India reiterates request to Pakistan to act on its commitment to bring perpetrators of Mumbai terrorist attacks to justice

November 25, 2010

Government of India has conveyed to Pakistan its regret that despite the repeated assurances given by Pakistan’s leadership at the highest level and the extensive cooperation extended by India in connection with the ongoing trial and investigation in Pakistan on the Mumbai terrorist attacks, substantive and verifiable progress has not been made on bringing all the perpetrators and masterminds of the heinous attacks tojustice.

India has once again called upon Pakistan to fulfil its stated commitment to bring all the perpetrators of the Mumbai terrorist attacks to justice and unravel the larger conspiracy behind the attacks. A time-bound fulfilment of its stated commitments by Pakistan would not only go a long way towards building trust and confidence between the two countries but would also be a reflection of Pakistan’s commitment to combat terrorism comprehensively.

Lack of tangible progress in delivering on this vital commitment is increasingly being viewed in the Indian public opinion as dilatory and lacking in seriousness.

Ha as usual be it Akhand B Vajapayee or MMS its the Army chiefs (ok Service chiefs) who are the most peace loving generals India has, they will never rush to war but rush to tours aboroad (example Gen Malik in Poland, and ofcourse the very famous Kapoor not here there fore his deputy who is present has to wait till Kapoor comes) Thats why we bhave Chai Chand biscoot party when ever there is National crisis.

Our rage lasts till last biscoot and then we are back to our Adardsh business as usual

This is a well known blunder among us jingos at least. Is there any info if RAW is doing anything to build assets at least now?

The influential Muslim Jama Masjid Trust, which runs the 7.5-acre Qabrastan in south Mumbai, had said it would not permit the burial as the gunmen were not true followers of Islam.

They added that a man offered prayers before the van left.

The crime branch, the prime agency probing the 26/11 terror attacks, had claimed that the bodies were given holy ablution before burial.
Where was the need to do all those rituals when the Muslim body itself did not recognize them as Muslims ?

What balderdash,what servility,words fail me at Constable Singh's gentle "request" to Pak to move on the 26/11 masterminds.It beggars belief.The word to have been used was "demand" not "request".This underlines if it was needed,the impotence of MMS and his regime in dealing with India's security and
avenging the terror perpetrated against it.A US family has done more for the victims of 26/11 than the entire GOI by going to court in the US,calling for the ISI chief,LET,etc., to be brought to book.
We are now told that there was an exercise to deal with Pak militarily or even diplomatically,but MMS never took a decision either way and will suffer the ignominy of history to be remembered as the man,sorry....."eunuch" ,on whose watch 26/11 happened and to add insult to the injury,never did anything to Pak about it,in fact he went overboard to accomodate Pak's demands at "talks" (at the behest of his US masters?) further undermining India's legitimate opportunity and national duty to punish Pak .

26/11: How India debated a war with Pakistan that November
Present at that meeting on November 29, 2008, were Defence Minister A K Antony, the then National Security Advisor M K Narayanan, heads of both intelligence agencies and the three service chiefs -- the Army was represented by its Vice-Chief Lt Gen M L Naidu as Army Chief Gen Deepak Kapoor was overseas -- among other high-ranking officials. The key issue on the agenda - India's response.

By then, there was no doubt among any of those present at this meeting, which lasted for over two hours at the PM's residence, that the entire attack had been controlled, coordinated and plotted by the Lashkar-e-Toiba and its handlers in Pakistan. An undeniable body of evidence had already piled up from the calls monitored between the terrorists and their handlers in the course of the attack. More evidence was pouring in by the hour. There was no way any government in New Delhi could drag its feet -- the Prime Minister knew he had to ask the dreaded question to all those responsible for the defence of India.
Under considerable pressure to show some response, the Prime Minister had independently tasked Menon to draw up a list of India's options. Menon did carry out the exercise like a professional and gave an unsigned note that started with extreme measures like a limited military strike to less effective but dramatic steps like scaling down diplomatic relations, stopping cricketing ties, visa restrictions among others. He and Narayanan met regularly, at the PM's instructions, to discuss the question of options in the days and weeks after the attacks.
Deniable option

