HYDERABAD: Deciding to invite the Telangana government for talks to resolve all contentious issues between the two states, the Andhra Pradesh cabinet on Monday took strong objection to the incidents where senior IAS officers belonging to AP were not being allowed to discharge their duties.

Muppalla: though strife is not avoidable it could be reduced by two or three orders of magnitude. KCR is not helping. He is in fact stoking the fires. "aggi meeda nUne challutunnADu" mana manoniyo mukhyomontri. CBN is quiet - hopefully - because he is working towards betterment of AP.

Hyderabad,Aug 9 Telangana police force is likely to face a mutiny engineered by the Chief Minister according to sources.

Intelligence reports reaching Home Ministry say that Telangana CM KCR is politicizing the police forces over the directive from Centre that control of police in Hyderabad would be with the Governor. Telangana CM has officially told the Centre that it would not abide by the clause 8 of the AP reorganization Act which gives Governor the power to be the head of the police force stationed in the capital.

All SP rank and Commissioners of Hyderabad and Cyberabad would report to the Governor and he would decide on the posting of men to guard establishments. The law makes the Telangana CM helpless and powerless like the Delhi CM. Telangana CM will have powers over the cops outside the capital city. KCR has sent out letters to other State CMs to attend a conclave to protest against fascist Modi and block the dilution of State powers. BJP and Congress-ruled States are not likely to back KCR.

Intelligence report says that IPS officers are willing to go with Governor’s order. KCR through party leaders and ministers are working on lower ranks promising them promotions and increments if they stood with TRS ministry. This has created a situation by which the top echelons of police brass whose promotions are to be ratified by the Centre are with the Governor and feels it will be a relief to be away from the bossy TRS leaders.

If the Centre pushes through clause 8, then there are chances for a mutiny to erupt in the force encouraged by Telangana ministry. This could have serious ramifications. Seemandhra CM has welcomed the Centre’s move as TRS using police force is going on a demolition of colonies which were pro-TDP.

The takeover of the Agricultural University and refusing to reimburse the fees of students of Andhra origin studying in Telangana have irked the Centre. The latest move to conduct a household survey to weed out Andhra origin persons and cut them out from ration and state-subsidized measures is the new one that has made the Centre fear that many establishments and prime properties in Hyderabad owned by Seemandhra bigwigs could face an onslaught by TRS ministry.

Why would the police mutiny in Telangana?

In mid 1970s the UP RAC mutinied and central fores had to be sent to disarm and disband them.

He probably wants to take over lands in Hyderabad and probably will collaborate with Owaisi. Probably he wants to do survey, identify non-Telangana households and then use TRS/Owaisi cadre to burn/loot/rape to vacate houses,apartments and take them over.

I am not really sure what this duffer is up to. I guess he really has no clue who he is dealing with. I mean if he thinks that he has stumped everyone by creating anti-andhra sentiments and win elections like that despite all the nonsense he is doing, he is in for a rude shock. India's constitution still gives enormous leverage to the center and they can really force him to kneel if they decide to. Plus for a new state, he really needs a lot of central support which can also be used like a carrot.

The only weak link in this equation is the telangana BJP duffers.

We had a 100 page TG thread, several AP strife threads. There are several reasons given to justify bifurcation. The bottomline is that TG people wanted freedom from Andhras and that never changed whether it is 1956 or 1971 or 2004 or 2009. I would not blame this on KCR/TRS as this is truely a people's desire.

A lot will be said such as "that is not what TG folks want" and it only want "x or y or z". This is only for social acceptance and nothing more. This x, y, z were never defined and even if some noise is made there were never details. Give me a vision of how TG will be developed and how it will be achieved. Neither politicians nor educated has ever thought about it. It was alway about "Andhras".

The average non-Telugu Indian thought wtf is this all stuff. India has created several states, divided Assam, MP, UP, Bihar. The national parties thought it is easy to manage a regional-linguistic block that is menacing with a lot of clout, money and power centers. They propagated the same theories of the average non-Telugu Indian's thought of "wtf".

When someone said "time out" and tried to explain with history of "Telangana sentiment" and what exactly it means, the response is yeah yeah you are a gullible Seemandhrite and you are just making it up. No average Indian understood ever that an average TG person wants a rollback of 60 years and they really want an Article 370 on the lines of how JK has it including the state support of economy from India. The expectation of "Telangana sentiment" is once TG is formed all Andhras will leave the immovable assets freely in TG and pack back and move back to India(sorry residual AP) from thenew Republic of Telangana. Every survey depending upon when you took it has put this "Telangana Sentiment" at 51% to 64%. The rest traitors. :). If we don't agree to the underlined part then we are fooling ourselves.

