Bangladesh is a hot destination for the ISI in its attempt to wage a full-fledged battle against India, reports Vicky Nanjappa.

Pakistan's former Inter-Services Intelligence chief Assad Durani has made a startling before the Pakistan Supreme Court. Durani told the court that the Pakistan spy agency had been meddling with India's affairs in the North East.

India has been claiming what the former ISI chief has stated since a very long time. India has also said that the operations in the North East, which have several instances of insurgencies, are all being funded by the ISI. The Harkat-ul-Jihadi in particular has been causing a great deal of trouble in both the North Eastern states. According to Durrani, the ISI had paid Rs 50 crore to former prime minister Khaleeda Zia during the 1991 elections.

The nexus between the ISI and the Directorate General of Forces Intelligence in Bangladesh is not new. The Indian intelligence had termed the DGFI as the cousin of the ISI which works with the Jamait-e-Islami, which used to be a political ally of the BNP government that Durrani claims to have funded. During the last ten years, according to Intelligence Bureau sources, nearly 9,000 trained jihadis from various countries like Pakistan and the Middle East were sent to Bangladesh from where they were to launch operations against India and other western countries.

The DGFI in partnership even brought in the Al Qaeda in the earlier half and later went on to create the Harkat-ul-Jihad-al-Islami, which is the sister concern of the Lashkar-e-Tayiba.

The two agencies had very often worked hand in hand when it came to destabilising India. The North Eastern states have reeled under insurgency for quite some time and the ISI through the DGFI has been quick to support such groups in carrying out subversive activities against India.

Sources in the Intelligence Bureau say that over the past couple of years, especially between 2004 and 2006, activities against India in Bangladesh have been particularly high. It has become a preferred border for terror groups when compared to the border on Pakistan. Look at even the recent spate of arrests like that of terrorist T Nasir and the rest of the Indian Mujahideen operatives. Each one had a Bangladesh connection and all of them spoke about the ease with which they crossed over into India.
The busting of the Bihar module is also another example of how elements in Bangladesh are working against the country. The ISI is well aware of the illegal immigrant problem in India, especially in the North East, Bihar and West Bengal, and they have used this problem to their advantage.

However, the ISI has used Bangladesh in creating problems in the North East. Many say that the problem in the North East is immense but has never received much focus due to the magnitude of the problem India faces in Kashmir and other parts of the country.

In Assam there are 36 terror groups that operate under various names. The United Liberation Front of Asom, National Democratic Front of Bodoland, United Peoples Democratic Solidarity, Kamtapur Liberation Organisation, Bodo Liberation Tiger Force, Dima Halam Daogah , Karbi National Volunteers , Rabha National Security Force , Koch-Rajbongshi Liberation Organisation , KPF, BTF, ASF, Revolutionary Muslim Commandos, Muslim Tiger Force, Harkat-ul-Mujahideen, HuJI among others are the major terror networks that operate in Assam.

In Manipur there are 39 active terror groups in all which include the United National Liberation Front , People's Liberation Army Northeast, Kangleipak Communist Party, Islamic National Front, Islamic Revolutionary Front (IRF) among others.

Meghalaya and Nagaland have six terror groups in all which are the Hynniewtrep National Liberation Council (HNLC), Achik National Volunteer Council (ANVC), People's Liberation Front of Meghalaya (PLF-M) National Socialist Council of Nagaland (Isak-Muivah) – NSCN(IM) and the National Socialist Council of Nagaland.

Tripura, Mizoram and Arunachal Pradesh have 33 terror groups in all which are the NLFT, Tripura Tribal Volunteer Force (TTVF), All Tripura Liberation Organisation (ATLO) and Arunachal Dragon Force (ADF) among others.

In the last six years 1,542 civilians have died in terror strikes. In the year 2006 there were 232 deaths while in 2007 and 2008 the death count due to terror strikes was 457 and 404 respectively. The years 2009, 2010 and 2011 saw 270, 77 and 80 deaths respectively. The year 2012 has seen 22 civilian deaths so far.

