Another voice from TSP for gas pipeline - and tops the list of desire to deepen economic co-opeartion !
1. Energy cooperation within South Asia

In the context of developing energy markets of these resources, power trading in the region calls for establishment of high voltage interconnections between the national grids of the countries of the region. India, Pakistan and Bangladesh should, also, cooperate closely in establishing a gas pipeline for transporting gas from Iran, Qatar and Turkmenistan and even Myanmar.

The precondition to create a competitive power market is to allow freedom to generators to produce electricity and distributors to sell in the market. In this context joint developing, trading and sharing of energy should be pursued.

If RIL goes with this rate of discovery, we might start exporting gas to TSP and Bangaladesh in next 10 years :rotfl:

Sorry to rain on your parade, but India remains a very low producer/consumer of Natural Gas. Current production is 80-90 MMSCM/day. I feel that by 2007 India can easily consume 200-250 MMSCM/day if gas can be provided at $3.5-4.0/ MMBTU.

Even with Reliance K-G basin coming online say in 2006-7 production will not be greater than 120 MMSCM/day (assuming no further discoveries). Production has already started declining at the country's largest gas field at Bassein. Today production at Bassein is 30-35 MMSCM/day, by 2007 it wil be down to 5-10 MMSCM/day.

We remain a long-long way from adequate availability of gas, let alone export.

This article on Gas availability in 2010-11 takes an even more pessimistic view. It says gas production in 2010-11 will be ~95 MMSCM/day. This would be the most pessimistic view in my opinion as it assumes absolutely no new discoveries between now and then.

Also I dont think the numbers here include LNG imports.

Pipelines or pipe dreams?

Getting gas from Dauletabad through Afghanistan to Pakistan and into India is also riddled with legal hurdles. The very first company that came up with the idea was The Bridas Group, an Argentine company. The Government of Turkmenistan commissioned Bridas to map the geology of a north-south pipeline. In 1995, the Benazir Government also granted construction rights to Bridas. In 1996, Bridas obtained a 30-year concession from the Rabbani Government to build an 875-mile gas pipeline.

By that time Unocal, the California based oil giant, had woken up. Unocal hired Henry Kissinger, Robert Oakley (one-time U.S. Ambassador to Pakistan), and Richard Armitage (the current deputy defense secretary) to do its lobbying. Both Benazir of Pakistan and Niyazoy of Turkmenistan were pressurised to break their deal with Bridas (for Unocal’s benefit). Bridas, in return, filed a suit with the International Chamber of Commerce and won.

I think whoever takes that sarcastic remark (with a smiley) seriously is under influence of some controlled substance.

But you never know........they found 20 TCF gas in last 12 to 18 months with this rate if RIL finds 200TCF gas in next 10 years they might start exporting but not to BD or TSP for sure.

But the remark was meant for humor :wah:

Talks With Iran On LNG Price Inconclusive
Sources said while the Iranian side stuck to its offer price of $2.22 per million British thermal unit (btu), India was not willing to pay more than $1.85 per mbtu.

After two days of deliberations, the two sides agreed to form two committees to look into pricing of lng and the terms for offering the oil field to Indian firm.

Russia plays energy card

AN excellent overview of what is happening withn Russia and the "Great Game" Russia is playing with the West in CAR countries.

Some interesting excerpts for India...
Last year, Russia's natural gas monopoly, Gazprom, sealed a mega deal with Turkmenistan to buy up to 50 billion cubic metres — practically all of Turkmenistan's gas exports — in the next 25 years...

India was wise enough to secure a $1.7-billion slice of the Russian hydrocarbons pie off the Sakhalin Island back in 2001. Despite the current rush, India can tap on more Russian oil and gas riches taking advantage of its status as Russia's most trusted strategic partner.

PM's help sought to check slide in petro cargo
The Railways wants that the Government should keep them in the loop while clearing any new pipeline projects. Movement of petroleum products, an important revenue source for the Railways, has witnessed a sharp decline in recent years.

"Any assets created by the Railways are national assets. We have invested in creating infrastructure in terms of tank wagons and loading facilities for the petroleum sector. We are only saying that the Government should consult us before approving any new pipeline project," the Railways Financial Commissioner, Ms Vijayalakshmi Viswanathan, told Business Line.
This is pure BS!!! Why should the railways even have a say on this issue? If costs come down due to pipelines, should it still be transported through rail just to keep railways revenue up?

More info on the gas pipeline blast
Talking to Dawn, SNGPL Managing Director Rasheed Lone said he would not rule out sabotage, adding that the blast might be linked to a series of recent attacks on gas pipelines.

Bahawalpur District Police Officer Arif Nawaz said a case had been registered by the Uch police on the report of an SNGPL official. He said tat although explosives experts after initial examination of the pipeline, did not think that the incident was an act of sabotage, SNGPL officials engaged in the repair work were insisting that it was nothing but a 'terrorist attack'.
One trying to blame the other just to protect one's own turf. But, going by what we have seen over sevaral years, the feeling of deprivation and cheating in Balochistan, and the agenda of PONAM, it should be a sabotage.
The Balochistan National Movement said on Tuesday that the recognition of the oppressed nationalities' right over their resources could take the country out of the current constitutional and political imbroglio.

