Not a care: ‘Reckless’ spending takes budget deficit to Rs1.1 trillion
Countr­y reache­s close to full-year defici­t target in nine months.

The accusation of reckless spending against the previous government during its last nine months in office seemed to be true as it spent Rs1.168 trillion more than its income from July through March – a deficit that the budget-makers had anticipated for the full fiscal year.

The PPP-led coalition government had completed its constitutional term on March 16, but former prime minister Raja Pervez Ashraf remained in office until March 24 and continued the spending spree.

In the first nine months (July-March) of the current fiscal year 2012-13, the federal government recorded a budget deficit – the gap between income and expenditure – of Rs1.168 trillion or 5% of gross domestic product, say officials of the Ministry of Finance quoting latest figures.

As state revenues fell short of requirements, the federal government borrowed an average Rs4.3 billion per day, an amount which is roughly Rs250 million per day higher than the borrowing trend noticed until the end of February.

The federal deficit target, approved by parliament for the whole fiscal year, was Rs1.184 trillion or 5% of GDP.

The overall budget deficit target, including savings by provinces, had been set at Rs1.11 trillion or 4.7% of GDP.

The figures showed that the overall budget gap stood at Rs1.065 trillion or 4.5% of GDP in nine months as the four provincial governments saved Rs103 billion out of their incomes that helped restrict the national deficit.

In nine months, gross federal income remained at roughly Rs2 trillion, which was Rs320 billion or 20% higher than in the corresponding period of last year. The major reason behind the increase in income was the release of $1.9 billion by the United States on account of Coalition Support Fund. Tax revenues were Rs1.334 trillion, higher by Rs61 billion or 4.8%.

Out of the income of Rs2 trillion, the federal government gave Rs893 billion to the provinces as their share in federal taxes, leaving itself net income of less than Rs1.1 trillion.

Against this income, the government spent Rs2.25 trillion in nine months. In the same period of 2011-12, total expenditures were also Rs2.25 trillion, but this also included cleansing of inter-corporate debt to the extent of Rs382 billion. By excluding the corporate debt, the federal expenses grew by over 20% in nine months of the current fiscal year.

Defending the fiscal position, finance ministry spokesman Rana Assad Amin stressed that the ministry successfully managed to control expenditures and keep them at last year’s level despite all odds.

He said the overall budget deficit would not exceed 6.5% of GDP by June this year, which would be in line with the revised target approved by the cabinet in its second last meeting before the end of government’s term.

Independent assessments and those of international financial institutions suggest that the overall budget deficit will likely be around 7.5% of GDP. Again, hefty power subsidies, high cost of borrowing and certain tailour-made expenditures led to the increase in overall spending.

In the nine months under review, the finance ministry gave Rs270 billion in power subsidies against the target of Rs185 billion for the whole year. There was an increase of 141% in power subsidies as in the last comparative period, excluding power arrears, the subsidies had remained at Rs112 billion.

Similarly, Rs772 billion was given in interest payments, higher by Rs148 billion or 23.7%. For running the federal government, Rs180 billion was spent, an increase of Rs30 billion or 20%.

Federal development spending, including Rs42.5 billion that Raja Pervez Ashraf spent according to his will, remained at Rs203 billion.

Dawn News: An abandoned car filled with arms and explosives was found near the Chak Shehzad residence of former military ruler Gen (r) Pervez Musharraf on Tuesday. The Suzuki Mehran car was taken into custody by security personnel as probe into the incident went underway.



Police said 40 kilograms of explosives, along with two detonators and hand grenades, were found from the abandoned car. Former president Musharraf is facing life threats from the Tehrik-i-Taliban Pakistan who had set up a special death squad to target former Pakistani president General (retd) Pervez Musharraf upon his arrival.

The All Pakistan Muslim League chief is under detention on judicial remand at his Chak-Shehzad residence, which was declared as a sub-jail after a court had earlier cancelled protective bail granted to him on April 18 over the judges detention case.
Aren't these days the most iconic in history of pakistan as peaceful place for peaceful? After all the former COAS who went to war quitely against India, who has quite an illustrious time in pakistan of pious people is smoking his cigar with his coffee in his own palatial farmhouse even as detained? Why would any paki abdul want to disturb such iconic times when even the most powerful army is backing mushy?