Although Durrani claimed before the Supreme Court of Pakistan that the ISI had funded Rs 50 crore to Bangladesh to carry out subversive activities against India, the Indian intelligence feels that the amount could have easily surpassed Rs 300 crore by now. Bangladesh is a hot destination for the ISI in its attemptto wage a full fledged battle against India. They would want the whole of North East to remain unstable so that they have more control over India. Most of the terror strikes in the North East are carried out by homegrown elements and this actually serves ISI's purpose, as infighting is something that causes more unstability than an external attack.

While this is one part of the problem the other issue is the emergence of a terror group known as the HuJI which has managed to spread its tentacles into India, especially down south. There was a spate of attacks witnessed, especially in Bangalore and Hyderabad, which was primarily the job of the HuJI. It is being managed well says the IB and the sister concern of the Lashkar-e-Tayiba has managed to create a solid base in India thanks to ISI funding.

Garu, I think the court was handling a specific "human rights violation" type of complaint by the Kazmi's family who complained of the Mossad being involved with DP for a grand zionist conspiracy to defame their little innocent poor lamb.

Well need not have entertained the writ. It implies Indian state discriminates and does not take care of its citizens.

Off course PC and company set a low standard by allowing US folks to question Kasab but then he is a Paki.

Nice find! Hope the K.P have done their home work. Because Perumbavoor is the area in which a cow was quickly slaughtered on a temple ground. This had led to minor rioting and the butchers from a "specific community" getting beaten black and blue. Kasargode is a district in Northern Kerala, where again there was a temple desecration case happening two months back. Perumbavoor is also an area from where many of the accused in the Professor's Hand Chopping case come from. Even a lay man can join the dots and find out what is going wrong here.

K.P folks generally request major news medias in Kerala to black out this news, fearing that riots would break out.

Some more news bits from Kerala..
'Kerala cop has links with banned outfits'
This is about an Armed Reserve Sub Inspector Biju Salim working for the Hi-Tech Cell of K.P forging documents and spreading a rumour that K.P was having a targeted surveillance of people from a "specific community".

Mossad link.

It can mean anything. Can be both for preventing terror or enabling terror. Preventing if it's against west, enabling if it's against India. Same role as Headley's.

cops thrashed
Cops on 'secret' mission to recover cattle, surrounded stoned & thrashed.
A “top secret operation” by Haryana Police to recover a truckload of cattle allegedly stolen in Rewari ended in a spectacular fiasco in Alwar in Rajasthan Friday, after a village mob assaulted some 50 policemen, snatched their wireless sets and weapons, and damaged as many as 18 vehicles.
..
According to eyewitnesses, the policemen were surrounded and pelted with stones from all directions.
..
Rewari deputy SP Mahender Singh Rana said, “The police teams were cornered by the mob. We had gone there in connection with a case registered at Dharuhera police station, pertaining to theft of a truck filled with cattle. Rajasthan police have registered a case against villagers for restricting government officials from performing their official duty, assault, snatching and theft.”

Inspector Rohtash Lal Devender, station house officer Tijara police station, said, “There was no lapse on our part. The moment we received information, we reached the spot and brought the situation under control. We were not informed by the Haryana Police about their operation. Otherwise, we could have supported them. We have recovered all the equipment that the Haryana police mentioned in their complaint. No arrests have been made so far.”
Is secret missions needed to recover stolen cattle?.

Delhi cops hunt for huge RDX stockpile in Bhatkal
Rajiv Kalkod, TNN | Mar 23, 2012, 04.06AM IST

BANGALORE: Is the coastal town of Bhatkal in Uttara Kannada district a tinderbox? Police sources say "a dump of explosive material, including RDX, huge enough to singe major south Indian cities" is piled up in an unidentified house in the town.

