Delhi launches India's first 'e-ration card' facility

I predicted/proposed this when JDY is announced.

This will bring immense value to the poor as well as the Govt and helps remove the wastage in govt subsidies. The economic survey (chapter 3: Wiping the tears from the eyes of poor) estimated the wastsge to be ~30% of about RS 1,50,000 Cr that is RS 45,000 Cr per year :shock:

Not only that, this scheme when implemented nationwide, will give detailed analytical data to the govt. It will help understand the usage/demand patterns. This will enable the govt to mobilize the stocks as needed and control overall inflation.

Imagine the same was done 10yrs ago. India would have saved upto RS 4,50,000Crs which is ($80B). This papam/sin goes to the economic Tripurasuras of India MMS/PC/MSA

Fewer power cuts likely in India, thanks to PM Narendra Modi
Fewer power cuts are likely in India this summer after a surge in output at Coal India helped generators amass record stocks, a turnaround for Narendra Modi who had to battle a power crisis within months of becoming prime minister last May.

Fast-track mine approvals, tighter production oversight and more flexibility in coal sales have helped power station stocks recover from a six-year low hit in October, vindicating Modi’s pitch to voters as the state leader who brought round-the-clock power to industrial Gujarat.

As Modi prepares to mark his first year in office and seeks to fulfil a poll promise to provide power to all of India’s 1.2 billion people by 2019, power stations hold 28 million tonnes of coal, a 38 percent jump from a year ago, government data shows.

India, the world’s third-largest coal buyer, is expected to cut imports by a fifth in the fiscal year to March 31 from an estimated 200 million tonnes in the previous year. Power companies have relied on imports for 15 percent of their coal needs.

India suffered one of its worst blackouts in 2012 due to a shortage of coal plus outdated transmission lines and an over-burdened grid. Power shortages shaved 0.4 percent off GDP in 2012/13, industry body FICCI estimates.

Coal stocks fell to zero at New Delhi’s Badarpur power station last October but now there is enough to last 43 days going into the peak demand season. The situation is similar at many other power plants across India, where over 60 percent of electricity is generated by coal.

State-controlled Coal India also holds pit-head stocks of 53 million tonnes that can be shipped before the four-month monsoon season starting in June, a company source said.

The company’s output rose 32 million tonnes to 494.2 million tonnes in 2014/15, the biggest volume rise in its four-decade history, Chairman Sutirtha Bhattacharya told Reuters. Output is expected to jump to 550 million tonnes in 2015/16 and 1 billion tonnes by 2019/20.

The revival has been spearheaded by Piyush Goyal, an accountant and investment banker picked by Modi to run a power and coal super-ministry with a remit extending from the coal face to household power supplies.

Barely a month into his job, Goyal pushed Coal India to open a long-ready but remote mine in the first big launch in five years.

Operations at the Amrapali mine in the eastern state of Jharkhand were delayed for almost a decade by the lack of a railway link to take coal away.

Now, for the first time in the company’s history, Coal India has allowed power companies to pick up coal directly from the mine by truck without signing any long-term fuel supply agreement.

Coal India opened three more big mines last fiscal year and expanded others. The government, meanwhile, set up a website to track mine progress to keep Coal India’s bosses on their toes.

But the company will have to deploy technology to improve abysmal efficiency, and private companies will have to follow up on the government’s invitation to mine and sell coal, to meet the ambitious goal of doubling production in five years.

India has launched a round of auctions of mines so that private firms can extract coal for their own use, after the Supreme Court last August cancelled more than 200 illegal coal block awards made over two decades.
India to clock 7.5 pct growth in 2015-16, overtake China: IMF
For the first time since 1999, India will outgrow China and remain the lone bright spot among its BRIC peers with a GDP growth of 7.5% this calendar year and the next, the International Monetary Fund (IMF) projections released Tuesday showed.

The oil price fall and the positive effects of the exchange rate movements will help the world economy to be on the path to a stage a slight recovery, it said. Overall, global growth is forecast at 3.5% in 2015 and 3.8% in 2016, broadly the same as last year, the global body said in its latest World Economic Outlook.

