Absolutely, but it still has to be proven that DF-21s are in place in those launch pads in the desert.
NSG & MTCR are informal political groups anyway.

When at a state function for Karachi businessmen, the homeless magnate managed to get a minute next to Jinnah, he used it to intercede for his house. He received no sympathy; the founder had himself given up too much. “It is a matter of state,” he simply said before walking off.

IS and Al- Qaeda join hands in Karachi
But it is the first time that IS has claimed revenge for the killing of Al Qaeda men. The men were killed in a gunfight with Rangers on April 8. “One of the five militants killed in the recent Keamari encounter was the Karachi chief of the Al Qaeda,” said Major Sabtain, spokesman for Sindh Rangers.
Although experts don’t rule out strategic alliances between various militant groups despite their differences, police are not ready to believe the IS would seek revenge for the killing of a Al Qaeda operative. -

Columnist suspects "Deep State " in recent killing of a Baloch Activist
In 2014 while visiting London, Mahmud told the BBC she was facing death threats from unidentified individuals and harassment from Pakistan’s military intelligence agencies, upset about her human rights work for Balochistan.
No less a figure than the U.S. Ambassador to the United Nations, Samantha Power, has expressed her outrage.
She tweeted: “Devastating news of brutal murder of #SabeenMahmud, a bright symbol of tolerance & nonviolence. Pakistan must hold her killers to acct.”
If Pakistan was just any developing nation, the significance of Mahmud’s assassination, while tragic and outrageous, would not matter to the extent it now does.
That’s because Pakistan is a nuclear power run by a cabal of power-hungry generals in partnership with death-cult jihadi terrorists.

India jilts Pakistan on push for better ties – Afghan officials warn of influx of insurgents from Pakistan
India has failed to respond to Pakistan’s desire for good relations, Pakistani Prime Minister Nawaz Sharif said, in rare rebuke of a neighbor with which he has promised to mend ties.
Sharif said that was a “frivolous pretext”. “There is no sign of India desiring resumption of dialogue with us,” he said. Pakistan’s military, which has ruled for about half of its history since 1947, traditionally sees relations with India as its of responsibility, even during civilian rule. Sharif’s aim to improve ties with India was widely seen as cause of friction with the army, though tension has eased since last year when the coup-prone military helped calm anti-government protests.
Pakistan has a dual policy on dealing with terrorists”. Influx of insurgents In another development, Afghan officials yesterday warned of an influx of insurgents from neighboring Pakistan into northern Afghanistan in an attempt to destabilize what has mostly been a peaceful part of the country.

The “terrorists” are coming from Pakistan, including foreign fighters - such as Chechens and Uzbeks - from other regional countries, according to Interior Ministry spokesman Sediq Sediqqi. Sediqqi said the insurgents are flooding into the northern Kunduz province, where the Taleban launched a major push over the weekend, closing in on the provincial capital, also called Kunduz. The attack came just after the Taleban announced the start of their annual spring offensive. Kabul has sent in reinforcements to the area this week. Around 200 militants have been killed so far in Kunduz, Sediqqi said, adding that 12 Afghan soldiers have also died in the fighting.

Pakistani progressives see dark future after activist’s murder
Her death led to an outpouring of grief with hundreds of mourners attending her funeral Saturday, as the United States and the European Union joined Prime Minister Nawaz Sharif in officially condemning the killing. But most analysts say there is little chance her murderers will ever be brought to justice given the recent history of impunity among those who target the country’s marginalized liberals. Last year, prominent liberal TV host Raza Rumi narrowly escaped a gun attack on his car in Lahore that killed his driver, while another anchor, Hamid Mir, survived being shot in the stomach in Karachi shortly after hosting a TV program about Baluchistan. No perpetrators have been brought to justice in either case. TV anchor Mir, whose brother quickly pointed the finger at the country’s shadowy Inter Services Intelligence agency (ISI) for the attempt on his life, said he saw several parallels with the attack on Mahmud. “The most common factor was Mama Qadeer Baloch because I received threats when I invited him on my show,” Mir said. “I got six bullet injuries, she got maybe four. I was attacked by the people who were riding a motorcycle, she was too. My attackers were guided by some people who were sitting in a car and this was the same case in her incident.
Abid Hussain, a Karachi-based journalist who attended Friday’s seminar and had known Mahmud for more than a decade, described her loss as “unquantifiable”. “I truly hope we are able to rally around her and do our best to continue her legacy and what she taught us... but the sceptic in me says that it won’t be possible,” he said. The first test, he said, would be whether a talk on Baluchistan scheduled to be held at the University of Karachi next month is allowed to go aheadand safely.

