Rohtak: The role of local lawyer Manoj Duhan in the arson witnessed during the Jat agitation is being examined by the Central and state intelligence agencies. Two held for NIA officer’s murder - The Hindu

The Uttar Pradesh police on Tuesday arrested two persons in connection with the murder of the National Investigation Agency (NIA) officer, Tanzil Ahmed.

The main accused and alleged mastermind of the crime, Muneer, is still on the run and efforts are on to nab him, the police said.

The police also recovered the motorbike allegedly used in the crime. Those arrested are: Mohammad Rehan, nephew of Mr. Ahmed’s brother-in-law, and Mohammad Jaini. IG Vijay Kumar Meena, who paraded the two before the media, said vengeance, personal animosity and domestic disputes appeared to be the main reason behind the crime.

On the intervening night of April 2 and 3, Mr. Ahmed was shot dead, while his wife was grievously injured after two persons riding a motorbike intercepted his car and fired at them.

NIA probes Lashkar link to Samjhauta blasts, seeks U.S. help - Vijaita Singh, The Hindu

Years after the National Investigation Agency arrested leaders of extremist Hindu groups in connection with the Samjhauta train blasts of 2007, its Director-General Sharad Kumar says the agency has requested the U.S. for information on a key financier of the Lashkar-e-Taiba in the case.

Mr. Kumar said he had gone to the U.S. “to pursue pending requests under the Mutual Legal Assistance Treaty (MLAT). The case of LeT financier Arif Qasmani was one of them, and we have asked them [U.S. authorities] to send further details of Qasmani’s role in the Samjhauta blasts.”

Mr. Kumar’s statement comes on the heels of a series of moves by the NIA to review cases of “Hindu terror” between 2006 and 2008. Sixty-eight people, mostly Pakistani, were killed in the Samjhauta train blasts in February 2007, and the explosives were traced to Indore.

In the 2008 Malegaon blasts, the NIA opposed the discharge of nine Muslim youths last week, despite its charge sheet having named Abhinav Bharat, an extremist group.

However, officials The Hindu spoke to denied any move to soften the case against RSS leader Aseemanand in the Samjhauta case by making enquiries about Arif Qasmani, who was designated a global terrorist by the U.N. 1267 Sanctions Committee.

“The first request on Qasmani was sent by us in 2011 and we are following it up with the U.S. authorities,” Mr. Kumar said.

A U.S. charge sheet in 2009 and the U.N. citation in 2010 accused Qasmani of funding the Samjhauta blasts as well as the 2006 train bombings in Mumbai.

Even after the U.S. named him, the NIA filed a charge sheet in 2010 in the case against eight accused, including Aseemanand.

Maoists threaten to attack Tasmac shops - The Hindu

Only a week back, the Maoist posters were found pasted in some villages in the Kerala-TN border and now this. This is a direct challenge to the TN police and I hope that they do their usual good stuff and eliminate this menace. The Maoists are trying to take advantage of the rising anti-liquour movements.

Cadres of the CPI (Maoist) pasted posters in villages abutting the Western Ghats along the Tamil Nadu-Kerala border early on Friday urging people to intensify their protests demanding total prohibition in the State.

The second round of posters comes barely 10 days after armed Maoists stormed Nedukal Kambai village in the Nilagiris district where they held a public meeting and appealed to the villagers to join the “People’s Liberation Guerrilla Army” to establish “people’s rule”.

According to police sources, Maoists pasted posters in Tamil and Malayalam and distributed pamphlets asking people to boycott the Assembly elections. Since liquor was prohibited in Attapadi in Kerala, several gangs based in the adjacent Anaikatti in Tamil Nadu were smuggling liquor across the border in connivance with police and excise officials.

The gangsters were selling adulterated liquor to the innocent tribal people at higher prices, the Maoists alleged.

‘Ban all narcotics’

The Maoists threatened that they would attack liquor shops if they are not closed down. Demanding total prohibition and ban on all kinds of narcotic substances, they declared that the CPI (Maoist) would support the struggle for a dry law in Tamil Nadu, the sources said.

Assuring the tribals that they would restore forest, land and water rights to the people, the Maoists wrote on posters that “People’s Liberation Guerrilla Army” would work towards declaring the ‘Western Ghats’ as a ‘liberated zone’, police sources added.

“Combing operations are on in vulnerable areas in the tri-junction of Tamil Nadu, Karnataka and Kerala. The pasting of posters seems to have happened in villages on the Kerala side though the Maoists have been demanding closure of Tasmac shop in Anaikatti,” a senior police official said.

