Keltron has bagged an order for the ALTAS towed array sonar from NPOL. So while a test ship is awaited, work continues.

Keltron has bagged an order from the Naval Physical and Oceanographic Laboratory (NPOL) for the supply of tow cable assembly for sonar array.

The Aroor unit of Keltron won the Rs. 3.3 crore contract. The sonar array uses sound waves to detect the presence of enemy vehicles through water. The tow cable assembly links the sonar array sensor with the electronic system.

NSG has inducted DRDO/Idea Forge's Nethra

Can you distinguish between this Netra and a computer security network by the same(?) name. Or is that name something different. It was mentioned in BR not long ago.

Not the first time (unfortunately) multiple programs have the same name.
The IAF's medium power radars imported from Israel have the name Arudhra.
The DRDO also named its radars in the same class as Arudhra (they are in one in a series named after nakshatras and others are Bharani, Aslesha, Revathi, Rohini, Ashwini and so forth.

Very true. Our procurement process needs a heavy clean up. There is no way around it and those who have been stifling our indigenous efforts like the Tin-can lobby need to be thrown into a pit of fire because they are playing with soldiers lives.

I would like to highlight this point as this hasn't been given the attention on BR that it deserves to get. The wreck India project taken up by the italian biatch was so deep and well planned that it left no sector untouched so as to set us back as much as possible. They wanted to stymie our R&D so that we remain dependent on foreign arms for as long as possible while they made top dollars with one scam after another. Choking the DRDO with manpower crunch was one such move where recruitment of new scientists was barred citing "austerity". Guess who gave the orders.........

NEW DELHI: Union Finance Minister Pranab Mukherjee’s latest austerity drive is set to hit many a defence project as he has ordered the Defence Research and Development Organisation (DRDO) to nix recruitment of 1,000 scientists.

Projects like the development of the fifth generation fighter jet will be delayed as the premier military research organisation last week received a circular from the Ministry of Finance (MoF) putting a cap on recruitments “till further notice”.
This was continued faithfully by another equally eminent personality......

Austerity drive holds up hiring by DRDO

Hiring of about 350 scientists and engineers by the state-run Defence Research and Development Organisation (DRDO) has been held up by the austerity measures of the union finance ministry, a senior official said.

"Though the (350) posts have been cleared by the prime minister's office, recruitment has been put on hold due to cut in budgetary allocation for us this fiscal (2013-14) by the finance ministry," DRDO recruitment and assessment centre chairman D.N. Reddy told reporters on the margins of a conference here.

Admitting that the research body has a shortage of 400 scientists and engineers, Reddy said fresh hiring may not take place till the general elections were held early next year.

"We got clearance from the PMO but not from the finance ministry due to austerity. We hope to get the ministry's approval after the elections.

"This is the first time we are affected by the austerity drive," Reddy said at the two-day National Conference on Condition Monitoring, organised by the DRDO's Bangalore-based Gas Turbine Research Establishment (GTRE) and the Condition Monitoring Society of India (CMSI) at Vishakapatnam in coastal Andhra Pradesh.

Union Finance Minister P. Chidambaram had recently directed all central ministries to prune their plan expenditure for fiscal 2014 to ensure that the budgeted fiscal deficit did not cross the targeted 4.8 percent of the national gross domestic product (GDP).
Please note that all the austerity measures were only for research bodies and not for doing scams which was a no austerity zone.

The desperation of DRDO for new recruits was recently outed by none other than chief himself. IIRC the present requirement has swelled to 2000+ posts including a requirement for 1000+ scientists. Even if all the posts are filled as of today still the damage has already been done since you cannot makeup for the lost time. A scientist recruited in 2011 by now would have become quite experienced whereas even if recruited today he/she will start from level zero.

Expect delays in quite a few projects.

And we had some worthies berating us all about how all Indian programs were very well funded and so forth..
There is a term that defines what the INC & then the UPA did when it comes to defence - "artificial scarcity", they ensured many critical programs were either delayed or languished, and made a nice ton on the "urgent imports" that followed. And the guys who ask for the imports are also encouraged to blame the usual whipping posts & not look deeper.