imho, i tend to agree. irrespective of religion, religious fervor seems to be directly related to prosperity or aspiration to prosperity. being stickler to religious edicts is very very expensive in modern day world. it is. bulk of rabid evangelists are prosperous enough to have a lot of free time to think about this nonsense and have the financial means to live the "biblical/quranic/vedic/bauddhic/oshoist lifestyle", as god prescribed. faking poverty, rusticity, simplicity etc., is big business, that has made those who can provide this illusion very rich. at a certain level of prosperity, showing off that you are living upto the standards of good old traditions of a religion is a status symbol. i've gadi. i've bangla. i've bhakti. but the underlying message invariably is - more importantly, i've the money to buy these.

have seen jesuits, muslims and hindus for whom god is not a decoration or a bragging right but an integral part of their rustic simple lives. but these guys are all piss poor and miserable. not destitute, but miserable and spartan by choice, and not by paying an architect or a designer to recreate it.

ofcourse in pakistan, with its day to day vocab which glorifies heinous concepts like junoon, jasba, shahid, ghazi etc., the poison is more widely spread than other countries. most sdre idiots, out of instinct, will tell you to keep a lid on your jasba, junnon, and on your baser instincts such as kaama, lobha, madha, maatsarya. well, in tsp you earn marks of significance for curbing your own common sense and acting on these exact instincts. this junnon and jasba in supressing your own common sense and becoming a becoming a ghazi earns you the highest number of points possible.

i have no objections Rajesh-ji*. But i just want to point out that the same applies to hindus in india and protestant evangelists in us. Unless people are fully aware who their working gods are, people tend to idolize false gods - be it allah, jehovah, booDa, or venkateshwara. Also want to point out, that some of these gods are sexier than others, booDa more than mahaveera, for example. any one who knows half as much will tell you that mahaveera and his descendants more closer to rationalism than booDa. allah and mohammad being the farthest from it all - much more rationalism and logic in village gods and neighbourhood shaamans than is their in islam. but must say, bulk of spirituality is all about the PR message not about spirituality itself.

allah & mohammad & all the associated piety around them have nothing to do with spirituality imho.

Earning Islamic Capital is not about spirituality.

It is about Social Acceptance, where the level of respect one receives from the others, especially those who decide about the other's status in society, is dependent on the earned Islamic Capital.

Biman unwilling to resume flights to Pakistan
KARACHI: Biman Bangladesh Airlines (BBA) seems unwilling to resume its flight operations to Pakistan despite lucrative air route, which has been suspended for the last eight months due to Hajj season and shortage of aircraft.
The airline has suspended its operations to Delhi, Rome, London, and Hong Kong destinations in September 2012 in the wake of severe aircraft constraint accrued from mainly the extra demand for annual Hajj operations of the flag-carrier.
But, recently, BBA MD and CEO Kevin Steele announced that BBA is delighted to advise that it is resuming operations of twice-a-week flights to Delhi from May 4 and Hong Kong from May 13, 2013. It is to be noted that London and Rome operations had resumed in October 2012.
On the contrary, operations to Karachi have not been resumed and there is no information in this regard in the press statement recently released by BBA about resuming flight operations for Delhi and Hong Kong. :(( :(( :((
Industry experts told this scribe that Bangladeshi government is not interested to continue its flight operations again for Karachi due to its bigotry approach against Pakistan, especially in the wake of recent crackdown against ‘Jamaat-e-Islami’ in Bangladesh on the allegations of supporting Pakistan in 1971 war.

^^ IIRC, that was the timers used in 93 blast wich were from TSPA stock.

Unkil took it over "analysis" and it promptly met its 72.
Immediately after the explosions, Prime Minister Rao accepted the advice of R&AW that we should invite the counter-terrorism experts of the US, UK and other Western countries to visit the spot and see the weapons and other evidence gathered by the police during the initial investigation. The detonators and timers were of American origin, the hand-grenades of Austrian design and some AK-47 rifles of Chinese-make. The evidence indicated the terrorists had got all this from Pakistan's Inter-Services Intelligence.

The idea was that if the Western counter-terrorism experts saw the evidence immediately after the explosions, they might go back and tell their political leadership they were convinced that the ISI was behind the explosions, even though they might not share their findings with us.

The US experts wanted to take a detonator and timer which had been recovered intact to the US for forensic examination and promised to return them after the examination. I agreed to it. A few days later, they gave an unsigned report that they were of American origin and were part of stock given to Pakistan during the Afghan war in the 1980s.

The report added this did not necessarily mean the terrorists got them from the ISI. It pointed out that in Pakistan there was a lot of leakage of government arms and ammunition to smugglers and expressed the view that the terrorists might have procured them from the smugglers.