Three officers belonging to the Research and Analysis Wing (RAW), India’s external spy agency, have “willingly disappeared” and are now likely to be in a large Western country, which has a history of accepting and facilitating such disappearances of Indian intelligence officers, The Sunday Guardian has learnt. Repeated emails sent to the Cabinet Secretariat, which is the controlling body of the RAW, over a period of two weeks, seeking responses over the development, did not elicit either a denial or an acceptance of the development.

These RAW officers, one of whom is posted at a senior level in the agency, had shifted their families to the western country much before they themselves disappeared. The disappearance of these three officers took place in the last three months, this newspaper has learnt. Two of the officers were handling two South Asian countries, while the third was handling a large East Asian country.

It is assumed that these three officers were working for the intelligence agency of the Western country for long and in all likelihood have passed on vital information to the agency before disappearing.

Emails sent to two departments that handle such defections in this particular Western country did not elicit any response, either a denial or a confirmation, despite repeated attempts.

This is not for the first time that officers working for the Indian spy agency have “willingly disappeared”. Many similar incidents, at least nine as per official records, have happened since the creation of the agency in 1968, including the defection of Rabinder Singh, who was a joint secretary in the RAW before defecting to the United States in 2004.

In 2004, Rabinder Singh had defected to the US via Kathmandu along with his wife with the assistance of the CIA. In 2006, RAW had told a Delhi court that he had been traced to New Jersey and the agency was trying to extradite him.

According to officials in the security establishment, it is virtually impossible to bring back these spies as once they land in their country of refuge, they are given a new identity and are treated as well guarded assets and with time are granted citizenships.

In this game of cloak and daggers, defections are not very uncommon. In the late 1980s, Igor Guejo, a KGB agent disappeared from New Delhi under mysterious circumstances. His red Lada Vaz car was found abandoned at Lodhi Garden, where he used to go for his evening walks. Even as Indian agencies searched for him, Guejo surfaced in New York some days later. It was obvious that he had defected from USSR to the US.

There are also ample stories of how senior bureaucrats and officers of the armed forces have been compromised to work for intelligence agencies abroad. The infamous spy scandal involving the Larkin brothers—one a retired Air Vice Marshal and the other a decorated Major General—was a grim reminder of how Western intelligence agencies had successfully recruited two men with many state secrets.

There have been allegations that a former chief in the defence establishment had close connections with the Americans during one of India’s internal conflict in the 1960s. Just for records..

Bangalore yesterday witnessed a "flash strike" which turned ugly. Garment factory workers based on some vernacular media report launched a huge protest and road-blocking citing that the recent amendments in PF Act was detrimental for them. The police also seems to have got taken by a surprise. The whole thing seems to have been done using "whisper campaign" over the week end. Such a huge strike on a Monday morning caused good trouble for commuters caught unawares.

Camps that poison the people with the idea that they are sinners and turn them into puppets of the Vatican. “… some of their pastors came to one of his Feeding Events and witnessed how a whole village came to believe in and trust Jesus for the forgiveness of their sins… ”

If this will not make our heart bleed and wake us all up, I don’t know what will. A MILLION people converted!! One a single day. And they make a fuss about 20 people re-converting to Hinduism in the Ghar Wapsi program.

Even if only 10% of the number is actually true, its huge! 1 Lac people! What are we doing in our own land? What the hell is going on in South India? At this speed we are going to see same number of Christians as Muslims in India and Hindus left to be roughly 50%. Is whole India going the way of Kerala?

Maoists’ bid to create base gives MHA jitters - The Hindu

The Ministry of Home Affairs has expressed “serious concern” over attempts of some Maoists to carve out a base for themselves in the tri-junction of Tamil Nadu, Kerala and Karnataka.

In a recent report on Left Wing Extremism, the MHA said though the CPI (Maoist) had not achieved much success in its attempts to establish a stronghold in the tri-junction due to a well-coordinated action plan of security agencies, the efforts “to open a new theatre in south India is a cause for serious concern.”

Pointing out that the Maoists were undertaking organisational restructuring to consolidate their position, the report said the Centre was closely monitoring the situation and sensitising the State governments of Tamil Nadu, Kerala and Karnataka to keep a check on the their activities.

Spike in violence

In Andhra Pradesh, a neighbouring State, the report said Maoist violence had gone up by 94 per cent in 2015-16 as a result of bauxite mining in Visakhapatnam.