It's all DRDO's fault - They should have bumped up all projects costs by 300% and split 200% back to Soniaji+Rahulji+Congress Mafia.

This would have ensured 100 % funding (actually 300%) and no scarcity of any kind. Confirms that scientists do not make good businessmen!

Ironically, on another note, we are seeing the same "try for maximum at limited budget" approach with the IAF & its Su-30s. Similar to the DRDO underquoting its original budgets @ fear of them not getting sanctioned and then thinking it will catch up later, the IAF is unable to spend as much as it should on its Su-30s so as to purchase new gear and gizmos and hoping to budget for its existing fleet over an extended period. The irony. Pretty much shows how a dysfunctional rob Peter to pay Paul system works thanks to bad leadership at the Govt level. MMS and co, really messed up Indian defence.

Would never work, its not just about money but the influence foreign Govts have on them, they are so compromised that they could be easily nudged to harm India. I hope the larger [ublic understands this.

Why DRDO even in health industry and BSNL why do you think that health services languish - there are many good doctoes slaving it in Govt hospitals (Of course there will be bad apples too) but guess what there are many well known health chains which do one thing - suck up with political masters and cut the funding of developing institutes which show interest in developing and imrpoving etc so that they do not progress so that they can prevent "diversion"to governmental schemes.
Ever wonder how BSNL has good signals in the middle of nowhere but bad in the middle of cities - conniving with top echelons to render poorer services in metro's. Problem is sometimes politicos and top echelons get involved and stiff the companies. Wonder how GWK , Mysore Lamps etc etc were shafted ?
Ever wonder why Jaitley had to "return " to AIIMS after the first surgery ?

I have seen people who work in various DRDO labs and ISRO working their a$$ for their country. Of course there will be free loaders too but there a lot of people who really believe they are working to make India a better place.They need recognition and encouragement. Unfortunately secrecy prevents them from being lauded and well a cricket star gets better recognition than someone slaving silently for their country. Unfortunately many posts are made to look as if they just lazy. Sometimes these people have their hands tied due to to the politics and web of intrigue in which they get drawn into.

This is pernicious and sometimes unfortunately greed rules.

BTW, those 12 Dorniers? Expect upgraded radars (either the latest Elta stuff or the XV-2004) and the new DRDO ESM system mentioned in the AR. Original Dorniers had EL/M-2022 and the Kite ESM suite. These were developed under Project Sangraha.

Now project Samudrika is ready for production across seven different platforms. As of May 2014, actually data would be from earlier, PDR of these systems was in progress & Navy had committed to Induction - which would imply them being available for fitment on Dorniers once they start getting out.

Also, the related Varuna ESM system received the "Best EW Proficiency Award" by the Navy in 2013. Why is this important? Because it places it a class ahead of both the existing Ellora on Naval ships and its Israeli equivalent, the C-Pearl. And in what amounts to full scale vindication of the design, 18 Varuna are on order.

KAUTILYA for Space Borne ELINT System:

Preliminary Design Review (PDR) and
Detailed Design Review for ELINT payload
have been completed. Baseline Design
Review with ISRO has also been completed.
System feasibility study has been completed

GIRISHAKTI:
Indian Army is in the process
of procurement of integrated EW system for
mountainous terrain (HIMSHAKTI) under
the category “Buy Indian (BEL) with DRDO

Mobile (JIM) station has been completed.
Core system technology modules
incorporating homodyne Rx, Quad Superhet
Rx, Digital Rx in Radar segment have been
integrated.

Electronic Support Measures (ESM)
System VARUNA:
This is a Modern ESM
System capable of interception, detection,
classification and identification of pulsed,
CW, PRF Agile, Frequency Agile Radars
including LPI Radars over wide frequency
bands. The engineered model has been
installed onboard a naval platform and is
under rigorous user trials after its successful
sea acceptance. The system has been
awarded “Best EW Proficiency” award
during Fleet Evening 2013. Production
order by Indian Navy for 18 VARUNA is in
process.

SAMUDRIKA:
DRDO
has undertaken
indigenous development of a family of
seven EW systems customised for different
platforms as per Naval Staff Qualitative
Requirements (NSQR). Navy has given
commitment for further production and
induction of these systems. PDR for all the
seven systems has been completed. System
installation feasibility studies and RF mapping
on identified platforms have been carried
out. Configurations of all systems have been
finalised and sub-systems development is in
progress.

