Re: Reorganizing India's COIN & Border Mgmt Forces
Has the BSF been full de-inducted from COIN in Kashmir valley?
Now the war has shifted to the hinterland of the country, there is a race to create CT units for the urban environment.
Cant help getting the feeling that our collective security establishment ends up chasing security goals set by the terrorists and never accomplishes them anyways.
The Army has secured the our freedom and integrity of this country's borders by fighting in J&K and North East for decades, will we see a day when army men are chasing them on Rajpath?
Shekhar Gupta's point that the Indian Home Minister commands the world's 4th largest army was pertinent but sad Compare our internal forces to Russian forces Ministry of the Interior. Those guys come to the battle with tanks and Hinds.

Excuse me Kumar_I, you seriously need to think before you put statements on BRF. First you have not pointed out the source for the story, which is clearly some Bangladeshi story. Your correlation between attempts by BSF to protect our borders (their job) and terrorism emanating from Bangaldesh is naive and obnoxious. If BSF tries to protect the Indian border then is that an excuse for becoming jehadi? Have you researched the terrorist problem in B'desh? Such uninformed opinion is what weakens our country from inside. BSF is trying its best to stem the infiltration into this country by the waves of Bangladeshis ... a task which is neigh impossible to achieve given the terrain and lack of fencing infrastructure.Kumar_I wrote:Are such incidence common. BSF to raise 29 battalions to check terrorists’ influx
January 20th, 2009 - 9:58 pm ICT by IANS - Send to a friend:
Guwahati, Jan 20 (IANS) India has decided to raise 29 battalions comprising 29,000 personnel of frontier guards to man the country’s border with Pakistan and Bangladesh to check cross-border terrorism and infiltration of illegal migrants, officials Tuesday said.”The central government has sanctioned 29 more Border Security Force (BSF) battalions and we hope to raise them soon and deploy them in the border areas. About 12 battalions would be deployed in the northeastern region, while the others would be kept for internal security duties,” {Why internal security? The GoM report mandated BSF to only guard the borders while CRPF was to take care of COIN} BSF Director General M.L. Kumawat told journalists here.
He said India was prepared to meet any challenges on the western frontiers with border guards on a state of high alert.
“We are ready for any eventualities with our troopers on maximum vigil,” Kumawat said. He said terror operators from Pakistan were now using the unfenced border that India shares with Nepal and Myanmar to enter India.
“With the India-Bangladesh border now almost fenced and patrolling intensified, Pakistan’s ISI (Inter Services Intelligence) was unable to penetrate it and hence the border with Nepal and Myanmar has become more vulnerable,” the BSF chief pointed out. {Shifting blame to the SSB and Assam Rifles?}
Kumawat said there were 110 camps of northeastern Indian separatist groups in Bangladesh. “We are aware of camps in Bangladesh and we hope Dhaka would support us in evicting those rebels from their soil,” the BSF chief said.
Quoting intelligence reports, Kumawat said nearly 1.3 million Bangladeshi nationals have not returned to their country from India from 1972 to 2008. “Infiltration has come down considerably due to stepped up vigil and border fencing,” the BSF official said.

Get ready to march past the job blues, literally
Significant increase in manpower!
SSB manpower is almost getting doubled. In an exercise to strengthen the security apparatus post 26/11, the Union home ministry has put the reinforcement in numbers of various Central para-military forces on the fast track. In a recent decision, the ministry sanctioned 29 more battalions for the Border Security Force (BSF), 37 battalions for the Central Industrial Security Force (CISF), 37 for the Sashastra Seema Bal or SSB (which will be raised in two phases starting first with 20 battalions); 10 each for Central Reserve Police Force (CRPF) and Indo-Tibetan Border Police (ITBP); and four battalions for the National Security Guard (NSG).
This adds up to a total 127 battalions, which are likely to be raised over the next 2-3 years. With each battalion roughly comprising 1,100 personnel, the total number of security personnel to be inducted into these CPMFs works out to nearly 1.4 lakh.
While the BSF is looking to utilise the additional battalions to raise its presence on the eastern border with Bangladesh, the CRPF hopes to add on to its specialised anti-Naxal Cobra battalions. The SSB, which is now only 41-battalion strong, is finding it difficult to effectively guard the Indo-Nepal border with the inadequate manpower. The additional 37 battalions will boost its presence on both the Indo-Nepal as well as the Indo-China border in Sikkim.
The CISF, too, is badly in need to augment its manpower in the wake of the additional responsibilities being included in its portfolio, such as guarding private and joint sector installations. The NSG, too, is in the midst of, expanding to regional hubs, starting with the four cities of Mumbai, Hyderabad, Chennai and Kolkata. The new battalions will generate the required manpower needed for these hubs.
At present, the CRPF comprises a total 201 battalions, the BSF 157 battalions, SSB 41 battalions and the ITBP 45 battalions. The additional battalions will take up the strength of the CRPF to 211 battalions, that of the BSF to 186 battalions, that of SSB to 78 battalions and of ITBP to 55 battalions.
Significant increase in manpower!
Re: Reorganizing India's COIN & Border Mgmt Forces
What this does not say is that even within each battalion the number of companies has been increased over the years.
Re: Reorganizing India's COIN & Border Mgmt Forces
Any idea of what is the approximate current size of our paramilitary( all wings included)? We seem to be adding battalion after battalion in all the forces since so many years.SSB manpower is almost getting doubled.
Significant increase in manpower!
We will end up with a huge amount of uniformed personnel(which is good).

