Looks much more than that. Keep kashmir kettle boiling. Negate Indian conventional superiority by Pakistani nukes. Cold start by tactical weapons. As India gets beyond that threaten by hydrogen bombs.Engage India economically and militarily ..make it dependent and its military industrial complex on supplies from US.Make it economically and militarily unviable for India to test further.

Now comes the final kicker. Engage Pakistan to adopt nuclear CBMs and "try" discussing kashmir by linking both. Nuclear CBM will mean Indian nuclear efforts STOPPED and even ROLLED back as older technology no longer becomes viable.India stops being a nuclear threat to anyone.And is rolled onto one of the "has beens" like South Korea which remain perpetually indebted to uncle for its security

The US will finally have its cake and eat it.

ISLAMABAD: Pakistan is mulling to elevate the constitutional status of northern Gilgit-Baltistan region in a bid to provide legal cover to the multi-billion-dollar Chinese investment plan, officials said on Thursday.

The move could signal a historic shift in the country's position on the future of the wider Kashmir region, observers have said.

The proposal would see the mountainous region mentioned by name for the first time in the country's Constitution, bringing it one step closer to being fully absorbed as an additional province.

Islamabad has historically insisted the parts of Kashmir it controls are semi-autonomous and has not formally integrated them into the country, in line with its position that a referendum should be carried out across the whole of the region.

Sajjad-ul-Haq, spokesman for the chief minister of Gilgit-Baltistan Hafiz Hafeez ur Rehman, told AFP: "A high level committee formed by the prime minister is working on the issue, you will hear good news soon."

Rehman, who arrived in Islamabad on Thursday, was working on the finishing touches to the agreement, a senior official said, adding the document could be unveiled "in a few days".

In addition to being named in the Constitution, Gilgit-Baltistan would also send two lawmakers to sit in the federal parliament — though they would be given observer status only.

A third top government official from Gilgit-Baltistan said the move was in response to concerns raised by Beijing about the China Pakistan Economic Corridor, the $46 billion infrastructure plan set to link China's western city of Kashgar to the Pakistani port of Gwadar on the Arabian Sea.

"China cannot afford to invest billions of dollars on a road that passes through a disputed territory claimed both by India and Pakistan," the official, speaking on condition of anonymity, said.

The corridor plans have been strongly criticised by New Delhi, with India's Foreign Minister Sushma Swaraj in June calling the project "unacceptable" for crossing through Indian-claimed territory.

India and Pakistan have fought two full-scale wars over Kashmir, and any changes to the status quo could prove a further setback to hopes for dialogue that were revived after Modi made the historic Lahore visit.

Those efforts were already seen as fragile following a deadly attack on an Indian air base near the Pakistan border Saturday that was followed by a 25-hour siege on an Indian consulate in Afghanistan on Monday.

But according to Pakistani strategic analyst Ayesha Siddiqa, the move could also signal Islamabad's desire to end the Kashmir conflict by formally absorbing the territory it controls — and, by extension, recognising New Delhi's claims to parts of the region it controls, such as the Kashmir valley.

"If we begin to absorb it so can India. It legitimises their absorption of the Valley," she said.

Wonder if pakis even have right to say "Kashmir" given such tendencies to sell off lands that pakis claim to own. Not much info on views of people from Gilgit-Baltistan to begin with.

One of China's biggest state-run hydropower companies, the China Three Gorges Corporation (CTGC) which manages the 22,500 MW Three Gorges Dam on the Yangtze river - the world's largest dam - has signed an agreement to develop the Kohala hydropower project in PoK, the firm said in a statement posted on its website.

This 1,100 MW dam will come up on the Jhelum River, downstream from Muzaffarabad in PoK. The total investment in the project is estimated at $2.4 billion. Both countries had agreed on a 30-year tariff for the dam, according to Pakistani media reports.
The deal for the dam underlines China's willingness to go forward with major projects in PoK, despite India's consistent opposition.
Indian officials have pointed out China's objections to joint exploration projects between India and Vietnam in the South China Sea, most of which is claimed by Beijing.

Beijing, however, has said the 'purely commercial' projects were without prejudice to the Kashmir issue and that it was not taking a position on territorial disputes between India and Pakistan.