Though India, a major oil importer, will be a big beneficiary of the decrease in energy prices as it consequently is increasing real income and spending, the IMF forecast comes as a booster for the Narendra Modi government’s reform initiatives (including the ‘Make in India’ push and ensuring the passage of Bills on insurance and coal mines in Parliament as well as pruning red tape) to improve business confidence and the Reserve Bank of India’s efforts to bring down inflation.

India’s growth is likely to improve from 7.2% in 2014 to 7.5% both in 2015 and 2016 (up 1.2% and 1% from the January WEO forecast), China’s growth is projected to slip from 7.4% in 2014 to 6.8% this year and further down to 6.3% next year. However, IMF has suggested an important structural reform agenda for India to reap productivity gains. This includes removing infrastructure bottlenecks as well as reforms to education, labour, and product markets for raising labour force participation and productivity.
GDP growth rate in India to reach 8 pct by 2017: World Bank
The World Bank has predicted a GDP growth rate of 8 per cent for India by 2017 and said that a strong expansion in the country, coupled with favourable oil prices, would accelerate the economic growth in South Asia.

In India, GDP growth is expected to accelerate to 7.5 per cent in fiscal year 2015/16. It could reach 8 per cent in FY 2017/18, on the back of significant acceleration of investment growth to 12 per cent during FY 2016-FY 2018, the bank said in its semi-annual report.

The country is attempting to shift from consumption to investment-led growth, at a time when China is undergoing the opposite transition, it said.

The bank’s twice-a-year South Asia Economic Focus report projected steady increase in regional growth from 7 per cent in 2015 to 7.6 per cent by 2017 on grounds of strong consumption and increasing investment.

Given India’s weight in regional Gross Domestic Product, the projections reflect to a large extent India’s expected growth acceleration, driven by business-oriented reforms and improved investor sentiment.

The decline in oil prices has been reflected in the domestic prices of oil products to different extents across the region. The pass-through exceeded 50 per cent for most oil products in Pakistan, but was nil in Bangladesh, it said.

Together with favorable food prices, cheaper oil has contributed to a rapid deceleration of inflation. South Asia went from having the highest inflation rate among developing regions to having the lowest in barely one year.

Khaps from Haryana, Uttar Pradesh and Delhi decide to back 'Beti Bachao Beti Padhao' scheme (IBN Live)

Bhiwani: The influential Khaps or caste councils from three states have vowed to work to end female foeticide and demanded a provision for 10-year jail to the guilty, arguing that if such strict law can be framed for cow slaughter why not for protecting girl child.

Breaking from tradition, two women were among those who presided over the largely male-dominated Mahapanchayat (grand assembly) of about 100 khaps from Haryana, Uttar Pradesh and Delhi on Saturday, which decided to promote the Narendra Modi government's flagship 'Beti Bachao Beti Padhao' scheme.

The call was given from Haryana, which has the most skewed gender ratio in the country due to dwindling population of girls. Notably, the Union government's ambitious 'Beti Bachao Beti Padhao' campaign to improve the child sex ratio was launched by Prime Minister Narendra Modi from Panipat in January this year.
And no, its not some empty rhetoric from the Khaps either. There's a meticulous, wel-thought out plan behind it too. Sample the measures taken to uphold the resolution:
They also resolved to "socially boycott" the persons found indulging in female foeticide.
He said that Khaps will strive to promote education of girls, make people aware about the ills of dowry practice and help safe girls for a healthy society.

"A person who informs about female foeticide, he/she will be honoured by the Khaps," he further said.
On the occasion, a pledge was taken by everyone present against female foeticide.

Mann said the meeting was presided by women also unlike in the past when mostly men were seen.
"Those who presided over the Mahapanchayat included Ram Karan Solanki, Jaimal Singh, Jagvanti Malik and Sudesh Chaudhary," he said.

"We wanted to give a message that if women are not given equal space to speak and allowed to stand shoulder to shoulder with men, then the whole purpose will be defeated," he said.
And how did it all start? As part of a quid pro quo by NM. "You want Jat reservations, great, you get rid of female foeticide in your communities then."
He said that when a delegation of Jats had recently met Prime Minister Narendra Modi in Delhi on the issue of Jat reservation, many Khaps were also part of the delegation.

