Why is there English on the vests of the Census workers?
I thought that literacy and particularly literacy in English was a major problem in Pakistan.

If they were using mobile laptops for the census, I would expect them to be directly entering data into the laptop instead of on paper as it appears they are doing.
Perhaps the large bag is more of a messenger bag holding the census forms.
