Lilo ji, The main difference is even more stark than what you have stated. The chinese submarine disaster happened in 2003 and we are only getting to know of this tragedy only in 2016. I bet even now more than 95% of chinese still wouldn't be knowing of this tragedy. I Guess the 70 chinese sailors just died in vain and their deaths were not probably even acknowledged by Chinese Navy or Chinese govt. This is how China treats its patriots and soldiers.

Whereas in India's case the Kilo sunk on 14th August 2010 and all of us had heard the news by 15th of August 2010. Infact for the whole week this was the prime time news staple. This is the level of transparency in India. Our govt acknowledged the 18 Naval warriors who laid down their life in service of their nation. They were not forgotten.

In fact this is what Shiv is saying.

Q: Can you give us some details about the submarine accident?

A: Mechanic problems caused an accident to Submarine 361 of the Chinese navy when it was training at east of Nechangshang in the territorial sea of China, claiming all 70 lives of those on board. The Submarine 361 accident is a great loss of the people’s navy. We express our deep condolence to all those in the submarine who’ve lost their lives in carrying out the training mission as well as sincere sympathy to their relatives.
  
The Chinese Government and military leaders have attached great importance to the handling of the accident. Chairman Jiang Zemin and Vice Chairman Hu Jingtao of the Military Committee of the CPC Central Committee made a special trip to Dalian to learn about the situation there. The submarine has now been pulled back to the port and the aftermath is being properly handled. Recently leaders of various countries have sent telegram of comfort to our leaders, to which we’d like to express our gratitude.