"The Prime Minister had then requested the Khaps to support our BBBP campaign, because we (Khaps) work at the grassroot level and can play a crucial role in the success of the Centre's initiative," he said.

Launching 'beti bachao, beti padhao (save daughter, educate daughter)' scheme in Panipat district of Haryana in January, Modi had said discrimination against girls shows a mindset which is harmful for the future of the nation.

PM Modi launches PRAGATI platform for redressal of grievances (DNA)
Prime Minister Narendra Modi today launched his ambitious multi-purpose and multi-modal platform, PRAGATI, which is aimed at addressing the common man's grievances and monitoring important programmes and projects.

Speaking on the occasion, Modi said the step is to ensure that governance in India becomes more efficient and responsive as the whole world is now observing India keenly. PRAGATI, or Pro-Active Governance And Timely Implementation, is a unique integrative and interactive platform.

During the first PRAGATI interaction on Wednesday, the Prime Minister discussed issues related to unseasonal rain and relief to farmers, public grievances, project implementation, Swachh Bharat and 'ease of doing business'.
Immediately after assuming office, the Prime Minister had shown his keenness to design a credible mechanism for redressal of public grievances, it noted. He was equally keen to see that programmes and projects launched by the central and state governments are monitored properly for timely implementation and desired outcome.

With that spirit and for holistic development of the country, it was also felt necessary to facilitate from the Union government level the projects of the states.

Accordingly, with the three objectives of grievance redressal, programme implementation and project monitoring, an IT-based redressal and monitoring system has been designed. It will combine data management and analysis, geo-spatial applications as well as video-conferencing.

The application will be accessible to the Secretaries of the central government and the state Chief Secretaries.

NaMo’s healing touch to Farmers – Direct Deposit of Relief to Jan Dhan Accounts
To prevent farmer suicides and rural distress, the centre and the states need to ensure that adequate compensation is provided to farmers who have suffered from losses. The central government has already made some positive announcements by increasing the compensation and making farmers facing even 33 percent damage as eligible for receiving compensation. While these announcements should be appreciated, the real test is whether the compensation amount reaches the farmers on time. In the past, there have been numerous instances when either the compensation never reached the farmers or they received cheques with double or single digit figures. In Uttar Pradesh this year, many farmers complained about receiving very low amounts and the cheques issued by the government getting bounced.

Thus, it has become imperative for the Central government to intervene and issue some guidelines to the state government regarding compensation.
A suitable mechanism of taking into account the above mentioned problems and also countering problems like cheque bouncing etc. needs to be in place. The best solution is delivering compensation through Direct Cash Transfers to the farmers.

It is heartening to note that the MHA has already taken steps in this direction by asking the state governments to make disbursements directly to Jan Dhan accounts.
“The state governments are to take utmost care and ensure that all individual beneficiary-oriented assistance is necessary/mandatory disbursed through the bank account (viz. Jan Dhan Yojana etc) of the beneficiary,”

The Union Cabinet on Wednesday approved amendments to the Prevention of Corruption Act, 1988, that provide for classifying corruption as a heinous crime and longer prison terms for both bribe-giver and bribe- taker. The proposed amendment act will also ensure speedy trial, limited to two years, for corruption cases.

“The proposed amendments would fill in perceived gaps in the domestic anti-corruption law and also help in meeting the country's obligations under the United Nations Convention Against Corruption more effectively,” an official privy to the details of the decision said. The measures approved include penal provisions being enhanced from minimum 6 months to 3 years and from maximum five years to seven years.

7-year prison term brings it to the heinous crime category


The amendments to the Prevention of Corruption Act, 1988, approved by the Union Cabinet on Wednesday include enhancing punishment from the minimum 6 months to 3 years and from the maximum five years to seven years.

“The seven-year imprisonment brings corruption to the heinous crime category,” the official said. The ambit of the existing Act will be enhanced to make commercial entities liable for inducement of public servants. Under the present law, only individuals are liable. The proposed amendment bill also provides for issue of guidelines to commercial organisations to prevent persons associated with them from bribing a public servant.

