Get a pvt shipyard like Reliance Pipavav or L&T Kattupalli to build the lower hulls till float out.
Then tug these hulls to Mazgaon Dock for final fitment.

Saar, at least in Karachi the ships are still reachable. At Deep Sea Port of Gawadar, those ships would have sank in the deep deep sea. I am begining to sus-e-pect that the Bakis are afraid of deep water and so not taking any ships to Gawadar, and still keep bringing ships to Karachi and Port Qasim....