127 BSF outposts to come up near Indo-Bangla border
RAIGANJ , Jan 28 : In an effort to prevent any future breach of peace, central government has decided to set up an additional 127 fully fledged Border Out Posts along the Indo-Bangladesh border of North Bengal. The central public work department will very soon start the construction of these new BOPs. "Due to the possibility of extremists entering the country through Bangladesh we recently deployed an additional 18 battalions along the Indo-Bangladesh border of North Bengal," said the inspector general of BSF for North Bengal Mr Nand Kishore today to the media present at Satimari Border Out Post under Kushmandi police station areas of South Dinajpur.
While speaking with the inspector general, several villagers raised the fact that every month groups of Bangladeshi smugglers were apprehended while returning to Bangladesh with cattle. They demanded to know why such gaps existed in border-manning.
Mr Kishore responded: "Still some stretches of the Indo-Bangladesh border lack fencing. Third phase fencing is yet to be introduced in some stretches of the border. So there have been a few problems. However, the BSF jawans have arrested a good number of Bangladesh smugglers during the past year near the Indo-Bangladesh borders of North Bengal".

Majid Jahangir & Ishfaq Naseem
Srinagar/Jammu : The Jammu and Kashmir Government has decided to move out 31 CRPF companies involved in maintaining law and order in Srinagar and shift them out of the state within a week. Many of these CRPF companies were brought in during the Amarnath protests and for the Assembly polls.
The CRPF had sought permission to withdraw over 60 companies from Srinagar in a phased manner. The Union Home Ministry had also discussed the issue of withdrawing the CRPF with Chief Minister Omar Abdullah. In fact, it was after these discussions that Omar announced that J-K Police would replace CRPF personnel in Srinagar and other major towns. He had also said the J-K Police would be at the forefront to handle the law and order problem.
"We have started moving out 31 companies (3,100 men) from the city," said CRPF spokesman Prabhakar Tripathi. "These companies will be moved out in a week's time and they will be sent out of the state."
The CRPF was first brought into the Valley in 1990 to fight militancy but it was gradually replaced by the Border Security Force (BSF). However, a few years ago, the CRPF was brought back to replace the BSF. The replacement took place after the recommendation of a group of ministers.
The CRPF was in the thick of controversies, with the police registering many cases against it for open fire at the protesters during the Amarnath protests last year.
The J-K Police, however, are all geared up to take control of the city. "We are fully equipped to handle the law and order problem," said a senior J-K Police officer.
Meanwhile, the state Government on Wednesday gave its nod for raising five battalions of Indian Reserve Police (IRP), a division of J&K Police, for anti-militancy operations, said sources. Nearly 6,000 police personnel would be deployed after raising these battalions.
"The state Government gave concurrence for raising additional police force battalions here yesterday," sources said. The Director General of Police (DGP) confirmed the raising of additional battalions.
Sources added the police had already started the process of raising four more police battalions for which recruitment was on. This would provide an additional deployment of 4,000 police personnel and with nearly 6,000 vacancies in the Police Department, which have already been sanctioned by the Government, the withdrawal of paramilitary forces would be compensated.
Officials said while the Government might sanction more police battalions, they said the police recruitment was being done through a process involving the police's own recruitment boards and the selection was being made through many stages.
As for the constable-level posts, the recruitment is being done by the district police chiefs. For the state-level jobs, the recruitment is being done through a central board which is headed by Inspector General of armed police after the abilities are vetted by the regional boards under the jurisdiction of the Deputy Inspector Generals (DIGs) of police.
Deputy Inspector General (Doda) H K Lohia said, "We have issued forms for the posts of sub-inspectors and recruitments will begin soon."
Right now we are focussing on size. Lets hope the Indian Police Service officers get their act together and ensure hgih standards in cpmfs.