Now that the moment of truth arrived. Let us watch and see how the things will be orchestrated. The TG folks love to see Andhras thrown out. They see KCR as they messiah in getting this dream fulfulled. India wants to stop the crap called Article-370 and irrespective of politics, it will have to crush this dream. So the same Indians that were apprehensive of gullible Seemandhraites will be on the side of Andhras. This turmoil will continue until the folks who has this "TG Sentiment" realizes that it is dead on arrival. Until then we all have to watch the show.

What KCR is doing is exactly speeding this factor. Otherwise folks with "TG sentiment" will just lynch him. It is a caste-creed less rallying factor. I will bet today and if there is an assembly election in TG this month, he will get more seats than what he got.

The situation is so bad that now Telangana OU students don't want the temporary Telangana employees to get permanent jobs because they want those jobs for themselves.

Ramay: you still seem to harbor some resentment towards tgs. Let go. There is no way a united state could have been saved after so much mistrust from both sides, starting from the days of "24x7 cricket year long" to 2009, especially after pc's declaration in 2009. Thankfully the "hated" "T-vadis" haven't indulged in mass ethnic cleansing as predicted by some here. I say thankfully because some radical elements (on both sides to be sure) are quite capable of doing just that.

My criticism is for only those forces who are destroying the dreams of millions of unpad Telangana commons who went thru hundreds of years of hardship.

It is not fair for them to go thru that again.

I want to assure the people of Seemandhra Region that on the day, if anybody will be discriminated against in Hyderabad City, I would be the first to bow my head. I am not going to last forever. Keep Venkaiah out of any decisions regarding AP or TG. that's the only way BJP can grow here. just as Kishan Reddy has now completely slipped out of Center's favor, when it comes to BJP's future direction in AP and TG, Venkaiah needs to be sidelined.

both KR and VN have proven themselves incapable of "ideology"-driven politics. they seem more interested in maintaining the power base of their respective castes than anything else.

having Ram Madhav in-charge is a decent first step. his voice carries weight in both RSS and BJP. he is not just a political apparatchik.

- If @BJP4India persuades Reddys of AP/TG to take fair share in construction contracts & patronize BJP, then AP will be BJP's strong bastion.
- All Congis did is, used their entrepreneur skills and Reddy's showed their utmost loyalties to Cong. Time to break that nexus.
- Even aggressive EJ'ism in AP can be checked. Ask for to take fair share (Dharmic), then see the magic of BJP in South India.
- Even without BJP, they can survive, with little bit of political/economical patronage (sab kaa saath), then you have strong ally.
- I think @AmitShahOffice should take special interest in luring the muscle/money men of South India.

Some new states founder, such as Jharkhand; others prosper, such as Uttarakhand. The difference is entirely one of political leadership. The first and most important step is to recognise that a state must be plugged into the national and global economy, and must not survive on handouts. Equally, the political discourse must evolve beyond whatever sustained it in the run-up to the statehood. Sadly, Mr Rao and his Telangana Rashtra Samithi seem to be failing to do that. Worse, they are setting dreadful precedents for India.
Telangana state survey clashes with Andhra Pradesh Budget day
State government employees working in Andhra Pradesh Secretariat in Hyderabad have applied for a leave on August 19 to attend the survey of Telangana state government. The head of the departments are in a dilemma whether to accept their leave applications or not, as this falls during the Budget Session of AP, scheduled to start from August 18.
Vijayawada Andhra Pradesh's temporary capital
Finding it difficult to function as a 'nomadic government', Andhra Pradesh chief minister Chandrababu Naidu has decided to make Vijayawada the temporary capital until a permanent one is constructed.From October 2, the AP government will start functioning from Medha Towers, located bang opposite Gannavaram airport.
To begin with, the heads of all departments will be housed in Medha Towers. In the first phase, transport, irrigation, fisheries and animal husbandry departments as well as the directorate of town planning will be established in the building by October 2, "We can accommodate about 20 to 25 departments in this building and for the remaining ones, we are scouting for accommodation in Vijayawada city," said sources.

Possible locations for the various government offices include Nagarjuna University, AP police battalion premises, abandoned TB sanatorium and the indoor stadium near Mangalagiri. For the chief minister's office, a building constructed by a private real estate developer between Vijayawada and Guntur is under consideration. Interestingly, the AP government has a vast tract of land next to Medha Towrs belonging to the transport department. "If need be, this land can be used to quickly construct a temporary secretariat on the lines of the one in Hyderabad," said the sources.
According to the sources, the chief minister indicated his preference for Vijayawada and its surroundings for locating the temporary capital as the construction of the permanent capital would take a minimum 3 to 5 years. "Naidu made it clear that his government wants to shift out of Hyderabad as early as possible and identifying a temporary capital would accelerate the process," said one of the member of the capital advisory committee.