“There has been active support to people’s movement against mining in Niyamgiri Hills (Rayagada and Kalahandi districts of Odisha) and agency area of Visakhapatnam district in Andhra Pradesh. The CPI (Maoist) has been extending direct support to local tribals against the construction of Polavaram Dam in West Godavari district…”

After a lull, Maoist activities in Tamil Nadu came to the fore following the arrest of Roopesh, leader of the ‘Western Ghats Special Zonal Committee’, his wife Shyna and three other cadres near Coimbatore based on a tip-off given by the Special Intelligence Branch (SIB) of the Telangana and Andhra Pradesh police in May 2015.

The arrest was seen as a blow to the attempts of the Maoists to strengthen their presence in the tri-junction.

In the last two years, Maoists were sighted on the Tamil Nadu-Kerala border along the Western Ghats, forcing the Special Task Force (STF) of the State police to open new camps at vulnerable areas.

NIA seeks help of Tanzil’s children - Vijaita Singh, The Hindu

The two children sit with a blank stare in the swanky conference room for hours. There is not much time for the 14-year-old girl and her 12-year-old brother to grieve in private for their parents, both killed by bullets fired at the family as it was returning from a wedding in the early hours of April 3.

Ever since National Investigation Agency Inspector Mohammed Tanzil Ahmed was shot dead and his wife Farzana grievously injured at Bijnor in Uttar Pradesh, the NIA and the Uttar Pradesh police have not been on the same page about the motive. The two children are now the prime witnesses. For the past two days, the two children have spent hours at the NIA office on Jai Singh Road here. They are helping the sleuths of the Uttar Pradesh Special Task Force and Anti-Terror Squad (ATS) and the NIA track down the main accused and unravel the motive behind the killings. The NIA has not yet ruled out the “terror angle” in the case.

U.P. police’s claim

The Uttar Pradesh police have claimed that they have resolved the case by arresting Mohammad Rehan, nephew of Ahmed’s brother-in-law, and Mohammad Jaini. Both are residents of Sahaspur village in Bijnore, Ahmed’s native place. The main accused, Muneer, of the same village, is at large.

Officially, the Uttar Pradesh police have said “vengeance, personal animosity and domestic disputes” were the prime reason for the crime. But neither the family nor the NIA is convinced.

Ragheeb Ahmed, the NIA Inspector’s elder brother, said it was difficult to distract the children from the events that unfolded that night but the entire family had come together for this. He said nabbing the main accused was necessary and the children’s help was sought by the police.

“The children went to the NIA headquarters and they patiently answered all questions. The younger one is still nervous while recollecting the crime, but the daughter is strong. The children told the police that the night before the murder, they saw Rehan loitering near their house at Sahaspur. They even alerted Tanzil to this, but he did not take it seriously because he was a relative,” said Ragheeb, a schoolteacher.

Ragheeb said he and his brother were close to each other.

“We shared everything, he never told me about Muneer. The Uttar Pradesh police are saying that he had purchased a property at Batla House, Gurgaon, along with Muneer. Please show me one document which says they purchased a property together,” said Ragheeb.

“After my brother was killed, the children resumed school for the first time on Monday. The school authorities have counselled the other children not to raise this subject with them. All of us are doing our bit to bring normality to their lives,” said Ragheeb.

‘Friendly environment’

The NIA requested the Uttar Pradesh police to carry on its investigation at its office in Delhi so that the probe was not “botched up” and the children were given a friendly environment.

“We did not want the children to face any hardship or inconvenience at a faraway police station in Uttar Pradesh. So, we asked the policemen to continue their investigations here,” an NIA official said.

“We have to catch Munir. It is possible that he killed Tanzil on someone’s direction. We are not ruling out the involvement of any terror group yet,” another NIA official said.

So whenever, the district collector or a committee ask who were the culprits, the DRG men are named, as they are locals,” said Ms. Bhatia.

Unexpected Calm - Ajai Sahni, South Asia Intelligence Review of South Asia Terrorism Portal

Despite shrill assessments across the board and an enveloping sense of apprehension promoted by polarizing politics, the past year has been astonishingly peaceful in India in terms of terrorist and insurgent violence. Total terrorism/insurgency related fatalities across India at 772, are at a dramatic low – certainly the lowest since 1994, when the South Asia Terrorism Portal began maintaining data for this category. Indeed, since 2012, total fatalities across the country have remained below the ‘high intensity conflict’ threshold of a thousand fatalities per year. It is useful to recall that fatalities remained above 2,000 for 18 of these 22 years; out of which they were above 3,000 for 11 years; above 4,000 for five years; and over 5,000 in 2001.

