Two Indian cities - Imphal (ranked 32) and Srinagar (ranked 49) have been named to be at "extreme risk" of a terrorist attack, mainly aiming to cause mass casualty and destroy public transport networks.
According to an analysis of the terror risk to 1,300 commercial hubs and urban centres around the world, populations and businesses in 113 Indian cities have been identified to be at some risk - high, medium or low risk of facing terrorist attacks.
The next major Indian city after these two that faces a terrorist threat is Chennai even though the risk quotient has been marked as medium risk.
Bangalore is the fourth most prone city even though it is placed at 204th in the global threat list followed by Pune and Hyderabad at 206th and 207th respectively
Cities like Nagpur (ranked 2010) and Kolkata (2012) have been found to face a higher risk of a mass attack by terrorists that the usually expected targets like Delhi (447) and Mumbai (298).
Around 64 cities around the world are at "extreme" risk, with most in the Middle East and Asia - and three in Europe.
Speaking to TOI, Arvind Ramakrishnan, head of Maplecroft India said "When it comes to Imphal and Srinagar, terrorist attacks aren't on commercial targets as much as against the security forces. However n most of the other metropolitan cities, the targets are both to cause mass casualty and cripple its commercial hubs. Public transport networks in India are also prime targets".
Ramakrishnan added "The Mumbai attack in 2008 was the turning point for India. But lack of intelligence sharing among states is a big worry. Law and order is still a state subject in India and political rivalries across states leads to state intelligence agencies not sharing actionable data. Virtually all police forces in India lack modern equipment and adequate manpower to counter a terrorist threat. This brings down the overall morale of the force. India does not face threats from cross border terror organisations but also from home grown ones like the Indian Mujahideen" {I am not sure if Ramakrishnan wanted to say "India does not only face threats from cross border terror organisations but also from. . . " I hope that was the case and wither he missed it or it was missed in transcription.}
Ingham said "just because a city in India hasn't seen a terrorist attack in a while does not mean it isn't potentially facing one. The rankings are based on the frequency and intensity of attacks.
For the first time an Indian agency has said on record that the Islamic State (ISIS) has designs on India and that its four recruits from Mumbai's suburb Kalyan planned to carry out attacks in the country as well. It has also hinted that the self-appointed Caliphate may have developed links with anti-India terror outfits.
The National Investigation Agency (NIA) which filed a chargesheet against ISIS recruit Kalyan youth Areeb Majeed on Wednesday has said in the documents filed with the court that the terrorist outfit with help from some other terror organisations planned to recruit from India and among NRIs to carry out attacks not just in Iraq and Syria but also in India and other countries.
The chargesheet, while detailing how the four youths travelled to Iraq on the pretext of pilgrimage and then disappeared to join ISIS in Syria, says: "After joining ISIL (ISIS), all four persons underwent the basic training for handling of weapons and fire arms and were actively involved in terrorist acts in Iraq and Syria. The input received further indicated that ISIL, in conspiracy with certain other terrorist organisations, was keen not only on resident Indian citizens joining the outfit but was also trying to recruit non-resident Indians settled abroad for participating in the so-called holy Jihad not only in Iraq and Syria but also in India and other countries."
Until now both the government, including home minister Rajnath Singh, and intelligence agencies played down the threat from ISIS saying India was not on its immediate target and that there was no traction for its ideology in the country. Hardnosed intelligence analysts felt that the confidence was rooted more in political correctness. NIA chargesheet appears to validate their worst fears.
The chargesheet goes on to mention the threat twice. Naming the four—Majeed, Fahad Sheikh, Aman Tandel and Shaheem Tanki—the chargesheet says, "(The four) entered into a criminal conspiracy between January 2014 to November 2014 with the common objective and intention to join Islamic State of Iraq and Levant (ISIL), a banned International Terrorist Organization and participate in terrorist acts not only in Iraq and Syria but also in India amongst other countries."
Detailing how a full-fledged network existed to help willing Muslim youths reach Syria to join ISIS, the chargesheet details various names, including that of two women Tahira Bhatt and Abu Fatima, who helped the youths at various stages to reach Syria. "In this connection (to join ISIS), Majeed tried to contact people from different countries like Australia, Turkey, Saudi Arabia, Iraq, America, who all guided him to reach Turkey and contact them thereafter. Prominent amongst them were Abu Rami from Iraq and Abu Falluja from Turkey," the chargesheet says.
Other prominent names that the chargesheet mentions as part of the network that helps recruits reach Syria are that of Afghan national Rahman Dawlaty and one Kuwati national, Abdulla Hadi Abdul Rehman Alenezi, who gave $1000 to the four youths in Iraq to help them reach Syria.
One Ali, sympathiser of ISIL, ferried them to Mosul. It was Rahman Dawlaty, Tahirah Bhatt and Abu Fatima that the youths contacted for arranging "Tazkiya" (recommendation for joining ISIL).
After ISIL captured Iraq-Syria border, the youths were taken by Abu Muhammed Iraqi, the then Aameer of Iraq and Syria to Hudood Centre (registration centre of ISIL where persons joining from outside Syria have to be registered) in Raqqah City of Syria. It was from here that the youths began their terror activities.
This pakistani ISIS seems to be a creation of the paki ISI to replace "al qaeda" -- this allows the americans to boast that "al qaeda" has been crushed and pretending that the new global threat is ISIS. This would suit the Paki Army just fine. Nearly two years after a murderous assault on a Ratlam-based Hindu activist, the police have arrested three Muslim youths, including Rizwan Sherani, who was already in jail in connection with the murder of Bajrang Dal leader Kapil Rathod, who was shot dead in September 2014.
Rizwan was a member of Ahl al-Suffah, a Ratlam-based Islamic proselytising and charity group that became active after Muzaffarnagar riots. A breakaway faction of this group was recently busted in the communally sensitive town for its members’ alleged affiliation to an Islamic State-linked Jihad cell planning strikes in India.
Rizwan, who allegedly fired the shots while riding pillion, Sameer, alias Raja Barik Hanif Khan, 25, and Shahid Farid Khan, 32, were remanded in a day’s police custody by a court Thursday.
Sameer, a resident of Kazipura, and Shahid, a resident of Sheranipura, had already been arrested. Their three-day remand ended on Thursday and they were remanded in further custody for a day.