Cairn's Mangala oil field very successful

Well done Cairn !
The final Mangala-5 and Mangala-6 appraisal wells revealed several oil columns of high quality oil, Cairn said, adding that an interference test had established reservoir connectivity throughout the field.

"We have now confirmed continuity and connectivity of excellent reservoirs across the field which is positive for the determination of ultimate recovery," Cairn chief executive Bill Gammell said in a statement.

Cairn announced the Mangala strike in March, saying the field had estimated oil in place of 450 million to 1,100 million barrels. Its shares have more than tripled in value since the start of this year.

The deepening crisis in Balochistan - TFT
In the latest round of violence and sabotage, one of the major natural gas pipelines was blown up near the town of Ouch close to southern Punjab’s Bhawalpur district bordering on the south-western Pakistani province of Balochistan.

Although nobody has yet accepted responsibility for the disrupting attack and investigations are underway, this incident follows a series of bomb blasts, waves of rocket attacks and targeting of key government and military installations in Balochistan where a low level insurgency for the last two years might now be threatening to enter a heightened phase.

In the larger picture, Gwadar is a part of the longstanding Baloch nationalist demands, which centre on greater provincial autonomy, increased share in the vast natural resources of their province including well-established natural gas reservoirs, gold and copper mines, mineral resources and potential huge petroleum reserves.

TSP fears more attacks
Interior Ministry officials, who asked not to be named, told Daily Times that the intelligence reports suggested terrorist groups linked to Al Qaeda were planning attacks on oil and gas fields particularly in Sindh and Balochistan after the Uch Sharif gas pipeline explosion. The officials said that reports indicated that jihadi outfits with links to Al Qaeda were behind the recent terrorist attacks in Balochistan.

Rebels attack Assam gas pipeline

By Subir Bhaumik
BBC correspondent in Calcutta

Ulfa military chief Barua (right) told the BBC it carried out the
attacks
Firefighters in India's north-eastern state of Assam have put out a
gas pipeline blaze caused by an explosion claimed by rebels late on
Thursday.
It was one of a series of blasts which rocked Assam during the day.

A fire also erupted on an oil pipeline in the neighbouring state of
West Bengal.

An outlawed separatist rebel group, the United Liberation Front of
Assam (Ulfa), said it was behind all the incidents.

The head of Ulfa's military wing, Paresh Barua, told the BBC that his
group carried out three blasts in Assam as well as the oil pipeline
blast in West Bengal.

Army called out

The fire in the gas pipeline in northern Assam's Baiganbari area was
brought under control more than 10 hours after it broke out.

Parts of the 40cm pipeline, operated by the state-owned Oil India
Limited (OIL), were destroyed.

The company's officials told the BBC that a huge fire erupted at
Baiganbari after the explosion ripped open the pipeline which feeds a
liquefied petroleum gas plant at Duliajan town, where the OIL
headquarters are located.

A fire broke out in an oil pipeline near the Mahananda rail bridge in
West Bengal at around the same time as the Assam blast.

The army was called out to douse the flames in the oil pipeline and
the fire that threatened to engulf a passenger train near a bridge
that connects the state to Assam.

Two more explosions took place on Thursday - one in the Assam capital
Guwahati and the other in the western Assam town of Bongaigaon.

Six people including three policemen were injured in the blast.

Earlier this month, Ulfa rebels threw grenades at several cinema halls
in Assam where Bollywood films were being screened.

A security adviser to the Assam government, Jaideep Saikia, told the
BBC that Ulfa had regrouped after recent setbacks.

The attacks in Assam come as the state government, police and army are
all busy coping with monsoon floods that have displaced nearly five
million people.

Ulfa is targeting oil and gas installations to prevent what a rebel
spokesman describes as the exploitation of Assam's oil and gas
resources by the federal government.

Oil pipeline dream: Mani wants 'conversation without commitments'
Aiyar wrote: "With respect to the Iran-Pakistan-India pipeline, the Iranian Oil Minister has conveyed to me, through his Ambassador, an informal suggestion for 'conversation without commmitment' between the Petroleum Ministers of these three countries. I discussed this with the External Affairs Minister, Shri K. Natwar Singh, who is himself favourably inclined but asked me to first take this up with you."

...

In fact, to push the proposal forward, Aiyar is willing to discard even the oft-trotted South Block line _ that if Pakistan is interested in seeing the pipeline running through its land, it must grant most-favoured nation status to imports from India.

"Important, indeed crucial as these issues are to our economy, the gains from these pale in comparison to the massive gains which our country would secure from accessing Iranian gas through Pakistan." he has argued.

This joker Mani along with Natwar are slowly leading India's foreign policy into a state of confusion & chaos.

Much effort has been expended linking the terrorism issue as the highest priority before any talk of energy pipelines. Now this guy comes along and turns everything upside down.

Not long from now, they will be forced to return to the original position causing yet more confusion.

The 9/11 Commission Report has the following regarding the TAP pipeline:
In Afghanistan, the State Department tried to end the civil war that had continued
since the Soviets’ withdrawal. The South Asia bureau believed it might have a carrot for Afghanistan’s warring factions in a project by the Union Oil Company of California (UNOCAL) to build a pipeline across the country. While there was probably never much chance of the pipeline actually being built, the Afghan desk hoped that the prospect of shared pipeline profits might
lure faction leaders to a conference table.