Non-monetary gratification

Non-monetary gratification will also be covered within the definition of the word gratification in the PCA 1988. The Prevention of Corruption (Amendment) Bill, 2013 was introduced in the Rajya Sabha on August 19, 2013, and subsequently referred to the Standing Committee.

The committee submitted its report on the Bill to the Rajya Sabha on February 6, 2014 but the Bill could not be passed. The views of the Law Commission of India were also sought on the proposed amendments. The new amendments proposed by the Cabinet are based on the recommendations made by the Law Commission in its 254th Report.

The Prevention of Corruption (Amendment) Bill, 2013, was introduced by the UPA government in the Rajya Sabha. The latest Cabinet decision further amends the Bill based on the reports of the Department related Parliamentary Standing Committee and the Law Commission of India on the earlier Bill. In November 2014, the Cabinet decided to seek the views of the Law Commission on the amendments.

The Commission, which was approached in January this year, submitted its report to Union Law Minister D.V. Sadananda Gowda on February 12. “In view of the short span of time available with us to submit our views, we carried out a study of the United Nations Convention Against Corruption (UNCAC) and other relevant statutes and case-laws of India and the U.K., and a draft of the report was given shape,” Justice A.P. Shah, Chairman of the Commission, wrote to Mr. Gowda. “This was further subjected to extensive deliberations and in-depth study by the Commission,” he added.

The Prime Minister Shri Narendra Modi will launch three ambitious Social Security Schemes pertaining to the insurance and pension sector on 9th May 2015 at Kolkata. This would be a path breaking initiative towards providing affordable universal access to essential social security protection in a convenient manner linked to auto-debit facility from the bank account of the subscriber. The two insurance schemes to be launched, namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) would provide insurance cover in the unfortunate event of death by any cause / death or disability due to an accident, whereas the pension scheme, Atal Pension Yojana (APY), would address old age income security needs. The convenient delivery mechanism of the schemes is expected to address the situation of very low coverage of life / accident insurance and old age income security products in the country.

PMSBY will offer a renewable one year accidental death cum disability cover of Rupees Two Lakh (Rupees One Lakh for partial permanent disability) to all savings bank account holders in the age group of 18 to 70 years for a premium of Rs. 12/- per annum per subscriber. The scheme would be offered / administered through Public Sector General Insurance Companies (PSGICs) or other General Insurance companies willing to offer the product on similar terms on the choice of the Bank / RRB / Cooperative Bank concerned.

PMJJBY on the other hand will offer a renewable one year life cover of Rupees Two Lakh to all savings bank account holders in the age group of 18 to 50 years, covering death due to any reason, for a premium of Rs.330/- per annum per subscriber. The scheme would be offered / administered through LIC or other Life Insurance companies willing to offer the product on similar terms on the choice of the Bank / RRB / Cooperative Bank concerned.

APY, the third scheme to be launched, will focus on the unorganised sector and provide subscribers a fixed minimum pension of Rs. 1000, 2000, 3000, 4000 or Rs. 5000 per month starting at the age of 60 years, depending on the contribution option exercised on entering at an age between 18 and 40 years. Thus, the period of contribution by any subscriber under APY would be 20 years or more. The fixed minimum pension would be guaranteed by the Government. While the scheme is open to back account bank account holders in the prescribed age group, the Central Government would also co-contribute 50% of the total contribution or Rs. 1000 per annum, whichever is lower, for a period of 5 years for those joining the scheme before 31st December, 2015 and are not members of any statutory social security scheme and are not income tax payers.

Narendra Modi government eases incorporation of business, process to take just 1 form starting today (ET)
NEW DELHI: Entrepreneurs keen on setting up new enterprises will be able to incorporate one by filing just one form starting Friday against eight separate forms earlier, as part of the government's drive to make it easier to do business in the country.

The corporate affairs ministry will from May 1 have an integrated company incorporation form to make compliance and reporting easier and convenient for corporates.

"Name availability, allotment of Director Identification Number (DIN), company incorporation and commencement of business will now be possible through a single form," said a senior ministry official who sought anonymity.

