Isn't GST one way to bring these businesses to pay tax? It has reduced non-compliance but I can assure you that there are still ways to avoid paying GST. I know this from anecdotal evidence. So it's harder but not impossible. For instance you can still buy 100 kg of ingredients but only bill 70 kg....