“They (Indonesia) believe there are about 7000 people at sea (and) they think about 30-40 per cent are Rohingya, the rest are Bangladeshi; and they are not, in Indonesia’s words, asylum-seekers, they are not refugees, they are illegal labourers, they’ve been promised or are seeking jobs in Malaysia,” Ms Bishop told The Weekend Australian.

Having been in India since November 2013, Khalid managed to get an Aadhaar card and was eligible to vote since he also managed to get an election identity card. A Rohingya Muslim from Myanmar, Khalid spent considerable time in Myanmar training batches of militants along with members of the Lashkar-e-Toiba (LeT), before slipping into India last year.
His primary interrogation report, accessed by Hindustan Times, reveals a plethora of details on the spread of the terrorist networks that spans over four countries. Interrogation reports are not admissible in court as evidence and only serve as an aid to the investigation.
The recovered thumb drive contains manuals in Urdu on manufacturing explosives, on using fire arms and also martial arts. This was part of an elaborate 15-day training programme for militants in camps on the Myanmar border.
“Khalid has told us that he helped train 40 militants in eight batches before moving to Bangladesh and subsequently India,” a senior central intelligence official told HT.
Khalid has also mentioned receiving large funds from Rohingyas based out of Karachi, Pakistan and Saudi Arabia.
Khalid has told his interrogators that he was first recruited by a Bangladeshi national identified as Abdul Rehman. He introduced Khalid to two LeT operatives, Ali and Haider, who had travelled to Dhaka from Pakistan. The three of them travelled to Myanmar and set up the training camps.
After slipping into India in November last year Khalid travelled extensively to meet with other Rohingya refugees in Delhi, Lucknow and Jammu before setting up a base in Hyderabad.
But, why this need to add more Rohingyas, when we apparently already have as many as 25,000 Rohingyas in India already (see the above link for):Khalid was arrested by the National Investigating Agency (NIA) from Hyderabad on Monday. It is suspected that he is a member of the Rohingya Solidarity Organisation (RSO) and ran terror camps in the bordering areas of Myanmar and Bangladesh. Khalid has apparently admitted that he underwent training with the Tehreek-e-Azadi Arakan. The trainers were apparently from the Tehreek-e-Taliban Pakistan.
"It is now being suspected that links between the RSO and the Jamaatul Mujahideen Bangladesh (JMB) go back a long way. JMB's explosive expert Jahidul Islam alias Boma Mizan, who escaped from the Rapid Action Battalion's clutches in Bangladesh and is suspected to be holed up in India, had claimed that he received arms training at an RSO camp close to the Bangladesh-Myanmar border. In return, the JMB taught RSO operatives the use of explosives and how to make Improvised Explosive Devices. The Harkat-ul-Jihad Islami Bangladesh (HuJI-B) was also closely linked with the RSO. It is said that HuJI-B militants also fought alongside the Rohingyas in Myanmar. Till now, India has adopted a humanitarian approach to the influx of Rohingyas but if links with organizations like the JMB are established, this will become extremely difficult," a source in the Ministry of Home Affairs said.
RSO has been operating along the Myanmar-Bangladesh border since 1980. Given its militant and fundamentalist stand, the outfit received support from organizations like the Jamaat-e-Islami, both in Pakistan and Bangladesh, Gulbuddin Hekmatyar's Hizb-e-Islami in Afghanistan, the Hizb-ul-Mujahideen in Jammu & Kashmir and the Angkatan Belia Islam sa-Malaysia (ABIM). The ABIM is an Islamic youth organization in Malaysia that has insisted on allowing Rohingyas to settle in that country. The Jamaat-e-Islami in Bangladesh is also known to have raised funds for the RSO.

