India’s single emergency number, 112, to be active from 1 January

The single emergency number 112 will be operational throughout India from 1 January to help people immediately reach services of police, ambulance and fire department.

“The single emergency number 112 will be operational from 1 January,” a senior government official told PTI. Telecom minister Ravi Shankar Prasad has approved the provision of a single number for various emergency services that would be similar to the 911 all-in-one emergency service in the US.

The service will also be accessible even through those SIMs and landlines whose outgoing call facility has been stopped or temporarily suspended. A person in distress will need to call only 112, which will direct the call to concerned departments immediately for help.

All existing emergency numbers will be phased out within a year of rolling out 112, depending upon the awareness about this new facility. In India, there are different emergency communication and response systems in place—police (100), fire brigade (101), ambulance (102) and emergency disaster management (108).

Cleric who ‘radicalised’ youth was on NIA radar - Vijaita Singh, The Hindu

The 45-year-old cleric who has emerged as a key link in the recent arrests of young men allegedly wanting to enlist with the Islamic State and Jaish-e-Mohammad, had tried unsuccessfully to enter politics before turning completely to giving fiery religious speeches, NIA officials said. Far from practising what he preached, the former seminary instructor sent his own children to convent schools in Delhi.

NIA officials said arrests of 24 men in January this year, revealed that at least six of the suspects had been radicalised by speeches given by Mufti Abdus Sami Qasmi; the men used to watch his speeches along with accessing jihadi literature online and participating in encrypted chats. Qasmi’s name also surfaced in radicalising three young men arrested last week by the Delhi Police for their links to Pakistan-based JeM.

A seminary teacher

A native of Rampur in Uttar Pradesh, Qasmi started out as a seminary teacher in Jaffrabad in North-East Delhi. “He started giving takreers and bayaans [religious speeches] as a part-time job. While he earned Rs. 3000-4000 from the seminary, the speeches ensured extra cash for him. He switched to full-time bayaans then,” said an official, who pieced together Qasmi’s past.

In 2007, he tried his hand at politics. When BSP supremo Mayawati refused to give him the ticket for State elections, he floated his own party and ran an unsuccessful campaign against Samajwadi Party leader Azam Khan in Rampur. Qasmi won only 600 votes.

According to the NIA, he was on their radar for a year as he was running a website — tamireummat.com — and a blog where he allegedly uploaded inflammatory speeches. Several of his speeches are still available on YouTube, while the website has been blocked. On February 7 this year he was arrested in Hardoi, and booked for delivering provocative and inflammatory speeches in support of the ‘Caliphate’ and IS chief Abu Bakr Al Baghdadi.

Counsel denies allegations

Qasmi’s counsel M.S. Khan however, denied the allegations. “If you go through his speeches available on YouTube and other Internet platforms, he is in fact, opposing the IS. We are waiting for the NIA to file a charge sheet and will scrutinise the speeches produced by them in court.”

During his interrogation, Qasmi is learnt to have told NIA officials that he was only interpreting the Koran and “some youths were getting influenced, not radicalised”.

The Karnataka High Court on Tuesday upheld the conviction of five LeT operatives in the 2005 attack on the IISc. here [Bengaluru].

A Division Bench comprising Justice Mohan M. Shantanagoudar and Justice K.N. Phaneendra delivered the verdict while modifying certain findings of the trial court with regard to the provision under which they were sentenced to undergo life imprisonment. “Their [convicts] intention and mindset are sufficient to attract the provision under Section 121A [conspiring to wage war against Government of India] of the India Penal Code,” the Bench said, while holding that the convicts deserve life imprisonment for conspiring to wage war against the country.

The Bench said the trial court had inadvertently invoked Section 120B (criminal conspiracy) along with Section 121 (waging war against India) of the IPC, while imposing life imprisonment. The court said that 121A was the proper section for conspiring to wage war against the State while pointing out that Section 121 and 120B are not attracted in this case.

I don't like the Karnataka HC judgment.
It could be insidious.

Why can't all three Sections 120B (Criminal Conspiracy), 121 ( waging war against India) and 121A (conspiring to wage war against the state) be invoked?

They are criminals for committing a crime as a group (Criminal conspiracy) Section 120B
They waged war against India Section 121 due to Attack on a Govt of India institution
They conspired to wage war against India Section 121A

By invoking only Section 121A, the Court is saying they only conspired when they actually attacked IISc.

ramana, I felt the same thing. Our conviction success in terrorism cases is abyssmal, thanks to our laws, and to add to that, the learned judges of the Karnataka HC seem to create loopholes for the escape of these criminals against humanity.