The new form, called INC-29, will be available on the MCA website. This is part of the government's drive to improve India's ranking on the globally tracked parameter of ease of doing business. This is a priority area for PM Narendra Modi, who has made it a personal mission to improve India's scores on this parameter. The government wants to reduce the time taken to register a company in India to one day.

Modi has said he wants India to be at 50th position in two years among countries ranked by the World Bank in its annual Ease of Doing Business survey.

To say milestones are to columnists what lampposts are to dogs might be putting it a bit strongly. Nonetheless, in the run-up to the first anniversary of the BJP government three weeks from now, chances are that almost every columnist worth her salt will succumb to the temptation to devote at least one column to assessing the government’s performance. This columnist is no exception.

Has the government lived up to its promise? Has it failed to deliver? Is the honeymoon over? Opinions will span the full range: from extolling to castigating the government. The truth, as always, is somewhere in-between. Opinions can vary. They can also be coloured by the writer’s political leanings.

Telling Numbers

Luckily, numbers don’t vary. At least, not usually — although, at times, the Central Statistical Organisation (CSO) does make us test that assumption. So, the best, and certainly most dispassionate, assessment of the performance of a government that was elected on a development platform is to do what weight clinics call the ‘before-and-after’ test. How do key macroeconomic fundamentals compare with what they were a year ago — that is, Before Modi and After Modi?

And here, the facts are irrefutable. On almost all parameters that define the country’s macroeconomic health, India is in a much better place today than a year ago. Take a key macroeconomic number that encapsulates the health of the country’s economy: the GDP growth rate. At 7.4%, GDP growth, according to the CSO’s advance estimates, is higher than the growth achieved in 2013-14 (6.9%). The final number might be a little lower, 7.2%, if the World Bank’s latest India Development Update is to be believed. But it is unlikely to be less than in the previous fiscal year.

If one takes growth in the latest quarter — for which we have actual numbers rather than estimates — GDP growth in the September-December 2014 quarter was 7.5% compared to 6.6% in the comparable period of the previous year. True, the higher GDP growth numbers must be taken with a pinch of salt, as some of the increase is courtesy the CSO’s new methodology. So, yes, one can quibble about the precise numbers.

But it can be nobody’s case that growth in the last one year has not been higher than in the previous one. So, as far as GDP growth numbers are concerned, the Modi government has reason to be satisfied, though not enough to feel smug.

On inflation, the second-most defining macroeconomic fundamental, the verdict is indisputable. Inflation, by whatever yardstick, is down. While consumer price inflation in March 2015 — the latest month for which we have information — is 5.17%, well below 8.31% recorded in March 2014, the improvement in the wholesale price index (WPI) is even more dramatic. From 6% in March 2014, WPI inflation in March 2015 fell for the fourth consecutive month to –2.06%.

Turn now to the country’s internal balance. This is best measured by its fiscal deficit, and here too, the news is better, even if only marginally. Against a fiscal deficit of 4.1% with which the UPA government signed off, the BJP government has budgeted a slightly lower number, 3.9%.

Welcome Fall

Yes, this is higher than the 3.6% indicated in the medium-term fiscal roadmap set by the UPA government and accepted by Union finance minister Arun Jaitley in his interim Budget in July 2014. But the direction cannot be faulted. And for now, one can give the government some benefit of the doubt since the higher deficit is reportedly going toward higher public investment.


On the external front, the country’s external balance, or the current account deficit (CAD), is decidedly better. The CAD for Q3 of 2014-15 was only 1.6% of GDP, and is expected to fall to less than 1% for the year as a whole. The exchange rate has been relatively stable even as other emerging market currencies have depreciated sharply against the dollar. Foreign exchange reserves are higher: $340 billion against $309 billion in May 2014. And capital inflows have been the highest since overseas investors were allowed into the capital market in 1991-92.

Its a lengthy, balanced and objective article, but this one caught my attention. I think Mota Bhai's "Apna dukaan" has closed.
A popular story doing the rounds is how a top industrialist was curtly told by Modi not to meddle in governance. The industrialist was complaining about a few bureaucrats who he felt were "not working properly and should be changed." "Aap apni company chalaiye aur mujhe apni sarkar," was what Modi is said to have told him.