Some people worry about prospects of violence due to the on ground moves of kCR gang. It looks like they have come to a Suharwady epiphany that violence is needed to establish dominance in Hyderabad.

Add to that planetary conjunctions also portend this.

So expect the ~one month between Aug 25th and Sept 24th to be bad news in desh.
And its before NaMo's UN visit. So Hyderabad could be the new Godhra.

Supposedly, all this is being done for Fees re-imbursement and other such govt schemes. Shouldn't such details be asked only for those who apply for re-imbursement or such govt schemes? Why should others reveal all their details to govt?

Already, Aadhaar was used to collect genetic and other data and then it was scrapped. Now, KCR has come up with an idea of collecting financial data. Put 2+2 together...

Post bifurcation, residue Andhra Pradesh was expected to face huge budget crunch as most of revenues of erstwhile AP are concentrated around Hyderabad city. Political analysts assumed that residue-AP will run with a deficit of 14000 crores and above, while Telangana's treasury will end up in a surplus of 6000 crores even after spending. However the figures that are registered after Appointed Day have surprised Central government and that is why AP was not allotted funds in India's budget.

Bringing cheers on the faces of newly formed Andhra Pradesh government's faces, revenue of the first month after bifurcation has risen like a phoenix. Without share of any revenue from Hyderabad, residue Andhra Pradesh has amassed around Rs 5480 crores, while Telangana managed only Rs 3822 crores. Of course, these figures indicated that the revenues are proportionate to population ratio of 58:42 in AP and Telangana respectively. Seems like, bifurcation hasn't affected the revenues of Andhra and Rayalseema region much, if we have to go by these figures.

Contrary to the fears of united-AP supporters, residue Andhra Pradesh has upper position in revenue collections from all big sources like Excise, Central taxes, VAT revenues, Transport, Stamps and registrations. Earlier many Andhra businessman like Nagarjuna Fertilizers and other liquor manufactures used to pay taxes in Hyderabad as it happens to be capital of AP. And after bifurcation they have submitted their registrations to residue-AP and that affected the income of Hyderabad circle.

AP has some sources of Taxes which Telangana does not like taxes from Oil and gas companies
This has happened because of various reasons. The experts seem to have miscalculated the excise taxes that will be generated in state of Andhra. AP Beverages Corporation used to pay Rs 15,000 crore as tax in United AP. Now, The Corporation will be paying not less than Rs 9,000 crore per year to AP Government.

Similarly a number of Head offices which were being run from Hyderabad have shifted headquarters to Andhra Region. Hyderabad alone used to receive 47% tax before the split, now the percentage has decreased tremendously. The exact number will be known only the end of this Year. Around 1.1 lakh out of 3 lakh people who pay sales tax in Hyd moved their base to AP.

The state of Telangana is also not getting any revenue from the Petroleum and gas companies and they have been paying taxes only to Andhra from June 2 as the the Oil Drilling and Gas extraction operations are based in Seemanadhra region only.

Is above quoted article from Hindu? The Hindu seems to have a hidden agenda to see Andhras sufferring and has been in PC mode from Dec 2009.
Eventually Hindu will be recongnized for its bias and quietly readership will fall.

They keep tagging the word "residue" to AP to show its diminished! For a "notional" paper what does it care about AP whether its rising or diminishing since it should want the prosperity of all states.

BTW 58:42 of Rs 15000 is ~Rs 9000. So it is what it is and not as if AP got some thin more as the writer is implying.

Good point ramana gaaru. Also the author has to heed his own advice. Don't extrapolate based on small sample, give at least a year or two. Not all tax components are accounted into this yet.

On August 19, some four lakh ‘enumerators’ will be knocking on the doors of 84 lakh households across the state to collect data that has never ever been collected before by any authority in such a manner anywhere in the country.

