Asian homeland security summit starts in London

Experts from India and Pakistan are attending a three-day ‘Asian Homeland Security and Counter-terror Summit’ amid concerns that many countries of the region, including India, are not fully equipped, either in terms of trained manpower or modern weapon systems, to deal with growing security threats.

Pathikrit Payne of Security-Watch India, organisers of the summit that started here on Monday, said that after the Mumbai attacks, the Indian Government had “woken up” to the need to strengthen its counter-terror infrastructure, and there were signs of “a structural shift happening in India’s internal security architecture.”

Modernising India’s police force, comprising some 2.8 million personnel, was “a daunting challenge” and required massive investment in technology needed to deal with threats to internal security, he said.

Billed as “the first initiative of its kind” to bring counter-terror experts, decision-makers, academics and diplomats under one roof, the summit will focus on the “needs and challenges” of Asian homeland security in the age of terror.

Those slated to speak include G. Parthasarathy, former High Commissioner to Pakistan, who will share India’s experience with terrorism, and how it intends to cope with new challenges; Sunil Khilnani, Director of the King’s College London’s India Institute; Maleeha Lodhi, former ambassador of Pakistan to America and Britain; and Stephen Cohen, well-known South Asian expert at Brookings Institute.

Though dressed up as a brainstorming exercise — Tory MP Patrick Mercer described it as a forum for “swapping intellectual ideas” — the summit is really designed to boost global weapons trade in the emerging Asian markets, as countries in the region step up spending on homeland security due to fears of increased terror threats.

India’s current annual spending on internal security — estimated around 17 to 18 billion dollars — is expected to go up significantly in the coming years, making it one of the most sought-after markets in Asia for western weapons suppliers.

Promised exposure to “a market estimated at $1 trillion during the next seven years,” suppliers are working overtime to pitch their products to potential buyers.
Why is it that we need to go and conduct such summits in london out of all places?

The summit is being held by a private event management company with offices in London and Delhi. It is owned by a company called Global Energy based in Delhi, with Maj Gen (Retd.) N.S. Pathania as its MD. It is being held in London because the summit has an exhibition area where companies selling security and counter terrorism equipment will take stalls to showcase their wares. Most of these companies exist in the West, hence the choice of London. These kind of events always have sessions where experts are invited to speak -- but that is only a sideshow to attract visitors to the exhibition. The profit in holding such events comes from the exhibition.

Dear all,
Sometimes I feel that we all are honest, thoughtful , so patriotic just because all we do is sit in a comfortable office/home , do some surfing and then share that information or comment on that info. I don’t say its bad.. but can we do more? I personally find few posts and most of the persons who post them as persons of morals, ethics and super intelligence.. Can we make sure the information and its analysis that’s done here reaches to many more… Can we act as an strategic think tank.. Can we do something and make things happen rather than just watch them and comment on them… CAN WE BE THE VOICE WHICH CANNOT BE IGNORED ESILY..I have few things in mind.. will post them according to the feedback I get…

Answer lies in the article itself.

It's a conference organized by the global arms mafia/middlemen. London is their base. Spending more on 'internal-security' also means having a more robust civilian surveillance regime in place. India has to eventually turn into a police state like US/UK & curtail civilian rights. This will be helped and aided along the way by more terror attacks if the country shows any recalcitrance.

Maharashtra's minister of state for education Fauzia Khan on Tuesday denied any links with arrested 26/11 terrorist Abu Jundal. Khan's denial came after allegations that Jundal, an Indian mastermind pf the 26/11 Mumbai terror attacks, allegedly spent a day in a room at the old legislators' hostel near Mantralaya in 2009. Khan was then a member of legislative council.
"Many people stay at my government accommodation and it is not possible for me to be aware of the credentials of everyone of them," said Khan while reacting to the allegation.

She, however, conceded to fully cooperating with the police in the investigation. "I have no idea why my name is being dragged into this. I do not know Jundal," Khan told mediapersons in Mumbai.

Our sickular education minister sponsors Paki terrorists.

Sonia now wants to drop Pranab in favor of this guy. He has right credentials in her opinion.

Sayeed Zabiuddin Ansari, also known as Abu Hamza and Abu Jindal, was arrested at Delhi airport on June 21 on his arrival from Saudi Arabia. Police revealed his arrest only on Monday, after interrogating him for five days about the three-day rampage in the financial hub of Mumbai that killed 166 people.