The Kohala dam has been billed as a key project in the new China Pakistan Economic Corridor (CPEC) venture that envisages widening the Karakoram Highway, exploring a railway link and a number of energy and infrastructure projects in a corridor connecting Kashgar, in China's far western Xinjiang region, through PoK, to the Gwadar port in Pakistan on the Arabian Sea that is built and managed by China.

How does it matter if the label on Gilgit-Baltistan is changed by Pakistan. It remains a Indian territory under Paki occupation and India should make it clear to all 3.75 abbus that India holds the right to demolish anything coming up in any Indian occupied territory without any prior notice.
Make it public instead of passing on the message via hush hush channels.

r comparison’s sake, it would be useful to recall that Pakistan has built only two unsafeguarded reprocessing plants since the 1970s; one pilot-scale plant (New Labs) with 20-40 (completed in 1981-82) and the other commercial-scale plant (Chashma) with 40-100 tHM/yr capacity which the French had abandoned in 1978. At the same time, India has built five commercial-scale reprocessing plants (all outside safeguards); one at Trombay (50 tHM/yr) two at Tarapur (100 tHM/yr) and two (100 tHM/yr) at Kalpakkam (the second one nearing completion in 2014).

But Pakistan has no Fast Breeder Reactor and no unsafeguarded heavy water power reactors on its soil. India already has 100 MWt Dhruva-I in operation coupled with 125 MWt Dhruva-II nearing completion along with another 30 MWt reactor being planned. Its 40 MWt CIRUS reactor had already produced 500 kg of weapon-grade plutonium up to 2006 (IPFM 2006) and an additional 45 kg before it was shut down in 2010. Dhruva-I continues to produce 20-25 kg of weapon-grade plutonium every year. India’s 8 heavy water power reactors kept outside safeguards under the Indo-US nuclear deal can produce 1250 kg of weapon-grade plutonium each year, even though India claims that the unsafeguarded reactor-grade plutonium produced by them during normal operations would be used as fuel (MOX) for its breeder reactor program (also unsafeguarded). India’s 500 MWe EFBR can produce 145 kg of weapon-grade plutonium each year.

Comparisons in highly enriched uranium capabilities and stockpiles show a similar trend. Pakistan has not increased or expanded its uranium enrichment capacity in the past 20 years, where as India is doubling its existing enrichment potential (floor space) at its Rare Materials Plant (Rattehali) in Mysore. In fact, Pakistan’s HEU stocks might be less than the known estimates since it is difficult to determine the precise SWU capacity of an enrichment plant and its UF6 feed production. That Pakistan is not engaged in, nor aims at entering into a fissile race with India, is exemplified by the following comparison of unsafeguarded fissile material stockpiles and production capabilities (existing and projected).

With Mufti gone from the scene, I think the PDP/ BJP alliance will break. Mufti, whatever his faults, thought of himself as an Indian. Not the same with Mehbooba. She has been a terrorist-sympathizer for long. If the PDP/ BJP alliance was unnatural before, it will become even more unnatural now.

The Congress is already fishing in troubled waters, with Ghulam Nabi Azad trying to woo the PDP into an alliance with the Congress. Sonia will be visiting Mehbooba to 'express her condolences'.

I think the PDP under Mehbooba will dump the BJP and go into an alliance with the Congress. PDP + Congress + independents will have a majority the the J&K Assembly.

Tough times ahead for the BJP in J&K.

Kakaji This was explored at time of cabinet formation. Current numbers not sufficient for PDP and INC to form govt. They need NC also. Most likely early polls.

KakaJi, PDP-BJP alliance will continue till the 5th year and then you will see sudden breaking off to prove PDP's sickular credentials. Till then I think it is Chill time. BJP anyways has no intentions of breaking the alliance.
Unless NC-PDP come together, all other combinations need BJP to form a stable govt. Congress is almost marginal player in J&K at this moment so aligning with them may not be the best way forward for any party.

PDP + Cong + Independents + CPM + RiffRaff is over the halfway mark in the assembly. No need for BJP or NC.

That is the game Ghulam Nabi Azad will play for. He will give Carte Blanche to Mehbooba just to keep BJP out.

Mufti knew that alliance with Cong + riffraff will not give stable Govt, and also that without allying with the ruling party at the Center he will not be able to get the funds for J&K. Mehbooba may not think along those lines. She does not care about development funds etc. Like Kejriwal she may prefer to be in perpetual confrontation with the Center to garner votes in the valley.