Significantly watering down the 2008 Malegaon blasts case, the National Investigation Agency (NIA) has decided not to name Sadhvi Pragya Singh Thakur as an accused in its chargesheet to be filed in a Mumbai court Friday. This sets the stage for her early release from jail.

The chargesheet is likely to mention that the investigation conducted by former Maharashtra ATS chief Hemant Karkare, later killed in the 26/11 terror attack, was flawed, that the evidence produced against Colonel Prasad Purohit, another key accused, had been fabricated, and statements of witnesses were taken under duress.

In all likelihood, the chargesheet will state that the ATS planted explosives in Purohit’s living quarters at the Deolali Army camp at the time of his arrest in 2008. “We have evidence to show that the RDX was planted by ATS,” an NIA officer said.

The agency has decided to drop charges under the stringent Maharashtra Control of Organised Crime Act (MCOCA)against Purohit and all other accused. They will now be charged under provisions of the Unlawful Activities (Prevention) Act and the chargesheet will be filed in the UAPA court in Mumbai.

Army arrest suspected JeM terrorist Abdul Rehman in Baramulla - The Hindu

In a significant catch, the Army has arrested a terrorist of Pakistan-based Jaish-e-Mohammed (JeM) outfit in Baramulla district of Kashmir and recovered an Aadhaar card from his possession, raising serious concern in the security establishment.

Abdul Rehman, a resident of Pakistan-occupied Kashmir (PoK), had infiltrated in January and was engaged in recruiting local youth for “suicide” attacks, the Army said.

“A special joint operation was conducted with police, in which a Pakistani terrorist Abdul Rehman, who belongs to JeM cadre, has been arrested alive. It is a huge success because we are hopeful of getting important information from him when we interrogate him,” Major General J.S. Nain, General Officer Commanding (GOC), Baramulla Division, said in Baramulla, about 55 km from Srinagar.

The official said the operation spanned two months, with the security forces keeping a track of Rehman’s movement in the Valley before finally arresting him from a forest area near Old Town of Baramulla on Friday.

“We tracked his movement. He came to Baramulla seven times. He tried recruiting people in Baramulla, Sopore and Kupwara,” the GOC said.

“He told us that he took training at Balakote training camp in Pakistan under ISI’s guidance for three-four months. Then in January he infiltrated into India along with his four companions,” Major General Nain said.

“They hid in forest areas for one or two months and then this group spread and Rehman was assigned the responsibility of Baramulla, Sopore and areas near them to recruit for JeM and prepare a module for it and the overall aim was to carry big ‘fidayeen’ (suicide) attacks,” he added.

The official said, recruiting youth in Kashmir for suicide missions was something new and a matter of serious concern.

“This is a new thing which has come to the fore as it is for the first time that a group has come for recruitment to the Valley for its ‘fidayeen’ squad. This is a serious matter. So, this is a huge success for security forces and whatever information we get from him. We can then launch operations based on that intelligence,” he said.

Major Gen. Nain said an Aadhaar card has been recovered from Rehman’s possession in the name of Shabir Ahmad Khan and if the card turns out to be genuine, it is a “matter of concern” for the security agencies.

In fact, the Army official said all the five terrorists were given an Aadhaar card each when they entered the Valley.

NIA arrests Indian Mujahideen terrorist Abdul Wahid Siddibapa - ToI

NIA has arrested Abdul Wahid Siddibapa, a senior member of terror outfit Indian Mujahideen, from the IGI airport in Delhi.

Abdul Wahid Siddibapa, son of Siddibapa Mohaddin, is a resident of Maqdoom Colony in Bhatkal, Karnataka.

He is also said to be a distant relative of Indian Mujajideen chief in India Yasin Bhatkal, who is presently in jail.

Abdul was wanted in the conspiracy by Indian mujahideen to attack various places in India. He was based in Dubai and had been involved in recruitment for IM in India and also funded their activities from Dubai.

A warrant of arrest and a Red Corner Notice had been issued against him on the basis of which he was arrested.

NIA officials said that Abdul Wahid was arrested from the IGI airport in Delhi upon his deportation from UAE.

An Interpol red corner notice issued against Wahid says he is wanted for his alleged involvement in the July 2006 Mumbai serial blasts, the 2008 Delhi blasts and the 2010 Chinnaswamy Stadium blasts in Bangalore.

According to the dossier on Wahid with Indian agencies, the 32-year-old terror suspect Wahid is alleged to have routed money sent by Riyaz and Iqbal Bhatkal using banking channels and Western Union Money Transfer ahead of blasts in India.

Army promises to hit back hard on Manipur militants - PTI

The Army today vowed to hit back hard on the militants who carried out an ambush which killed six Assam Rifles personnel in Manipur's Chandel district on Sunday.

