India, Iran to carry out joint naval exercise
(Defense Aerospace, 08 March 2003)

India and Iran will carry out their first ever joint naval exercises in the Arabian Sea to boost bilateral defence ties, an official said Saturday. Two Iranian warships, Bandar Abbas, a fleet replenishment tanker and Lavan, a logistics support ship for amphibious operations have arrived in the western port city of Bombay on a five-day goodwill visit, a spokesman for the Indian Navy said. "Towards the end of the visit on Monday, the two warships would carry out Joint Naval Manoeuvres and exercises with warships of Indian Western Naval fleet off the Bombay coast," the official said, as quoted by the Press Trust of India news agency.

The spokesman said the visit was an effort towards nurturing special bonds between the two navies. He said the port call by the Iranian naval ships provided an opportunity for navy-to-navy interaction. It would also help foster mutual understanding at personal and professional levels, he added. On the nature of the exercises, the spokesman said: "Warships from the two navies would carry out basic manoeuvres and exercises." The port call by Iranian warships follows the visit here by Iranian President Momhammed Khatami in January, during which he discussed with Indian leaders the construction of a proposed multi-billion-dollar gas pipeline between the two countries.

Indo-Iranian navies plan war games
(The Hindu, 08 March 2003)

Close on the heels of recent bilateral visits, warships from India and Iran will carry out the first ever joint naval manoeuvres and exercises in the Arabian sea from March 10th. Two Iranian warships 'Bandar Abas', a fleet replenishment tanker and 'Lavan', a logistics support ship for amphibious operations, have arrived in Mumbai on a five-day goodwill visit, a Naval spokesman said. "Towards the end of the visit on Monday, the two warships would carry out joint naval manoeuvres and exercises with warships of Indian Western Naval fleet off the Mumbai coast," he said. Describing the visit as an effort serving to nurture special bonds between the two navies, the spokesman said the port call by Iranian Naval ships provided an opportunity for navy to navy interaction and towards fostering mutual understanding at personal and professional levels.

On the nature of exercises, the spokesman said: "Warships from the two navies would carry out basic manoeuvres and exercises". The port call by Iranian warships assumes significance as it follows the visit here by President Khatami and visit to Iran by Naval Chief Admiral Madhvendera Singh. The visits had fuelled media speculation that Iran and India had reached an agreement on overhaul of Teheran's Russian acquired Kilo submarines in India. However, the Government has clarified that there was no such proposal.

In a related piece, UPI reported on 7 March 2003 that:

Indian officials have been trying hard to damp down reports of their new military understandings with Iran, insisting that their deal to upgrade and modernize Iran's Soviet-made T-72 tanks and MiG warplanes does not mean India is seeking basing rights and the possibility of opening a second front against Pakistan. But the relationship is certainly intensifying fast. A team of Indian Army engineers and Navy logistics officers is now installed at Iran's Shah Bahar naval base. The cover story is that India will be helping improve the infrastructure at the civilian port and local communications, and are running a feasibility study on boosting crude oil shipments from Iran.

Indian navy to escort Indian ships in Mideast waters in case of war in Iraq
(Associated Press, 10 March 2003)

India's navy will escort Indian oil tankers and cargo ships through the Persian Gulf region if war breaks out with Iraq, officials said Monday. Several Indian ships, mainly oil tankers, travel to the Persian Gulf each day. Ships will have to notify the navy of their routes and several will be grouped together and escorted, said Shashank Kulkarni, secretary general of the Indian National Shipowners Association. "It is the duty of the Indian Navy to protect our merchant interests and an escort will be provided in case war breaks out," Defense Ministry spokesman Abhay Lambhate told The Associated Press.

Pakistan, India's nuclear rival, did not appear upset by the decision. "The navies of all the countries are bound to protect their commercial interests in the sea," Pakistan navy spokesman Roshan Khayal said. "And, in case of war against Iraq, all the naval forces in the region will do the same." Indian naval officials met with shipping companies Friday to discuss plans for war. If there is a war, repair crews and medical teams will be put on all Indian oil tankers in the Gulf region, said an official with a leading Indian shipping company who spoke on condition he not be identified.

Indian naval vessels provided security to Indian ships in the Arabian Sea during the 1991 Gulf War, the official said. Allied ships including those of the U.S. Navy then protected the tankers that moved into the Gulf. Emergency plans are being discussed to tackle a fire or explosion in case Indian ships are caught in an exchange of fire or hit by a warhead, Kulkarni said. India's government has said it hopes war can be avoided, but has called on Iraq to comply with U.N. resolutions demanding it give up all weapons of mass destruction.

According to AD Baker III in the March 2003 issue of Proceedings, INS Ganga and INS Brahmaputra have both been equipped with 8-cell Barak launchers. We guessed the first from the Navy Day review of course, and the Navy pages presumably need updating.

Pak. okays plans for 'Coast Guard' links
(The Hindu, 20 March 2003)

Islamabad: Pakistan's Cabinet has approved a proposal for establishment of a communication link between Pakistani & Indian Coast Guards in order to prevent violations of each other's territorial waters by fishermen from both countries. The proposed communication link between the Pakistan Maritime Security Agency and the Indian Coast Guards would also help in prevention and violation of each other's economic exploitation zone, exchange of information about pollution incidents, coordination of measures for control of major oil spills and exchange of information relating to anti-smuggling and anti-narcotics incidents, an official release here said. It would help facilitate coordination and conduct of search and rescue operations as per international conventions, the release said. The measures which were the first of their kind between the two countries were approved by Prime Minister Mir Zafarullah Khan Jamali's Cabinet last night. The proposal was significant as the two countries end up capturing over 500 to 1000 fishermen each year. Currently over 200 Indian fishermen were languishing in Pakistani jails.

Kochi: The Advanced Light Helicopter, indigenously manufactured by Hindustan Aeronautics Limited, Bangalore, has been inducted in the Indian Navy. The first of these was received at INS Garuda, Kochi, it added. The Intensive Flying Trials Unit formed at INS Garuda would conduct further trials of the helicopter before using it for operations, the release added.