Something caught my eye here
we hitchhiked north towards Gilgit and Hunza. It was an epic voyage along the famous Karakoram Highway (KKH). The twisting road, partly unsteady and in a bad shape , offered some spectacular views overlooking the Indus River and the valleys along the road.
However, when we went further north and crossed the Attabad Lake, we found it much more difficult to find a ride. With a disconnected road and a dearth of cars, there is almost no traffic north of the lake.

PESHAWAR: The ‘Billion-Tree Tsunami’ campaign of PTI-led Khyber Pakhtunkhwa government has been hit by lack of capacity and shortage of funds, prompting the province’s environment department to make a smart move: leave it to the nature to produce enough saplings to achieve the target of planting a billion trees by 2018.

The multi-billion-rupee project — a brainchild of PTI chief Imran Khan — envisages planting of one billion saplings over a period of four years by bringing approximately one million hectares of land under forest cover by 2018.
...
...
Officials say so far the department has been able to plant 7.2 million saplings against a target of 10.01m for this year.

Under the plan, project managers are required to plant 250m saplings in 2016, 300m in 2017 and 250m in 2018.

According to analysts, the government nurseries in the province have close to four million saplings and the authorities may arrange another 3.4 million saplings from private-sector nurseries. So, there’s a shortfall of 1.8m saplings for the current season.
For meeting the shortfall of saplings, the department is relying on nature.

According to an official, the plan is to protect the existing forests so that 300m saplings could be produced naturally. “We shall adopt measures to protect conifer trees in the high lands of Malakand and Hazara divisions,” Faizul Bari, a director of the project, told Dawn.

“There will be no plantation in protected forests at all,” he said.

“The forests would produce 300m saplings on their own. We don’t need to spend resources if we properly protect our forest reserves,” he said.

The focus of the campaign, therefore, would be on planting fast-growing species on farmlands, particularly those in the southern parts of the province where vast tracts of land are barren.

The critics of the much-publicised campaign, however, point out that species grown on farmland are harvested and are never considered forests. “This is agriculture farming and not forestation,” an expert argued.

“If we were to accept the logic of natural germination, there has been a ban on harvesting of protected forests in the country since 1992. By that logic our forests should have doubled by now,” argued Ijaz Khan, a horticulturist.
PS: afforestation is a good thing, and I sincerely wish Pakistan success. It would certainly improve the neighborhood. But as you can see, it is a bit of a joke.

For the hand-wringers here:
http://www.newindianexpress.com/nation/ ... 792793.ece
Former union minister Arun Shourie on Friday said Prime Minister Narendra Modi's policy on Pakistan lacked clarity and he is under the illusion of an out-of-box solution to the vexed issue.

In an interview with Karan Thapar for Headlines Today, Shourie, who was a minister in the first National Democratic Alliance government led by Atal Bihari Vajpayee, said: "Like all previous prime ministers Modi was prone to the belief he could change the relationship. The PM must free himself of the illusion of out of box thinking."

However, Shourie praised Modi's overall achievement in foreign policy, saying: "It is the Modi government's great success and there is a theme which runs through the improved relationship with America, Japan, Australia, France and Canada as well as neighbourhood countries like Nepal, Sri Lanka and Bangladesh which is the recognition of China as India's principal challenge.

"Modi must guard against lack of follow up. That has been the traditional besetting fault of Indian foreign policy and it must not happen again," cautioned Shourie, according to Headlines Today.