Air power for BSF: 3 planes and 8 choppers more in its kitty
Thats pretty big chunk for HAL from our BSF. No mention about the planes from firm name abroad?
NEW DELHI: Border Security Force (BSF) will soon get a boost with induction of eight helicopters and three aircraft for patrolling the borders and to transport men and material in case of emergency.
The eight Dhruv Advanced Light Helicopters will be procured from Hindustan Aeronautics Limited while one large transport plane and two small aircraft will be procured from abroad within this fiscal.
"We will receive the first helicopter within the next two months and all of them will arrive by March 2010," Director General of Border Security Force M L Kumawat told PTI in an interview.
In its existing fleet, the BSF has six MI-17 helicopters and two Embraer aircraft.
The Union Cabinet has sanctioned Rs 44 crore for the strengthening of the BSF Air Wing by acquiring the helicopters and the transport aircraft.
The Air Wing had hit an air pocket last year due to the shortage of pilots. This brought down the serviceability of its helicopters to an all-time low. At that time, the force was not in a position to fly more than one helicopter at any given time, a problem which was overcome by signing an agreement with Indian Air Force.
"Fortunately, now we have got pilots from the Indian Air Force on deputation and things have improved to a great extent and there is optimum utilisation of pilots now," Kumawat said.
BSF has given a few helicopters to some of the Naxal-hit states for surveillance to airlift troops and evacuate those injured or sick.
"Some of our helicopters have also been used in Sir Creek area in Gujarat for surveillance against infiltrators from Pakistan," he said.
The BSF is also intensifying its vigil along the country's borders with Pakistan and Bangladesh to ensure that no undesirable elements enter into the country to disrupt the ongoing poll process.
"We are fully alert along our borders with Pakistan and Bangladesh. We have heightened our vigilance along the borders. Infiltration attempts are a serious matter. We have taken certain measures at sensitive areas," Kumawat said.
The BSF headquarters in New Delhi is in constant touch with its frontier headquarters across the country and various other border outposts for better coordination and operational measures.
The BSF guards the 4,096-km-long Indo-Bangladesh border and 3,268-km-long border with Pakistan which include about 2,526 km of International Border and 742-km Line of Control.
Out of its two-lakh plus force, BSF has deployed about 45,000 personnel (45 battalions) on the India-Pakistan border from Gujarat to Jammu and Kashmir and about 60,000 (60 battalions) along the Indo-Bangla border.

IMHO renaming is a better idea. Otherwise there would be much confusion as BSF and many forces involved in COIN are paramilitary. So, if another "paramilitary" thread is created, it would have much in common with this thread.Rahul M wrote:posts moved from SF thread.

BSF has a theme song, thanks to A R Rahman
ToINEW DELHI: The Border Security Force (BSF) jawans will now march to the beats of Oscar winner A R Rahman. The music composer, who enchanted the world with his `Jai Ho' number, has composed the theme song for the paramilitary force.
The five minute song — `Hum Seema Suraksha Bal... Veeron ka hai ye dal (We are the Border Security Force... it is the force of the brave)' — composed by Rahman praises the strength and valour of the force which is responsible for guarding the Indo-Pakistan and Indo-Bangladesh borders.
"The credit for the song goes to Meghalaya governor R S Moosahary, who is a former director-general of the force. He helped us get in touch with Rahman, who composed the song without charging any money for it," BSF chief M L Kumawat told reporters on the occasion of the force's investiture ceremony here on Thursday.
After being formally released on the occasion, the song, which also captures the emotional tribulations of a jawan guarding the border while leaving his family behind, comes with a video — titled `Borderman' — showing BSF men in action along the border, undergoing training and the famous `change of guard' ceremony at Wagah border.
Kumawat said: "The song and the video capture the true spirit of the force. Rahman has also promised to come and spend time with our men to boost their morale."
On the occasion, the BSF chief also announced that the force — which will soon begin the process of raising its strength by recruiting 29,000 more personnel — would also undertake a massive modernisation project costing over Rs 6,000 crore in the next five years.
The plan will also see the construction of 509' new border outposts along the Indo-Pak and Indo-Bangla borders, nine new sectors and three more frontier headquarters.

to be located in the Northeast, director-general of the paramilitary force M L Kumawat said on Sunday.
With a strength of about 157 battalions, the BSF is considered as one of the world's largest border patrolling forces.
The annual budget for the BSF has been increased by Rs 2500 crore for the current fiscal from Rs 4000 crore in the last financial year, Kumawat told reporters at the Assam-Meghalaya Frontier Headquarters in Shillong.
Our current budget now stands at an all time high of Rs 6500 crore, he said.
The Home ministry has initiated measures to upgrade border management in a massive and comprehensive manner and hence within five years altogether 509 new Border Out Posts (BOPs) would be raised, of which 383 alone would be located in the Northeast.
Assam sector would have six new BOPs and Meghalaya 17. Besides, 29 additional battalions, 9 DIG offices and 3 new frontiers headquarters would be raised within the next four years, he announced.
The number of BOPs will be increased to 1185 from the existing 802 in the country, the BSF chief said.

Srinagar: Union Home Minister P Chidambaram, who is on a visit to Jammu & Kashmir, has announced that the Centre would like the CRPF to play only a secondary role in the state. The CRPF has been under fire because of some controversial activities in the past few years. Mr. Chidambaram attended a high-level meeting presided by Chief Minister Omar Abdullah.
Although nothing against the CRPF came up for discussion in the meeting, there was a consensus that the J&K police must replace the CRPF in most of the important functions including the guarding of key installations and protecting the VIPs.
P Chidambaram made it clear that the Centre wants the J&K Police to play the primary role in the state, while the CRPF and other paramilitary forces will play a secondary role.