"In counter-insurgency operation it is a matter of initiative and opportunity. They have been able to get this opportunity but it is not long before we hit back and we will hit back very hard," Lt Gen Abhay Krishna, General Officer Commanding of 3 Corps, told reporters here.

The Army and Assam Rifles have been continuously running an intensive combing operation to trace the militants in the deep jungles near Indo-Myanmar border, where the incident happened on Sunday afternoon.

Refusing to divulge details of the operations before the media, Krishna said the search was on in the jungles.

"I can assure you no setback can ever dilute the resilience of the Indian Army. We are trained to be resilient. This type of casualties is a setback for everybody but it is also an opportunity to bounce back and bounce back with a bigger success," he said, adding strong action cannot be taken at the press of a button.

On the security situation in Manipur where 18 army personnel were killed in the same district last year in an ambush by NSCN(K) militants, the officer said, "After one year they have been able to get this opportunity but we will wrest this opportunity and initiative very soon".

Chief Minister O Ibobi Singh condemned he incident.

We stand united in the fight against insurgents and will continue to strive for furtherance of peace in the region, he said, adding those involved in such crimes will be severely punished.

Union Home Minister Rajnath Singh had directed security forces to take "strongest possible action" against the militants involved in the ambush.

‘Aided by ISI & IM, Jaish planning a Pathankot-II’ - Rohan Dual, ToI

Terrorist sleeper cells have started a recce of north Indian cities to replicate Pathankot and Gurdaspur-style fidayeen attacks for Jaish-e-Mohammed (JeM). For this, the terror outfit is getting help from Pakistani spy agency ISI and members of the Indian Mujahideen.

The above has been stated in a report to the Punjab government by military intelligence. The report is being taken seriously, given its specific details. It states that JeM commander Awais Mohammed is being sent to Malaysia where he will be given a fake Malaysian passport that will be used to enter India and carry out attacks. Awais is a resident of Okara, Pakistan, and has been tasked with monitoring the fresh strikes.

The report, sent on May 18, was shared with the Punjab government barely two months after a joint investigation team from Pakistan visited Pathankot as part of the probe into the terror strike at the strategically-located air force station there.

For the new exercise, JeM has opened at least three new 'offices' in Pakistan's Punjab and Khyber Pakhtunkhwa, the report says. "JeM is reviving its offices and network in Kohat and Hazara region. JeM is also reinvigorating its recruitment drive. A new training facility has also been constructed by JeM at Balakot," the report adds.

JeM is believed to be running its training camps from its seminary in Bahawalpur. "Real-time reconnaissance of the cities is being carried out by the sleeper cells of ISI and Indian Mujahideen," the report says.

Sources in the Union home ministry disclosed that at least 7,844 calls, dumped into the gateway of Indian agencies, from suspicious Pakistan numbers, all originating from Bahawalpur, were being monitored by the agencies.

Chhattisgarh: Activists see Salwa Judum link, locals say ‘fed up’ of Naxals (IE)

They call themselves the ‘Tangiya Group’. A name that gives them another identity by nightfall. A name that has also opened up an old, ferocious debate. In the villages of Nama and Sautenar flanked by the Maoist-affected Jagdalpur and Sukma, like in the rest of Bastar, tangiya is the local name for an axe. By day, the axe is used for odd jobs in every house around here. By night, the tangiyas, along with traditional bows and arrows, are the “weapons” the two villages wield in their battle to keep the Maoists out.

On May 20, Nama and Sautenar’s nightly vigil became national news when a group of visiting activists from Delhi was accused of trying to persuade the villages to “support the Maoists”. As the state administration, that has been accused of strong-arm tactics in Bastar, said the charge would be looked into, the activists said what was happening in Nama and Sautenar was similar to the beginning of Salwa Judum.

Villagers, who distance themselves from the controversy, say they organised themselves on their own due to the terror unleashed by Maoists. Says Aita Karma of Nama, “There is a lot of anger against the Maoists here. They came to our villages around a decade ago, and began holding jan adalats. They said they would work for us, but nothing happened. We have no roads, no electricity, no bridge. The Maoists would hit anybody who raised a voice against them. My father died, never recovering from an assault by Maoists. We have had enough.”

So three months ago, Aita says, they held a panchayat in Sautenar village. Fellow villager Santram Baghel says that at the meeting, they resolved to stop Maoists from entering their village.

“We decided we would use the weapons we have — axes and bows and arrows — and patrol the villages at night. When we began, we were only around 20. But in the past three months, not once have the Maoists tried to come inside, when they would earlier come twice a week. Now there are 80 of us.”