On Thursday, a joint team comprising personnel from the ATS, Bangalore, and Delhi special police scoured Bhatkal town to identify the house, with help from four terror suspects. Till evening, police had been unable to find it.

The four terror suspects include Tadiyandavide Nasir, prime accused in the July 25, 2008 Bangalore serial blasts, and three unidentified accused in Delhi police custody. The explosives from the Bhatkal dump are believed to have been used in the blasts at Chinnaswamy Stadium in 2010 and the Delhi HC last year, besides several other strikes across the country.

Nasir is believed to have spilled the beans on the dump still lying in the Bhatkal house to the city police. But he failed to lead the cops to the house on Thursday, claiming he could not recollect where it was and how it looked, as it was dark when he visited it.

"Either Nasir is playing foul or is confused. He claims he visited the house with a few others in the early hours and took away a consignment of explosives," a source said. The Delhi terror suspects, too, have not helped in tracing the house. "We fear the explosives have been hidden in Bhatkal by absconding terror masterminds Yasin Bhatkal and his brother Riyaz Bhatkal," a source said.

'Babbar Khalsa' member held from airport; arms, ammo recovered
At his instance, the police recovered a consignment of two pistols, four magazines and 50 rounds from Jallandhar in Punjab. Police claimed the arms was meant for use against a religious leader in Punjab.

"The arrested man -- Narender Singh -- had come to India from Germany in the first week of February. He received the consignment in the second week of March and his job was to ensure that it was kept safely for future use," a police officer said.
"Initially, he was tasked to go to India and contact the families of slain militants in Punjab and provided them monetary assistance. In November 2011, he and Hardevinder Singh went to Pakistan. There he underwent training in handling of arms and explosives," police added.

Many of such news reports are deliberate leaks ;). The police are not such a big set of fools as many of the people like to believe. For all you know, the police may have even identified the house. One thing such news reports can do is to start a "chatter" on certain monitored channels. It may give more clues.

Even in cases of picking up people. In very many cases the media is only told that certain people are "under watch", or the "arrest would happen in a day or two". All the while the folks have already got picked up and are getting interrogated.

"Get Beant killer freed: Akal Takht to CM"

Sorry if it was missed, but has this disagreeable story hit any international news outlets? After all, the murdered leader in this case was Beant Singh, the democratically elected chief minister of Punjab, in Aug 1995.

Beant Singh was no Kim Jong Ill, Idi Amin, Joseph Stalin, Adolf Hitler, Mabuto or SLORC(Myanmar). And no imperialist like Churchill or deGaulle. No Wen JiBao either. Even most of their deaths would be condoled if they died in that fashion( not Hitler of course).

Yet, he died a brutal death. Where is the outrage over the big fuss that is made over his killer's 'sacrifice' by the Akalis? It looks repulsive.

And instead of talking about eunuchs going to a festival, why hasn't AP( associated press) gone into this matter?

ATS guns down Ahmedabad terror blast suspect, arrests two
AURANGABAD/MUMBAI: A suspect in the 2008 Ahmedabad blasts was killed and two of his accomplices arrested in an encounter with Maharashtra ATS today which also left a constable wounded at Aurangabad.

The deceased has been identified as Khaleel, a resident of Gulmohar Colony in Ahmedabad, police said.

The encounter occurred near Uddhav Rao Patil Chowk in Himayat Bagh area of the town around 12.30 PM, sources said, adding two accomplices of Khaleel identified as Mohammed Shabbir and Abrar, were arrested in an injured condition after the encounter in which an ATS constable Sheikh Arif was also wounded.

All three have been admitted to the Government Medical College and Hospital at Aurangabad, the sources said.

One of the two arrested was also involved in the murder of a BJP activist, they said.
As one can guess, this didn't happen in a communal/fascist state else this would have been the headline and every channel and its uncle would have had a panel discussion for days on why the CM conducted another fake encounter!!

The new rule in Desh seems to be that only the police forces of secular states can root out the scum but no such permission for non-secular forces despite gravest provocations.

