The problem with the IAF is not it's inability to understand the problem. Or even the Indian industries ability to diliver on the solution. The problem is the order quantities that are deliberately designed to prevent mass production of indigenous equipment.

Re: Indian Missiles News & Discussions - 30 June 2022
Guys, Just because a line is claimed to be capable of producing 300k missiles per year. Doesn't mean that it will. Most likely that's the max capacity of the line. The efficient minimum annual order quantities needed to keep the line going are likely to be under one 10th of that. This does represent...

If cars can be mass produced. No reason why cruise missile or any other kind of weapon can't be mass produced. All you require is the imagination to build a line needed to get the job done.

Target tracking and discrimination. Followed by cost of the missiles.
A weapon with that range only be fractionally cheaper than the target it's trying to destroy.
The only target set worthy of such a weapon is a nuclear armed ICBM Rentry vehicle.

If the calculation is flawed. The party can always get relief from the judiciary.
2nd based on the comments of the party itself, they can make a payment of 20 percent of the amount in dispute, and carry on with the dispute resolution process.

More than the claims form the Houthis. What is more important is the possession of Anti Ship Ballestic missiles by the them.
If the seeker and warhead section of that system can be ported on the existing Scud. Then the Houthis have a legitimate claim to hypersonic missiles.