Indeed, in Jammu and Kashmir (J&K) alone, fatalities remained above the critical ‘high intensity’ threshold from 1990 to 2006 – and had risen to 4,507 at peak in 2001.

Cumulative totals of the multiple insurgencies in India’s troubled Northeast, similarly, remained above the ‘high intensity’ threshold in 2007 and 2008, but have declined enormously since, with 273 killed in 2015.

The Left Wing insurgency saw a thousand-plus fatalities in just a single year, 2010, (at 1,180), which have declined continuously since, to 251 fatalities in 2015.

With the spectre of Daesh (the Islamist State, formerly Islamic State of Iraq and al Sham) dominating the global discourse, and with al Qaeda declaring its new project – al Qaeda in the Indian Subcontinent (AQIS, or Jamaat Qaiadat al Jihad fi Shibhi al Qarrat al Hindiya or Organisation of the Base of Jihad in the Indian Subcontinent) – in September 2014, commentary on the threat from these sources, and from ‘Islamist terrorism’ at large, has bordered on the hysterical. A map of Daesh’s imagined Khorasan region, including India, and various declarations of intent have been repeatedly cited as cause for grave alarm, as have occasional cases of individuals travelling or attempting to travel to Syria or Iraq to join the terrorists there. The reality, as far as India is concerned, is astonishingly reassuring. Just 23 Indians are confirmed to have joined Daesh, of whom six are dead and another two have returned to India and are under detention. This leaves just 15 Indians actually fighting alongside Daesh in Iraq-Syria. Significantly, just six of these 23 went from India; the remaining 17 had been residing abroad for extended periods of time before they joined Daesh. Another 30 youth have been stopped from travelling to Iraq-Syria to join Daesh – in many cases on the basis of information provided by family and friends – and 35 have been deported from various countries for activities linked to Daesh. These are minuscule numbers in view of the 175 million Muslims in India. Alarm bells also went off when a series of arrests in January-February 2016 neutralized an incipient Daesh-linked formation, Junood-ul-Khalifa-e-Hind (JuKH, Army of the Caliph in India). The group had been recruited by Shafi Armar, the brother of Sultan Armar, both of the Indian Mujahiddeen and located in Pakistan since 2008. Sultan Armar had broken away from IM and formed the Ansar-ul-Tawhid (AuT, Group for Monotheism in the land of India) that subsequently pledged allegiance to Daesh; he subsequently joined Daesh fighters in Syria and was killed there. Shafi Armar then took over the group and initiated online recruitment, picking up the remnant threads of the Students Islamic Movement of India and IM in India. The 15 persons recruited by him into the newly formed JuKH were among a total of 26 arrested for Daesh links across India since 2014. Latest reports indicate that Shafi Armar may now have been killed in a US drone strike in Syria. These occasional and dispersed arrests, detentions and deportations are the sum of the Daesh ‘footprint’ in India.

Al Qaeda has been making efforts to extend it so called jihad to India at least since 1996, when Osama bin Laden referred to India in general, and Jammu & Kashmir and Assam in particular, among the regions where the Muslims were living under 'oppression', and as legitimate theatres of jihad. Numerous similar exhortation followed including, prominently, bin Laden’s articulation, in 2006, of the theory of a global 'Crusader-Zionist-Hindu' conspiracy: "It is the duty for the Umma… to give away themselves, their money, experiences and all types of material support, enough to establish jihad, particularly in Iraq, Palestine, Afghanistan, Sudan, Kashmir and Chechnya." The project failed utterly, and nearly 18 years after its initiation, al Qaeda issued a video and pamphlet directed at the Indian Muslim, titled “Why is there no storm in your ocean?” Nearly two years after the formation of AQIS, moreover, AQIS 'chief' Asim Umar aka Sana ul Haq, again interrogated the Indian Muslim in a video, demanding, “Will the land of Delhi not give birth to a Shah Muhadith Dehlvi who may once again teach the Muslims of India the forgotten lesson of Jihad and inspire them to take to the battlefields of Jihad?”

