North and West Delhi districts have been in the grip of a wave of such crimes. Rape, snatchings, thefts. Criminals are getting bolder, and attempting more and more daring crimes of this sort. Beat patrolling has been increased in response, but it seems insufficient to check the wave.

11-year-old girl raped in Patel Nagar

NEW DELHI: Two persons were arrested in central Delhi for allegedly raping an 11-year-old girl several times over a month. The incident was reported in Patel Nagar and the accused, identified as Anil Kumar (20) and Mohammed Umar (45), have been arrested.

Deputy commissioner of police (central) Vivek Kishore said, "We have arrested two persons for allegedly raping the 11-year-old girl. But it is not a case of gangrape."

Police sources said that the accused were booked under sections 376 (rape), 506 (criminal intimidation) and 511 (attempt to commit offences resulting in life imprisonment or other punishment). A senior police officer said, "The victim and the two accused are all Patel Nagar residents. The two had allegedly been raping the girl for a month. The complainant has claimed that initially it was Umar who used to rape her. When Kumar came to know about this, he allegedly threatened her that he would tell others about her plight and also started raping the girl."

The victim, a class IV student at a nearby government school, finally mustered the courage to tell her sister and later her uncle, who approached police on Monday. After a medical examination confirmed rape, the two accused were arrested, said police. All of them are reportedly tenants who live in the same building.

According to police, Umar allegedly tried to rape the girl a week ago when she was alone in her house. Umar threatened her of dire consequences if she said anything to anybody. The victim kept mum on the issue and after Umar told his friend Anil about it, he too allegedly raped the girl. On Monday, the victim narrated the two incidents to her sister after which their uncle approached the cops.

This comes barely a month after the decomposed body of an eight-year-old girl was found inside a locked house in Patel Nagar after she was allegedly raped and murdered, said police. The victim had gone missing on January 3. Two minors had been detained in connection with the incident.

Trinamul mob fury at police station

A STAFF REPORTER

Midnapore, Feb. 1: Three policemen were injured this afternoon when alleged Trinamul Congress supporters laid siege to the Nayagram police station in West Midnapore.

The 1,000-strong mob was protesting an attempt by the joint forces to arrest the younger brother of a Trinamul block secretary in an old case. They broke open a gate of the police station and hurled stones at the policemen.

Twenty-one alleged Trinamul supporters were also injured when the joint forces lathicharged to disperse the mob.

The seed of today’s gherao lay in a raid conducted this morning by the joint forces to arrest Sukhendu Patra, younger brother of Ardhendu Patra, the Nayagram block secretary of Trinamul. “Nearly 30 joint forces members barged into the house of Patra early today and asked for Sukhendu. But he was not at home then,” said a Trinamul supporter.

The mob gheraoed the police station around 4pm. According to the cops, the gherao soon turned unruly.

“Three police personnel, including an assistant sub-inspector, were seriously injured after the stones hit them on their heads and faces,” said Mukesh Kumar, additional superintendent of police (operations), West Midnapore.

“There was no prior intimation about the gherao. The mob first broke the gate and then tried to enter the police station while hurling stones at the policemen. There was no option but to lathicharge,” added Kumar.

In the evening, the Trinamul MP from Tamluk, Subhendu Adhikari, visited Nayagram and held a rally protesting the attempt by the joint forces to arrest Sukhendu.

“The police are using the CRPF to harass Trinamul workers,” alleged Adhikari.
What in the World is going on in Bengal? Misuse of police by the ruling party, or genuine case of collusion of Trinamul members with ulterior forces? In either case, such an attack on a police station was uncalled for.

This is getting to be a problem of an even more sinister nature than indicated below. Persons in fake police uniform are indulging in kidnapping, murder etc on highways in UP, Haryana, etc.

Fake cop' arrested

GUWAHATI: Police arrested a man on Tuesday for allegedly posing as a DSP and harrassing people in various parts of Guwahati. The arrested person has been identfied as Tapan Baishya, a resident of the Santipur area of the city.

"Baishya harassed people in the Fatasil Ambari area and some other parts of the city. He posed as a DSP of the special branch of state police fooled people at night. We arrested him from the Fatasil area itself," said a police officer. Police found him donning a uniform and a badge of the Assam Police Service while he was arrested. Sources from police said he fooled many people in the area and one of them lodged a complaint against him which led to his arrest. Police has launched an operation against three other youth who ran away from the spot.

