I am not that well informed about the Heli warfare/tactics part. so cant answer. But clearly IA/IAF thinks its real threat, they only differ on which asset to deploy for it.

I know of a few excersises gaming fighter vs helicopters. TACDE is a master in coming up with new games. It is not a given that a fighter will get a kill if it's going against a helicopter.
