The only medium aircraft fitting the budget are MiG-29's. Russians ordered some SMT's last year for 20something mill a pop. Make that 25 mill for UPG's and you'll get a medium capability using existing infrastructure and logistics.
Not as shiny as Rafales, but affordable and easier absorbed.

Re: IAF Rafale News and Discussions - 26 May 2015
To be honest, I don't understand why the GoI and the IAF are still wanting the Rafale. Dassault totally fleeced India in the M2K update. Rafale was declared L1 and winner over Typhoon based on lower assumed lifecycle costs. (Dassault later added items previously not included, making the decision at ...

Re: Rafale & MMRCA News and Discussions-9 August, 2014
Strange discussion. The true scandal is that Dassault was declared L1 and selected over the Typhoon on the basis of fudged numbers. The GOI doesn't have a problem with Dassault hiking the price by 100% but somehow the interpretation of a silly contract clause is now the sticking point ? That's just ...

Re: Rafale & MMRCA News and Discussions-9 August, 2014
Considering that India needs those jets yesterday at a reasonable price the best options have always been the Typhoon and the Shornet. Dassault won the competition by creative pricing. I somehow don't understand the British. The Indian side was quite clear that L1 would walk away with the deal. Dassault provided the better terms and won the competition. So, both DASS and PIRATE are not completely done yet. Wonder if that is all only due to money or maturity of these products? PIRATE is ready for years. Italy, Spain and UK have them in operational service. The new IRST for Gripen NG is a further development of PIRATE. DASS is fully operational, too...

What is the counter to a stealth fighter ? The answer seems to be at the moment: another stealth fighter. Somehow I don't understand the logic behind that. There is an analogy in naval warfare. I think you guys should get around your idea of involvement of EADS as a whole. The partner in the Typhoon programme is Cassidian, or EADS's German military aviation division. If you want the Litening III, HARM, Maverick, JSOW, AMRAAM, JDAM and/or SDB integrated, the Rafale is no longer 'ready to go'. We all know why the Swiss prefer the Rafale. Training in warm Southern France is way more appealing then training in cold north-eastern Germany.
By the way the Swiss are a bit miffed about German measures against the tax evasion services offered by Swiss banks to German citizens.

The counter to the J-20 is the Sukhoi T-50. The MMRCA is a counter to Chinas J-10B/J-11 and Pakistani F-16/JF-17. I think one can safely assume both Euro Canards compare quite favourably to afore mentioned 4th gen fighters.

I think I've got a possible explanation for the difference made between Tiffy and Gripen. Part of the Tiffy tranche 2 standard were changes to the radar and airframe to provide for an AESA upgrade.