IED found in Kamrup dist: An improvised explosive device was found by police from the Rangia area of Kamrup rural district. In another operation, city police found a grenade from the Bharalumukh area of the city on Tuesday.
The punishment for impersonation of a cop under the law (Sec 171 IPC) extends only to three months. Of course, that doesnt include punishment for any other acts which may have been done under cover of such impersonation.

Haryana wants Delhi type of policing in Gurgaon

NEW DELHI/GURGAON: Haryana government wants policing in Gurgaon and Faridabad to be in the lines of Delhi considering their proximity to the national capital.

The state government on Tuesday asked the Central government to sanction four more India Reserve Battalions (IRBs), including one woman battalion, a regional forensic science laboratory (FSL) and additional funds. The state has sought these assistances from the Centre to effectively deal with the new challenges faced on the law and order front, particularly in the National Capital Region (NCR).

The state placed its demands before the Centre at the Chief Ministers Conference on Internal Security in the capital. Haryana also sought expeditious allotment of frequency spots to facilitate expansion of the Digital Trunking System (DTS) in Gurgaon, and its installation in Faridabad.

It also demanded additional funds for the construction of residential colonies for policemen. Reading out a speech on behalf of the chief minister, PWD minister Randeep Singh Surjewala said that due to the intrusion of illegal Bangladeshi immigrants in NCR cities such as Gurgaon and Faridabad, illicit arms were also finding a way into the state.

He said the state government was giving top priority to stop the influx of illegal Bangladeshis into the NCR cities. The minister said that there has been a steady rise in the incidents involving criminal gangs of illegal Bangladeshis striking the residential areas. Such gangs are operating from Dhaka to Delhi, the minister said.

Urging the Centre to deal with the influx of illicit arms, the government said that such arms are being manufactured in states like UP, Bihar and Madhya Pradesh and have been finding their way into Haryana. The availability of illicit arms is not only posing a threat to law and order in the state, but is also alluring the unemployed youth into the world of crime, the minister read out.

He said that out of the five district FSLs sanctioned by the Centre, approval is still awaited for three. Permission should be given in the current plan, the minister demanded. The state government claimed that it was giving top priority to augmenting the training capacity of police institutions and Rs 100 crore has been sanctioned in the last two years for setting up of an additional training complex at Sunaria. This complex will have an additional capacity to train 2,000 recruits besides housing two IRBs.

The minister also said that the state government has sanctioned 7,500 posts for strengthening of policing in Gurgaon, Faridabad and other districts adjoining Delhi.

He added that as the police strength is increasing, there is a need to review and provide better housing facilities to them. The state government has decided to provide Rs 300 crore to the Haryana Police Housing Corporation to build residential colonies in next two years. We would urge the Centre to provide additional funds for construction of residential colonies, the minister read out.
A good idea, and one that should be implemented in more urban areas. The commissionerate system is far better than the colonial era superintendent system.

Yes true, I was just point out that India does imprison people without charge. From a judicial perspective you are innocent until proved guilty, and past actions should not result in abrogation of that fundamental tenet.

Thats true. Police actually abduct people from home on pretext of sahab bulate hai, station chalo saab baat karna chahte hai and then put the person in lock up. papers are prepared later.

The whole tantra is sada hua. the judges at lower court pass 'judgement' suitable to local politicians.

We need a great overhaul. inshallah!

Goonda People have no fear of police. the burning of sonawane is not the first case. 2-3 months ago a policeman was burnt alive in a mumbai suburb. people break laws and rules in front of policemen.

I know one kissa about preventive arrest of one person i know. the person was local leader. the ruling party did not like him. during riots, police came in civil dress in an unassuming way. talked to the lady of the house. she was not knowing what is happening. they all barged in taken that guy in custody. kept him in jail for two months and did not prepare any charge cos thig guy was having good connection in ruling party.

once police also came to arrest my friends in hostel 'cos the police was given everyday 'targets' to 'arrest' certain numbers of people during the time of riots so that govt can publish news about how many numbers of people are arrested to calm the riots.

The first thing first the govt should do is to restore the pride of police.

In maharashtra especially the Police image has taken a huge beating in recent times. incidents like malegaon, 26/11, the gafoor episode, the raghuvanshi episode etc have marred the good image. once this police was known as the best and at one time was compared with scotland yard. today we can see policemen running after money thrown by errant truck walas and other law breakers. Yes.