I think Modi does not have Bakistan as high up in his mind as many other problems internally. That can be viewed as "Modi has no clear policy for Bakistan" by people who have Bakistan higher up in their mind (like us anxious folks on BRF and WKKs infected by Biradiri).

Bakistan is just a barking dog on the street as far as Modi is concerned. Dog barked a few times and got a massive stone thrown at it every time, Modiji think it will keep the dog quiet. Remains to be seen what the Dog will get if he ever manages to bite.

Viewed from that angle: Modi's policy on Bakistan is a carrot (real or imagined) and a big stick (very real). He does not give it any more importance.

Due apologies to the human's best friends.

Women banned from taking part in polls in Pakistan region
In a bizarre diktat out of sync with modern-day ethos, the Jirga (religious assembly) in Gilgit Baltistan -- an eight-hour drive from the Pakistan capital -- has banned women from taking part in the coming assembly elections slated for June 8.

The Jirga -- a traditional assembly of leaders that takes decisions by consensus and according to the teachings of Islam -- in Darel valley on late Thursday barred the women of the area from contesting and voting in the forthcoming elections, Dawn reported on Friday.

All candidates from ruling and opposition parties in the region taking part in the elections have agreed to abide by the Jirga diktat, which said that women`s participation in elections is against the cultural tradition of the area and the religious teachings.

The Jirga`s decision is likely to disenfranchise more than 12,550 female voters of the GBLA-17, Diamer 3, constituency.

A similar Jirga decision is pending in the adjacent Tangir Valley.

Altaf Hussain's latest speech beseeches RAW to really extend hand to MQM and more importantly provide them with weapons and then see the fun. Altaf was pointing towards TSPA habit of blaming all ills in Karachi to MQM and it's association with RAW since 1960s.

He asks his followers to undergo commando training and practice shooting skills at Clifton.
He asks his followers to get into peak shape and get ready for battle along with other disempowered of Pakistan like poor Pakjabis, balochis, Sindhis, Khyberis etc against the Punjabi and Sindhi Zamindars and british lackeys who rule Pakistan today.

Balochistan Assembly condemns ‘media trial’ of army, ISI - DT
The Balochistan Assembly on Wednesday unanimously passed a resolution condemning media trial and levelling of false and baseless allegations against a national security institution.

The resolution was tabled jointly by Senior Minister Nawab Sanaullah Khan Zehri; Home Minister Mir Sarfaraz Bugti; provincial ministers Mir Izhar Hussain Khosa, Mir Sarfaraz Chakar Domki and Sheikh Jaffar Khan Mandokhel; and members Sardar Saleh Muhammad Bhootani, Prince Ahmed Ali, Tahir Mehmood Khan, Haji Muhammad Khan Lehri and Mir Amanullah Khan Notezai.

The resolution read, “This House recommends to the provincial government to approach the federal government for conducting [an] inquiry into the incident of life attempt on journalist, Hamid Mir, for which, a commission has been formed. The House strongly condemns the criticising and doing character assassination of an important national and defence institution, Inter-Services Intelligence, and its chief, Gen Zaheerul Islam, on the pretext of attack on Hamid Mir, as such negligence provided a chance to enemies of Pakistan to defame the country.” The resolution further said a section of media was involved in defaming the national security institutions. “This House also strongly flayed the hidden elements, who were trying to make our national security institutions controversial,” the resolution concluded.

Speaking on the resolution, Opposition Leader Maulana Abdul Wasey said levelling allegations against national security institutions was a wrong act. Shahida Rauf of JUI-F said, “Conducting media trial and levelling false accusations... for eight hours by a private TV channel is condemnable.”

Politicians from the Islamic Republic of Pakistan simply do not have the cojones to take on the Punjabi dominated Uniformed Jihadi’s of the Army of the Islamic Republic of Pakistan. This fear as Politicians know that a combination of the Islamic Republics majority religion of Mohammaddenism and background history of formation of the Islamic Republic by partitioning India holds out the real possibility that when the Punjabi dominated Uniformed Jihadi’s of the Army of the Islamic Republic of Pakistan usurps power, the civilian population is conditioned to remain quiescent.

