That dome is the dielectric housing for the secondary radar that works with the Kashtan system. Yes. That is a fixed probe with no place to retract either horizontally or vertically. It added drag to an already draggy airframe, hence for Mk2, Cobham showed a design with a vertically retracting probe using the real estate from the extended nose plug. High dynamic range (HDR) post-processing has been used to give the image a higher contrast than would appear naturally. So while those curves at the top of the aircraft would exist in a milder form, they've been greatly exaggerated by post-processing.