The threat of Islamist extremist terrorism in India, consequently, remains confined to the proxy formations of the Pakistani state and its military intelligence wing, the Inter Services Intelligence (ISI). These groups remain active in J&K, and have made occasional forays beyond, though the intensity, effectiveness and frequency of attacks has been dramatically diminished – in part, as a consequence of a shift in Islamabad’s more urgent ‘strategic’ priorities of fomenting terrorism in Afghanistan; in part, as a result of sustained operational successes by Indian intelligence and enforcement agencies; and in part, finally, because of a growing disillusionment of the radical fringe among Indian Muslims in the idea, ideology and aspirational status of Pakistan. Nevertheless, 174 persons were killed in terrorist-linked violence in J&K through 2015, and another 43 have died in 2016 (data till April 24). It is significant, however, that this includes a comparatively low figure of 20 civilian fatalities in 2015, and just one civilian killed, till date, in 2016. Crucially, the last major attack (involving three or more fatalities) on record in the State dates back to December 5, 2014. when militants had exploded a grenade in the Tral town of Pulwama District, near the Bus Stand, killing one person and injuring another 12. One of the injured persons died later the same day, while another succumbed to his injuries on December 12, 2014. A range of other indices demonstrate declining terrorist and extremist activities and violence in the State. There is, however, sufficient evidence to suggest that Pakistan’s long-term intent remains unchanged, and that terrorist formations continue to be provided safe haven, resources, weaponry and training by the ISI and military – including cover of cross border firing for infiltration.

While terrorist operations have diminished enormously, subversion and political mischief continues in the State, taking advantage of the significant administrative and political disarray, despite the rejection of the separatist groups by the wider Kashmiri community. Violent protests have been repeatedly provoked by separatist leaders, and partial data compiled by SATP indicates that at least three protestors were killed in alleged Security Force (SF) firing on violent demonstrations in 2015, as against two in 2014. Eight persons have already been killed in five such incidents in 2016.

Pakistan backed Kashmir-oriented groups also executed two major attacks in Punjab – the assault on the Indian Air Force (IAF) Base at Pathankot through January 2, 2016, and January 3, 2016; and the strike at the Dinanagar Police Station in adjacent Gurdaspur on July 27, 2015 – exposing tremendous vulnerabilities in Punjab and gaping holes in national Counter Terrorism (CT) response protocols, capacities and capabilities. The Pathankot incident was particularly worrisome, providing an index of the extraordinary weakness in the protection of the country’s critical strategic assets. The IAF Base constitutes the frontline air defence for any confrontation with Pakistan, and yet the terrorists succeeded in penetrating into the campus and inflicting significant casualties. This was despite nearly 20 hours of clear warning, a definitive identification of the intended target, and a systemic response that had been initiated fairly early on January 1, 2016.

In addition, 11 SIMI cadres were gunned down by the Telangana Police in three separate incidents between April 1 and April 7, 2015, in Nalgonda District in Telangana. On November 2, 2015, two persons were killed by masked gunmen, believed to be linked to fugitive Dawood Ibrahim – residing in Karachi under ISI protection – in Bharuch town, Gujarat.

Significantly, the Government informed the Rajya Sabha (Upper House of India’s Parliament) on March 9, 2016, that Central and State agencies had arrested 46 Pakistani ISI agents between 2013 and 2016. Further, according to partial data compiled by SATP, at least 159 ISI modules have been neutralized across the country between 2004 and April 24, 2016, indicating Pakistan’s sustained efforts at subversion and destabilization.

The dramatic contraction of Left Wing Extremism (LWE) – in terms of geographical areas of influence, violence and capacities – has primarily been the result of successful intelligence-based operations launched by Security Forces (SFs) over the past years, which have helped neutralize top cadres among the rebels. According to the SATP database, between 2010 and 2016, at least 677 leadership elements of the Maoists have been neutralized (84 killed, 391 arrested, 202 surrendered). According to Union Ministry of Home Affairs (UMHA) data, the total number of LWE cadres arrested between 2010 and 2015 stands at 11,608. At least 633 LWE cadres surrendered over the same period.

As the SFs establish dominance over increasing areas of erstwhile LWE dominance, efforts at civil consolidation have also increased. UMHA has now claimed the implementation of the Fortified Police Stations (PSs) scheme for construction/strengthening of 400 Police Stations in 10 LWE affected States at INR two million per Police Station on a funding pattern of 80 (Central share): 20 (State share) basis. 284 PSs have been completed thus far. Further, in an effort to improve the communication network in LWE-affected areas, the Department of Telecom has been implementing the Construction of Mobile Towers Scheme for construction of 2,199 mobile towers in 10 LWE affected States, of which 1,424 mobile towers have been put on air up to February 2, 2016. The Ministry of Road Transport and Highways (MoRTH), under the Road Requirement Plan–I (RRP-I), that has been under implementation since February 2009 for improving road connectivity in the 34 worst LWE-affected Districts in eight States, has constructed 3,904 kilometers of roads (till January 31, 2016). A total of 5,422 kilometers of road are to be constructed under this plan. Moreover, respective State Governments – Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha, and Telangana – have also taken several steps to counter the LWE threat.