A few hundred of them continue to live at a distress camp in Brookshabad, Port Blair, waiting to be repatriated.
In India, Rohingyas, after their arrest are supposed to be sent to Tihar Jail over which the UNHCR has jurisdiction. After due processing, the Rohingyas are sent to the camp in Jammu.
Unfortunately, some habitually cultural aspects of Rohingya Muslims from Myanmar cannot be ignored, as can be seen below...An intelligence officer told HT that the Rohingya refugees have been congregating at Nuh - the district where 42-year-old alleged Laskhar-e-Taiba operative Abdul Subhan was arrested from recently - more or less unnoticed by Delhi’s Police’s special cell, the Capital’s elite anti-terror unit.
“We noticed their entry to the area in batches over the period of a year and began putting a local intelligence infrastructure in place,” said the intelligence official. “The information gathered so far is alarming to say the least. Many of the settlers have participated in military training organised for them by the ISI at the Cox’s Bazar region of Bangladesh’s Maricher district some time ago,” he added.
The officer then went on to state that given the community’s established connections with the ISI, intelligence sources believed that many of the refugees might be used to conduct terror operations in the country.
“Intelligence input suggests that their founder-leaders Anawar and Dr Younus are expected to arrive to take stock of preparations this year,” the official added.
“We have reasons to believe that Pakistan wants to use the Rohingyas as bomb-planters in Indian cities as they can be made to work on relatively lesser pay and also do not attract much attention,” the official said.
The intelligence officer also expressed surprise as to how the build-up has managed to escape the eyes of the special cell that claims to have access to what it called the Mewat Module that had plans to attack New Delhi last year.

An officer from Sittwe police station No (1) who do not wish to disclose his identity told RMG that 6 Hindu women including four teenage girls and two house wives were raped by Bengali Muslims during their stay in Thae Chaung camp. "We had to live in a cow butchery. They tried to feed us beef and theaten us with death if we don't convert to Islam. Our kids had to stay inside for 24 hours to avoid beating and other kind of harassment by the Bengali Muslims. The most horrible thing is that our women are being raped one after another and those Bengali Muslim rapists became more daring when the authority did not take any actions. We have to keep guards for days and nights for the safety of our people there. Those periods are really bad in our life.", a Hindu man shared about his experience in Thae Chaung camp.

According to reliable sources, more than 40 Hindus were beheaded and murdered by the Bengali Muslim terrorists in Sittwe, Buthidaung and Maungdaw townships. However, those Hindu victims are not included in the government's official death tolls of the communal riot.

Dar's only fault was that he had rented out a patch of land to a telecom company for setting up a mobile tower. The company gave him yearly rent and also employed another man for the tower's maintenance.
This was not the first such incident in Sopore. Early on Monday morning, three unknown gunmen drove in a number-less car to Sopore's Shah Fasil Market, pulled over outside a Bharat Sanchar Nigam Ltd (BSNL) franchise office and fired, injuring three people.
While the gunman managed to flee from the scene in broad daylight, one of the injured, Mohammad Rafiq Dar, 24, sole breadwinner of a family of eight, died on way to a hospital in capital Srinagar.
Another among the injured is fighting for his life at a hospital.
Few days before the Monday's attack on the BSNL franchisee, suspected militants lobbed a grenade at a mobile tower. No one was injured and the police failed to get any clue about the attackers.
The audacious attacks have followed after a series of threats by 'Lashkari Islam,' a little known militant organisation, against the cellular companies operating in the restive Sopore town, some 50 kilometres from Srinagar.
The issue has not only been made mysterious by the inability of the police to trace those who have been issuing threats to mobile companies or the grenade hurler or the murderer of Rafiq and Dar, it has also spread fear and panic which has resulted in shutting of all the cellular companies in north Kashmir.

"This group was being persuaded to carry out terrorist strikes in India by targeting Police Officers, BJP/RSS leaders etc. outside Madhya Pradesh. Yousuf was guiding this group through cyber chat, "the IB report said.
When Yousuf started interacting with this group, he was based in Afghanistan-Pakistan border but recently shifted to Syria. While the correct identity of Yousuf is not yet fully established, he is suspected to be either Sultan Armar or Shafi Armar (both brothers and residents of Bhatkal in Karnataka) who were active members of Indian Mujahideen and had escaped to Karachi in 2009-10.
"On instructions from Yousuf, the group had acquired two pistols and was also being guided on how to assemble xIEDs from locally available explosives," the Intelligence Bureau report said.

We also got a better understanding of how high-quality drugs are being pushed into India by him through the Punjab border but his presence in India is still a mystery for us," a Delhi Police Special Cell officer admitted to IANS on condition of anonymity.