The other day two dons fought. one was supported by MNS and the other by a goon politician.

a demolition drive brought the MNS supported dons' office to rubble. the other don was known for his all don giri and rumoured to have bumped off some guys in past went out to beat this MNS wala don for some reason as his house was later demolished which was said to be supported by MNS wala. MNS wala don was beaten black and blue, he got his limbs broken.

Police went to the other don's house who was also a politician lost in last election. police abducted him, did something to him (allegedly), after abduction this don was no more. he is said to have diied of heart attack while in custody.

Rikshaw walas in mumbai suburbs are paying upto Rs 30 to 45 thousand/ month to area police walas (about two to three policwala in each area). In turn these policwalas will allow them to park wherever they want, will look the other way when they break signals or charge passengers more. Pests.

Recently maharshtra police have scaled new peaks of reliability, at least three policemen have been convicted of raping minor girls. one was recently killed on railway track by (a speeding train). one policeman raped a girl near nariman point, the girl came to him seeking help and this Sadrakshanaay Khala Nigrahanaay* policeman was drunk raped the girl in chowky itself.

AiIMS senior resident sexually abuses a minor patient a day after operation. Look at the kid glove treatement the rascal is getting from AIIMS, New Delhi. It needed the Health Minster to order the Insititute to expel him! And even now his identity is being protected by the AIIMS. Must be dal me kala. Either high up connections or minority status.

How come the Police haven't arrested the perpetrator? What are they waiting for?

Firstly a major crime has been committed on a 8 year old minor who was patient at teh most prestigious medical insititute and this is being treated as an adminsitrative issue?

Where are the Delhi chatterati standing on this?

How safe is it to send minor children to AIIMS with such predators in the staff?

I think the AIIMS administration has to take a fall on this for failing to safe guard minor patients.

Three days after the incident was reported, the AIIMS and Government on Wednesday acted tough and terminated the doctor found guilty of sodomising an 8-year-old brain tumour patient. The senior resident doctor of AIIMS, accused of sodomy was found guilty on Wednesday and Union Health Minister Ghulam Nabi Azad, too, ordered termination of Dr Shrijoy P Joshua.

The AIIMS doctor is accused of allegedly sodomising an eight-year-old boy, who is suffering from brain tumour. “On the basis of the report, submitted by the investigation committee and other relevant facts, the doctor has been found guilty. His services to AIIMS have been terminated with immediate effect and his registration with the Masters of Chirurgical (degree) has been cancelled, too,” confirmed AIIMS public relations officer Prof YK Gupta.

Sources at the hospital added that this is for the first time in the history of the 54-year-old institute that a senior resident doctor has been terminated on the charges of sodomising a patient.

Union Health Minister Ghulam Nabi Azad, in his capacity as the president of the premier institute, issued the order after receiving initial reports from the officials in this regard, sources said.

The boy, a resident of north-east Delhi’s Hardevpuri, was admitted to the hospital on January 18 and had undergone a brain tumour surgery two days later. After the matter was brought to the notice of the hospital authorities, AIIMS administration ordered an inquiry by a panel, headed by senior doctor AC Ammini into the allegations, which submitted its report on Wednesday.

Taking cognisance of the initial report, the Union Minister for Health and Family Welfare issued an order for withdrawal of the registration of the accused doctor in the super-speciality MCh course in surgical sciences at the institute and said that the doctor should be punished, sources said.

Joshua, doctor with the Neurosurgery Department, had assaulted the boy on January 23, a day before he was to be discharged from the hospital, the family of the victim had alleged.

“The practising licence of this doctor at AIIMS has been terminated. However, the procedure that Medical Council of India follows for the termination of service may take time.”

“Based on circumstantial evidence and basic investigation, the doctor has been found guilty. His Masters of Chirurgical (degree) registration has been cancelled and his practising licence has been terminated,” a senior member of the institute’s Resident Doctors’ Association (RDA) told reporters on Wednesday.

Meanwhile, the three-member committee is yet to submit the final report to the AIIMS. The Delhi Police, too, have not received a final copy of this report. “We have not got the final report of the case from the AIIMS authority till now. We are expecting to get it by Thursday. Though the investigations are on, but this report will be very vital for us. We are expected to get this report by Thursday,” said a senior police officer.

Police had registered a case against the senior resident doctor on Monday, Shrijoy P Joshua, for assaulting the minor patient.