The first phenomena works by Mohammaddenism’s promotion of non-democratic ideals such as one man rule via a Caliph as the epitome of governance and fetish for “martial” spirit of the Mohammadden especially in contrast to the Hindu based on claimed descent from Mohammaddens who are Arab / Turk / Afghan / Central Asian horsemen. The second via the history of the Islamic Republic’s formation which was built on the non-democratic ideal of a pathological fear of majority views making it perfectly reasonable for a minority to violently usurp power for themselves.

Meanwhile Bihari and UP descent Mohajirs join the Baloch crawling before Punjabi dominated Uniformed Jihadi’s of the Army of the Islamic Republic of Pakistan, brigade :

Irfan Husain writing in Dawn cautions the Islamic Republic of Pakistan about Peoples Republic of China largesse by pointing out:

1.How Sri Lanka was gypped on projects financed with PRC loans;

2.Raises the issue of the PRC asking for an usurious 18 % dollar denominated rate on investment with EPC contracts being finalised without competitive bidding opening up possibility of frontloaded siphoning by PRC investors. Here though Husain skirts the issue of Pakistanis having to eventually foot the inflated bill when using the asset;

3.Obligation of the Islamic Republic putting up a fifth of the amount invested which may be to a lesser extent be a dampner.

Husain in my view grossly misinterprets P.R. China’s interest in the CPEC as a medium for saving “millions every year in transport costs”. In my opinion the P.R. Chinese interest is promoting Chinese infrastructure contracting and engineering export business along with having a friendly port of call at Gwadar for their Navy. The snail’s pace at which work the reconnection of Karakorum Highway (KKH) post is proceeding post the January 2005 earthquake indicates very little PRC interest in “connecting Gwadar Port to western China”.

THAT loud slurping you have been hearing this last fortnight is the sound of politicians, pundits and punters drooling over the prospect of $46 billion in Chinese investment coming to Pakistan.

Obviously, an impoverished country like ours can’t afford to look a gift horse in the mouth, especially if the horse in question is Chinese, and happens to be the only ride in town. ‘Game-changer’ is the expression most commonly being bandied about to describe the windfall. If we were to believe the TV anchors and their chat show guests, it’s as though we had hit the jackpot, and could all retire to Dubai.

For a dose of reality, just look what has happened in (and to) Sri Lanka with its spate of Chinese deals. ………………………………………..

Fortunately, the $30bn dollar Chinese investment in the China-Pakistan Economic Corridor is not in the shape of loans as the project is designed for China’s benefit. By connecting Gwadar Port to western China, it will save millions every year in transport costs. It is not clear, however, if we will charge the Chinese transit fees for trucks and trains carrying their goods across our territory as we have been charging Nato.

The remaining $16bn are intended for the power sector in solar, wind and coal-fired projects whose total output will be 10,400MW, a welcome addition to our present installed capacity. However, this investment is subject to a 20pc matching investment from the private sector in Pakistan. But given the favourable conditions written into this tranche, I can see Pakistani businessmen queuing up to invest.

Consider: there is a guaranteed internal rate of return (IRR) of 18pc, and this is pegged to the dollar. So if the greenback is trading for Rs110 a couple of years down the road, we will be paying an extra 10pc in rupees. And presumably, Chinese contractors will be appointed without competition, so much of the investment will be recovered early if the contracts are front-loaded.

But hey, who said China has got to where it is by handing out freebies?

The irony of the Army vs. MQM issue is that MQM is a creation of the Army in Zia days to cut to size Bhutto's PPP.

For instance, the Southern Expressway connecting Colombo to Galle, financed by the Asian Development Bank and Japan, cost $7 million per kilometre. By contrast, the Outer Circular Highway connecting the airport to the Galle Expressway, financed by a Chinese loan and awarded without competition to a Chinese firm, is going to cost $72m per kilometre.