Police said Ansari helped coordinate the attack by 10 members of Pakistan's Lashkar-e-Taiba (LeT) militant group from a "control room" in the Pakistani city of Karachi and also helped to train the gunmen.
Until his arrest, Ansari had been living in Saudi Arabia on a Pakistani passport, an official at New Delhi's anti-terrorist police unit told Reuters on condition of anonymity.
During his stay in the desert kingdom, Ansari sought to recruit volunteers for another Mumbai-style attack, the official said. He would not say where the planned attack was to have taken place or even whether India was the target.
Asked how India had learned of Ansari's whereabouts, the official said: "We had inputs and we acted on them." He would not elaborate, but some Indian media, quoting sources, said the United States, which has sought to deepen its counter-terrorism relationship with India, had provided the information.

But strikingly, in February 2009, Pakistan’s Interior Minister Rehman Malik claimed that the Pakistani police had arrested seven persons for involvement in the conspiracy to carry out the 26/11 terror acts. One of those arrested was an operative named Abu Hamza. Even given the fact that the LeT frequently uses the same handle for different operatives, Indian investigators had reason to believe that it was their man.

India’s request to Pakistan for Ansari’s extradition for trial was never acknowledged. And the case in Pakistan went nowhere, largely because the Pakistani ISI and the military didn’t want their complicity in the 26/11 attacks exposed. But surprisingly, earlier this year, Ansari surfaced in Saudi Arabia, travelling on a Pakistani passport under another assumed name: Riasat Ali.

Indian investigators were evidently tracking his every move, and were working patiently behind the scenes. Last month, barely days ahead of the home secretary-level talks between India and Pakistan, Indian investigators removed Ansari’s name from the list of suspects they had given Pakistan.

It was the surest sign that Ansari had shifted base, and was no longer in Pakistan. Whether he flew the coop isn’t immediately clear: given the fact that Ansari was working in tandem with Pakistani intelligence and military services, the alternative proposition — that the Pakistani government had let him go — is harder to envisage.

In any case, Indian investigators and intelligence officials began patiently to work on Saudi officials with a request for Ansari’s extradition to face trial on terror charges. Given Saudi Arabia’s role in spreading intolerant Wahhabi hatred, which has played no small role in indoctrinating jihadi philosophy into hotheads in the Indian subcontinent, it appeared initially that the efforts to secure Saudi cooperation were doomed to fail.

But other pieces in the geostrategic puzzle were simultaneously falling into place.

Indicatively, the US administration has in recent months been keen to wean India off its need for oil from Iran (and abide by the sanctions regime against Iran) and to source it from Saudi Arabia. India has been dragging its feet on that. As part of its effort, the US has been nudging Saudi Arabia to extend cooperation to India in the area of counter-terrorism to “sweeten the deal”.

Just last week, US Defence Secretary and former CIA chief Leon Panetta was in Saudi Arabia following the death of the Crown Prince, who had as Interior Minister led the kingdom’s fight against terrorism.

It’s possible that Panetta’s visit catalysed and greased the tracks for Saudi Arabia’s decision to “deliver” Ansari to India. (Looking back, it’s entirely possible that Pakistan may have “released” Ansari and sent him on to Saudi Arabia under pressure from the US. If that’s true, it’s perhaps a sign that Pakistan is wilting under pressure — after all, Ansari can now reveal disquieting details of Pakistani ISI-military involvement in the 26/11 terror attacks.)

In other words, the diligent and painstaking work of Indian intelligence and security officials in working with US and Saudi officials has yielded their biggest catch of a terrorist handler associated with the 26/11 attacks.

So, when Shiv Sena winning muncipal elections in 86 ( as per P.Swami) and Babri demolition ( as per IE) and Gujarat riots ( as per Vicky "secular" Nanjappa) and loss of Mughal prestige leading to feeling of disenchantment ( as per Mah ATS) are not enough reasons, we have one more: economic backwardness of Marathwada region ( which somehow seems to affect only IMs and not the Hindus of the region)

Sum ji, your heart will ache when you find out how this case was found in the first place. The operation was kept completely quiet and no one knew anything about it
After his arrest in IGI, a few days later they produced him in a court...

The magistrate refused to take the case down! His name is Ujwal something... So they hauled him back to the police station and after much fuss the magistrate decided to accept.

Hindi newspaper journo picked up the story that the magistrate had refused to register the case and out came the story

Actually, you can. you just need to bribe the supervisor/wardens at the hostel. There was article in ToI/Mumbai Mirror earlier where they had done a report on how people are allowed to stay without any verification or knowledge of MLAs.

I am not saying Khan is innocent; however there is a chance the quoted remark is true.

This may be an instance where corruption is hurting the country in more ways than one.

Its still a case of misuse of govt provided accomodations. THe MLA cant plead ignorance and has to be responsible to see who stays in their quarters.
In AP MLA qtrs all sort of regional goondas would camp out in their MLA's digs. It was understood as safe haven for the police cant raid it without permission, seeking which gives time to abscond.