In the wake of all the uncertainty over how Pakistan would respond, there was also talk about the "deniable option". One which would involve covert operatives carrying out a sensational strike in Pakistan or in PoK. It's learnt that RAW and the Army were specifically asked this question. RAW's response to the NSA stunned all except, perhaps, Narayanan himself who is among the doyens of Indian intelligence. India's premier external intelligence agency admitted that it had no assets in Pakistan to carry out such an action. It was explained that India lost all the meagre local support it had in pockets of Pakistan after the Babri Masjid attack and what little was left, was shut down by a prime ministerial diktat during I K Gujral's tenure.
US role
Just as Singh deliberated these issues here, on November 29 itself, then US President George W Bush held a meeting with his security advisors and also on the video link with his missions in India and Pakistan. He told them that the last time something like this happened in the United States, "we went to war". Prime Minister Singh, he added, was also under immense pressure and that the United States must do all it can to help him so that he does not go to war.
PS:Why did the US want MMS not to go towar? Simply because "rent-boy" Pak was and is essential to it in furthering US interests in Afghanistan and the regiuon.Therefore India had to humiliatingly suffer in silence while the constable and his gang of eunuchs fiddled and fart*d.
From these reports it is clear that both military and diplomatic moves to punish Pak for its perfidy were actively considered.One can understnd the hesitation in going for military strikes due toi the unpredictability of the Paki military reg. its escalating the situation into the nuclear dimension.But what about diplomatic measures which were discussed-cutting off ties,etc.?They should've been immediately applied.Why did't the PM talke at least these measures which would've restored the nation's dignity in large measure,showing that India was a rsponsible non-warmongering terrorist sponsoring nation like Pak,but yet not afraid to bloody the enemy's nose diplomatically in return.The answer must lie with Singh's supine and slavish worship at the feet of Uncle Sam.There can be no other explanation why he did nothing and has done nothing still dspite all Pak's ********.

Two years on and Pak has not even been slapped on the wrists diplomatically by India.The LET has grown even more dangerous and the ISI orchestrates civil disturbances in the Valley at will."Scandal" Singh is now enmeshed in such a massive web of deceit and duplicity, that to expect even a whimper of protest from him on this solemn occassion would be optimistic in the extreme. The victims still cry out from the grave for justice.Will we honour their memory ever?

Philip, don't you worry. When India becomes an economic superpower in 20 years' time, we will think of diplomatic retaliations. Till that time, let Pakistan stew in its juices and let us concentrate on our economy..

Just one question to MMS. Why only this crime against humanity. What about the previous outrages comited by the TSP. What about the torture of Saurbh Kalia. What about the murder of Ripen katyal. These are just 2 names that I remeber. The victimes are too many to count & list and they all demand justice.

How will they recieve it? It is said that justice delayed is justice denied? In this case Justice has been denied to the Victims of the TSP.

How many cases has SC disposed off in 2 years ? How can the retards in the GoI think that TSP will punish the guilty under their own legal framework (btw does it even exist ? ). For time being even if one buys the theory about TSP using nukes as the reason for ruling out military action which imo does not fly how does one explain the fact that TSP continues to enjoy MFN status ? WTF we have buses, trains and even flights operating to/from that country ? If MMS and his loonies can't do anything at least they can keep their mouth shut and not make a mockery of the people of India he can still dream about having lunch and dinner in Lahore/Karachi or even in Lyallpur.

The bare minimum that India could've done,and this too is so light a punishment ,would've been that of the expulsion of the Paki ambassador.In the spat between Britain and Russia over espionage and the murder of Litvinenko,diplomats were expelled by both sides.As Pres.Bush said,when the US was similarly attacked "we went to war"! I have after many moons of deep thought into the psychology of MMS and his inaction in the matter-and let's not fool ourselves,he is no Gandhian,he is simply a "funk"!

PS:Why India HAS to punish Pak in fitting manner is that emboldened by our cowardice,and I call it that,is because it will continue to wage war against the Indian state through its terror networks,and attempt to wrench J&K out of our hands and use these attacks to further bolster its terror entities.We've seen how the LET has grown post 26/11,drawing many to its ranks.This was one of the reasons why the ISI planned the event according to Headley/Gilani,to reinvigorate the ranks of terror.Had we either militarily or diplomatically punished Pak in strong measure,we would've seen a different attitude.The Pakis well know how they are being prosecuted by US drone attacks and despite all their squealing like swine,all that they can do against the US is to torch unarmed NATO convoys.Historically,Pak behaves only when India teaches it a military lesson.It is now using the bluff of its N-weapons to pevent any Indian counter attack.If fear of a N-response through military escalation is so great within the mind of MMS,how come a non-nuclear SoKo fired back at NoKo's artillery barrages and still survived?!

there is a bit of a catch 22. breaking off diplomatic ties or increasing military threats immediately causes the paks to go into a hysterical pre-war state. at this time, this is exactly the pretext they are looking for to sustain tensions and avoid taking progressive action on their real problems. in the case of afghanistan, it immediately causes unkil to intervene to keep the focus on their problem
continuing as normal in a perverse way denies the paks the ability to whip up hysteria
painful as it sounds, it may be the better longer term option
however
and this is a big if
for me, this only works if eventually there is a big time payback
that could take several forms, but i think the prefered form for me is the dissolution of pakistan into smaller more manageable states

I find this excuse making business a bit nauseating. A ship or two of the PN could have been sunk - and if asked we can always tell them India is not in a position to either confirm or deny its involvement in the sinking. It would throw TSP into war hysteria but the 'peace keepers' of the world are going to be calling Islamabad not New Delhi.