I think the Dornier order is the most interesting order of all. BR's former missile guru thought that certain recently-inducted videshi maal was a latent threat to the IN. It's good to see an indigenous solution being pursued in this critical area.

I had to ask the question, to keep our part of responsibility unblemished.

Regarding above question, unfortunately yes. Now, if the above pictures are true and that is easily verifiable, we can visually identify two people "developing Nirbhay" whom we didn't know before. The guy on top probably can manage a girlfriend on his own (but may be in need of a bit of cash). The guy at the bottom may need some help with a girlfriend (he's probably making more money than his dad did already).

So intuitively someone interested would go for the bottom guy, with a pretty friend in tow, and I can assure you, after some time, he would be happy to spill at least one bean, which will then lead to another. Of course, our counter-intelligence WILL know about it. Yes, we are very very good. There is sufficient open source back-handed compliments to substantiate this - although we are often called "old-fashioned", "plodding", etc...

If these photos are not sanctioned by someone with the competent authority, then they should not be up there.

With the French Mistral deal with Russia mired in controversy post the UKR crisis,and the possibility that Russia will be denied at least the ability to build these warships at home,a window of opportunity has opened for India. Indian yards are starved of large orders barring MDL and the other DPSU yards have enough work for smaller vessels upto DDG/FFG size.The Cochin shipyard now has no work and the follow on IAC-2 design hasn't yet been frozen.The IN has ordered 4 amphibs to be built most probably in one or two of the pvt. yards like Pipapav and L&T. Given that we've designed the IAC-1 ourselves,and from my earlier posts I suggested a modified amphib design based upon the same hull,the GOI could offer to build for Russia amphibs or other larger vessels including carriers at home if Russian yards are full up with work and/or cannot build the same here.Indian DPSU yards have decades of cooperation with Russian shipbuilders and naval design teams as almost every warship built in India has a significant Russian input especially with regards to sensors and weaponry.Collaborating on a design for the RuN would not be a problem.It would be a great reversal of defence wares which once flowed in huge qty. from Russia to India.perhaps the time has come for it to flow in the other direction! GOI/MOD,are you listening? Offer this to Putin when he visits.

PARIS — French shipbuilder DCNS is awaiting the government’s decision on whether to deliver a Mistral-class helicopter carrier to Russia, but the company has not drawn up contingency plans for the warship, Chairman Hervé Guillou said Monday.

“No,” Guillou said, when asked at a press conference at the Euronaval trade show if DCNS has studied modifying the vessel in case France canceled the Russian order. “A simple answer,” he said.

“We have a contract to deliver it,” he said. “The other part is a political issue. Today we are not playing games.”

If the deal proceeds and Russia receives the ship, named Vladivostok, Russian yards would not be allowed to build the ships as the contract did not include a license, Guillou said.

Even with a license, there would be need for know-how, a significant factor as a warship is more complex than a set of drawings, he said.

If the Russian Navy bought the French ships, that means the local yards could not build the vessels. “Otherwise they would,” he said.

The Mistral deal for Moscow is “on time, on cost, on performance,” he said.

Defense Minister Jean-Yves Le Drian will open the Euronaval exhibition on Tuesday.

The contract with Russia included technology transfer, which helped France beat competing bids from the Netherlands, South Korea and Spain, sources close to the deal said.

France signed a two-ship deal worth €1.2 billion (US $1.5 billion) with Russia in 2011, with options for two more. The key factors that will determine whether to hand over the first ship are observation of the cease-fire in Ukraine and a political settlement between Kiev and Moscow, the French government has said. The second ship for Russia is named the Sevastopol. The two ships were modified to sail in icy waters and with large hangars to house Russian helicopters.

The French Navy refers to its three Mistral ships as command and projection vessels, second in size to the Charles de Gaulle nuclear-powered carrier. ■

DRDO develops CO filters for submarines

Nagpur: Like any automobile, submarines generate a lot of harmful gases like carbon-mono-oxide (CO). India was importing special room filters for submarines which could absorb CO as well as other gases. To ensure safety of the Naval staff, the Defence Research Development Organization (DRDO) has not only developed its own CO filters called 'CFKIII room filters' but also room filters that can absorb over 40 different gases, at almost one fifth of the imported cost.

