6 hours later got a reply and request for further feedback on the complaint, glad to say municipal safai people are back to their cleaning schedule of 3 times per day.
scary it is when you get the reply from King of men himself and scarier when your feedback is acted upon.

Its great that we have such a progressive PM.
Someone really needs to invent an anti-corruption app that keeps an eye on the flow of govt money earmarked for development. i.e. that it actually gets to the intended people