Punjab on high alert as court orders execution of Beant Singh's killer
Prohibitory orders under Section 144 banning assembly of five or more persons were clamped at various places including Ropar.
I do not like this.

Hanging for Beant Singh assassin, Balwant Singh Rajoana, on Saturday, rules court
The court in Chandigarh has ordered the jailor to conduct the execution on Saturday, and has sent a contempt of court notice to the superintendent of the prison because he has told the court they could not hang Mr Rajoana on Saturday and has returned the warrant twice

The Punjab government has said that it will not allow the hanging of Balwant Singh Rajoana on Saturday at a Patiala jail.

The campaign to prevent Mr Rajoana's execution has turned into an emotional issue in Punjab.

Lashkar on the global stage
The capabilities of the Lashkar-e-Tayiba was seen during the horrific 26/11 attack. Post this incident many had been speaking of the manner in which the Lashkar is positioning itself to become the next Al-Qaeda which meant it was slowly but surely spreading its tentacles into becoming an international outfit. It was clear when the big boss Hafiz Saeed swore that they would have their flags flying at Washington DC, New Delhi and Tel Aviv.

The intelligence agencies in all the above three mentioned countries are working full time on the movements and operations of the Lashkar and its operatives. The expansion plan is on the cards says an officer from the Indian Intelligence Bureau. During the 26/11 attack we saw the manner in which the outfit put together the resources of global terrorists such as David Headley and Sajid Mir.

There is activity galore and one does not get to see the movements of the Lashkar just in the South Asia region. They are looking to expand in Europe, United States, Australia and the Middle East. The target nations would however continue to be India, the US and also Israel. Terror groups in Pakistan have been sensing foul play by the Israelis and they feel that attacks are being stage managed in order to further their cause. There is a likelihood of retaliation and forces are being trained against the Israelis who are present in various parts of the world. The threat is very serious, an official says. However the likelihood of an immediate attack is not on the cards, but the build up suggests that they are gearing for something very big.

The Indian Intelligence says that the Lashkar may not carry out all their international operations alone. They are trying to merge smaller groups across the world present in Europe, Australia, Middle and also South Asia into their fold. Most of the attacks on the international circuit according to the Lashkar plan will be carried in the name of these smaller outfits, but the entire operation would be overlooked by the Lashkar. The Lashkar is aiming at destruction on a large scale and the targets would be the citizens of enemy nations. However they would not want much heat on them on the international circuit as this would be the movement of their operatives would be crippled.

Unlike the Al-Qaeda the Lashkar has not yet managed to set up a proper formula where in funds flow in automatically. The Al-Qaeda was considered to be favourite among a section of the rich Muslims present in various parts of the world and these persons continued to pump in the funds more on sympathetic grounds. The Lashkar is now trying its best to attain that status. It may have announced itself on the world stage after the 26/11 attack, but does realise that attacking nations other than India on a more regular basis will give it the Al-Qaeda sort of status.

The Lashkar has been relying more on the money that it generates through drug lords and smugglers for its operations. This may have generated a lot of money, but it continues to be a risky proposition for the outfit and hence it would like to channelize more funds through donations.

The Lashkar has also been found to be setting more and more cells in Europe and is recruiting people for fidayeen missions which it plans on carrying out in different parts of the world.

The ambitions that the Lashkar is nurturing on the international circuit would not however mean that the threat perception for India comes down. India and Kashmir in particular will always continue to top the Lashkar’s priority list. The ISI which has been remote controlling the Lashkar feels that at any cost it cannot get out of Kashmir since this is something that keeps the outfit going in Pakistan at least. For the radicals in Pakistan the Lashkar needs to keep its interests alive in India failing which they could find the sympathy factor dwindling in their own country. Moreover the Kashmir battle is considered to be a freedom fight for Pakistan and hence the common man too in Pakistan would continue to support any group that is battling for Kashmir. Moreover any attack on the Indian soil will always be given the Kashmir spin and the act becomes completely justified then for them.