Talking over the termination of doctor, the child’s father Gurudutt Sharma said, “My son is still under shock and the pain he has gone through is still unbearable to us. During the various stages of examination including physical and mental assessment he was really scared, although I tried to comfort him till my level best, still the whole incident was too much for him as he has recently undergone a neuro surgery.”
What an inhuman behavior. He must have taken the "hypocratic" oath instead of the Hippocratic one.

This is a very serious case.

Its a good thing any potential conspiracy to protect the accused has been nipped in the bud by the Health Minister. From what I have read of the case, he should be booked under IPC Sections 377 (Unnatural Acts), 294 (Obscene Acts), 321 (Hurt). If 377 had been invoked, he could have been arrested at once, as the offence is cognizable, and non bailable or compoundable, since the max punishment is life imprisonment.

I hope that the cops keep a close eye on him, and dont let him escape or go underground.

Handicapped beggar/vagabond rapes a girl in a railway compartment.
Sad case from Thrissur Dt. Kerala. A lady (who was to get engaged the very next day) was raped by a handicapped beggar/vagabond inside an empty railway ladies coach. The incident happened late in the night. The local train from ERS was to reach SRR (at around 9PM in the night), and when the train had slowed down this vagabond entered the coach, and attacked the lady. He pushed her out (or she jumped out) but was seriously injured. And the vagabond rapes her. She was later found unconscious near the track, as the Railway guard had noticed two people falling out of the train.

As soon as the train stopped an alert was sounded, and the guard (and few other passengers) confirmed that the rapist had no palm on one hand. This was a vital clue, and a hunt was started by the local police forces and the RPF. The RPF got their man soon from from a near by town.

NOTE: This incident just helps me strengthen my decision not a pay a single paisa for these vagabonds, singers & kids, and other riff-raff you chance to see on the train. I have friends in RPF who some time see the real activities of these vagabonds and beggars etc. (most of them are onto drugs and also violence prone).

Probably the threat of a crippliing strike by resident doctors.... or, could be some procedural issue. Or, perhaps, the Police charged him under less potent sections of the IPC.

Personally, I think it is a fit case for 377, which would entail a cognizable, non bailable and non compoundable offence. The police require no directions from the court to effect an arrest, and begin an investigation, in such a case. I am surprised then, that an arrest has not been carried out, especially given the results of the Ministry of Healths own investigation.

If the MoH is serious, it should contact MHA and MoD, and request that AMC and Paramil doctors be put on standby to replace any doctors who decide to strike, and strictest punitive measures be employed against anyone who supports this scum.

I feel you have a point here ASPuar. I had a chance to have a good talk with an officer from NYPD nearly a decade ago. My first posting to the US, and I had this belief that in US the cops pretty much charge sheeted every one who they saw violating the law. But this chap said, they pretty much do that except in case of doctors ;). He himself said about a minor offence in which the Precinct Captian (equal to our Inspector) asked him not to proceed with the case. Long story short, the Captain was either a friend or a patient of this doctor. Doctors by the virtue of their profession do get a lot of benefits :).

Following the infamous sodomy case of an eight- year-old brain tumour patient being sexually assaulted by a doctor at the premier All-India Institute of Medical Sciences (AIIMS), doctors at the institution demanded the issuance of new guidelines for medical practitioners.

President of Resident Doctors Association, Dr Debjyoti Karmakar said, “There should be a proper issuance of circulars for clinical examination of the patients as this was not part of our medical curriculum. And these circulars should be put on display as in future there is no ground for such complaints. Both, the doctors and the patients will benefit from this.” :-?

A day after a senior resident doctor from the neurosurgery department at AIIMS, Dr Shrijoy P Joshua was found guilty of the charge of sexual molestation of a patient, the president of RDA said that in a meeting of RDA on Thursday, in which about 1000 doctors participated, many of the doctors suggested that Dr Shrijoy should have been dismissed and not terminated from AIIMS. :?:

{What is the difference? And the report appears to be ambigous. The doctor is guilty of a crime and not a violation of the hosptial code.}

Notably, AIIMS had terminated the service of this doctor and had also cancelled the registration of Mch degree of the doctor on Wednesday. Technically, termination means unceremoniously permanent removal of an employee from his job due to some unpardonable reasons, whereas dismissal means temporary removal of the person form the organisation as a punishment for his doing, he said.