We need a TSP in a state of denial about it problems. Current it is possible for the 3.5 to maintain it in a low level equilibriun WRT India. With the TSP able to use the resources provided by the 3.5 to deal with the problems to an extent. It does not hurt the 3.5 a great deal cause as it is cheap for them.

If it is in a state of tension. The cost of maintaining TSP goes up. This cost has to be taken to an extent that sustaining TSP becomes impossible for the 3.5. The TSP will be break up like the FSU.

Also, a limited offensive limited in scope and time will not cause the TSP or escalate other issue a threat to go to war. Due to the control over escalation dominance being maintained by India.

If they go to war, they bring forward the day TSP will collapse.

With the exception of a successful Bangladesh liberation and failed attempt to do the same in Sri Lanka, India has never agressed. Looking at the leadership at the time of Bangladesh, SAM was charismatic and lead the situation very expertly.Basically he was fearless and raw guts always helped him make the right decision.Wonder if we have guys like SAM now.Only then do I see India walking out of the mire it is in. The failed Sri Lankan attempt was more due to political stupidities, and was not something our troops were keen on.Its perhaps the biggest mistake RG made, and paid for in his own blood.That also tells us why politcians should not attempt to be soldiers.We need clear thinking gutsy military leaders like SAM to start something that will heal the wounds of 26/11.

pratyush - broadly speaking, i agree. keeping pakistan in more tension than can be bought off by the 3.5 without starting an actual war will definitely cause a breakdown. it is a long drawn out process

the biggest problem i think we have is the restraining hand of unkil

I don't agree with the assumption wrt Sri Lanka.
If anything, both the stated position and the action on the ground by India was to maintain the integrity of Sri Lanka.
If you'll recall even the Rajiv-Jayawardhane accord spoke of greater integration of the tamils into the sri-lankan system. Then BJP onwards india has unequivocally been stating that it stands for a united Sri Lanka, and all issues to be resolved internally.

What a sad and poignant picture that is - the one posted by Mauli.

We keep wailing about Never forgive,Never forget but what do we do with this memory. I still have memories of Islamic violence in Kashmir so what ?
All I remember is the great Chanikian PM sending Biryani for terrorists holed up in Charar-e-Sharief.
Next time when TSP cricket team visits India, They again will get standing ovation in Chennai, SRK will dance with them, Mahesh Bhatt will host them a dinner and some Movie heroine will start an affair with one of their terrorist and NDTV will be too happy to sing in their praise.
Everyone is justifying why we should not have a gone to war after 26/11 and no one from MMS downwards has any idea how to deal with TSP and on top we have top Rtd. folks from top govt positions appear on TV and pointfy while they did zilch when they were in position of power.
Isn't Pakistan still at MFN level for India ? Why I ask.

There is much truth in what you say. Maybe this is the policy our Pujya MMS has adopted. But there is no Izzat in this behaviour. Did not Bhagwan tell Arjun not to lose cojones right at the start of Gita? Did not Swamiji say Mother make me a Man? What is the point of becoming an economic superpower without manhood?

Does he mean, 'we will redouble the number of dossiers sent to pakistan to bring 26/11 perpetrators to justice'??

To me the most poignant reminder of 26/11 is that you look beneath the skin of their official prononcements, and TSP truly believes it delivered a killer punch. Their chutzpah, their daring India to provide "evidence", their demand for Kashmir, and above all as Shiv started off by saying, the total respect TSP continues to get from the whites with only a passing mention of its role in 26/11; all are indicative of this. Make no mistake, no matter how much apathy India middle class has, no matter how much of a "super power" Indians think they are, the TSP generals and ISI officers in Rawilpindi, and so do the Indian security establishment if you take away their public show of bravado; everyone knows that TSP won this round. TSP has sent the message and loud and clear to whom it was intended.

What makes me quiver in anger is that even after 26/11, terror against India sponsored by a nuke armed TSP is still considered a side show in international circles compared with this bogus, comical Al Queda shit. And I think this is where MMS & Co, indeed India as a whole including me have failed miserably (I have tried impressing upon some American elites, but mine is a voice like a drop of water in a mighty ocean). Witness Patreus doing some bean counting on why a few Indian troops here & there are "provacative" to TSP; this from the same honcho who will threaten to bomb TSP to a parking lot should another Faizal Shezaad plot be uncovered.

Going forward, here is what I expect from MMS & Co at the very least:

1) No sweeping of Mumbai under the rug in their desire to make "peace" with TSP as a legacy under USA's tutelage
2) Next time TSP pulls off something like this, there has got to be a more forceful response at all levels: military/diplomatic.