MQ already met Mehbooba. Dumping BJP now more of a when situation and not if situation. As per the reports, PDP gave some 4 conditions to BJP. No Dy CM, No important portfolios etc. I think PDP now sense that the sicular gang will ensure that its rule is uninterrupted for the next 5 years.

They do not care for the development of the state and other things like that. They have to look after their valley vote banks and paki interests only.

Atleast with this kick on the musharaf, BJP will be able to retain the votes of Hindus in J&K but whatever MQ touches turns into load of $hit is a old Luytens saying.
PDP without BJP/NC would be a govt always tottering on falling and BJP/NC can break few from congress to form govt if push comes to shove. They already have 40 between them and Abdullah family wont mind another shot at CM'ship.

They finally decided to continue. BJP+NC can also form government easily. As long as Jammu votes to BJP blindly, the valley politicians will have no option. In the initial terms the Jammu Hindus may not see immediate tangible benefits but they will surely see changes as the controls and also geopolitics change. The Jammu should never vote to valley parties or congress party. If they are mad they should vote to some new regional party.

“Despite ample proof and evidence, the state authorities are delaying action against the culprits,” Karatey said in a statement today and warned the administration to take action against the accused or face agitation.

Meanwhile, Karatey paid tributes to Mushtaq Ahmad Haroo of Pushwara who was killed in a gunfight with forces at Kokernag today. He prayed for his eternal peace and expressed sympathy with the bereaved family.

Apparently, Jammu and Kashmir Governor NN Vohra has told the Peoples Democratic Party (PDP) and the Bharatiya Janata Party (BJP) that they must clarify by Tuesday evening whether they will form government in the state again. But nobody knows when Jammu and Kashmir will have a new government. Will it be the same coalition between the PDP and BJP that ruled the state until the death of late chief minister Mufti Mohammad Sayeed? Or, will it see a new coalition between the PDP and the Congress that some are talking about? Or, will the political impasse prolong the present Governor rule, ultimately leading to fresh elections in the sensitive state?

Well, a close friend who occupied a very important office in the Mufti regime says that though things are not fine between the PDP and the BJP at the moment, these would be sorted out eventually. Mufti’s daughter Mehbooba Mufti, who is now the supremo of the PDP, is said to be playing tough. In fact, the so-called liberal establishment in the country is literally pouring uninvited suggestions through newspaper Opeds and television studios on Mehbooba that she must practice "secular politics" by parting ways with the "communal" BJP and "fascist" Narendra Modi. On the other hand, Mehbooba's party colleagues are indicating through the media that the coalition can only continue by added terms and conditions in the "agenda for alliance" that was agreed upon earlier between the PDP and BJP under Mufti Mohammad Sayeed. On its part, the BJP does not seem to be in a mood for new terms and conditions.

Apparently, Mehbooba is hurt that Prime Minister Modi has failed to keep up his promise of giving the state a liberal financial package, something that demoralised a great deal or her late father. She is also said to have not appreciated the fact that Modi did not visit the late chief minister in a Delhi hospital where he was ailing and subsequently died. Though Modi was present at the send-off of Mufti's dead body back to Kashmir, Congress leader Sonia Gandhi proved to be a much better mourner by personally visiting Mufti's house in Srinagar. Besides, by joining hands with the BJP, Mehbooba is believed to be of the opinion that the PDP is losing its principal support base in the Kashmir valley, particularly when the RSS is trying to have a presence in the valley and imposing a ban on the consumption of beef (it may be noted here that the ban on beef was ordered by the High Court, not BJP or the RSS. In any case, normally Kashmiris do not consume beef; if it is now there, that has to do with the growing Islamisation of the Valley under "Wahabism", to which all the separatist leaders belong).

Personal equations in politics are always important. And there are merits in the argument that Prime Minister Modi's style of functioning alienates friends, not to talk of enemies. But then the fact also remains that politics ultimately reflects ground realities, not lofty sentiments. And the hard reality in the state of Jammu and Kashmir is that in an 87-member Assembly, only the PDP with 27 and BJP with 25 legislators can give together a stable government. No other coalition, say PDP-Congress or BJP-National Conference, will have the majority. If at all a coalition can be managed with the support of some independents, that government will be not only unstable but also highly non-representative. After all, neither the PDP nor the Congress nor the National Conference has much representation in the present Assembly from the Jammu and Ladakh regions. That means that any coalition other than the PDP-BJP will only be representing the Kashmir valley, not the state of Jammu and Kashmir as such.

