That’s correct. It’s only for NRI (Indian passport holder), not OCI. How can an OCI get a mobile phone (SIM card) in India? That is my only requirement for now. Dual citizenship US-India would be welcome ofc. You can use your passport and address proof to get a SIM card at any phone provider store.