The information on CO filter is on display at the three-day AXIS technical festival organized by students of the Visvesvaraya National Institute of Technology ( VNIT). In fact, India is the first country to develop a CO filter which can work for indefinite period even in heavy moisture conditions as compared to the Russian filter costing about Rs1 lakh.

On inquiring about the filter, sources in DRDO headquarters told TOI that the organization has developed other types of room filters too which can prevent over 40 harmful gases including hydrogen sulphide, ammonia, stibine, hydrogen cyanide, acrolein. These filters need to be changed after 45 days and one ship needs at least 14 different filters.

DRDO Gwalior laboratory has developed many equipment and techniques which can detect, protect and decontaminate the chemical warfare agents Sarin, Soman and Tabun. A filter paper like strip attached to any human body part changes into various colours that help in detecting the type of chemical. This lab has also developed a toe-to-head carbon coated suit and a mask which filters everything else and allows only oxygen to go in.

Another DRDO lab, Centre for Fire Explosives and Environment Safety in Delhi, has recently developed a light weight 'fire proximity suit' which has five layers of protective material. It has also developed an Emergency Escape Chute (EEC) which can take a load up to 4 to 5 tonne and can be used effectively for evacuating people from high rise buildings, oil rig platforms and can be used together with auto-inflatable raft. The lab is yet to transfer the technology to a manufacturer.

The Solid State Physics Laboratory of DRDO in Delhi has made an indigenous alternative hand held equipment to highly expensive imported one. Since it can detect chemical warfare agents effectively, it is being called as e-nasika or-e-nose which can sniff any chemical. It uses 'surface acoustic wave' or SAW sensors. It will be manufactured by Bharat Electricals Limited in Pune. Against the imported version costing Rs20 lakh, this one costs just Rs5 lakh.

The agreements for the collaborations were signed in the presence of the French Ambassador to India, Francois Richier.

The Indian Institute of Technology, Delhi, and the Indian Institute of Science, Bangalore, will have a distinctive French connection in the field of Science and Engineering. Both the institutes signed up for a major research and development collaboration with the French defence, security and aero engine company, Safran, at the French Embassy here on Wednesday. “The IIT-Delhi will be collaborating with us for developing an advanced machine learning module for use in aerospace related applications,” announced Alain Coutrot, the Deputy Director, Research & Technology.

IIT-Delhi, which was represented by Dr. A. Wali, Managing Director of the Institute’s Foundation for Innovation and Technology Transfer, said the funding coming in from the collaboration will be used in its Electrical Engineering Department. On the other hand, the company will be involved with IISC, Bangalore to develop an advanced computing platform for use in the next generation avionics applications. “Our involvement with the company will be at two levels, one at the academic- industrial collaboration level where the research and development will be done and the other engagement involves us taking on PhD, and other post-graduate students that are sent by the company,” said Mary Mathew, a faculty member who was representing IISC Bangalore. She added that her institute was hoping that there would be more collaborations of this sort across their departments.

“We have a big presence already in the country, with 2,600 people in the company, we want to further expand our presence. We are also manufacturing more in India now and will continue to do so in keeping with the, “Made in India,” campaign,” said Mr. Stéphane Lauret, who is the CEO of the company's Indian unit. The agreements for the collaborations were signed in the presence of the French Ambassador to India, Francois Richier.

Top international honour for Indian navigation scientist

Dr G Satheesh Reddy, eminent scientist and Director of DRDO's Research Centre Imarat, has been conferred the prestigious fellowship of the Royal Aeronautical Society, London for his outstanding contributions in the field of aeronautics and aerospace engineering.

The society, a professional body dedicated to the aerospace community, has nearly 2,780 fellows elected and inducted from all over the world and Reddy is one of the only five from India, according to DRDO. Reddy is presently leading the design and development of avionics technologies in critical areas of inertial systems, embedded computers, control, real time software and simulation, power supplies, seekers and flight instrumentation for various defence applications.