While India will have to deal with this menace the world too needs to prepare itself for the Lashkar assault. According to Ashley J Tellis, Senior Associate South Asia Program, Carnegie Endowment, the Lashkar is a formidable and highly adaptable adversary with a genuinely global reach and the ability to grow roots and sustain operations in countries far removed from its primary theater of activity in South Asia. He also goes on to point out that they have a global vision and international ambitions which include- distinct ideology that underwrites Islamic revanchism, justifying collaboration with other terrorist groups, loyalty to Pakistan and willingness to protect its patron state against domestic opponents, diversified network for mobilizing resources, promoting its international presence, and recruiting members, which minimizes its dependence on the state and proficiency at exploiting science and technology, extra-national social links, and state vulnerabilities in order to advance its political aims.

Nanjappa doesn't state it clearly but there are lot of parallel/contradictory thoughts in that article.

Lashkar cant hope to take up ALQ role as its a Pakjabi terrorist outfit depending on the Pakjabi TSPA and its branch ISI. Al Q had global origins and was funded by oil rich Arabs as their contribution to the Afghan jihad.

Further if LeT confines itself to attacks on India to keep the Cashmere flame alive ,then they become an India centric outfit and that is at variance with the Al Q khwabs.

All this means LeT is a Pakjabi terrorist outfit run by ISI against India.
All this international hulla is smoke and mirrors. Could be rangeen sapne by Nanjappa's interlocutors too.

ISI knows that if it goes against the West, they will be tandoored. Look what happened to their clown jewel David Headley urf Daoud Gilani. The minute he started looking at Denmark, he is now in prision in US with his buddy in jail too. Yes out of Indian hands now, but who knows what could happen latter.

Since this thread has now been locked for archiving, I thought we should see what has been happening in this 'case' under the leadership of the great UPA II.

The ATS had arrrested in 2006, three men: Shabbir Masiullah, Dr Salman Farsi and Zahid Abdul Majeed.

Later, there was a "U turn" when Swami Aseemanand (an "extremist" as he was fighting to stop the missionaries from converting the poor Dang Tribals in Gujarat) was arrested and later "confessed" that this was the work of saffron terrorists.

The latest is that the three men above are now SP Politicians and contesting the Malegaon Municipal Corporation elections.

As for the long suffering Sadhvi Pragya Singh Thakur and Lt Colonel Prasad Purohit, against whom not a shred of evidence has been made available despite several narco and brain mapping tests - are still languishing in jail without bail since 2008.

The latest BS theory being floated is that 'Hindu radicals hire Muslims for Malegaon blast' see this.

Ultimately, there will be no result of any investigation. Gujarat is incidentally now open and fair game for the EJs once again, as their principal opponent is in jail.

Meanwhile The Sachar Committee and Ranganath Misra reports have shown that the condition of Muslims is declining across the community. Therefore, they must vote for saviours like Mulayam and Diggy.

The Tibetan who immolated himself desperately protesting the Chinese communist occupation and absence of local democracy and freedom in Tibet, passed away. Meanwhile, the Akalis are busy protesting the death sentence of a terrorist who brutally murdered a progressive, democratically elected chief minister in Punjab. Not even a communist, monarchist, fascist, colonialist, theocrat, military ruler or strong man. Mind boggling!

But who was that other 'side', the Khalistan Commando Force, the Babbar Khalsa? Not exactly legitimate groups struggling for more democracy and pluralism, against a dictatorship. Things _might_ be different if Beant Singh were an Idi Amin or Kim Jong Ill etc.

Again, note the contrast between Tibet on the one hand, and Punjab( 80's,90's) and Kashmir on the other. In Tibet, it is all Tibetans who are dying, including from self immolation. Not even from 'stone throwing', which of course is hardly a benign activity. There are no Chinese airplanes being blown up, no Chinese governors( who are not democratically elected) being suicide bombed, no buses or trains full of non-Tibetans being machine gunned, no serial bombings of Chinese cities.