{So the doctors think the guy got a harsher stricture than the desreved? Do they support his actions? They probably will go on strike once he gets arrested.}


Dr Karmakar said that more hospital attendants should be appointed in the hospital, so that whenever a doctor examines a patient, there is always an attendant around. Dr Karmakar said, “This will make the patients feel safer and the situation will definitely be clearer”.

Dr Karmakar added, “One of Dr Shrijoy’s friend told me that Shrijoy would go to court to appeal in this matter. So, when the matter will in the hands of judiciary, we should not comment much on the matter.:rotfl:

The spokesperson of AIIMS, YK Gupta on Thursday, however, said, “As far as AIIMS administration is concerned, the process is over and that doctor has been terminated, the legal things and police may follow as per the law of the land”.

The doctor was terminated as per the order from the Union Ministry of Health and Family Welfare on the basis of an inquiry report submitted by the committee set up to probe the sodomy case at AIIMS. The committee was headed by Dr AC Ammini.
Still not arrested. What is the problem? Why does the Delhi police not arrest the doctor? What is stopping them from? Why the delay?

Is there a political issue?

@Sachin: I doubt that any policeman in the USA would refuse to take action on a complaint of molestation which has so much force in it. I too, lived in the US for several years. I am aware that there is a close relationship between policemen, firemen, EMS, and doctors. In fact, there was a case where a sheriff refused to take action against his doctor in a malpractice case which was launched against him (and it eventually cost the lawman his job).

But its going a bit too far for any policeman to condone sodomization of a minor, if that is really what is going on here. I am aware that AIIMS docs are the ones who treat cops who are injured. There may be a fidiciary relationship issue...

@Ramana: Likely fear of a strike. Or else, theyre trying to build a careful case. Or perhaps, as Sachin says, the cops may not want to antagonize the guys who will save them if they get hurt. Just hope he doesnt run off in the meantime.

no Saar, nothing of the sort. There will be no strike-wike by junior or senior resident hakeems, apparently Police is building a proper
watertight case first and then there shall be an arrest, this has become normal procedure in all high profile case since the Arushi murder debacle,
where Police arrested Dr.Talwar but had to take a hasty retreat when Dear Maya didi sent in the CBI

Police have the power to take actions but the babus don't let them to do and make them to become corrupt. when ever we think about a policewala then image comes to mind is a fat guy with big tummy. How can we expect him to catch a thief or murderer.

We need to have a huge reforms regarding Police Force :-?

Woman raped on rail tracks dies

KOCHI:
The 23-year-old woman, who was brutally raped on the sides of railway track after she was thrown off from the ladies' compartment of a running train near Shoranur in Palakkad district in Kerala on February 1, breathed her last at 3 pm on Sunday at the Thrissur Medical College Hospital (TMCH).

"Her injuries were very severe. We made all attempts to save her. We even performed a surgery, which was successful. But unfortunately she succumbed to her injuries this afternoon," 'the doctors at the TMCH told TOI here.

The woman Sowmya was attacked when she was going back home near Shoranur after her work in a shopping mall in Kochi in the Ernakulam-Shoranur passenger train.

She was the lone passenger in the ladies' compartment after the train crossed Thrissur. The police have already arrested the assailant.

He has been identified as Govindaswamy (32) who is the son of Aramukhan from near Virudhachalam in Cuddalore district in Tamil Nadu.

The assailant, who is handicapped with only one arm, had criminal antecedents and more then four cases have been registered against him in Salem and Coimbatore in Tamil Nadu. He has been remanded to custody.

Jawan’s assault: army calls for action

DIMAPUR, JAN 21 (NPN):

The Indian Army today said it has taken serious note of the January 18 assault incident wherein one Army jawan identified as Robinson Komou, of 2nd Assam Regiment, was allegedly assaulted by some personnel of IRB “without any provocation.”
Reports said the victim was assaulted by IR jawans while he was returning from Railway station, Dimapur after booking train ticket.

“The Assam Regiment jawan’s cell phone and other personal documents were also stolen by the IRB persons,” a defence handout said today.

A FIR has been reportedly lodged against the defaulters under IPC section 325 and section 395 with the east police station. It stated that jawan, found in an unconscious state after the incident, was undergoing treatment in the Military Hospital.

“The incident has been viewed very seriously by Army authorities at all levels,” stated the release.
Army authorities, concerned over the incident, deputed a Brigadier and a Colonel from Rangapahar Military Station, who had met the SP and conveyed that such heinous acts call for prompt and strict action by police, it said.