All residents will be asked to provide details of their source (or sources) of income, bank accounts, property, ownership documents, caste certificates and since when they have been residing in what is now known as Telangana. There is understandable panic among the people, especially those who can be identified as ‘migrants’ from what remains of Andhra Pradesh and other states of the Union of India.
K Chandrasekhar Rao is pursuing this so-called ‘enumeration’ is evident from the fact that a public holiday has been declared and public transport facilities suspended on August 19. Petrol stations will remain closed. Even newspapers may have to cease publication for the day.The idea, chillingly so, seems to be to immobilize people so that they do not escape scrutiny by the ‘enumerators’ As I said, nothing so grotesque has ever been attempted by any state government before this. Once the details are available, we could well expect households being marked and individuals identified as ‘migrants’ being targeted. That is how a runaway state goes about the sinister task of getting rid of those whom it considers ‘unwanted’.
This is how rogue leaders deal with those whom they consider to be ‘undesirable’.
The law officers of the TRS regime told the court that such fears were misplaced as participating in the ‘enumeration’ is not mandatory and people can refuse to provide the details that are being sought. The High Court, in its wisdom, has accepted the explanation and allowed the ‘enumeration’ exercise to proceed.

We must not, however, be persuaded by the TRS regime’s explanations or clarifications. They are at once spurious and misleading. The ‘enumeration’ is aimed at creating a register of ‘Telangana citizens’ so that the rest can be excluded from government benefits that are rightfully theirs. Worse, if the attitude of the chief minister and his party colleagues is any indication, those who fail to make the mark as ‘Telangana citizens’ will be made to feel unwelcome. There are several ways of doing this; anti-outsider politics, whether in Assam or Maharashtra, Jammu & Kashmir or Bihar, is socially corrosive and implicitly violent. A pattern of exclusive, parochial politics is emerging in Telangana, premised on hate of the ‘outsider’.

I have written about the unwholesome utterances of senior leaders of the TRS, among them the chief minister’s daughter, who also happens to be a Member of Parliament, that not only labels those living in Telangana as ‘original residents’ and ‘immigrants’ but also hark back to the times when the Nizam refused to merge ‘his’ Hyderabad state with the Union of India and the Army had to be sent in.
Unless potential mischief is nipped in the bud, others may be tempted to emulate similar ‘enumerations’ to segregate the wanted from the unwanted, separate the insider from the outsider. Once it secures political acceptance, such odious parochialism that flies in the face of the principle enshrined in the Constitution that India belongs to Indians will gain legitimacy. Hopefully the Union Government is listening.
I think serious message has to be delivered by Modi/Shah/Rajnath to the whole family of this CON man of serious consequences if he holds the survey.

There are a few questions which raise the nativity issue in the Survey. There are queries regarding where one was born, when did they move to Telangana etc

The real intention of the government is evident in the last columns of 21, 22 and 23 in a special box under the header 'Division I' which clearly seeks to elicit information on the nativity of the survey targets. The special box has a headline specifically mentioning "the details of those who migrated from other states". The questions asked are: 21. From which State have you come? 22. Language spoken, and 23. Year of migration.

why does the government want to know which state the people have come from and since when are they living in their present location? What does the government do with the reply to the 23rd query on the ‘year of migration’?

“If a person is born in Madurai but has been living in Hyderabad, should he say that he is from Tamil Nadu?”

These three questions are seen as an attempt to delineate people of Andhra origin from others on the basis of their nativity. This is seen as an attempt to implement the hidden agenda of the Telangana government, said Telugu Desam Parliamentary Party leader YS Chowdary at a press conference in New Delhi on Tuesday. He minced no words in suggesting that the ways adopted by Chief Minister K Chandrasekhar Rao are indeed frightening the people.

I cannot understand why this survey is being allowed. Aren't there any grounds where this can be challenged in court.

It is surprising that this is not seen as such. A lot of people are blase about this....as in 'stuff happens'. This is more than just a survey that is taking place....no one can say how the results will be used 3 years from now, or even who will have access to the results (on the computer or off of it). It also sets new precedents (with the questions) the answers to which will have un-predictable, and negative consequences.

Not sure why the Modi, Shah, other politicians or even common people (in AP/Telangana/other states) dont see the new fissures being created. Some of the resulting consequences are likely to be irreversible even if some people believe otherwise. (and they set a precedent for the rest of India).

Received two papers from a guy, he just told me to fill it up and he will collect it after few days. It has list of things to be ticked YES/NO, from bank a/c details to bike owner and land property owned. I came to study here, did't buy a thing thank god! will not buy anything in future.
This kind of survey in against constitution, tomorrow every state will start this kind of surveys to differentiate locals and non-locals. As soon as I am done here, will never return to this place HELLdrabad. KCR and his fellow people are cursed let razakars take again control of this land and no one is going to help them.

While TG government says Survey is optional to take by people, in the background there is sinister design to use the survey to drive out Andhra people and deny any benefits to them regardless they are born in Telangana area or not.
