AFAIK C-60 is a Anti-Naxalite Commando Force. It is a special operation squad attached to Police Units.
They are currently operational in Gadchiroli and Gondia.
They are basically locals who are well versed with the terrain as well as the enemy.

China does not need a strategic reserve because they have enough oil fields on land that defense can commandeer. Not that china does not need a strategic reserve...its in their interest to stockpile the same... and by oil fields if you mean the production fields, then its not at all enough for them...

The 39th has always been part of 16 Corps. Interestingly, from what I hear it was 6th and not 8th that was rushed to handle Kargil ops. Yeah..Gen VP Malik was in favor of giving the task to GOC 6 M DIV - Maj Gen Ashok Hakku as he had earlier commanded 121 INF BRIG.