A bureaucrat said stern messages have been sent to some industrialists on the PM's behalf saying he doesn't appreciate interference in running his administration. Earlier, appointments for the post of bank chairman entailed hectic lobbying.

"That has almost come to an end now because the PM is strictly against it and has made it clear on more than one occasion," said the bureaucrat quoted earlier.

It's a change that many welcome. "Modi is bringing about a fundamental change in the paradigm of doing business in India. If he succeeds, connections will not matter. Industrialists will have to focus on their competence rather than manage connections," said the head of a foreign bank.

The investor cited earlier said the country is going through a "governance transition", which industrialists are finding difficult to deal with. "Most big industrial groups are used to fixing things, which is not happening in this government."
Any free and open up system will help in blooming talents and unleashes real entrepreneurship abilities. In my analogy, India is a dysfunctional addictive patient, Modi doctor is treating the disease, not mere symptoms. For its past sickness, it has became weak (slow growth indicators), but once the patient undergoes rehab process, he will become really healthy with no disease or symptoms.

the Lok Sabha passed the Constitution 119th Amendment Bill on the Land Boundary Agreement between India and Bangladesh. The Bill was unanimously passed by the Rajya Sabha on Wednesday with 180 votes in favour and zero against it.

The government plans to relax child labour laws and allow children below the age of 14 to work in select family enterprises if it doesn't hamper their education, saying it wants to encourage learning at home as it leads to entrepreneurship.

A draft provision in the Child Labour Prohibition Act says the prohibition on child labour will not apply if they are helping the family in fields, forests and home-based work after school hours or during vacations, or while attending technical institutions.

The new norm will also apply to the entertainment industry and sports except the circus, a proposal by the labour ministry says. In addition, children between 14 and 18 years will not be allowed to work in hazardous industries.

"We don't want to redraw the social fabric of Indian society where children learn by participating in work with family elders. We, instead, want to encourage learning work at home as it leads to entrepreneurship," said a government official.

Family businesses have been given a wide definition and cover any job, profession, or business performed primarily by family members. This will especially help poor families where children help in family subsistence, officials said.

Clean Ganga: Whopping Rs.20,000 crore okayed for PM Narendra Modi's pet project

Reviving a river system that sustains 10s of crores is merely some "pet project", of course.
The Union Cabinet, chaired by Modi, approved the flagship programme which integrates the efforts to clean and protect the Ganga river in a comprehensive manner, a government statement said.

The programme has a budget outlay of Rs.20,000 crore for the next five years, the statement said, adding that it marks a significant increase over the expenditure in the past 30 years. The Centre has incurred an overall expenditure of approximately Rs.4,000 crore vis-a-vis Ganga rejuvenation since 1985, it added.
So what's different this time round?
In order to push the efforts for the Ganga's clean-up, the statement said that the Centre will now take over 100 per cent funding of various activities and projects under this programme. Marking a major shift in implementation, the government is focusing on involving people living on the banks of the river to attain sustainable results. The statement said that, drawing from past lessons, the programme also focuses on involving the states and grassroots- level institutions such as Urban Local Bodies and Panchayati Raj Institutions for its implementation.
What lessons (specifics) were learnt from past failures?
In view of the unsatisfactory results of the earlier Ganga Action Plans, the Centre now plans to provide for operation and maintenance of the assets for at least a 10-year period and adopt a PPP/SPV approach for pollution hotspots, the statement said.

In an attempt to bolster enforcement, the Centre also plans to establish a four battalion-strong Ganga Eco-Task Force, a Territorial Army unit. It is also contemplating legislation for checking pollution and protecting the river, the statement added.

7. India – Australia (NaMo is first PM to visit Australia after 28 yrs), despite Australia being a major supplier of Coal & Uranium. . . NaMo was able to convince Tony Abbott and now Australia will supply Uranium for our energy production. .