Just people desperately protesting the absence of freedom and democracy, by killing *themselves*. Astounding contrast.

this is the view from Punjab.
Beant Singh formed government in 1992 with support of the Congress party in Punjab. Most of the Punjab population boycotted the elections and he was elected on less than 10% of votes polled. During this time Director General of Police expanded upon a system of rewards and incentives for police to capture and kill militants, leading to a dramatic increase in disappearances and extrajudicial executions. Although all Sikhs were vulnerable to disappearance and killing, police especially targeted Amritdharis (Singhs/baptized Sikhs of the Khalsa), those who were politically active with the Akali Dal parties, and families and friends of alleged militants.[2]

By the end of the "Decade of Disappearances" in 1995, security forces had disappeared or killed tens of thousands of Sikhs. In order to cover up their crimes, Punjab security forces killed human rights defenders such as Jaswant Singh Khalra and Sukhwinder Singh Bhatti, as well as secretly cremated thousands of victims of extrajudicial executions between 1984 and 1995.[3]
...
On March 23 2012, he was awarded the honor of "Living Martyr" by Akal Takhat, the highest temporal seat of the Khalsa. Dilawar Singh Babbar was awarded the honor of "National Martyr".

The whole nature of that 'struggle' for Khalistan, as of Kashmir presently, was/is bogus, repellent and regressive. The short cuts the police took in Punjab was essentially a response to 1) the savagery of the insurgency itself and 2) the paralysis of the whole legal and judicial system, where witnesses and informers were being threatened or killed. In that environment, you can't expect the police to follow correct procedures and arrest each and every suspect, with a 'you have the right to remain silent.. and finally "book em Danno".

It wasn't one or two murders per year, as in the FLQ in Quebec. Rather, one or two, or more, thousand every year.

Also, the elections of 1992 did not receive a heavy turn-out, but the elections of 1993 certainly did, right at the village level.

I know nothing about the Punjab of mid 1980s but I am sure of one thing.Encylopaedia Brittanica,Wikepedia, foreign media like BBC,NYT,Time are biased against India,Hindus,GOI,Congress and they have stooped to gutter levels and will stoop to gutter levels to defame India and sell their khalistani snake oil.Their propoganda is so full of venom and bias that any reporting by western sources should be thoroughly scrutinised.Infact,I would rather instinctively reject them and believe the very opposite of what they would like the 'world to believe'.

Why on earth should Beant Singh/KPS Gill have had anything against keshdari sikhs? The Punjab Govt put an end to marauders/extortionists/hoodlums/anarchists who had been unleashed by the khalistani movement was the consensus view.

Punjabis should be allowed to deal with this issue as they see fit. There were excesses on both sides during that time.

This is bound to impact death row residents from cashmere and pakiland as well as some convicted "dravidian" friends.

What the non-Sikh Indians perceive to be reality is vastly different from what the average Sikh in rural punjab perceives as the truth. They believe to this day that the marauders/extortionists/hoodlums/anarchists were police "cats" who were out to discredit the movement. Since the Khalistani movement was religion-based and against a secular state, the Govt of the day was also fighting against a religion or against significant aspects of it. But the latter was obviously denied in Indian media that the Indian state was 'almost' fighting against a religion, they made it out that it was just a few miscreants (Khalistanis) and the rest were a "peaceful majority". Amritdhari sikhs were the foremost and most prominent symbols of the Sikh religion and were thus targeted by the police during the 80s and early 90s. If Sikhs felt religiously distinct and wanted to stay distinct from a secular country with no particular emphasis on religion and Sikhs on the other hand want to make religion their national identity, then govt has to fight against the identity. I think that's what happened in the 80s. Only those on the ground in Punjab during those days, today in their 40s and 50s can give an accurate picture.