So MLA quarters are like sanctuary/safe haven and most often shady characters patronised by the MLA get shelter there.

Though Saudi Arabia has handed over Zabiuddin Ansari, a key conspirator of the 2008 Mumbai terror attacks, India still awaits information on another terror accused, Fasih Mohammed, who is allegedly missing from his home in the Gulf nation since last month.

Government sources said a letter was formally written to the Saudi Arabian government to ascertain the whereabouts of Fasih Mohammed. An Interpol Red Corner notice had been issued against the 28-year-old engineer from Bihar.

The Red Corner notice was issued following the CBI’s charges against him in terror-related cases, including Bangalore’s Chinnaswamy Stadium blast case of April 2010. However, the police and law enforcement agencies are yet to find a link between Fasih and Zabiuddin Ansari.

Was wondering as to why there seemed to be a massive bias against anything the police have claimed in a govt report ( was thinking this is one) and there seems to be more coverage given to muslim version of events and lots of coverage to BJP/Shiv-sena and how they are the root cause till i chanced upon the authors of this "fact finding" mission:

The present reign of terror can be traced back to March 12, 1993, when a series of bomb blasts ripped through India's commercial capital, Mumbai, targeting the stock exchange, prominent hotels and the Air-India building.

Around 300 innocent people lost their lives in this deadly act. Columnists were quick to propound a cause and effect between these blasts and the Babri masjid demolition that took place on December 6, 1992.

Over the next few years this premise became a chanting mantra to justify one act of terror after another

But is this equation so simple and direct? Hardly so, as Praveen Swami indicates (external link), 'Towards the end of 1991, SIMI began its turn towards terror -- an event precipitated by the Ram Janambhoomi movement, but one for which the ideological foundations had long been laid.'

"SIMI was formed in April 1977, as an effort to revitalise the SIO (Student's Islamic Organisation -- a wing of the Jamaat-e-Islami). Building on the SIO networks in Uttar Pradesh, SIMI reached out to Jamaat-linked Muslim student groups in Andhra Pradesh, Bengal, Bihar and Kerala. SIMI sought to re-establish the caliphate, without which it felt the practice of Islam would remain incomplete. Muslims who were comfortable living in secular societies, its pamphlets warned, were headed to hell.'


So it appears that the seeds of Islamic terror were sown far back in 1977, long before the demolition of the Babri Masjid or any other instigating factor came into play.

So Swami himself says the thing once and then again chants Gujarat and Shiv Sena winning municipal elections to justify Abu Jundal?
Our armchair ideologues sidestep the heart-rending atrocity of the gory massacre of 59 unarmed Hindu men, women and children by a Muslim mob in Godhra that provoked the Gujarat riots and expediently focus exclusively on the subsequent event to draw another faulty link between the advent of terrorism and this communal riot.

The Kandahar hijack and the audacious attack on Parliament both preceded Gujarat 2002 and occurred almost a decade after the Babri Masjid demolition. Both events again belie the cause and effect theory.

More recently, terror attacks have been deemed to be a fallout of a supposedly unjust judicial system that is seen to favour Hindus.

Saba Naqvi, writing in Outlook India emphasises (external link) this point: 'The irony, as usual, is that it is only a small number of the educated Muslim that has become radicalised. The e-mail sent by the Indian Mujahideen is worth deconstructing.

'Written in fluent English with several references to the Quran, it does vent ire against Hindus, "the infidels", and mocks at Narendra Modi"s "asmita" (pride). Yet, eventually it is a record of perceived injustice by the courts, lawyers, commissions of inquiry and state governments against Muslims. The group says it is issuing an "ultimatum to all the state governments" but specifically mentions Uttar Pradesh, Rajasthan, Madhya Pradesh, Andhra Pradesh, Karnataka and Maharashtra.'
The perception of injustice within an insular, ghettoised community is hard to allay even with the aid of objective evidence when a devious coterie has its own nefarious agenda in mind, and that seems to be the case here.

Islamic terror was an event waiting to happen, conceptualised far earlier than what are claimed to be sentinel events. These so-called trigger events only served to accelerate the pace of this monstrosity and force it out into the open.

When we seek a justification for these dastardly acts where none exists, we weaken our resolve and embolden the terrorists, imbuing them with a false sense of righteousness. This is the biggest fallacy of our anti-terror drive: a lack of clear thinking that befuddles our mind, cripples our actions and makes us cut an apathetic picture in the face of evil terror.