Despite the pressure they are under, LWEs continue to resist. Sustained efforts, both on the part of SFs and the civil administration will be necessary to ensure that recent declines in Maoist activities are not merely a tactical retreat, as the Maoists claim, but a permanent setback that will gradually be compounded into the irreversible defeat of this enduring movement of violence.

The multiple insurgencies of India’s Northeast have seen dramatic deceleration and disintegration over the years, bringing violence across the region down to some of the lowest levels in the past two and a half decades. Numerous challenges, however, persist, as the region has seen cyclic surges and recessions in insurgent activities over decades. The region is marked by extraordinarily poor governance, and is home to 13 of the 39 terrorist formations currently banned by the UMHA. According to the SATP database, apart from these 13 major extremist outfits, 30 other groups remain active in the region, and another 23 are presently in uncertain peace talks or have signed ceasefire agreements with respective State and the Union Governments. The ambiguity surrounding these various agreements and processes is illustrated by the ‘historic accord’signed between the Government of India (GoI) and the largest rebel Naga group, the National Socialist Council of Nagaland–Isak Muivah (NSCN-IM) on August 3, 2015, which, far from bringing peace to the State, has provoked greater instability, causing the rival Khaplang faction (NSCN-K) to abrogate its cease fire agreement with the Government and revert to violence against the SFs. NSCN-K is also spearheading a movement to bring all insurgent formations in the region onto a united platform, the United National Liberation Front of Western South East Asia (UNLFWESEA). With the easy availability of weaponry in the region, the potential for destabilization remains significant, particularly in view of the polarizing identity politics that most parties in the region engage in, and the multiplicity of unaddressed administrative and developmental issues that continue to plague the region.

Indeed, while the immediate challenge of terrorism and insurgency has receded across the country and across the ideological spectrum, the conflict potential in India remains high, and is often exacerbated by state policy and partisan politics. Crucially, first responders, the State Police Forces, as well as most Central SFs and the intelligence apparatus, remain ill-equipped, poorly-trained and under-strength. Despite enormous emphasis, particularly after the Mumbai 26/11 attacks in 2008, technological capabilities of Police, Intelligence and specialized CT Forces remain poor. Critical projects such as the Crime and Criminal Tracking Network and Systems (CCTNS), National Intelligence Grid (NATGRID) and GPS-based surveillance of sea vessels, among others, have been fitfully funded, and implemented, as a result of which the cumulative impact of limited capacity augmentation on capabilities to secure the nation has, at best, been marginal. Further, a rising demographic burden, resource crises, growing unemployment, and adherence to a growth model that has limited potential to address the aspirations of the overwhelming mass of people, continuously exacerbates tensions, leaving the country ripe for the picking for new or resurgent movements of violence.

India is fortunate, at this moment of grave global crisis, to have secured dramatic relief from multiple movements of violence, but its leadership has failed, in the past, to demonstrate the sagacity to take advantage of such good fortune and consolidate governance in sufficient measure. There is little evidence of any deviation from this ruinous pattern at present.

Radicalisation a real threat, says intel official - Vijaita Singh, The Hindu

Top intelligence officials have been asked to step up techniques to keep a watch on activities related to the Islamic State, with 80-100 youths in India still under the scanner for links to the terror outfit.

The IS threat was one of the topics discussed at a two-day conference organised by the Intelligence Bureau in Delhi.

At the conference, National Security Adviser Ajit Doval is learnt to have given a pep talk to intelligence officials from across the country.

A senior official said that as for the unrest in Kashmir, intelligence officials felt “radicalisation” was a more real threat than the Pakistan-backed terror outfits that operated in the State.

“The number of militants killed so far this year is more than that in the previous year in the Valley. The real threat is radicalisation of young men, and this has to be prevented. We have more or less controlled Pakistan-based terrorist elements in the Valley, and they are not gaining ground,” the official said.