The Army authorities reportedly brought out that there were large number of soldiers from Nagaland who were serving in various parts of the country and they return to Nagaland to meet their families and friends.

The army authorities said such “atrocities” on Army jawan could act as a catalyst to disturb peace and security in the locality unless Police authorities initiate action to prevent such incidents and book defaulters.

This has caused a big outrage in Kerala. DYFI and BJP utilised this oppurtunity to vandalise RPF property at SRR. But apart from that there have been calls for improving the situation from various agencies concerned. The railways, the RPF etc. are asked to pull up their socks. The investigation is now taken over by the state police, and they now have to totally rely on the forensic evidence. Sections related to murder have also now been added to the original case.

In many forums I could also see many people venting their frusturation "requesting" Kerala police to "treat" the accused in the "best possible way". The police had to bring the accused rascal to the crime scene at odd hours in the morning, because during the day crowds were waiting with stones to welcome him.

This train was also a regular one used by SHQ when she was working in Kochi. Women passengers had lots of complaints regarding this train, but it was ignored.

I dont know about faultline, but Service Jawans returning home on leave often carry cash salary with them, and this is a commonly known fact, making them a target for opportunistic criminals. Authorities have discouraged this practice, by tying up with various banks and the postal depts for wire transfer and other facilities. Robbery may have been the primary motive in this crime.

The fact that the civil police has registered the FIR under section 325 and 395 against the Nagapol IRB personell, means it was a very serious case, and the Jawan's injuries were also very severe. Section 325 IPC is punishment for grievous hurt, and 395 is dacoity. For Grievous Hurt to be invoked, injuries must be one of the following:

Section 320. Grievous hurt.

The following kinds of hurt only are designated as "grievous"
First. - Emasculation.

Secondly. - Permanent privation of the sight of either eye.

Thirdly- Permanent privation of the hearing of either ear.

Fourthly. - Privation of any member or joint.

Fifthly. -Destruction or permanent impairing of the powers of any member or joint.

Sixthly. - Permanent disfiguration of the head or face.

Seventhly. - Fracture or dislocation of a bone or tooth.

Eighthly. - Any hurt which endangers life or which causes the sufferer to be during the space of twenty days in severe bodily pain, or unable to follow his ordinary pursuits.
The punishment for Grievous Hurt under sec 325 can be up to 7 years, and for 395 (Dacoity), up to 10 years imprisonment.

Good to hear that some action is being taken. I believe strongly in rights of the accused, and innocence until guilt is proven. But if this persons guilt is proven, I hope he is sent to the gallows, and rots in hell.

Another news today in West UP where two youths cut off an ear and nose of a minor girl who resisted their rape attempts.

Unfortunately, the real crime has been lost in the media because the girl happened to be a Dalit, because of which, all the chindi netas, including Rahul Gandhi, have jumped into the fray.

More unfortunately, this is only one of the news of rapes or attempted rapes of minors in the country in the past few days. The police shouldn't waste space in jail on most of these men, they should just castrate them and let them go.

Looks like attack against women are on the increase, and people have scant respect for the law and punishments which is awared for such crimes. And some thing is horribly wrong in the NCR, Ghaziabad areas.

Guard rapes 3-year-old in school, victim identifies rapist

MUMBAI: Vakola police on Monday arrested a school security guard on charges of raping a three-year-old student last week. A teacher and a peon were also arrested for trying to cover up the crime.

The girl is a junior KG student of Kalina Education Society School's English medium section. The security guard, Telam Singh, who has worked at the school for three decades, committed the crime in a toilet in the school last Thursday. The teacher, Elison Mirinda, and peon, Rekha Kamble, had threatened the victim not to tell anyone what had happened. The school has denied the allegations.

Senior police inspector Rajendra Pardesi of Vakola police station said, "We arrested the security guard and others who threatened and assaulted the victim."

The three-year-old told her mother of the crime she had been subjected to. She told her parents how Telam Singh took her to a toilet and raped her. Her mother took her to Sion Hospital and had her examined, and learned that her daughter had, in fact, been sexually assaulted. The mother reported the matter to the Vakola police and they registered the offence after a medical examination of the girl.

The police visited the school with the victim and her mother on Friday, and identified the accused.

The police had picked up another guard in connection with the case, found he had no role in the crime, and let him off after questioning.

Singh lives in the vicinity and teachers said he was not in school at the time of the alleged incident as he was on night duty.

They said all teachers and school staffers are females, except for the two guards, who were not allowed in the building during school hours.