When I asked them to return the detonator and the timer as promised by them they replied that their forensic experts had by mistake destroyed them. They did not apparently want to leave any clinching evidence against Pakistan in our hands. This was a bitter lesson to us that in matters concerning Pakistan one should not totally trust the US. They would do anything to ensure that no harm came to Pakistan

I think it was about some evidence collected post the 1993 bomb blasts in Bombay. Not exactly clear on the details, but here's what I recall:

A detonator (?) was salvaged from one of the bombs which was supposed to be from US Army stocks. There was only one way it could have landed in the hands of the terrorists - from supplies made to the Paki Army. It was sent to the US for forensic analysis & determining its origins. However it was 'lost' by the FBI. What came back was an unsigned sheet of paper saying it was indeed from US stocks, but no word on whether the lot was exported or not. Needless to say, that paper had no value as far as evidence admissible in courts went.

I may be off the mark on some details, would be glad to be corrected by any gurus here.

Video footage allegedly showing Kindergarten-aged children firing an arsenal of heavy firepower at a terrorist training camp in Pakistan’s tribal area has surfaced online.

Young children garbed in shalwar kameez can be seen lined up in neat rows, straining under the recoil as they fire semi-automatic pistols.

Moments later, footage shows a kneeling child who is dwarfed by his AK47. The boy struggles with all of his might to pull back the bolt before the video cuts to him firing as an adult with a digitally blurred face watches on.

A group called the Turkistan Islamic Party, based in the lawless Waziristan region on the border between Pakistan and Afghanistan, has been credited with creating the video, the UK Telegraph reports.

The video, entitled “Little Commandos,” :roll: was reportedly posted on an underground al Qaeda website before later being uploaded to LiveLeak.

The little known group is believed to operate camps for militants who carry out attacks in Afghanistan. They have been accused of launching hundreds of terrorist attacks over the past two decades.

@LiLo .. Prima facae, the kids seem to be of the ancient Mongloid stock. That includes Xinjiang, Tibet and some other buffer zones between modern day Central Asian countries and mainland China.

Green salwar kameez and skullcaps .. but not the south asian mard-e-momins, may be central asian mard-e-momins.
God knows what the Chinese policy makers are thinking, playing with snakes.
At one point pockets of this so called ummah around the globe would be forced to look at the hypocrisy of ignoring how China arm twists their Uighur birathers etc.
Eventually they will turn on China, the way they have on US after those decades of merry making.

When the US experts were visiting the spots in Mumbai a British journalist posted in New Delhi came to know from a source in the Mumbai police about their visit and the name of the hotel where they were staying. He rang them up and wanted to interview them. They strongly denied they were counter-terrorism experts, cut short their stay in India and went back to the US. They were apparently afraid if the terrorists came to suspect the US was helping India, they might target US nationals.

We gave to the Chinese details of the AK-47 rifles of Chinese-make recovered in Mumbai and asked them whether they had sold them to Pakistan. They claimed that in Chinese arms factories record-keeping was in a mess and as such they had no record as to whom they had sold them. They pointed out that in the past they had sold AK-47 rifles to a number of countries in Asia and Africa and added that the recovery of the rifles in Mumbai did not necessarily mean the terrorists got them from Pakistan.

Only the Austrians gave a signed report that the hand-grenades had been made in a factory in Pakistan set up with their assistance.

Within three or four days of the explosions, the Mumbai police, the Intelligence Bureau and R&AW had solved the case, identified the terrorists responsible, procured documentary evidence of their travel to Pakistan for training and details of the arms and ammunition got by them from Pakistan and recovered the unutilised ones.