Initially, the men patrolled the village from 10 pm onwards. Now they split up and head out to four designated places across the two villages, where they sleep with their weapons close. Santram admits they are afraid, but that the only answer is “ekta”. “We have to ensure we are united. How many will the Maoists kill? Yes, they have their guns, but we have our bows and arrows. Goli maarenge to nikal bhi jayega, lekin main ek tir maroonga to shareer se niklega bhi nahin (A bullet can still be taken out of the body, but my arrow can’t even be extricated),” says Santram. Laughing as he grounds red chillis for a feast, he adds, “Where will we go? We are happy in the village.”

#Respect for the gritty villagers. The courts did disservice for blocking salwa judum under activist guiles.

It is this unity, Nama villagers say, that will prevent them from the fate of neighbouring Kumakoleng, that has seen many flee for fear of Maoist reprisal. In March this year, 51 of its villagers surrendered to the police. Villagers in Nama say many of them did so as they were afraid, others to get money or government jobs. “The village got divided. Days after they surrendered, the Maoists held a jan adalat again, and thrashed 13 villagers,” says Santram.

Over the past month, as word of the Tangiya Group has spread, Nama and Sautenar have been getting many visitors. A “police shivir” was held where officers of Jagdalpur and Sukma district praised the villagers. For the first time in six years, a patwari visited the village recently. “Officials told us we were doing a good thing. Senior officers said we were heroes. They even said that the next time vacancies arise in the local police force, we would be considered,” says Aita. It is official assurances such as these that the activists who visited on May 14 — Nandini Sundar of Delhi University, Archana Prasad of JNU who belongs to the CPM, CPM leader Sanjay Parathe and the CPI’s Vinit Tiwari — find suspicious.

Cute. So the CPM turds find something suspicious? Must definitley be a good thing then. BTW, the CT Sarkar went around the court diktat by directly inducting former salwa judum members into the police force - its no longer a militia that the courts railed against but a legitimate arm of the state apparatus now.

Says Sundar, “If you look at the early photos (of the Salwa Judum), the tribals were armed only with bows and arrows, which later became small arms. Nobody is denying that there is a history of Maoist violence in these villages. But the point is what is the long-term solution. This is an exact replication of the beginning of the Judum, and everyone knows what happened after.”

An anti-Maoist militia force comprising villagers and backed by the Raman Singh government was disbanded in 2011 after severe strictures from the Supreme Court.

The Darbha police station claims to have received a complaint from Nama and Kumakoleng villagers saying the activists had asked them to “support Maoists”. While senior officers clarified no FIR had been registered on the complaint, on May 18, Home Minister Ram Sewak Paekra held a press conference to say the charges would be looked into, adding “anti-national elements do try these things”.

On May 20, a protest in Darbha, again ostensibly by the villages, sought the arrest of the activists, charging them with fuelling Naxalism. Three days later, Bastar Collector Amit Kataria received a memorandum, addressed to the President of India, by “villagers”, seeking action against the four activists, calling them “the urban network of the Naxals”.

Villagers deny either filing the police complaint or being part of any protest. While they did not agree with everything the activists said, they say “nobody told them to join the Maoists”. “We told them we had asked for a police camp, but the team said both the Maoists and police were not good for us. Nobody ever told us that we should side with the Maoists,” says Santram.

Shown a copy of the police complaint, Nama villagers did not identify any names as their own and said the signatures “could be of those from Kumakoleng who surrendered”. They also claimed that they had been called by the Darbha police station to attend a protest, but had refused to go.

Honestly, never seen that distinction which so many ( even on BRF) keep making between IMs and OM ( other Muslims like TSP-ians etc)!

Whatever interactions i and many in my family/friend circle have had with them, their behaviour and thought process was no different that the same things we lampoon TSP-inas on in TSP dhaaga. Its just the sheer majority numbers which causes to not say out their true feelings but they do come out once the numbers game starts going in their favour( can be seen across multiple ghettos in Desh)

This is like a car crash in slow motion.
It has been repeated all over the sub continent. Pakistan. BDesh. And now Muslim majority areas in India.
Kerala and WB are ripe. TN is packed and ready for the journey. One part of Karnataka has become a manpower source of IM and SIMI.
Sheer brazen ignorance & inaction of the majority is stunning. Even some who are aware, dont want to see the impending danger and seek solace in a fake sense of morality/secularism and "Indian Muslims are different".

At the very least, the false claim of "Terror has no religion" has to be fought and proponents of this saying have to be publicly discredited. The statistical and sociological truth is religions that actively discourage their adherents from critically questioning their teachings create a population that is easily manipulated into violent behavior on the mildest provocation, even if said provocation is a pure lie.

You train someone for centuries to behave a certain way. You cannot turn around and absolve the 'trainer' from the consequences of that training.
