Excellent question ! Df31 carries warhead that has high 'yield to weight ratio', A5 carries leisurely heavy warhead that has poorer yield to weight ratio. The scaling impact and cost to field (and maintain) weapon system is fantastically higher due to this deficiency for sub-surface weapon systems....
