Between the Chinook and the Halo, there really is no contest. No one makes new Halos while Chinooks are coming off the line almost daily. As far as the Mi-46 goes, it exists only as pixels on a graphic artist's monitor.

There has been some speculations recently that the pakis are not happy with the RD-93 engine for the JF-17 and are looking into getting the M53 engine from France. If true, would also indicate that they don't trust the Chinese WS-13 engine either.

The 30% offset clause only came into effect with DPP 2006 with clarifications in DPP 2008. Some deals can be grandfathered in like the Spyder and the 80 Mi-17 deals.
