America is not the first one to do this (Britain, Germany, France, Russia too)
America won't be the last one to do it.

LSPs are always held and operated by the HAL staff and from posts from Kartik, Saurav Jha I believe they are being used as flying test beds for UTTAM and other Mk1A tech but deliberately not spoken about.