Indian Mujahideen operative wanted in 2011 blasts arrested - Gautam S Mengle, The Hindu

An alleged operative of the Indian Mujahideen, which is responsible for terror strikes in various parts of the country, was arrested here on Tuesday by the Maharashtra Anti-Terrorism Squad.

ATS officials said Zainul Abedin, 26, of Bhatkal {so many jihadi terrorists from Bhatkal, wow !} in Karnataka, was arrested from the international terminal of Chhatrapati Shivaji International Airport at 5.30 a.m.

Officials remained tight-lipped about where he had come from. sources said his arrest might have been the outcome of an understanding reached over the last couple of months between India and a West Asian Middle Eastern country, where Abedin was found to have been staying.

“Abedin was wanted in connection with the 2011 blasts at Zaveri Bazaar, Opera House and Kabootarkhana and Dadar, which left 27 dead and around 127 injured. We have arrested 11 accused in the case so far, and inquires had indicated his involvement in the blasts. He was involved in the procurement and transport of the explosives. In 2015, after it was found that Abedin had left the country, we had issued a Red Corner Notice,” said Niket Kaushik, Special Inspector-General of Police, ATS.

Mr. Kaushik said Abedin was also wanted by the Karnataka ATS in connection with some cases filed in that State. He was produced in court and remanded in the custody of the ATS till May 6.

The ATS has already arrested Naqee Ahmed Sheikh, Nadeem Sheikh, Kawal Pathrija, Haroon Naik, Kafil Ansari, Mohammed Zaraar alias Yaseen Bhatkal, Asadullah Akhtar, Ejaz Sheikh, Sayyed Aleem and Sadaam Khan in the case and filed a charge sheet against them. Officials said seven more accused were still wanted.

ATS officials said Abedin was actively involved in the procurement and transport of arsenal for the IM till his arrest. The ATS is now interrogating Abedin about his involvement with the IM.

He is suspected to have been in touch with several IM members while staying in West Asia and his involvement in several other terror attacks could not be ruled out, sources said.

Major terror attack averted in Delhi

New Delhi, May 4: The Delhi police is probing the role of eight persons detained in connection with an alleged terror plot.

These 8 persons who have been detained with Improvised Explosive Devices (IEDs) are said to be part of a plot to carry out attacks in Delhi and nearby places.

The raid on their hide out was conducted following intelligence bureau reports suggesting that the Jaish-e-Mohammad (JeM)was planning attacks in the National Capital and other places.

The Delhi police say that the raid was conducted and they managed to detain 8 persons. The role of four more is being ascertained the police also say.

The police say that while these persons were detained they had found on them improvised explosive devices which was meant to be used during the attack.

They are suspected to be part of the Jaish-e-Mohammad, but further questioning will get us the clear picture, the police also add.

In the past two months there have been several intelligence bureau inputs suggesting that Pakistan based militant groups would try and attack the national Capital.

These terrorists may have slipped in and got in touch with their local contacts, IB officials tell OneIndia. The Delhi police is currently probing them and further details are expected soon.

The terror plans, the police said, were at a very early stage and the three men were learning how to build improvised explosive devices or IEDs.

They were part of a WhatsApp group with about 40 members where radical ideas were shared and where they received instructions from Talha, the brother of Pakistan-based Jaish-e-Mohammed's chief Masood Azhar, the police alleged.

The plot was exposed with the arrest of Sajid Ahmed, who had injured his hand when a bomb that he was building accidentally exploded. A police informer spotted the injured hand while Sajid was at the tailoring shop he works in and tipped off the cops.

The police, who had the men under watch, arrested Sajid Ahmad from Delhi, Shakir Ansari from Deoband in Bihar and Samir Ahmed from Ghaziabad in Uttar Pradesh.

The suspects planned to target malls in Ghaziabad, the police alleged, as they had assessed that security there was more lax than at malls in Delhi.

10 other men have been detained for questioning from different parts of the capital in multiple police raids. The three men arrested have been remanded in police custody for 10 days.

If fate hadn't taken a crucial turn in his life, Sajid, the main suspect in the aborted Jaish-e-Mohammed terror strike on Hindon airbase, would probably have made a living as a dancer. He remembered how as a 20-something some years ago, he had auditioned for a dance reality show and, expecting to get selected, had been practising his moves in a park when a maulana confronted him.

The religious teacher stopped the music and castigated the young man for wasting his life. "He scolded me that this life of music and dance would only land me in Dojakh (hell)," Sajid told his interrogators after his arrest on Tuesday night. "I seemed to have the junoon (passion) to make it big, he told me, but asked me to discover my life's real purpose that would take me to Jannat (paradise)."