As a top navigation scientist in the country, he holds the distinction of being conferred with the full member diploma from the Russian Academy of Navigation and Motion Control and has been inducted into it as a foreign member. He is also one of the youngest recipients of Homi J Bhabha Memorial Award, it added.

MoD does that nor DRDO i.e. for the final production of the product and for development stage the usual tendering process.

Navies of friendly countries keen on Indian sonars

India is looking to export indigenously developed hull-mounted sonars and negotiations are at an advanced stage with the navies of three to four friendly nations.


SONAR (an acronym for Sound Navigation and Ranging) is used to detect underwater targets. Like radar, used to detect long-range aerial and other targets, sonars have applications in underwater surveillance, communication and marine navigation.

Three units of these sonars have been exported to Myanmar. Officials from Bharat Electronics Limited and the Naval Physical and Oceanographic Laboratory visited the neighbouring country and installed them a fortnight ago. BEL produced the sonars while the Kochi-based NPOL, a naval lab of the Defence Research and Development Organisation (DRDO), designed and developed them. BEL had signed the Rs.150-crore contract for the three sonars with Myanmar in January 2013. Director-General of DRDO (Naval Systems and Materials) Bhujanga Rao told The Hindu that there was a demand from other nations too. Naval officials from three to four countries came to India and held discussions. Mentioning different sonars developed for the Navy, he said that a versatile, new-generation system USHUS has been installed on India’s first indigenous nuclear-powered submarine, Arihant. It has a higher range and can withstand high static pressure of water. Observing that it was superior to Russian equivalents and comparable to the best in the world, he said that sonars on all Russian-class submarines being operated by the Indian Navy would be replaced with USHUS.

Another advanced hull-mounted sonar HUMSA-NG (new generation) was also developed and the Navy had placed orders for its installation on different platforms such as destroyers, frigates and corvettes, Dr. Rao said.

A sonar for detecting intruders like divers had been developed for installation at harbour entry points and to protect offshore installations. It will be ready for deployment in a year. Similarly, ship-towed array sonar technology that could detect targets up to 100 km was ready for user-evaluation trials. ABHAY, a compact sonar for fitting on warships of smaller size or shallow watercraft, was currently undergoing technical trials on board INS Ajay, Dr. Rao said.

Extension plea of top scientists rejected, govt bats for younger directors
Sources said that four scientists including Prof MP Kaushik (DRDE Director), Dr VC Padaki (DEBEL Director) and DS Sistla Ravind (LRDE Director) had been recommended by DRDO Chief Avinash Chander for an extension of service. While the file made it all the way through the appointments committee of cabinet, sources said that the request was turned at the Prime Minister's desk. The DLRL Lab director is also not to get an extension of service.
This could be an opportunity for the private sector so grab some (hopefully) good scientists to work on their own projects.

My understanding is that the extensions stall the promotion prospects of people under them and demoralize them.

So - while it would be bad to lose them (and their experience), it would be worse for the organization to keep them. They should be offered professorships - there is a lot that they can teach.

It is a very good decision actually; whichever way one looks at these things it is a government job one cannot cling to as long as one wants . Why do you think such non sense does not fly in the armed forces ? Fixed tenure and non extension of service in case of poor performers needs to be implemented in the government sector. It will keep the organizations lean and help increase payout for meritorious people who produce results and keep the under performers out.

Rather than extensions, they could be kept on as short-term "transitional" advisers/consultants to keep whatever continuity in their departments they are needed for. If the new director is from within same organizational ranks, continuity can be more easily maintained. But if the directors are from different organization, there maybe a need for "transitional" advisers to keep the momentum going.

BHOPAL: Madhya Pradesh cabinet today approved state government's ambitious policy aimed at helping firms willing to invest Rs 500 crore or more for setting up public and private sector defence production units in vicinity of Katni, Itarsi, and Jabalpur where ordnance factories already exist

"Under the policy, a 50-acre undeveloped government land will be provided and even land belonging to the closed down and sick units would be purchased for setting up defence equipment manufacturing units," Mishra said.

Subsidy will be provided for creating infrastructure and dedicated escort officers would be provided for special units, besides offering a special package to those units making a permanent investment of Rs 500 crore, he said.