It is worth mentioning here that in the wake of the growing separatist tendencies and Pakistan's proxy wars in the state, we generally give more emphasis on law and order in the valley, neglecting in the process the pathetic governance of the state for decades. Everybody tends to talk of only the Kashmir valley, giving an impression that Jammu and Ladakh simply do not exist. So much so that now the dictum is that no person from Jammu and Ladakh could ever become Chief Minister of the state of Jammu and Kashmir. As a result, a Chief Minister, who is solely dependent upon the Kashmiri vote bank alone for gaining and retaining power, is bound to cultivate the Kashmiri electorate by all sorts of administrative measures and do more and more for the valley. A policy of regional discrimination has thus emerged.

There are grave regional imbalances. Jammu and Ladakh are very poorly represented in the state bureaucracy and other jobs. All the major industrial units such as HMT watch factory, the telephone factory, the television factory and cement factory are in the valley, even though the valley is not at all suitable as every kind of raw material needed come either from or through the Jammu region. And the matter has become so perverse that no central scheme in Jammu can ever be allowed if a similar scheme is not replicated in the valley. For instance, the state of Jammu and Kashmir has two central universities, two AIIMS, two IIT-like institutions, something other states in the country can never dream of.

Every Chief Minister of Jammu and Kashmir demands crores and crores of rupees from the Centre, but he is highly sensitive when matter of accountability of how the money provided by the Centre is being spent. Is it being spent equitably all over the state or getting concentrated in the valley? No chief minister will like to provide a clear answer. It may be noted, and I am quoting former Chief Minister Omar Abdullah here, "if there is a government at the Centre which is unfriendly towards J&K, the state would be in deep trouble" financially. More than 60 per cent of the state’s revenue comes from the Central government. A Reserve Bank of India study in 2010 says that in J&K, the annual per capita spending by the Central government is about Rs 20 lakh! In fact, a Kashmiri gets about eight times more money from the Centre than citizens from other states.
And yet, spending on the social sector in J&K — schools, health, rural development etc —is surprisingly low at about 30% of aggregate expenditure. That is the fourth lowest proportion among all states, the RBI-study said. So where is all the money going if it is not reaching the ordinary people of the state?


Ironically, it may be mentioned here that in the state of Jammu and Kashmir, the state government spends cores of rupee on these anti-India 'political activists', including the separatists. State government bears all the hotels, security bills of Hurriyat and other political leaders if these leaders will meet Pakistani High commissioner in New Delhi, the expenditure will be added to State's account. According to some press reports, Jammu and Kashmir government spends more than Rs 100 crore on the security of these leaders every year. Data provided by the state government suggests that in between 2010-15, a total of Rs 21 crore was spent (Rs 4 crore per/annum) on the hotel and Rs 26.43 crore on fuel expenditure of the Hurriyat leaders. Since 2010-11, the state has spent Rs 309 crore on the salary of guards and Rs 150 crore on the salary of PSOs who provide security to these leaders.

Viewed thus, one must salute the late Mufti Sahib that he had the required vision to lead the PDP-BJP coalition. The coalition represented all regions of the state. Here was perhaps the best opportunity in recent decades that there was a government in the state which every ethnic community– Muslims, Hindus and Buddhists - could consider its own. Secondly, his was a government that the BJP-led central government, which will be there till 2019 whatever the Modi-bashers may say, was bound to help, both politically and financially. A stable government plans to fulfill all is promises over a period of four to five years. It cannot be judged over just 10 months that late Mufti was in office.

In sum, Mehbooba must be clear in her mind. Does she want to be the Chief Minister of the state of Jammu and Kashmir or of the Kashmir valley? Her father, the visionary and nationalist that he was, thought of the whole state. It will be a sad day if Mehbooba reduces herself to be the leader of the Kashmir valley and invites sheer political chaos into a state that it can ill afford

Mehbooba and her supporters all red-blooded pro-paki jihadis -- without diluting the imbalance in the skewed representation (compared to numbers) of the valley jihadi scum, there is little chance that J&K will ever get better in the long run. As it is, the pro-paki valley jihadis are now openly spreading all over jammu. They want the BJP to hand them money for their valley jihadis in the name of "J&K development funds" without being accountable for how the funds are disbursed. The Indian exchequer is apparently the cash cow for the jihadi ilk of Mehbooba Mufti.

mehabooba may not recover from such a debacle and her position as head of the pdp will be compromised leading to some one like baig taking over or the party splitting up.