"No such incident took place in school. The mother is trying to drag the school into a controversy for unknown reasons," a teacher, Malina Pinto, said.

This is a case of 1. Statutory rape, thus attracting s/376, i(f) of IPC. Rape committed upon a child under the age of 12. The law prescribes that the sentence will not be less than 10 years rigorous imprisonment, but can extend to life.

JAIPUR: The young woman, who was molested by the SHO and a head constable in the premises of Pratap Nagar police station on January 23, had recounted her horror in a statement given to the crime branch on February 1.

"They stripped me and outraged my modesty," she had said. "I vomited, tried to ran away, but they took hold of me and threatened of dire consequences," she told SP, CB-CID, Param Jyoti and sub-inspector Mahendra Singh, who recorded her statement. TOI has a copy of the woman's statement.

She also alleged that one of the cops used foul language and asked her to "wear a skirt not jeans next time."

According to her, the incident took place in the evening on January 23 in front of her father. The policemen had called her and her father to the station to ask about a missing girl, who happens to be relative of an IAS officer.

"One of the cops slapped on my face, it was painful. I screamed only to be slapped again," she said in her statement. She alleged that the policemen asked her about her "relationship" with a 16-year-old boy, who is her cousin.

"One policeman, Lalchand Meena, took me upstairs to a room in which SHO Ramniwas was sitting. They started talking in a foul and abusive language and accused me of running a sex racket," she said. They asked several questions like, "Do you enjoy sex?."

She said Ramniwas asked his subordinate to strip her. "During these developments, I tried to run away, vomited and I asked for water. There was a constable who offered me a blanket and water," she recalled.

Later, the duo threatened her that it was not over for her. Ramniwas also asked her to wear a skirt next day when they would call her for interrogation again.

Next day, the traumatised woman tried to kill self by jumping in front of a running train near Gandhi Nagar station. However, she survived the suicide attempt and is currently undergoing treatment at prominent city hospital. Thanks to the intervention of chief minister Ashok Gehlot, the guilty policemen are behind the bars.

In her statement she said the incident at the police station had shattered her confidence and morale. "There was no woman constable present during the interrogation, she said. "I can identify the policemen who abused and molested me," she added.

Cops waiting for AIIMS report in molestation case

NEW DELHI: For the last three days the South Delhi Police have been waiting for the report that was to be submitted by the AIIMS authorities regarding the sexual abuse case of an eight-year-old boy by a senior resident doctor. According to senior police officers, the AIIMS authorities are still to file the whole report. “They have told us that the report is still being prepared. Other than the initial summary, we have not got any thing from them,” said a senior police officer on the condition of anonymity, as he is not authorised to speak to the media.

The police said that the report is a vital to the investigation although they are conducting their own parallel investigations as well.

“The internal enquiry report will play a very important part in our investigation. We have been asking for the report but the AIIMS authorities claim that it is still in the process of filing it,” added the officer.

Last month, on January 23, a senior resident doctor with the neurology department of All India Institute of Medical Sciences (AIIMS) allegedly sexually abused an eight-year-old boy.

The incident was brought to the attention of the AIIMS authorities by the father of the victim.

Acting against the accused senior resident doctor, Union Health Minister Ghulam Nabi Azad had on Wednesday ordered his termination from the premier medical institute.

According to senior doctors at AIIMS, this is for the first time in the history of the 54-year-old institute that a senior resident doctor has been terminated on charges of molesting a patient.

The police are also yet to question the accused doctor in the case as he has been sent on leave by the AIIMS authorities.

“We will question the accused once he is returns to the Capital. We have not questioned him at all in the matter. As soon as he is back we will call him for questioning,” said the officer
WTF? Is he fired or is he on leave? And, they've just let him go wherever he wants? Sounds like police had a prima facie cause to arrest him, and take cognizance of the matter. Why have the acted in so slack a manner? Is there some pressure on them?

Looks like there is pressure. Note the words of the IO :). This is when the standard procedure adopted is to pick up a man suspected of the crime, making do a "break dance" in the lockup. Once the dance is over, and once all information is corroborated, formally show him as "arrested". In this case it as if they are waiting for a witness to come back to town, and then report at the PS.

I am aware... which is why I am surprised at this rather accomodative course of action being taken by the cops. Whoever is pressurising to let him get away, they should stop and think what they are doing. This man is accused of a heinous crime. He should be chucked into the lockup right away!