The terrorising episode of Mumbai is not a new story a link in the chain of terrorists activities. When Hafiz Sayeed established Lashkar-e-Taiba and announced that until India's peaceful and intact we can't expect peace and prosperity. His aim weas to break India into pieces and force it to cry for help. According to him this is a way shown to us by India.

This is the same path taken by Babu Bajarangi in Ahmadabad. He was on the forefront of the Gujarat genocide and sweared that he would not live even a single MIuslim shop unburnt. M.S Golwalkar while redefining the "Indian nationhood" has said that since Muslims have arrived on this soil Hindus have been fighting them. The Hindu fanatics have not only targeted Muslims but also Dalits and Christians. This mentality brought about partition and later the demolition of Babri Mosque. The atrocities committed against the north easten people of India have also been result of the same mentality. USA's attacks on Iraq and Afghanistan also reflect the same kind of mentality displayed.

Terrorism is an ideology which actually kills innocent people. It aims at people it may base its rationalization on religion, race, and nation. These people target the innocent lot of the society. Nazi Germany targeted Jews to keep the purity of race intact. The same tactics are being used by the Hindu nationalists today to wipeout Muslims from Indian soil. The coverage given to the Mumbai attacks as the rich and wealthy suffered while the television news channels don't give much coverage when the poor people are the target of terrorism. Example the massacre of Neli wasn't covered as much{O Bitch! My Moslem Brother} neither the looting in the Bhagalpur. This is also a face of terrorism which neglects have-nots and at the same time minorities and backward communities are blamed for terrorism.

Fasih Mohammed has been detained: KSA to India
Saudi Arabia has told the Indian authorities about the detention of Fasih Mohammed, a suspected terrorist apprehended by authorities there, who may be deported soon.

An engineer by profession, 28-year-old Fasih is alleged to have been involved in the Chinnaswamy Stadium blast in Bangalore and the shooting incident near Jama Masjid (Delhi) in 2010 and is wanted by both Delhi and Karnataka Police.

Indian authorities are interacting with Saudi authorities on the formalities to bring him back, they said.

I think all this India - US - Saudi co-operation is a hogwash to extract benefits from India. The arrest of Abu Jundal will not stop terrorists from attacking. They will be replaced by other Abduls. There is no real shortage of wannabe terrorists. As long as the support structure exists, new terrorists will replace the arrested ones.

The Times of India, quoting unnamed sources on the Jundal interrogation by the Delhi Police, says that Saeed was being protected by the ISI 24×7. Another report by the newspaper talked about how Pakistan used a 2005 cricket match – the so-called cricket diplomacy of Manmohan Singh — in Mohali to send in operatives to begin scouring sites in Delhi and Mumbai for terror attacks. Again, this information is sourced to the Jundal interrogation.

It pertains to my husband, Mr. Fasih Mahmood, who has been missing since May 13, 2012. The story quotes my family as saying that: “he [Fasih Mahmood] knew Karachi-based jihadist, Riyaz Ismail Shahbandari, one of the Indian Mujahideen's three top commanders, as a student …”
This is absolutely false and hurtful as none of my family members has made any statement to this effect — either on record or off record. I sincerely hope that you will publish a corrigendum denying that such a statement was made.

Family sources said Mr. Mahmood studied at Bhatkal, where he had once met Riyaz at a social function. The Hindu quoted the family denying “he had any knowledge of, or association with terrorist activities.”

The story also clearly stated that there is no evidence Mr. Mahmood was involved in any form of criminal activity.

K Vijaya Kumar's Interview on TimesNow is an example of how it should be handled. He clearly said nobody has business to fire at Security forces and I have given order to shoot if fired upon. If someone wants to surrender allow them to surrender.
His interview would give moral boost to CRPF. INC must be cringing at this blasting interview since local Congoons were attributing malafide on State Govt and its forces. Now CRPF DG sayd there was no malafide.

Pakistan family overstays visa, held


Hooghly: Five members of a family, believed to be Pakistani nationals, were rounded up by CID officers on Monday. They have been charged with conspiracy under the Foreigners Act.
The family came on a tourist visa that had validity till May 2012. They had come to visit relative Osman Gani , who lives on RK Road in Hooghly's Serampore. During their stay, one of the members married Gani's relative and the family did notreturn to their country.
Using the certificate, they managed to obtain other documents like a PAN card and even opened bank accounts like Indian nationals. Everything in place, they decided to stay back permanently in India. Apart from conspiracy, CID officers have arrested them arrested all five for staying in India even after their visa had expired and forging documents.
They were also charged with conspiracy. The officers said they willinterrogate all the five family members to confirm whether they hold any links with spies or had any plans of sabotage plan in India.