Lately, social media is abuzz with chatter about either the former president Pervez Musharraf or Zaid Hamid, both unsavoury characters. However, what is even more depressing is to see some television channels also engage in discussion with or about Zaid Hamid, a person who, at best, can be described as an anarchist. He may not claim links with an organisation like Hizbut Tahrir (HuT) but his ideology seems to be in line with it, since both support some amount of violence and chaos to bring about a change in Pakistan and implement a system of caliphate. Just about a couple of months ago, the Oxford University Pakistani Students Union had organised a conference on Pakistan which reportedly was managed by the HuT, in which the organisation, not yet banned in the UK, had discussed its vision of seeing Pakistan as the next caliphate.But referring to Zaid Hamid’s publicity, a television programme got highly controversial and then taken off air because it involved the use of abusive language about the sitting army chief by Zaid Hamid’s former assistant Emaad Khalid. He was talking about the way Hamid tries to instigate young officers against the top army leadership even suggesting use of violence to remove those at the top. Given that the HuT had successfully managed to provoke an officer into assassinating Anwar Sadaat, this almost looks like their signature move.
Not that the political system does not require revamping but this was a case of the army staying a few steps ahead of the people and society and trying to bring change artificially. Having tested and tried partnership with traditional power centres, the military now probably wants to create a fresh breed of stakeholders, which it would then like to market as a ‘new Pakistan’. Those buying into this project completely forget that Pakistan has been through four distinct cycles of elite injection. The good or bad leadership that we see today is primarily a product of the 1980s and a lot of these people were middle class then. However, the middle class narrative, which is being used now, was missing during the 1980s.The problem with this approach is twofold. First, until the structures remain the same or the manipulation of power from behind the scenes continues, the middle class narrative itself may not change Pakistan. There will certainly be new stakeholders or faces but not very different conditions. Second, the method is highly risky as it destabilises the country and its institutions and creates anarchy. Furthermore, it gives the impression that the army is no longer a professional whole but divided from inside. The army chief may be the most powerful man but there are other forces that can endanger his life or seriously challenge him through such non-state actors.The main issue here is that if the army is so divided and manipulative then this is not a country that nuclear weapons could save.

VIRGINIA: An American citizen of Pakistan origin has been arrested for allegedly issuing threats to County officials, Geo News reported here on Thursday.
According to reports, Saad Lodhi was taken into custody after being accused of issuing threats to County authorities.According foreign media reports, Saad Lodhi started making threats after federal lawsuits he filed against Fairfax County were dismissed.The reports said Lodhi sent threatening emails to several county officials.

ASSLAMBABAD: Federal Investigation Agency (FIA) has decided to seek physical remand of former military ruler General (retd) Pervez Musharraf in Benazir Bhutto murder case, sources said.According to the sources, the decision was taken in a high-level meeting of the FIA, led by Additional IG of the agency Khalid Qureshi.The formal application to seek physical remand of Musharraf would be submitted before the Anti-Terrorism Court (ATC) today (Thursday), it said.The sources said that the meeting reviewed investigation in the Benazir Bhutto murder case, the sources said, adding that the joint investigation team has completed the initial process.The meeting also decided to provide security to public prosecutor Chaudhry Zulfiqar, it added.

boils my blood. dont know who is the banana nation here, tsp or india, against whom random people can conduct arbitrary raids at will to settle internal disagreements.

so all this sadbhavna, aman ka tamasha et al., we perceive as the dhaarmic path and the honorable thing to do. for tsp we have become an easy joke? its that easy to order mass killings in india, that people without two cents worth of disposable shit are using it to settle gharelu disputes?

I do get a sense that PAF officers seem to be somewhat more sensible and pragmatic as compared to the other two
divisions. Asghar Khan, Nur Khan and this Abid Rao guy to name afew, no matter how much closet Jihadi's
they may be, at least say that India is not their enemy. :D

Two policemen killed in Karak attack

KARAK: At least two policemen and two attackers were killed in an encounter in the Barbara area of Khyber Pakhtunkhwa’s Karak district on Thursday morning.

Police said militants attacked the police in Barbara’s Banda Daud Shah area.

As a result, two police personnel — a sub-inspector and a constable died — while two attackers were also killed.

Police also arrested three attackers.

Subsequently, security was beefed up in the area and a search operation was launched. Police confirmed that the attackers were militants.

Meanwhile, at least four people were injured in another incident in Parachinar when a tractor was hit by a landmine near Parachinar sports complex. The injured were shifted to a nearby hospital.

Musharraf formally arrested in Benazir murder case
ISLAMABAD: The Federal Investigation Agency (FIA) on Thursday formally arrested Pervez Musharraf in the Benazir Bhutto murder case.

Musharraf will remain at his Chak Shahzad farmhouse residence but will be produced at the anti-terrorist court in Rawalpindi on Friday.

Since his return to Pakistan in a bid to contest the 2013 general election, the former army strongman has been embroiled in a number of cases against him, ranging from judges' detention to Benazir's assassination to treason against the state.

Benazir Bhutto was assassinated in a gun-and-bomb attack outside Rawalpindi’s Liaquat Bagh on December 27, 2007 while Musharraf was president. She was killed after addressing an election campaign rally in the city.

The ATC had indicted Musharraf in the case in February 2011, and in August the same year he was declared a proclaimed offender and his property was attached because of his absence.

agasty, As a long time Pak watcher, the Fizzleya has the most green affsars and blatant liars.
Its a jihadi force in reality while TSAP is jihadi in motto.
