I dont quite agree. Any exercise is governed by a carefully devised setting with limiting groundrules. This exercise was no different, with the emphasis being on evaluating the crew/machine/environment in an existing situation which prevailed. Obviously, it would make little sense and prove little to pitt a F-15 against a MiG-23BN - but the composite package and weapon-mix, of which the MiG-23BN could very well be a part, would be a different situation altogether (which was the case)

AEW, AWACS and air refuelling were irrelevent as far as this exercise was concerned. The point is... how did the USAF fare in an environment which depended more on brain and less on brawn?

When you say 'existing situation' one would expect the routine deployment of ECM/ECCM/ESM. Would you consider the deployment of CM as standard now in every 'real' IAF package? If yes, then Cope should be considered as a controlled introductory ex.

Also its perfectly understandable why they were NOT used/revealed to the Americans, but are they routinely used in blue on blue DACT?

Yes - every exercise (setting permitting) which would include the element of ECM in the environment, has that component. That is why the EW range at Gwalior has facilities for conducting a full scale flying exercise, complete with air/ground sensors and ECM equipment, with very good debrief arrangements.
