strait which opens into the South China Sea. According to government sources here, India is also concerned about China's expanding naval presence in the Indian Ocean region and the fact that Beijing is looking to acquire a base for its navy in Djibouti, located strategically on the horn of Africa.

While PM Narendra Modi did not allude to this issue in his meeting last week with Djibouti President Ismail Guelleh, the government remains concerned about how a base in Djibouti could allow China to operate more freely in Indian Ocean, nullifying the advantage of geography to India in overseeing some of world's busiest shipping lanes.

In the meeting with Swaraj, while he thanked India for goodwill visits by Indian naval ships, Rosario also emphasized that it was high time India started to 'act east and go east' with more such visits by the Indian navy.

In fact, it was during PM Narendra Modi's summit meet with President Obama last year in September when the NDA government seemed to suggest a subtle shift in India's position over South China Sea by mentioning for the first time, in a joint India-US statement, the need for freedom of navigation and overflight in the region. Until then India had refrained from bringing up the issue publicly in any bilateral exchange with the US.

In the meeting with Rosario, India also called for settlement of all disputes by peaceful means and for refraining from the threat or use of force, in accordance with universal principles of international law, including the 1982 UNCLOS. While China has ignored proceedings at the international arbitration court in the Hague, which Manila approached, saying UNCLOS was not applicable in South China Sea, Beijing has used the same UNCLOS to stake claim over Senkaku/ Diaoyu islands in East China Sea.

India's decision to follow the ruling of international arbitration in its own maritime dispute with Bangladesh seems to have given it the moral right to pitch for similar arbitration in South China Sea disputes. In the joint statement, the Philippines recognized the steps taken by India to solve its maritime boundary with Bangladesh, through arbitration at the Permanent Court of Arbitration "and its acceptance of the ruling as an example of peaceful resolution of disputes in accordance with universally recognized principles of international law, including the 1982 UNCLOS by the International Court."

Rescue package for discoms gets Cabinet nod

In a major reform for the power sector, the Centre has asked states to take over 75 per cent of the debt of power distribution companies (discoms). This would not only help in cleaning of the debt of Rs 4.3 lakh crore accumulated on state-owned discoms, but would also bring relief to lenders.

For the next two financial years, the central government will not include the debt taken over by the states in calculation of their fiscal deficit, which could have otherwise gone up by Rs 3.2 lakh crore.

The programme titled Ujjawal Discoms Assurance Yojana, would be open to all states. Among the states, Rajasthan has the highest debt at Rs 85,000 crore, followed by Tamil Nadu at Rs 70,000 crore and UP at Rs 32,000 crore. States are suggested to take over 75 per cent of discom debt as on September 30, 2015 over two years - 50 per cent in 2015-16 and 25 per cent in 2016-17.

"This will reduce interest cost on the debt taken over by the states to 8-9 per cent, from as high as 14-15 per cent thus, improving overall efficiency," said Piyush Goyal, minister of state for coal, power and renewable energy.

Discoms' debt not taken over by the state will be converted by banks/financial institutions into loans or bonds with an interest rate not more than the bank's base rate plus 0.1 per cent.

Any future losses would be taken over by the states in a graded manner. As of March 2015, the total accumulated loss is Rs 3.8 lakh crore. The Reserve Bank of India in its Financial Stability Report of June 2015 said the Rs 53,000-crore exposure of banks to seven state electricity boards had a "very high probability" of turning into non-performing assets by the quarter ending September.

The discoms would have to reduce their aggregate technical & commercial losses to 15 per cent, from the current level by 2018-19. Business Standard reported that the central government would restrict the borrowing capacity of state-owned power discoms to efficiency parameters.

"Once there is improvement in the working of discoms, the job of the regulator becomes easy because he does not have to increase tariff but balance the tariff for all category of consumers for better service," said Pramod Deo, former chairman, Central Electricity Regulatory Commission.

The difference between average revenue realisation and average cost of procurement would have to be brought down to zero by 2018-19. The State Electricity Regulatory Commissions will also do quarterly tariff revisions, said Goyal.

"The power ministry would sign a memorandum of understanding with the state government and the discom to perform monthly monitoring of the reforms suggested," said Goyal.

As an incentive, the states adhering to the operational milestones will be given additional central funding through Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Integrated Power Development Scheme (IPDS), Power System Development Fund or other such schemes by the ministry of power and renewable energy. However, the laggards "would be liable to forfeit their claim on IPDS and DDUGJY grants".

Business Standard reported in September that instead of giving any financial backing, the central government is likely to cut central funds if the states default on the advised restructuring by the Centre and are unable to cut losses.

The performing states would be propped with additional coal at notified prices and, in case of availability through higher capacity utilisation, low-cost power from NTPC and other central public sector undertakings.

"Unlike the earlier restructuring schemes, this time it looks like the government has done a detailed analysis to come out with a comprehensive package which will ensure long-term sustainability of discom revival. It talks about cost and ensures regular tariff increase to match cost inflation and bringing in discipline by including discom losses in the state Fiscal Responsibility and Budget Management limits," said Debasish Mishra, senior director (consulting), Deloitte India.

{Hopefully The era of states being reckless with power sops (like free electricity) & state discoms as inefficient money guzzling white elephants is nearing its end . Sadly these power sector reforms are 10 years late in coming - the opportunity cost of the foregone direct & indirect benefits would be staggering if someone makes such a calculation.}
