There is nothing new about this. Up till 1977, there was the EC/SSC commission officers quota in ALL civil services. Officer shortage is ok, the number of recruits IPS needs is miniscule compared to the Armys officer cadre strength. And pre independence of course, Army Captains were routinely posted as District S.P.'s
The main reason the EC/SSC quota was stopped was that direct recruits complained, because Army officers army seniority was counted for IPS service, since Army and IPS are both Class I services. So they were much senior to their exam year colleagues.
They were represented in all services. A few EC/SSC officers I can recall off the top of my head are:
Capt. Shekhar Dutt, IAS, Sena Medal (became defence Secy, and is currently Governor, Chattisgarh). [EX-Artillery]
Capt MS Malik, IPS (Ex DGP Haryana) [EX-Infantry, Raj Rif]
Capt G. Parthasarthy, IFS (Strategic expert, Ex Ambassador to Myanmar, Ex High Commissioner to Pakistan, and later, Australia) [EX-Engineers]
NF Suntook, IFAS (Ex Secretary, R&AW) [EX-Indian Navy]
Even in this new system, there is going to be some conflict, because neither are State Police DSP's usually Class I officers (in many states they are Class II, equivalent to Section Officers and such), nor are members of CPO's officers of an organized group A service (with ranks leading up to the Apex grade).
Anyway, no matter what, its a good step. The IPS needs jaanbaaz young officers from the Army and CPO's, and not just recruits whose only experience is sitting in Delhi's Mukherjee Nagar in kaccha baniyan, "preparing" for an exam.