Mehbooba is intent on dissolving the assembly and forcing a re-election while giving the impression to voters that it is all the fault of the center. She is just another paki-wannabe who has no intention of bringing political stability in J&K.

Dissolving J&K assembly seems imminent since the PDP is not electing a new leader -- Mehbooba is deliberately not assuming leadership it appears. She is trying to slime out of the deal made by her father, which itself says a lot about her and the PDP she will lead.

Mehbooba Mufti has paki qualities in spades -- she wants to renegotiate the PDP-BJP alliance without giving anything and taking more from the central govt. She will force governor's rule and then provoke the paki jihadis in the Kashmir valley to create unrest to give governor's rule a bad name, to reap benefits in the next election...won't be the first time the PDP has done that.

Its a dangerous game the MM is playing in Kashmir. Lack of Govt gives rise to discontent and ammunition to Terrorist elements to stoke fire of separatism.
With open threats and innuendos from PDP, if BJP now agrees to her demands and buckles down, it will be political suicide for BJP in rest of the country too as the party who for the sake of power was willing to sleep with Islamists.
The only silver lining in the cloud is that in Politics no game ever goes as per plan and if BJP wins almost the same number of seats in the next elections, we will be back to today. What is MM going to do then ? She is a closet Paki has been known all along.
Of course there is still a outside chance that all Non-BJP parties may band together and form the govt but how long the govt will survive is anybodys guess.

Guys, make no mistake about it, this PDP irredentism is being orchestrated directly from Rawilpindi. MM is a Paki and so are her cohorts in PDP. In a twisted way, what is playing out is democracy. There is a huge Paki constituency in the valley, and their PDP reps remote controlled by ISI are representing the pro-Paki sentiments.

What is on display is current Paki strategy to grab the valley:

1. Put in place political demands their PDP and other puppets that gives TSP a huge say in the valley.
2. Keep up the terrorist pressure on India through attacks like Patankot, and low-mid level attacks in the valley.

TSP strategy is to let Indian investment into the valley flowing, keep up the political/terrorist pressure on India well into the future, not to mention the use of Cong and DDM to higligth things like AFSPA etc, maitain the facade of talks etc. You get the drift.

BJP should stick to its position. If there is another election they will win similar number of votes as they can go to Jammu and say the KMs blocked govt formation. If they can hold onto the Hindu-Buddhist-Sikh vote no stable govt can be formed without the BJP.

there seems to be some anger in jammu after the bjp supported the pdp govt.

they will win much less seats than before, bjp support to pdp being seen as betrayal.

It is silly if Jammu people feel that govt in J&K can be formed without PDP or NC when Hindus make up only 30% of the population. They need to get their heads checked. It is most likely a whisper campaign by the Congress and can be countered with effective communication.

Dont forget that BJP can not sweep elections in Jammu & Ladakh. NC and Congress and PDP to some extent still have their own vote banks and safe seats. Jammu is far bigger and diverse than Kashmir.

I hope I am wrong but Mahbooba was kidnapped in 80's. What if somebody has some indecent video of her filmed during captivity. CM of J&K venerable to blackmailing............that is huge. I am surprised that nobody is talking about this .

The Muslim vote bank is currently divided between the PDP, NC and Congress. Unless they unite e.g. Congress plus PDP or NC or all three (unlikely) the BJP should be able to retain most of its seats. The Hindus are unlikely to vote for PDP or NC in large numbers and less for Congress if they align with either with PDP or NC. So IMO the situation is still not in BJPs disadvantage.

Was not it Rubaiya Sayeed her sister who was kidnapped?

mehbooba's sister was kidnapped and said sister is living for very long, a well protected life, in chennai where her husband runs some kind of auto dealership.

They must have spent hundreds of crores on her security by now, fully paid for by the Indian state. meaning taxpayer.