China leaning President Rajapakse lost elections in Sri Lanka – Remember UPA lost “Hambantota” port development – read latest report of CIA, where they mention RAW has played a major role in power shift of Sri Lanka. Now Modi has confirmed he is visiting Sri Lanka in April. And Sri Lanka has backed out of Chinese contract and shifted to Indian project managers. . .
9. With China, as Trade Deficit was increasing, NaMo forced their hand. Anti-Dumping will come soon so China will invest heavily into India. – China has already committed $ 20 billion Investment in India. That's nearly ₹140,000 crores. . . .

Govt goes after D-gang properties, to approach agencies abroad
NEW DELHI: The Narendra Modi-led NDA government has launched a serious drive to break underworld don Dawood Ibrahim's nexus in India and has roped in the Enforcement Directorate to investigate all properties linked to D-gang and other associates besides attorneys and politicians helping him launder the crime proceeds.

Sources said the agency has specific information where Dawood's major investments were made through Iqbal Mirchi and his associates. Some of these properties are located at Worli sea face. The agency has put all those people, including lawyers, under scanner for helping him in sale of these properties. Some of these transactions date back to 2010.

Soon after the Parliament session, the government put together all its investigative agencies to track all financial interests of the D-gang to launch a crackdown in India and abroad. The ED, after investigation will move to attach these properties and seek similar cooperation from enforcement agencies in foreign countries.

NEW DELHI: The Narendra Modi-led government has in the past one year granted Indian citizenship to more than 4,200 Hindus and Sikhs from Pakistan and Afghanistan, nearly four times the number of the preceding five years.

At the end of April 2015, the BJP government has approved citizenship for 4,230 Hindus and Sikhs from these two countries who have sought refuse in India, compared with 1,023 granted by the Congress-led UPA-II.

The increase in citizenship grants is in line with BJP's declared aim of positioning India as a refuge for Hindus fleeing persecution anywhere in the world, much like Israel's stance towards Jews. In its election manifesto for the 2014 Lok Sabha elections, the BJP had declared India as "a natural home for persecuted Hindus" who "shall be welcome to seek refuge".

After the BJP government took charge in Delhi last May, nearly 19,000 migrants have already been given long-term visas in Madhya Pradesh. Some 11,000 persons have been granted visas, which precede citizenship, in Rajasthan, while in case of Gujarat, the figure is around 4,000, said officials familiar with the drive.

The changes in the Citizenship Act that ensure faster disposal of citizenship requests have the potential to open up the floodgates, swelling the number of those eventually allowed to be permanently based in India to around 10 lakhs by December 2016.

We must neutralise terrorists through terrorists, says Defence Minister Manohar Parrikar (DNA)
Asserting that terrorists have to be neutralised only through terrorists, Defence Minister Manohar Parrikar on Thursday said India will take "proactive" steps to prevent a 26/11 type attack hatched from foreign soil.

"There are certain things that I obviously cannot discuss here. But if there is any country, why only Pakistan, planning something against my country, we will definitely take some pro-active steps," he said at an event in New Delhi.

"We have to neutralise terrorists through terrorists only. Why can't we do it? We should do it. Why does my soldier have to do it?," he said adding that this issue cannot be discussed beyond this.

Speaking candidly, the Minister used the Hindi phrase "kante se kanta nikalna" (removing a thorn with a thorn) and wondered why Indian soldiers should be used to neutralise terrorists. He said the proactive steps could include pressure tactics.

He was speaking at 'Manthan' conclave organised by news channel Aaj Tak and was replying to a question on what would be government's reaction if a repeat of Mumbai attacks or a Parliament attack takes place.

He said the best response would be to ensure it does not happen. Meanwhile, he said the army has been given orders to neutralise infiltrators trying to enter India.

"I can only say that anyone trying to infiltrate will be neutralised," he said. He also aid that a terrorist who comes with a gun cannot be lectured on human rights.

However, the Minister added that instructions have been given to take precaution that there is no "collateral damage" and that no Indian soldiers die.

"Take precaution there is no collateral damage. Don't touch civilians," he said. Asked what has changed from the previous government's tenure, the minister said, "Porosity on borders is less; intelligence has improved".

Parrikar also said he will stand by the army at any cost if they are right.