A few more encounters with the maulana and Sajid agreed to give up his "sinful" pursuits. The maulana directed the youth to some websites where he could "find help". Sajid started frequenting the cyber cafes and one day found himself logging on to a site named Rangonoor.com, since suspended. The website allowed him access to sermons titled Sada-E-Mujahid, Elaan-e-Jung and Jihad-Raah-e-Nijaat.

The inflammatory contents of the site led Sajid to believe that a major portion of the Quran taught people to "kill for the sake of religion". An intrigued Sajid bought books and downloaded clips to understand what jihad actually implied. Within months, Sajid had turned in to a highly radicalised youth bent on taking to the path of jihad.

Sajid told interrogators that he recalled leaving his contact numbers on the website, often pleading with the website owner to induct him into jihad. But for a long time there was no reply . His disappointment, however, gave way to joy when he noticed one day that a message from "the Akka" had left a number in reply to his appeals.

That was two years ago. Through the website, Sajid began getting instructions on how to indoctrinate more like-minded people, with the Akka frequently demanding that the youth prove his worth. Spurred, Sajid soon got in touch with a young man named Shaqir from Deoband through a common friend, Imran. Shaqir, a gadget seller, and Sajid got along well.

They both got in touch with their handler, who added them to a Whatsapp group that had around 50 members. The handler Whatsapp group administrator introduced himself as Talha, brother of Maulana Masood Azhar, the Jaish-e-Mohammed chief. From sermons to techniques on how to put together improvised explosive devices (IEDs), the Whatsapp group members were fed all sorts of information. Sajid was ordered to learn how to fabricate IEDs and given links to websites where he could learn the ropes.

Sajid and some group members began to hold regular meetings. Once such meeting was held in Gokulpuri in December 2015. The members were showed videos of "atrocities on Muslims" and asked to wage a war.

Amid all this, Sajid and Shaqir were invited to attend a training programme in Pakistan provided they proved their worth by carrying out a "spectacular strike". Shaqir had completed all arrangements to go to Pakistan, but Sajid was struggling to get a passport. The Hindon strike was to have been their acid test.

NEW DELHI: D-Company, led by underworld don Dawood Ibrahim, "wanted to spread communal tension in the country by attacking religious leaders, Rashtriya Swayamsewak Sangh (RSS) leaders and churches", the National Investigation Agency (NIA) has claimed.
The agency will file a chargesheet on Saturday against 10 members of D-Company who were assigned to "create unrest" and target RSS leaders and churches, a plan hatched soon after Narendra Modi-led BJP came to the power in 2014, sources said.
As part of the "larger conspiracy", D-Company sharpshooters killed two right-wing leaders — Shirish Bangali and Pragnesh Mistry —in Bharuch (Gujarat) on November 2, 2015. The shooters were arrested and they claimed that the RSS leaders were killed to avenge the hanging of 1993 Mumbai serial blasts accused Yakub Memon.
However, during probe, the NIA found that D-Company members — Pakistan-based Javed Chikna and South Africa-based Zahid Miyan alias 'Jao' — not only masterminded the killing of Hindu leaders but had also planned attacks on religious leaders and churches so that there was "largescale communal tension in the country". They had even prepared a list of BJP-RSS members to be targeted.
The NIA recently approached Interpol to trace Chikna in Pakistan, arrest him and hand him over to India. It also sent judicial requests (letters rogatory) and MLAT (mutual legal assistance treaty) requests to Pakistan, Nepal, South Africa, Saudi Arabia, the UAE and the US.

Sources said in its chargesheet, the anti-terror agency will name 10 D-Company members, including seven arrested last year -- Haji Patel, Mohammad Yunus Shaikh, Abdul Samad, Abid Patel, Mohammad Altaf, Mohsin Khan and Nisar Ahmed. Abid Patel is reportedly Javed Chikna's brother and was paid Rs 50 lakh for killing Mistry and Bangali.
Sources said Javed Chikna and Zahid Miyan will also be named in the chargesheet. They added that Dawood would not be mentioned in the chargesheet but if evidence of his role came up, he would be named in a supplementary chargesheet.

Red corner notices have already been issued against Chikna, with his latest photograph, and 'Jao'. Chikna's name is on the list of 48 most wanted criminals, including Hafiz Saeed and Dawood which India gave Pakistan in 2011 and several times after that, seeking their return.
