Underpowered is a loose word -- it was underpowered for what? Did it not do it job totally? Or was it less than perfect? So army is to be blamed for being less than perfect by CAG? Bean counters never make mistake I guess but guess what in the real world no one is perfect.

Funny that CAG didnt complain against the Jehadi's? How dare they start planting explosives before the research was complete and the perfect system inducted?
